Minutes after the AIADMK voted in support of the controversial Citizenship (Amendment) Bill in the Rajya Sabha on Wednesday, the DMK slammed the ruling party. DMK chief MK Stalin took to social media to say that it was a direct assault on secularism, equality and fraternity - principles which are essential to any democracy. He further stated that the AIADMK stands completely exposed for its decision to support this immoral legislation. The Bill which passed in the Lok Sabha on Monday, guarantees a path to citizenship for persecuted minorities including Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Pakistan and Bangladesh. It however leaves out Muslims, thus making religion a basis for citizenship. TN opposition parties including DMK, VCK and the state Congress had opposed the Bill and alleged that it violated tenets of the Constitution. Their request however was that Home Minister Amit Shah include Sri Lankan Tamils and Muslims within its ambit. In a statement on social media, in response to the AIADMK's actions, the DMK chief condemned the vote in support and said that the party has betrayed Sri Lankan Tamils. He further alleged that the AIADMK, in an effort to stay in power and continue 'looting' the state, has blindly supported the BJP in every aspect, despite the Centre letting the economy fall into despair and running a government based on religious fanaticism. Stalin stated that the AIADMK's agreement to support the bill despite acknowledging that it was discriminatory exposed them."If you are going to agree to everything the BJP says, then why do you need a separate party? And why include Anna's name in it?" asked Stalin. "The AIADMK which has for its own benefit, made an alliance with BJP that does not want communal harmony, can no longer talk about support for Sri Lankan Tamils or about welfare of minorities," he added. In Parliament, DMK MP Tiruchy Siva had moved an amendment to include Sri Lankan Tamils and Muslims in the bill, but it was defeated.

Rajinikanth was as effortless playing a godman as he was in playing a raw, frightening villain.
Rajinikanth wanted to be a villain and as one, he looked effortless on screen. He decidedly revelled in roles that had a shade of negativity. Infusing style with menace, Rajinikanth brought to his negative characters an elan not many villains of Tamil cinema could boast of. If only he had his way, Rajinikanth would have perhaps gone on to become Tamil cinema’s quintessential villain. But, Tamil cinema had different plans for him. Despite his admission that he preferred doing ‘commercial’ roles which eventually boxed him into a stereotype, Rajinikanth was a fine actor. He was as effortless playing a godman as he was in playing a raw, frightening villain. He could be a rustic village head as also the suave educated man. From comedy to melodrama, he was comfortable in many genres. In the first few years of his career, Rajinikanth straddled a variety of characters that offered him scope to perform. To those who grew up watching his films in the 1980s – like I did – Rajinikanth remains an actor we will love and cherish, we will celebrate and remember. Here are a few such films. 1. 16 Vayathinile (1977): Rajinikanth did a slew of negative roles early in his career, and his role as ‘Parattai’ in 16 Vayathinile is easily among the best. A local ruffian lusting after Mayilu (played by Sridevi), Rajinikanth was effortlessly villainous playing a perfect foil to an innocent Chappani (Kamalhaasan). Neither of the actors carried the burden of stardom in this movie, making it more special. Rajinikanth’s punch dialogue "Ithu eppadi irukku?" (How’s this?) remains a favourite among his fans. 2. Mullum Malarum (1978): In a year, Rajinikanth would play one of his career-best roles in Mullum Malarum directed by the legendary J Mahendran. The movie saw Rajinikanth’s raw calibre in all its glory. He played the role of an angry young man with a visceral hatred for the man (Sarath Babu) his beloved sister was in love with. From the celebrated 'Raman Aandalum' song to the startling climax (where he does accept Sarath Babu but not because he had a change of heart, it is more because his sister comes back to him, assuaging his bruised ego), Mullum Malarum is Rajinikanth’s movie but one that shows him as a brilliant actor too. 3. Johnny (1980): Yet another Mahendran film in which Rajinikanth essayed two different roles – a small-time conman and a hardened criminal. It was another rare film where Rajinikanth was not the macho hero that he would later be. In Johnny, Rajinikanth would eloquently portray the role of a vulnerable human being struggling to reciprocate the heroine's (Sridevi) feelings for him – only because he is a conman not fit for a reputed singer like her. Celebrated for the scene where Sridevi's character proposes to his, Johnny is yet another wonderful performance by the actor. 4. Thillu Mullu (1981): A remake of Hindi film Golmaal, Rajinikanth was apparently diffident doing Thillu Mullu only because it belonged to the genre of comedy, something he never knew would work for him. But K Balachander, the director who introduced him to cinema, was far more confident of his talent. Thillu Mullu remains one of the most humorous films in Tamil cinema, evergreen in its own way with Rajinikanth breathing life into the character of Aiyampettai Arivudai Nambi Kaliyaperumal Chandran (and Indiran) with an outstanding performance. 5. Sri Raghavendrar (1985): Directed by S P Muthuraman, this devotional biographical film on Sri Raghavendrar could easily be Rajinikanth’s personal favourite. After doing a slew of negative and action oriented roles, in Sri Raghavendrar Rajinikanth is uncharacteristically calm and unperturbed, something that perhaps did not go well with the audiences. In an event in 2011, Rajinikanth would go on to say that if there was one movie that his fans would love to revisit five decades later, it could be Sri Raghavendrar. 6. Buvana Oru Kelvikuri (1977): One of those few films where Rajinikanth's character dies in the end, after spending a life in ‘sacrifice’ marrying the woman Buvana (played by Sumithra) deserted by his friend, maintaining a platonic relationship with her and raising her son as his. Yet another film that is a testimony to Rajinikanth’s acting prowess. 7. Netrikann (1981): Rajinikanth’s penchant for playing villain (after transitioning to hero) found its expression in films like this, where he played both. In portraying entirely contrasting characters of Chakravarthi (the father - a flamboyant businessman lusting after women, even raping one) and Santhosh (the sober son trying to mend his father’s ways). Till Enthiran in 2010, Rajinikanth would often continue to play such dual roles where one would offer him scope to play villain. 8. Engeyo Ketta Kural (1982): Rajinikanth plays Kumaran who remains sensitive and sympathetic (if not understanding) to his wife Ponni (Ambika) who leaves him for another man yet returns after ‘realising her mistake’. Kumaran gets married to Ponni’s sister Kamatchi meanwhile but defies his father-in-law and others when he continues to treat Ponni sympathetically till her end. 9. Aval Appadithan (1978): A critically acclaimed movie, Aval Appadithan had Kamal Haasan and Rajinikanth play friends who are poles apart in their treatment of women. If Kamal Haasan's character was a filmmaker doing a documentary on women’s issues, Rajinikanth's is a ‘prejudiced ‘a**’ who believes women ‘need to be enjoyed not analysed’. A day after Manju (Sripriya) slaps him for misbehaving with her and makes him run away, he remains a nonchalant boss at office – even telling her not to sulk. “I behaved like I was supposed to when a woman is alone. You behaved like a self-respecting woman would in that situation. It's over,” he tells her. From a man begging Manju to not create a scene to the one telling her to forget the incident, Rajinikanth’s character portrays various shades of negativity with all its complexities in this much debated film. 10. Aarilirunthu Arubathu Varai (1979): A melodrama that portrays the life of Santhanam (played by Rajinikanth) who was forced to become the breadwinner for the family when he's barely six. The film shows him selflessly toiling for his family, aspiring to give his siblings the life his father would have. While the siblings go on to make big in life, Santhanam continues to struggle and in the process, his wife and children are killed. Finally, the siblings come back to him after Santhanam turns into an acclaimed novelist. He accepts them, with full knowledge of their behaviour.

42-year-old TN man arrested for possessing, distributing child sexual abuse videos

The Trichy police have arrested a 42-year-old air conditioner mechanic for allegedly possessing and distributing child sexual abuse material The arrest is a part of a state-wide crackdown on residents downloading sexual abuse material with minors featuring in them. A week ago, Additional Director-General of Police of Crime against Women and Children wing, M Ravi, held a press conference in Chennai where he stated that atleast 1500 people across the state had downloaded child sexual abuse material over a period of a week in November. He further added that the state had inputs and details of those who downloaded the  material and that the same had been forwarded to commissioners and district superintendents of police to initiate action. Trichy SP Varadarajalu tells TNM that it was this information that led to the arrest of the mechanic Alphonso."The National Centre for Missing and Exploited Children (NCMEC) gave the Tamil Nadu police details of the offenders. We were in turn given a Facebook ID that was indentified as distributing child sexual abuse material. He was initially using an ID titled 'nilavan_nilavan' but this was suspended by the social media site," says the SP. "Later he started using an ID titled 'aadhavan_aadhavan'," he adds. When the police began digging into the Facebook account, they then retrieved a phone number connected to Alphonso, a resident of Trichy. They then tracked him down and began searching for the banned content on his systems."We couldn't find anything initially. Later we went through his Facebook messenger texts and found that he had indeed sent child sexual abuse material to people," says the SP. "He seems to have almost been addicted to child sexual abuse material," he adds. The police has booked Alphonso under the Protection of Children from Sexual Offences (POCSO) Act and Section 67(a) (Punishment for publishing or transmitting of material depicting children in sexually explicit act) of the Information Technology Act and remanded him to judicial custody for 15 days."We will also be conducting inquiries against those who have received the videos," says the SP.

DMK chief MK Stalin has called the controversial legislation a direct assault on secularism, equality and fraternity.
The DMK, the main opposition party in Tamil Nadu, is all set to launch a massive protest against AIADMK’s support for the controversial Citizenship (Amendment) Bill. The Bill, which excludes Muslims from its ambit, was passed in the Rajya Sabha on Wednesday with the support of the AIADMK’s 11 MPs. The DMK has called the AIADMK’s support to the Bill a ‘betrayal’, especially since it also excludes Sri Lankan Tamils. In a statement on Thursday, DMK chief MK Stalin said, “A massive district-wise protest will take place on December 17, 2019 condemning the anti-Tamil AIADMK government’s support to the anti-minority, anti-Tamil BJP government at the Centre.” He added that the Bill would not have passed without the support of the AIADMK. A division of votes in the House saw 125 voting in favour of the Bill while 105 voted against it. The Bill, which now awaits Presidential assent, guarantees a path to citizenship for persecuted minorities including Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Pakistan and Bangladesh. It however leaves out Muslims, thus making religion a basis for citizenship. Opposition parties including the Congress, DMK and VCK had pointed out that the Bill also leaves out Sri Lankan Tamil refugees.  The Bill narrowly passed the Rajya Sabha on Wednesday with the support of 11 AIADMK MPs. No stay on release of Jaya biopics 'Queen' and 'Thalaivi': Madras HC

The late Tamil Nadu Chief Minister’s niece, Deepa Jayakumar, had asked for a stay citing privacy concerns of the family.
The Madras High Court held on Thursday rejected a plea by former Tamil Nadu Chief Minister J Jayalalithaa’s niece Deepa Jayakumar which sought a stay on upcoming biopics of the late leader. The feature film in the works is directed by AL Vijay. Titled Thalaivi in Tamil and Jaya in Hindi, the film will have Bollywood actor Kangna Ranaut in the lead. The web series, on the other hand, directed by Gautham Menon, is titled Queen and stars Ramya Krishnan in the lead. Justice Senthilkumar Ramamoorthy concurred with Deepa's argument that she had a right to privacy while pointing out that AL Vijay had given an undertaking that she does not feature in the film, reported The Hindu. Gautham Menon, however, argued against such an undertaking given that his web series was a work of fiction. Gautham Menon has also been directed not to include any characters resembling Deepa.  While a release date for Thalaivi has not yet been announced, Queen is set to release on Saturday, December 14. Deepa had demanded that the full script of the productions be made available to her and stated that her explicit permission was required to make the film and web series. Deepa raised privacy concerns with regard to the portrayal of the late AIADMK supremo as well as herself. Interestingly, the court noted that Deepa could not demand to be included in a film claiming that her aunt's biography would otherwise be incomplete. It must also be reasoned with the directors' right to freedom of expression, the court held. The court said that a determination was yet to be made of Deepa's rights to demand that the film be exhibited prior to its release given that she was not an immediate relative of the late Chief Minister. According to one report in The New Indian Express, filmmakers were asked to honour their undertaking that Deepa would not be depicted in their works.

Fathima Latheef death at IIT Madras: Madras HC dismisses PIL seeking CBI probe

The court has ordered IIT Madras to provide psychological counselling to its students.
The Madras High Court on Friday dismissed a PIL seeking a CBI probe into the death of 19-year-old Fathima Latheef, a student of IIT Madras. The first year student of the Department of Humanities and Social Studies from Kollam, Kerala had taken her life in her hostel room on November 9. Her parents had alleged that she had been pushed to take the extreme step owing to harassment from her professors. Following her death, student protests within and outside the campus demanded answers from the premier institute.  On Friday, a bench of Justices M Sathyanarayanan and N Seshasayee dismissed a PIL filed by the National Students Union of India for a CBI probe into the issue reportedly on the grounds that it did not present enough evidence to make its case. The court directed IIT Madras to provide psychological counselling to its students.  The case, which was initially probed by the Chennai city police was shifted to the Central Crime Branch on November 14 following protests. The Kotturpuram police had initially registered an FIR under section 174 of CrPC (Police to enquire and report on suicide, etc).  The state government had argued that the Central Crime Branch team had two former CBI members in it. The probe team, led by former CBI DIG and the present Joint Commissioner of CCB, C Eswaramoorthy, also has former Assistant Commissioner of CBI Prabhakaran in it. Additional Deputy Commissioner of Police for Crimes against women and children S Megalina is the investigating officer in the case The court also dismissed a PIL by Saleem Madavoor, national president of the Loktantrik Yuva Janata Dal, from Kerala. He sought a CBI probe into all students suicides that have taken place at the institute since 2006. He had alleged that 14 students had committed suicide on campus reportedly due to discrimination on account of their caste, religion or language.

The DMK Youth Wing on Friday staged protests across the state a day after the controversial Citizenship Amendment Act was notified following the President’s assent late on Thursday.   DMK Youth Wing Secretary Udhayanidhi Stalin held protests in Chennai’s Saidapet against the Act which guarantees a path to citizenship for persecuted minorities including Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Pakistan and Bangladesh. The Act, however, excludes Muslims, thus making religion a basis for citizenship. Hundreds of DMK youth wing cadres participated with Udhayanidhi Stalin tearing up a copy of the Act.Udhayanidhi along with other protestors were later taken into preventive detention by the Chennai police. Apart from the youth wing protests, students from New College in Chennai also staged a protest against the Act. Teenage girls in TN allegedly trafficked by grandmother for Rs 20,000

The police are yet to ascertain if it is a case of child labour or bonded labour.
The police personnel in Tiruvarur district of Tamil Nadu have launched a full-fledged search operation for two teenage girls who were allegedly pushed into bonded labour by their grandmother. The girls went missing on November 20 from their homes in Puravasam and are believed to have been given away by the family in exchange for an amount of Rs 20,000. The two girls — aged 13 and 14 — used to live with their parents and grandmother. While their father is a daily wage worker, the mother reportedly suffers from mental health issues. Owing to their poverty and inability to manage household expenses, the grandmother, Vijayalakshmi, allegedly sent the two girls off with a broker who offered Rs 10,000 per girl. The family was told that the girls will be put to work, but no specific information was provided. Tiruvarur Superintendent of Police (SP) M Durai told TNM, “About two to three days ago, we received information from a childline centre that the girls had been given away by their family. We began questioning the family but they were not cooperative. Following this, we tracked down the company where they were supposed to be going but the owner there said that he did not hire them. Hence, our search is still underway and we are confident that we will find them by tomorrow (Saturday) morning.” As of now, the police have booked the grandmother under the Child Labour Act. She has been detained in a local police station for questioning. “Till we manage to trace the children and understand the terms of hiring, we won't know if it is child labour or bonded labour,” the SP added. The children are suspected to be at a company or factory in Tirupur district.  More details in the case are awaited.

A 33-year old debt ridden goldsmith, allegedly hooked to lottery, took his own life after killing his three children and wife by administering them poison. M Arun shot a video moments before he killed himself on late Thursday alleging that he was prompted to take the extreme step due to lottery, absence of financial help and urged steps to eradicate the "three-number" raffle. Police said he was debt ridden and had difficulties in paying back his creditors.'Three-number' lottery is a kind of raffle.Though all kinds of lotteries are banned in Tamil Nadu for over the last 15 years, allegations of its illegal prevalence have been made by political parties and police have also said they had been taking action. The goldsmith, who ran a jewellery making workshop in his home, blamed himself for his plight in the video clip -shared widely on social media- adding that people had no sense of fairness and justice."Please eradicate lottery in Villupuram, the three-number lottery. At least 10 persons who are in similar circumstances will be able to survive," he said in the clip. He also wanted the "association", perceived to be a reference to a local goldsmith collective, to extend help to debt ridden people like him."We cannot live here and we are going without giving trouble to anyone," he said. The clip also showed Arun's wife, 26-year old M Sivagami leaning on him in a drowsy state, apparently due to the ill effects of the poison. Arun also showed his three toxin fed girl children - including a toddler- lying unconscious on the floor. The eldest child was five years old, the next one was three and the third a toddler, according to police. On the charge that illegal lotteries are being run, Villupuram district police superintendent S Jeyakumar said continuous action was being taken against it."As many as 280 cases have been filed this year in the district and in town area 143 cases were registered and the accused persons were arrested and remanded," he told PTI. Arun had also been hooked to "online lottery" and the deceased used his mobile phone to access it, he said."Today, we arrested 14 persons, including agents for illegal lottery," Jeyakumar said. According to the official, Arun ran a goldsmith workshop in his residence here and could not get adequate income. Owing to debt, he had sold his house and used part of the proceeds to run a money lending business known locally as 'thandal.'"Arun seems to have faced losses in his new business endeavour and due to his obsession with online lottery. He owed money to his creditors. He could not handle the pressure," the official said. The bodies were handed over to the family members after autopsy at a government hospital, he said. A police release said the Goondas Act would be invoked against those indulging in illegal lottery trade and added that if any police personnel aided the grey business, strict action would be taken against them. PMK leader Anbumani Ramadoss said the incident was shocking and demanded action against the illegal lottery trade. After illegal lottery was banned in 2003, many of those engaged in the trade continued to do so illegally since they did not have other livelihood options. Ramadoss urged that they be provided with alternative employment opportunities.

No clash in name with AIADMK: EC registers TTV Dhinakaran’s AMMK as political party

The Election Commission, which this week registered the TTV Dhinakaran-led Amma Makkal Munnetra Kazhagam (AMMK) as a political party, overruling the AIADMK's objection, said on Friday that there is “no similarity in the names of the two parties”. It also rejected AIADMK's objection against the AMMK for using the word ‘Amma’ in its name, saying it did not find any merit in that as it was a commonly used word to refer to the mother. In Tamil Nadu, AIADMK cadres normally refer to former Chief Minister J Jayalalithaa as "Amma". The EC order, signed by its secretary Dilip K Verma, was sent to AMMK general secretary Dhinakaran, the nephew of Jayalalithaa's close aide VK Sasikala. Dhinakaran won the RK Nagar Assembly constituency in Chennai in a bye-election after the death of Jayalalithaa in December 2016. Jayalalithaa was elected from the seat earlier. Dhinakaran is the sole independent MP in the Tamil Nadu Assembly. The party tanked in the Lok Sabha polls held earlier this year, forcing prominent faces to quit the party. EC sources said since AMMK had become a registered political party, preference would be given to it in the allotment of symbols among the free symbols during polls. However, it would not be applicable in the forthcoming local bodies poll in Tamil Nadu as it was conducted by the state election department. On AIADMK's objection that Dhinakaran was expelled from it and disowned by Jayalalithaa when she was alive and hence he had no locus standi to start a party in her name, the EC said the claim had nothing to do with the eligibility of a party to get registered. The AMMK had cited precedents of political parties with similar names being registered. The EC had registered Aam Aadmi Party, led by Delhi Chief Minister Arvind Kejriwal, and another political party with the name AAP. For AMMK, to become a recognised state party, all the candidates fielded by it should get at least six percent of the total votes polled in an election to the Lok Sabha or state Legislative Assembly. As per Section 29A of the Representation of the People's Act, 1951, when an application is received for registration, the Commission invites for objections, if any, by giving a one-month notice. The party is registered, subject to fulfilment of other conditions, if there is no objection. If there are objections, the commission hears both the parties and then decides.

Nalini Sriharan, a life convict in the Rajiv Gandhi assassination case, has moved the Madras High Court, alleging illegal detention at Vellore prison from September 10, 2018 as the Governor of Tamil Nadu had not acted on the advice of the council of ministers to release her. The petitioner referred to the Supreme Court judgment in the Maru Rams case (in 1980), in which a constitution bench held that the advice of the state government under Article 161 of the Constitution would be binding on the head of the state. She contended that as the power under Article 161 (power of the Governor to grant pardons and suspend, remit or commute sentences in certain cases), has already been exercised by Tamil Nadu, the Governor has no discretion, but to act on the September 9, 2018 advice of the council of ministers. Stating that the Governor had to 'mandatorily' accept the state's recommendation, the ruling party had said last year that the Governor will definitely have to accept the cabinet's decision. "Governor represents the state. He's the executive for the state. Whatever decision was taken by the government will be executed by the Governor," Tamil Nadu Fisheries Minister D Jayakumar had said. Earlier this year, Nalini had moved the Court, seeking directions to Tamil Nadu Governor Banwarilal Purohit to release all the seven convicts as per the decision of the Tamil Nadu cabinet in 2018, recommending their release under Article 161 of the Constitution. However, the High Court had dismissed her petition. Nalini, in her petition on Friday, submitted that since she has not been released as per the advice of the council of ministers, her continued detention was illegal and violative of Article 14 and 21 of the Constitution. Nalini and her husband Murugan, besides five other convicts, are undergoing life imprisonment in the case related to the assassination of former Prime Minister Rajiv Gandhi at an election rally in Sriperumbudur near Chennai on May 21, 1991.

Rains lashed Chennai in the wee hours of Friday and Saturday; and more rains are predicted for parts of coastal Tamil Nadu. According to the Regional Meteorological Centre (RMC), light rain is likely to occur at a few places over coastal Tamil Nadu and Puducherry and light to moderate rain at isolated places over interior Tamil Nadu on Saturday. Between Sunday and Tuesday, light to moderate rain is likely at isolated places over Tamil Nadu and Puducherry, the weather agency said. According to a bulletin from the India Meteorological Department (IMD) on Saturday morning, rain and thundershowers had been observed at many places over Tamil Nadu. Heavy rain was predicted for coastal and delta districts including Thoothukudi, Sivaganga, Ramanathapuram, Nagappatinam, Thanjavur and Thiruvarur on Friday. According to the Tamil Nadu State Disaster Management Authority’s (TNSDMA) report on Friday, Tirunelveli received 17 mm of rainfall while Nagappatinam received 7.4 mm. Ramanathapuram and Cuddalore recorded 2.4 mm and 1 mm respectively. As far as Chennai is concerned, the sky is likely to be generally cloudy. Light to moderate rain is likely in some areas over the weekend. While maximum and minimum temperatures are expected to be around 30 and 24 degree Celsius on Saturday, it is expected to vary between 31 and 25 degree Celsius respectively on Sunday. Popular city-based weather blogger Pradeep John, who runs the Facebook page Tamil Nadu Weatherman, made the observation that the current spell of rains in the Kancheepuram, Tiruvallur, Chengalpet, Chennai (KTCC) region were perhaps the ‘last significant easterly wave for northern Tamil Nadu’ this monsoon season. On Friday, he wrote, “Night time to morning is our time with convergence happening close to coast. Right from Chennai to Nellai Ghat areas action will be seen here and there. Hopefully, tomorrow morning we will wake up to a monsoon-ish day and day goes on, coast will be clear of activity and interiors will get some rains.”

Sri Lankan Tamil refugees— those who fled ethnic violence and those who were born here— fear deportation in the aftermath of the Citizenship (Amendment) Act that excludes them.
Siva*, who lives in the Pooluvapatti camp for Sri Lankan refugees in Coimbatore district came to India in the 1990s when his parents fled from war-torn Sri Lanka. “We have been living here as refugees for nearly 30 years. Even as recently as a few months ago, we had asked for citizenship and given an application to the Collector. But now it is clear that there is no citizenship for us. Our name doesn't figure in the Union government's Citizenship Amendment Act. So they have told us clearly,” he says. Not just Siva, but as the controversial Citizenship (Amendment) Act was notified in the Indian Gazette late on Thursday, many Sri Lankan Tamil refugees like him who have made Tamil Nadu their home, fear that they would be deported from the country. The legislation was strongly contended by the Opposition in both Houses of Parliament for its exclusion of Muslims as well as Sri Lankan Tamils. However, the legislation, introduced by Union Home Minister Amit Shah passed in both houses with support from BJP lawmakers and allies like the AIADMK and JDU. The Act will allow persecuted minorities from Hindu, Sikh, Buddhist, Jain, Parsi and Christian faiths from Afghanistan, Pakistan and Bangladesh to apply and avail Indian citizenship.  The refugee camps for Sri Lankan Tamils were originally meant to be a temporary shelter for those who fled persecution during the ethnic strife in the island nation beginning in the 70s. Almost 62,000 Sri Lankan Tamils still live in around 107 camps located across Tamil Nadu, and another 36,000 outside the camps. The camps are spread across almost all districts, with the highest number of refugees living in Madurai. Though the war got over in 2009, according to the Tamil Nadu government, only 3,000 refugees went back, the majority staying back in India as they still fear for their future if they are forced to return. In the run up to the 2016 state Assembly election just three years ago that elected the current Tamil Nadu government, late Chief Minister J Jayalalithaa had promised to press the Centre to grant dual citizenship for Tamils. In addition to demanding an independent, international probe into the genocide, she had also promised to secure a separate homeland for Tamils in Sri Lanka. However, the AIADMK, now an ally of the BJP, voted in support of the Bill in the Rajya Sabha where it has 11 MPs, despite raising apprehensions about the exclusion of Tamils and Muslims. This support helped pass the legislation that saw 125 voting in favour of the Bill and 105 voting against it. Stigmatized for refugee status In one of the camps located on the western suburbs of Coimbatore, small homes are held together with asbestos sheets. With few facilities in the area to rely on, the people say that even those with degrees among them are forced to take up jobs in the unorganised sector owing to lack of citizenship. “Wherever we go, they brand us as agadhi (refugee) or mugaamkaarar (belonging to a refugee camp). Even the students who study with our children don't respect them. This is no fault of ours. We are also Tamil, right? Why have they left us out? What have we done that is so bad? They say Tamil Nadu is a state that helps migrants live a good life but we are living here for 30 years with the stigma and stamp of a refugee,” says Rathi* from the same camp. She adds, “It would be good if you give us citizenship and treat us and our children as one of yours.” In response to MPs, including Vaiko, raising the exclusion of Sri Lankan Tamils from the new law, Amit Shah cited refugees returning to Sri Lanka to claim that no injustice had been done. “Several MPs have raised the issue of Sri Lankan Tamils. Since 1947, at different times, the Indian government led by different parties has given citizenship to Sri Lankan nationals. First 4.6 lakh people were given, later 94,000 families were given. 1.5 lakh people went back out of which 75,000 people and around 2 lakh people have also gone back to Sri Lanka. But I have said this before also, that the question of injustice does not arise. This government does not aim to be unjust to anyone. When Sri Lankan citizens were given, these people were not given,” he said. ‘Didn’t intend to live here forever’ However, the men and women who were forced to abandon their homes and lives in the genocide, point out that they never meant to live here forever.  “We didn't set foot here to live permanently. When we came, we came as refugees. We have come to Tamil Nadu, India just as refugees all over the world enter a country. We came here with the intention of going back to Sri Lanka. We wanted to go after the situation became peaceful. We have stayed here for 30 years, our children are all grown up, our parents (who we came with) have passed away. Tomorrow, if we send our children to Sri Lanka, how will they live? What do they know about Sri Lanka? Either they should give us citizenship here or send our children to Sri Lanka when we are alive so we can show them how to live. After that, even if something happens to us, we can be confident that our kids will manage,” says Siva. Sri Lanka and India should discuss and come to an agreement about our lives, say some like Siva. Others, however, maintain that they are stigmatised to varying degrees in both countries over their identities and that they should be given Indian citizenship.

TASMAC can open liquor shops on agricultural land if all approvals obtained: Madras HC

The Madras High Court has said that state run TASMAC can open liquor vending shop in buildings constructed on agricultural land if mandated approvals are obtained However, the court observed that vending of liquor is an obnoxious trade and it has social and moral dimensions and consequently the restrictions placed by law have to be abided by in the strict sense. The first bench, comprising Chief Justice A P Sahi and Justice Subramonium Prasad also directed the authorities concerned to ensure that location of liquor vending shops in rented premises should be permitted and located in only premises that exist by virtue of a valid permission and have a building plan approval as per law. It would be the obligation of the authority concerned to verify the status of both the land and the premises, as to whether they comply with the conditions or not,the court said. The issue pertains to a PIL moved by Mallasamy Nachimuthu, seeking a direction to the Erode District collector to remove a TASMAC shop located in Mylambadi village on farm land within the time stipulated by the court. On February 13, when the plea was heard by a different division bench, the court had observed that the sanctity of a place which gives food, justice (courts), health (hospitals), worship (temple/mosque/church), education (schools, colleges or universities) and such other places are to be preserved for that purpose and should not be used for commercial purpose or for earning revenue. Agricultural field is a place worshipped by farmers and to be respected and not to be used for earning revenue through liquor, the bench had said. The plea was opposed by the land owner, who submitted that there cannot be a total ban or prohibition of the location of a liquor vending shop over agricultural land under the Tamil Nadu Prohibition Act or the Tamil Nadu Liquor Retail Vending (In Shops and Bars) Rules. No such prohibition stands incorporated so as to exclude a premise from being used as a liquor vending shop in the event it is situated over an agricultural land, she contended.

Madras HC to resume hearing Vedanta's plea against Thoothukudi plant closure

After a two month gap, a bench of the Madras High Court is set to resume hearing from December 16 a plea by Vedanta challenging closure of its copper smelter unit at Thoothukudi. The bench, comprising Justices T S Sivagnanam and V Bhavani Subbaroyan, which concluded 28 days of hearing, could not continue as its senior judge Justice Sivagnanam was deputed to the Madurai bench. In view of the voluminous documents and records involved, attempts to continue the hearing through video conferencing were also dropped. Since Justice Sivagnanam has been deputed back to the principal bench at Chennai now, counsels representing Vedanta and the state government represented to Chief Justice AP Sahi to reallot the cases to the bench, comprising Justices Sivagnanam and Bhavani. On December 13, as per the orders of the Chief Justice, the High Court registry notified the bench comprising Justices Sivagnanam and Bhavani, which would hear the cases from December 16 to 20. The case has seen a series of delays in the Madras High Court. First, in June 2019, Justice KK Sasidharan recused himself from the case and said that he had previously adjudicated on the re-opening of the copper plant during his tenure at the Madurai Bench last year. So the court ordered status quo to be maintained on the closure of the plant. Following this, in August, a division Bench was hearing the case with as many as four senior lawyers  - C Ariyama Sundaram, G Masilamani, PS Raman and ARL Sundaresan, arguing on behalf of Sterlite. And then, Justice Sivagnanam was, as he predicted, sent to the Madurai Bench of the Madras High court for three months beginning September, in which it was decided the case would be conducted via video conferencing. The judges had decided to keep the petition pending as ordering notices to the respondents would further prolong proceedings. Sterlite's plea to re-open their copper smelter came before the Madras High Court came months after the Supreme Court upheld the Tamil Nadu government's decision to issue closure orders to the plant. The apex court had agreed to the state's argument that the National Green Tribunal (NGT) does not have the authority to strike down the Tamil Nadu's government's order. The Supreme Court instructed Sterlite to re-open the smelter, to the Madras High Court. (With inputs from PTI)

Fathima Latheef death at IIT-Madras: Case shifted to CBI on Centre’s order

The Tamil Nadu government on Saturday cited orders from the Centre, to shift the probe in the death of IIT-Madras student Fathima Latheef to the Central Bureau of Investigation (CBI). This comes 10 days after the father of the 19-year-old woman told the media that Union Minister Amit Shah had assured them that the CBI will investigate the case. Fathima, a first-year Humanities student at the Indian Institute of Technology (IIT) Madras, was found dead at her hostel on November 9. According to the Times of India, the order transferring the case stated that the state government had decided to accept the proposal of the Director-General of Police (DGP) and the Commissioner of Police to transfer the case. The transfer was reportedly recommended by the top officers based on demands from various quarters. A notification in this regard was also issued, according consent for the CBI to take over the case. Incidentally, it was only on Friday that the Madras High Court had dismissed a PIL, filed by the National Students Union of India, seeking CBI probe, due to lack of evidence. However, later, the HC also suggested that the investigation may be transferred to the CBI, taking into consideration the row and the protests that followed in its wake. “Taking into consideration the facts and circumstances as well as the agony of the parents, the investigating agency concerned is directed to file their status report before this court as to the progress being made in the investigation by January 22," it said. The court made the suggestion while dismissing a plea moved by Loktantrik Janata Dal's Kerala unit seeking a CBI probe into all "14 suicides" reported at IIT-Madras since 2006. From 2006, 14 students had killed themselves on IIT campus, the petitioner claimed. The petitioner had alleged that there was religious discrimination and the girl student faced harassment at the hands of some professors.  Though she named some professors in her cell phone data, till date, no action was taken either by the IIT Dean or police authorities, to arrest them, he contended. Dismissing the plea, the court said, “The statistics provided by the government would disclose that between February 2008 and November 2019, 16 students of IIT(M), hostellers had suicided, maybe on account of stress and other related facts and unable to perform to their full potential.” ‘Counselling should be part of course’ A division bench of justices M Sathyanarayanan and R Hemalatha said, “It is high time that the administration of IIT makes every endeavour to give periodical psychiatric counselling to the students." It said faculty members are also under the obligation to motivate, encourage the students to perform better and permanent solution is to be found as expeditiously as possible so as to prevent loss of young lives."It is also suggested that such psychiatric counselling should be part of the course in all educational institutions to prevent such incidents of suicide by way of instilling more confidence into the young mind," the bench added. Sachin Tendulkar tweeted a video interview, where he recalls a conversation with a hotel staffer in Chennai, who pointed out a problem with the cricketer’s game.
It has been 19 years since 46-year-old Guruprasad gave his idol and cricket sensation Sachin Tendulkar a piece of advice in the hallways of Taj Coromandel in Chennai. Guruprasad recalls stopping Sachin, and asking for an autograph from the cricketer. He was a member of the security staff in the hotel and was not even carrying a sheet of paper to offer for the signature. Instead he asked India's star cricketer to leave his autograph on his 'beat book', where he made hourly reports about hotel security. Sachin generously signed the book, but Guruprasad was not done. "I asked him if I can give him a suggestion concerning cricket," he tells TNM, "I really wasn't sure if he would listen to someone like me but he readily agreed." And while this may have been a memorable moment for the security staff, what he didn't expect was Sachin himself to recall this event 19 years later and ask social media to help him find the fan. On December 14, the now retired cricketer tweeted a short excerpt of a video interview, where he recalls this insightful conversation."He (Guruprasad) said I want to discuss something with you about cricket. I said yes, please go ahead," said Sachin. "He said - whenver I see you wear an arm guard, your bat swing changes. And I don't think I had spoken about this to anyone in the world. I was the only person who was aware of that, and this waiter said I am a huge fan and I rewind your batting 5-7 times and watch every ball multiple times. That is why I thought whenever you wore an elbow guard your bat swing changed a bit. And I said yes, you are the only person in the world who has figured out that. But you won't believe, after that I came back to the room from the ground, I carried my elbow guard and I got my elbow guard and redesigned it according to the correct size and padding required. But he was the only one," recalled Sachin.  Sachin then went on to say that the chance encounter was memorable and expressed his wish to catch up with him. I told him his arm guard is arresting his wrist movement when batting and leading to him getting out and that he should rectify that." When asked how he deciphered the problem with the arm guard he says, "My friends and I would never miss a single innings of Sachin Tendulkar. He is the same age as I am and I have followed every match of his. So I was very familiar with his manner of striking. With an arm guard, I noticed that something was different. As far as Indian cricketers are concerned, the wrist is everything. From Sachin to Virat Kohli they all depend on their wrist when on strike. If the ball comes to leg they will counter it easily with the wrist. Even if it comes to off and middle, they need to use their wrist. Cricket players know that this is a small but crucial movement. It is like if the axle falls, the chariot will topple," he explains. Guruprasad recalls that soon after this conversation, Sachin did indeed change his arm guard and went on to score 200 in a series in South Africa, a record previously held by only Virender Sehwag in the Indian team."But now, close to two decades after this conversation, I did not expect him to even remember me. The whole conversation was only about a minute long and he had asked how I noticed his game so deeply, " says Guruprasad laughing. "But which Indian fan does not notice Sachin Tendulkar?" he asks. Soon after Sachin posted the tweet, Guruprasad came to know about it from his nephew who lives abroad."I was elated and I am really looking forward to meeting him. I have nothing to offer him now but my prayers for his and his family's good health and long life," he says. "I only request that he also allow me to bring some of my friends who have shared this cricket passion with me," he adds. And how has his family reacted to this?"They are all thrilled and excited. This has been emotional," says Guruprasad, "I only wish my parents had been alive to see this day. They would have been proud."

History sheeter pours acid and kills eldery woman in TN, stoned to death by villagers

A 40-year-old history-sheeter from Namakkal district of Tamil Nadu was stoned to death by the villagers after he murdered an elderly woman and attacked the police who were attempting to stop him. The woman, identified as 75-year-old Dhanammal, was reportedly protecting her 19-year-old granddaughter from the assailant Samuvel, who allegedly wanted to marry her Dhanammal was taking care of her granddaughter after her son died in a road accident. While her two elder granddaughters are married, the 19-year-old granddaughter is studying at a government college and works part-time in a medical shop. The girl’s mother, Vijayalakshmi, was in a live-in relationship with Samvuel. He allegedly demanded that the grandmother send the girl with him to live in their house. According to the police, five years ago, the young girl came back to live with her grandmother after Samuvel attempted to sexually abuse. However, as she continued to live with her grandmother, it led to repeated quarrels between Dhanammal and Samuvel. Vijayalakshmi even went to the police three months ago, requesting the officials to let her daughter be sent to live with her. "However upon inquiry, we found that it was safer for the young woman to live with her grandmother. We informed the mother that the girl was 19 and she could choose where and with whom she wanted to live. We further took in writing that she (Vijayalakshmi) will not trouble her daughter,” Namakkal Superintendent of Police Ara Arularasu told TNM On Friday, Samuvel went to the elderly woman's residence with acid and weapons. When Dhanammal refused to allow him to take the young girl, he slit her throat and poured acid on her, killing her on the spot. The granddaughter however was not present in the house when he arrived.  When the villagers realised what was happening, they informed the police and tried to rescue Dhanammal. The police, who reached the spot within five to 10 minutes, managed to forcefully enter the house. “Samuvel then threw acid at two policemen who entered the house," the SP said. “The Inspector attempted to shoot Samuvel but due to a misfire, the bullet got stuck in the barrel. Samuvel then threw acid on the inspector too. When he ran out of the house, Samuvel threw acid on the public, too. About 14 people, including four policemen, were injured,” he said. Villagers, who were watching this, were angered by his actions and began throwing stones at Samuvel. According to the police, he was injured in the process and died after he was taken to the local government hospital.  Samuvel is a repeat offender who has served multiple prison sentences. A case of murder has been filed against Samuvel and a case has also been registered in connection to the stone-pelting incident.

TN toll plazas struggle to adapt to FASTag as glitches play havoc on day one

The first day of FASTag implementation saw traffic snarls at the toll plazas across Tamil Nadu’s national highways, as per reports. While cash lanes were dealing with snail-paced vehicular movement, FASTag lanes were seen visibly empty.  One of the major snags observed by NHAI officials, according to The Hindu report, was that the account linked with FASTags lacked sufficient balance for the toll amount. The vehicular pile-up was also observed in toll plazas in Paranur near Chengalpattu, Vaniyambadi near Katpadi and Kappalur in Madurai. Users also complained of technical snags in the FASTags in which though they had enough balance in the wallets, the tags were being blacklisted. The Union government recently made it mandatory for all vehicles using the toll plazas in the country to be affixed with FASTags on the windscreens. These are Radio Frequency Identity (RFID) tags will enable easy passage through a toll booth. The scanners fixed in each lane will identify the vehicle, and the toll ticket amount will be automatically deducted from the FASTag wallet of the owner.  In Tamil Nadu, there are 482 lanes of highways under the control of the National Highways Authority of India (NHAI) with 48 toll plazas. The government had extended the deadline to December 15 to implement FASTags across the country. On Sunday, all the toll plazas had one cash lane while the other lanes were converted to ‘FASTag only’ lanes.  Meanwhile, the Union government extended the deadline for vehicles to be fitted with FASTags by another 30 days after the NHAI wrote to the Ministry of Road Transport and Highways (MORTH), seeking an extension due to shortage of FASTags in the market. The tags (RFID chips) are imported and the entire process of import takes around six weeks to complete.

Students of IIT Madras stood in solidarity with their counterparts across the country in an hour-long protest held on campus on Monday. Over 50 students gathered at the campus to raise their voice against the police violence on students protesting against the Citizenship Amendment Act in Jamia Millia University and Aligarh Muslim University. The students also raised the issue of violence in the northeast in the aftermath of the legislation’s passage in both Houses of parliament last week.  Speaking to TNM, one student said, “We have seen what happened during the Jallikattu protests at the Marina beach in Chennai. People in plain clothes joined the police side and attacked the students. The students were bleeding and heavily wounded. This violence by the state has to be condemned. We will protest until they stop this.” The students called on an end to fascism in addition to saying ‘Muslim lives matter’. The controversial Act has lead to protests that have rocked the country in recent days. The Act will not treat persecuted minorities from Hindu, Sikh, Buddhist, Jain, Parsi and Christian faiths from Afghanistan, Pakistan and Bangladesh as illegal immigrants, guaranteeing them a path to citizenship. Muslims, however, are excluded as are other persecuted minorities from other neighbouring countries. “They have entered inside and attacked people who were not even protesting. This is completely unacceptable. This is a warning to all of us that even the smallest dissent will be quelled. We must all stand up and demand justice,” said one student.  Campus security dressed in khaki were present at the protest, watching the students raise slogans against the government.
