BJP party members in Tamil Nadu celebrated Prime Minister Narendra Modi’s birthday on Thursday with much pomp, gathering in droves, cutting cakes and laddus in his name and violating physical distancing norms. Visuals from parades headed by state President L Murugan in Chennai show party members violating lockdown norms by exceeding allowed the number for social gatherings. The crowd waved flags, chanted slogans and did not adhere to physical distancing.  Whereas in Coimbatore, a 70-kilogram cake bearing Modi’s face on it, commemorating his 70th birthday, was cut and distributed. Here too, physical distancing was not followed. While many criticised the lack of responsibility among party members, especially during pandemic, no police complaints were filed. The huge laddu was taken in a procession outside the temple to mark the occasion and later distributed to the public. A medical camp called 'Thamarai' too was conducted."The party launched a week-long programme to celebrate the 70th birthday of our Prime Minister Narendra Modi ji," Tamil Nadu state BJP president L Murugan said after inaugurating a welfare distribution programme in Chennai on Wednesday. The programmes are in tune with the week-long campaign launched on September 14 by the BJP president J P Nadda at Chhaprauli village in Gautam Buddh Nagar district of Uttar Pradesh. Murugan also inaugurated a "Thamarai (Lotus) Clinic” a free medical camp at Saidapet in Chennai. During the week-long campaign, the party members intend to highlight the achievements by the Modi government and also concentrate upon COVID-19 relief work. Actor Namitha, BJPs state executive member, too joined the celebrations by distributing fish free of cost to the members of the public. After experiencing overcast weather and a pleasant breeze over the last week, Chennai could be receiving light rains over the next two days. With a low pressure area reportedly set to develop around the northeast portion of the Bay of Bengal, weather bloggers expect rainfall over the weekend in Tamil Nadu's capital city. Parts of the city already witnessed short spells of rains on Wednesday. According to weather blogger Pradeep John, commonly known as the Tamil Nadu weatherman, northern regions could be next in line for chances of rain."Same wind conditions prevail like the past 2 days, South Chennai got good rains while the cursed Nungambakkam missed again. Right now storms have again formed in the North west of Chennai. North Tamil Nadu region of Tiruvallur, Vellore, Kancheepuram, Chennai and Tiruvannamalai will be in favorable locations for rains one day or another. The next low is going to form in the coming days and gets merged with remnants of Typhoon Noul which is moving in from Pacific ocean (sic)," he said in his latest post. The Indian Meteorological Department in Chennai meanwhile has predicted moderate and light rains over other parts of the state."Light to moderate rain is likely to occur at isolated places over Salem, Dharmapuri, Erode, Nilgiris, Coimbatore, Vellore, Puducherry & Karaikal, Tirupathur, Ranipet, Perambalur, Ariyalur and districts of north coastal Tamilnadu. Light rain is likely to occur at isolated places over Ramanathapuram, Sivaganga, Pudukottai, Theni and Dindigul districts of Tamilnadu," says the website in its forecast for Friday and Saturday. Heavy rainfall is predicted in isolated areas over Nilgiris district. The local forecast for Friday meanwhile states that, "The sky condition is likely to be generally cloudy. Light rain is likely to occur in some areas. Maximum and minimum temperatures are likely to be around 33ºC and 27ºC respectively."

Chennai police have distributed Rs 10.75 lakh to families of the deceased personnel, in association with a private organisation in the city.

The Chennai police have distributed Rs 10.75 lakh in association with a private organisation in the city, to the families of policemen who have died on duty over the last two years. The money was donated towards the education of children of the deceased policemen who lost their lives to COVID-19 and other accidents or ailments. A total of 96 children were benefited by this decision and the cheques were provided by the Jain International Trade Organization (JITO). According to Times of India, city commissioner Mahesh Kumar Aggarwal was inspired to arrange for the donation towards the children's education after he met a class 12 student at an event in the St Thomas Mount police quarters. She had lost her father on duty and was struggling to get a college admission. After talking to her, he reportedly decided to start an initiative to support the education of police families. After the student gained admission through a scholarship, the commissioner decided to expand the plan and cover other families. In the last two years, the city police has lost 70 police personnel. According to reports, the police distributed Rs 25,000 to 13 students studying professional courses and Rs 15,000 to 17 students pursuing their undergraduate, postgraduate and diploma courses, and Rs 7,500 to 66 school students. These children will be receiving this stipend throughout their educational stint. The Commissioner of Police (CoP) personally met with the families and children and handed over the cheques for their education. Meanwhile, over 1,500 policemen have reportedly tested positive for coronavirus across the state of which over 90% are from Chennai. Most of them have been involved in COVID-19 work and are frontline workers. Several officers also died fighting the virus and the CoP has commended them for their service.

‘Cancel board exams’: Parents of kids with disabilities in TN tell govt amid COVID-19

Parents say that the Tamil Nadu government is putting the lives of children and their parents at risk by not providing a board exam waiver for private candidates.

“Why is the government forcing children with disabilities to attend board exams when they give a waiver to regular students? The government knows it is difficult for children with disabilities to even understand the word coronavirus. They are simply playing with the lives of the students and the parents,” said Coimbatore-based Abarna, mother of Adithya*. Adithya is a 17-year-old with autism who will be writing his Class 10 board exams on September 21. Students with disabilities enroll themselves as private candidates for board exams in the state; they were not included in the announcement made by the Tamil Nadu government declaring Class 10 students as ‘all pass’. On June 9, the state government passed all students of Class 10 and exempted them from writing board exams amid the COVID-19 pandemic.However, private candidates including children with disabilities, were not declared ‘all pass’. One official had told DTNext that as private students do not attend classes and undergo quarterly or half-yearly examinations, their performance cannot be evaluated.  The difference in approach followed by the Tamil Nadu government and the waiver for regular candidates alone have forced parents of children with disabilities to prepare for their wards’ exams after a gap of five months. This after the Madras High Court offered no relief, directing the School Education Department to go ahead with the exams after ensuring students undergo a COVID-19 test two days before they give the test.  With each student needing individual attention, the decision of the government has put them all in a traumatic situation, parents allege. Revising at home The process of teaching everything from scratch has been more than tiring for Abarna. “When the news on ‘all pass’ was announced, everyone thought that the order was applicable even for private candidates as well. However, only later we got to know that the order is not applicable for private students. Even then, we thought the government would cancel the exams. The demand for cancelling continues and the practical exams began on Thursday,” Abarna said. Teachers and schools did not take any effort to continue teaching the students during lockdown. “I had to teach everything from the beginning and I do not know how much he will grasp and write,” she said. The issue is similar with Santhosh* who will attend the exam in a few days. Santhosh has Sensory Processing Disorder or SPD, a condition in which children have difficulties processing information received through the senses. Santhosh’s parents have been single-handedly trying to teach him portions from Class 10 textbooks. “I am trying to teach him, but I don’t think he is learning them. The lockdown has been hard on him as well. He wants to attend the exam, so I am helping him but it is taking a toll on my mental health as well. The students will be allowed into the center only after a COVID-19 test and I don't even know if he will cooperate,” said Shankar*, father of Santhosh. Parents of children with disabilities are under pressure over making their children undergo coronavirus tests. Pre-exam hurdles Parents are worried whether their children will cooperate with pre-exam COVID-19 tests and whether their wards will contract the infection from coronavirus test centers. There have been many occasions where Adithya did not cooperate for medical examinations, said Abarna. “I took Adithya to the doctor in his much younger years since he put a battery inside his nose. He did not cooperate for the treatment and he was pushing aside the doctors all the time. Finally, nine people had to hold him so that the doctor could remove the battery. Now, the doctors will take a swab from the nose and it just reminds me of that scene,” said Abarna. According to the parents, their children communicate happiness, anger and sadness in different ways. Adithya used to push his mother or people nearby to communicate these emotions. So even if he gets irritated, we do not know how we will handle it in the exam hall, Abarna said. “Just in case he contracts infection, who will take the responsibility and how can he stay in isolation for 14 days without me? How will he handle everything all by himself? This is not possible, so I need to go with him to the hospital. So the government is putting both our lives at risks,” she said. The parents are also scared to send their wards to the examination since the compulsory enforcement of wearing masks may not be possible with all the children. Shankar said, “We are scared to send my child for exams because of the fear of coronavirus spread. We do not know how the students will sit with the masks for so long and interact with the scribe. The risk of infection is higher and the examination centers are also located at a distant place.” Adding to their woes, the students are allotted examination centers 15-25 kilometers away from their homes. While Santhosh will have to attend the examination in a center located 15 kilometers away in the outskirts of Chennai, Adithya received an examination center 20 kilometers away from their home in Coimbatore. Shankar said, “I tried my best to shift the exam center within my city, but to no avail. The officials said that I cannot do anything and that I should take my child to the outskirts.” The parents have been told to get their children ready by 7 am to attend the exams in a few exam centers. This particularly affects the health of children, especially those with Down's syndrome. “The students got used to sleeping late into the night and waking up late. Now a parent of a child with Down’s syndrome tried to change the routine and the child got seizures. The problems of people with disabilities are endless,” said Abarna. Demand to cancel exams The confusion over making the children attend the exams has taken a toll on the mental and physical health of the parents.  Shankar said, “I went to the hospital and took drips. I also sat for counseling sessions because thinking about his future is already disturbing and now, they have rubbed salt on our wound. My child is also scared to attend exams, but he always keeps changing his opinion due to the sensory problem. Initially, he did not want to attend the exam, but now he wants to attend.” The students have an option to take a break year, but the parents strongly oppose the idea and say that the idea is discriminatory. “My son is studying the same portion as regular school children and he is in fact putting in extra effort to study. If the government can cancel the exam for them, what is stopping them from giving my son a waiver? They can cancel the exam and declare all the children with disabilities enrolled with special schools as all pass,” Abarna said. “Why should my son waste a year just because the government is not listening to our requests? My son has also invested one-and-a-half years for this,” she added. Parents of students with cognitive difficulties said that a break year will look bad on their child’s CV and that their children may question their decision in the future.  “The government could have declared ‘all pass’ considering the situation of people with disabilities and people with intellectual difficulties. At least now the government should cancel exams for special children and put an end to their trauma during the pandemic,” demanded the parents.  ‘Abiding by HC order’  Speaking to TNM, the Commissioner for Persons with Disabilities Johny Tom Varghese said, "We are abiding by the Madras High Court order and Tamil Nadu Education Department is conducting the exams. Our department for differently-able people is providing all the support for the smooth conduct of the exams. We have personally contacted all the PwD candidates who are attending the exams to know about their decision to attend the exam." The Department has also given the provision for parents to call the Chief Education Officer and District Differently-Abled Welfare Officer to ask for a change of examination centres. "We have taken a lot of effort to help the students comfortably attend the exam. The students can choose an accessible centre in the schools allotted to them or they can opt for a change of centre to a nearby special school," he said. "The parents can contact the district officials regarding the change of centre by 3 pm of September 18.”

The Principal Bench of the Madras High Court did not initiate contempt proceedings against actor Suriya for his comments against the judiciary in the country. The actor had criticised the judiciary in his recently released statement on the National Eligibility cum Entrance Test (NEET).  A bench consisting of Chief Justice AP Sahi rejected Justice SM Subramaniam’s request to initiate contempt proceedings against the actor for his comments. Justice SM Subramaniam had justified his demand to initiate contempt proceedings against Suriya as the actor’s statements criticised judges and the judicial system of India and added that he had seen the actor’s statement on TV and YouTube. Justice SM Subramaniam was referring to Suriya’s comment around the functioning of the courts during COVID-19 pandemic. Suriya had taken a dig at the judiciary, noting that while judges appear via video-conferencing due to fears of infection, courts are telling students to be fearless and appear for the exams in person. Asking Suriya to consider his words before speaking, the HC said, “A statement made in exuberance may bring about a trial and, therefore, in view of the peculiar status on which this institution is pedestalled under the Constitution, it would be prudent on the part of the individuals to carefully frame their minds and express themselves that may not cross the borders of any fair and just criticism.” The court further criticised Suriya and said, "Drawing support from what we have expressed herein above, we find that the utterances by the cine actor may have been absolutely unnecessary or even unwarranted, for being ignorant of the manner in which the entire judiciary of this State has served the interest of its citizens during this pandemic, and any such statement could have been avoided in a much more sober way, instead of an accusing tone, which though trivial in nature has raised a storm in a tea cup." The court, however, noted that Suriya’s remarks neither amount to contempt nor to the level of criminal contempt. “On the other hand, it is not the job of a constitutional Court to use a sledgehammer for avoidance of something which can be perceived to be not capable of even being propped up as a contempt, much less debated to the level of a criminal contempt,” the order said. "This matter, therefore, in our judicious discretion does not deserve to be pursued further and we entirely agree with the opinion expressed by the learned Advocate General.," the court added. Justice SM Subramaniam, in his letter seeking contempt proceedings, had said, “The Statement reveals that the Hon'ble Judges are afraid of their own life and rendering justice through video conferencing. While-so, they have no morale to pass orders directing the students to appear for NEET Exam without fear.” Actor Suriya had on September 13 put out a letter condemning the NEET exam. His letter came following reports of three NEET aspirants dying by suicide just a day before the exam was held on Sunday. Calling such exams ‘Manu Dharma tests’ Suriya had written, “Manuneethi exams’ like the NEET not only snatch the opportunities of our students, but also end up killing them. It becomes a life sentence for parents who lose their children to the unfair system of examinations. It is important for the parents and teachers to be vigilant in an education system that does not care even the slightest about students’ welfare.” Suriya who runs Agaram Trust, a welfare institution that supports the education of students coming from difficult backgrounds, also added, “NEET has killed three students in a day. What happened today, happened yesterday. It will happen tomorrow as well. This will continue to happen if we are not vigilant. We should not be silent spectators to the deaths of innocent students. Let us raise our voices, as a society, against NEET which sets fire to the medical aspirations of students from ordinary families.”

The controversial National Eligibility Cum Entrance Test (NEET), deemed unfair by its critics to students from marginalised backgrounds, remains a barrier for many when it comes to studying for a MBBS or BDS degree. And while the fight against NEET is ongoing, MBBS and BDS are not the only way to become a part of the healthcare community.  A government school teacher in Chennai, who has been helping students appearing for NEET, says, “Students can apply for all the paramedical courses and even those students who have exhausted their three attempts (at NEET) can enroll in the colleges if their age limit permits.” TNM has curated a list of courses that students can pursue if they are interested in healthcare: BSc Nursing: Nurses form an important part of the medical field, and are a great help to doctors and patients as well. Aspirants can enrol themselves in Bachelors of Science under a Nursing course. The four-year course can be pursued by students who have completed Class 12 with a Physics, Chemistry and Biology background. Nursing graduates will be taught a slew of subjects, including anatomy, physiology, biochemistry, nutrition, sociology and psychology.  BSc Cardiac Technology: Under this course, students can learn about the functions of the heart and help save a life. The BSc in Cardiac Technology is a three-year course and is available in colleges across the country. The students opting for the course will help physicians in performing cardiovascular testing. Cardiovascular testing is performed by inserting a tube into one of the blood vessels. The students studying the course can also test patients with heart problems and supply basic and advanced life support skills. BSc Dialysis Technology: This course is modelled for students to treat patients with renal failure by administering haemodialysis treatment. The students opting for BSc Dialysis can later become dialysis technicians, dialysis therapists, dialysis assistants or medical laboratory assistants. BSc Operation Theatre and Anesthesia technology: Aspirants can also pursue BSc in Operation Theatre Technology, which is a three-year undergraduate programme. These professionals are responsible for the smooth functioning of the Intensive Care Units and operation theatres. They need to sanitise and disinfect surgical instruments. The candidates also assist the specialist during operations and intake of medications. BSc Physiotherapy and BPT: Post-surgery care is very important, as this will provide mobility to a recovering person. The post-surgery care will usually be provided by a physiotherapist. The students can study BSc in physiotherapy and get expertise in providing treatment for those living with disabilities and impairments as well. The students will be educated about the neuro, cardio and muscular systems of the body.  BSc Optometry: The important job of protecting and treating a person’s vision rests with an ophthalmologist. The students pursuing Bsc Optometry will be trusted with work to diagnose, treat and manage disorders of the visual system. The BSc Optometry programme allows a person to start their practice in eye clinics and eye care departments as well. The students also have the option to pursue Bachelor of Psychology, Bachelor of Radiation Technology, Bachelor of Occupational Therapy, BSc Medical Lab Technology, BSc in X-ray Technology, BSc in Anesthesia Technology and BSc in Nuclear Medicine Technology.

With several relaxations around travel within the country and also with regards to international travel coming into effect, there is a lot of uncertainty about the testing and quarantine norms for those arriving at the Chennai airport from abroad. The government of Tamil Nadu, recently, did away with the restrictions on inter-district travel and also opened up public transportation across the state. Similarly, the government of India has also opened up the skies for international arrivals on a graded basis, thus facilitating the movement of people into the country. If you are planning a trip to Chennai from abroad, here are some frequently asked questions you might want answers for. Is e-pass mandatory? Yes. It is compulsory to have an e-pass to come to Chennai from outside India. You can register for an entry e-pass here. Is having a COVID-19 negative test report mandatory to board the flight to Chennai? Yes. An RT-PCR test result showing negative taken within 96 hours prior to landing in Chennai is mandatory. What happens if I cannot get tested in my origin country due to cost issues or the local rules there? Can I still arrive in Chennai? Yes. For those who don’t have the test results with them, the government has made arrangements to get them tested in the airport itself. They will be asked to stay at home quarantine after taking swab samples. It is however recommended to come with a test report from the country of origin. Is there institutional quarantine for international passengers arriving at Chennai?  No. The state government has ended compulsory institutional quarantine norms for those arriving from abroad, since September 1. All passengers are advised to be in home quarantine for 14 days after arrival in Chennai. I don’t have enough space at my home in Chennai to undergo home quarantine. The Madras High Court may have decided not to initiate contempt proceedings against actor Suriya for his comments against the judiciary but the principal bench on Friday made it clear that they were unhappy with the actor's comments on the judiciary. The court described the actor's utterances as 'absolutely unnecessary or even unwarranted for being ignorant of the manner in which the entire judiciary of this State has served the interest of its citizens during the pandemic'. On September 13, Suriya had put out a statement against NEET after back to back suicides of medical aspirants in the state. He likened NEET to 'Manu Dharma' tests and said they snatch opportunities from students and end up killing them. He alleged that the exam was a life sentence to parents who lose their  children to the system and in context to the judiciary her added that - "Courts, which are delivering justice through video-conferencing due to life-threatening coronavirus fears, are ordering students to fearlessly go and write the exams.""Any such statement could have been avoided in a much more sober way, instead of an accusing tone, which though trivial in nature has raised a storm in a tea cup. A person in public life enjoys a position because of the responsibility with which he conducts himself and not by making. other human activities look small for perceptibly no valid reason, but we would not say anything further, as we find that the NEET Examinations and the dispute around it was not even a subject matter of the Courts in the State of Tamil Nadu. A self-righteous person should himself be humble enough to acknowledge the contribution of others," the bench consisting of Chief Justice---  and judge Senthilkumar Ramamoorthy said. The court pointed out that information put out by people occupying public spaces must be vetted or it could spread prejudices. "Reliability of sources of information should always be observed when people occupying a public space speak on issues that deserve to be based on ground realities, or else any statement bereft of foundational facts may be fraught with a danger of spreading prejudices and adding to the ignorance of the public at large. Speculations and narratives with embellishments may be a form of advertisement, but it should not be an off the cuff depiction. This unnecessarily results in relentless interrogation on platforms with accusations of over-sensitiveness, even though an opinion expressed genuinely might have a grain of truth in it," said the bench. And while the court encouraged dissent, the court maintained that trivial issues should not be magnified."There are moments in history when people are remembered of their contributions towards the human world and the present pandemic, with all its adversities, is an opportunity that may be godsent for all stakeholders in this vast civilization to perform and give to their fellow citizens that is wanting most, instead of standing against each other," said the bench. It is good to form opinions and dissents to evolve a purer thought, but trivials should not be allowed to spread as if they were wildfire."

Elephant dies after slipping due to slush in Coimbatore

On Thursday, a male elephant succumbed to injuries after falling due to slush in Mettupalayam forest range. By the time officials could tranquilize it for treatment, the elephant was found dead at 5.30 pm. A team of Forest Department staff and anti-poaching watchers found the dead animal in the interior jungle of the lower Nilgiris slopes, about 3.5 kilometres from the boundary of the Nellithurai reserve forest. The autopsy was conducted on Friday. According to a press note from the Forest Department, “From the site videos and field team account, it is suspected that the elephant has slipped in a slushy area due to continuous mild rain in the area. The elephant was also injured and could not get up due to the injury on its leg. While trying to get up the elephant might have further slipped for about 15 feet from the site and died.” The elephant also had gore injuries in its abdomen and shoulder due to infighting with another tusker, the note said. In Mettupalayam, two elephants already died due to gore injuries. On May 5, a 50-year-old elephant died due to the injuries and an adult male aged 10-11 years died on July 31. When Forest Department officials first learned about the elephant’s fall, they made efforts to tranquilize the animal for treatment. The note said, “The orders were received from the Chief Wildlife Warden to tranquilize the male injured elephant aged about 18-20 years in Mettupalayam range for treatment. The preparatory measures including mobilizing kumki elephants were kept ready but the operation could not be carried as the elephant moved into hilly terrain.” “The tranquilization process is not possible in hilly regions since the terrain is unfavorable, but even before taking further efforts the elephant passed away,” the forest officials said. Until now, the Coimbatore region has witnessed the death of 18 elephants from January. On August 11, a 15-year-old female elephant died due to prolonged illness in Coimbatore district.

In an accident, scores of hydrogen balloons exploded on BJP cadre in Chennai when they were celebrating Prime Minister Narendra Modi’s birthday. In a video caught on camera, a group of cadre can be seen posing for a picture, with one man wearing a large heavy garland, with crackers being heard in the background. A woman walks into the frame and as she and other workers try to work the balloons which were to be released in the air as part of the celebrations, the balloons explode. The gathering, according to the report, was led by a BJP farmer association functionary. All those hurt, reported to be 12 people, reportedly suffered minor injuries. They were rushed to Kilpauk Medical College and Hospital after the incident. A case has been booked by the Korattur police as the gathering did not have permission. Around 100 people are said to have gathered for the event in Padi, and according to reports, the garlanded man was BJP Farmers Wing Vice-president Muthuraman. “The people were holding hundreds of balloons filled with hydrogen gas. They were planning to release 2000 balloons into the air, but did not get permission from the police,” Porkodi, Inspector of Korattur police station told TNIE. Muthuraman was admitted to a private hospital with burn injuries, the Indian Express reported. The Inspector told the newspaper that a spark from the cracker hit one balloon and set off all the balloons. Though the PM tweeted asking that what he wants for his birthday was for people to use masks and wear them properly, to follow social distancing and avoid crowded spaces, this group did not heed any of the instructions. Hardly anyone was wearing a mask and there was no physical distancing.

Twenty-nine residents of an old-age home in Chennai recovered from coronavirus and were discharged from the Government Stanley Hospital on Friday. The residents had comorbidies and 25 of the residents were aged above 70 years of age. The elderly people of Anandam home in Ambattur tested positive for coronavirus on September 5 and were shifted to the government hospital after some of the residents showed symptoms of fever. The old-age home totally has 105 elderly residents with 75 women and 30 men. According to a report, Bhageerathy Ramamoorthy, the managing trustee of the home said they have taken extra precautions to curb the spread of COVID-19. The recovered people will be told to stay in a hostel nearby after which they will be accommodated at the Anandam home. Speaking to The Hindu, the dean of Stanley Hospital, Dr Balaji said that all the residents were in the age group of 60 and 95 years and had comorbidities like diabetes, hypertension. The residents were under moderate COVID-19 category and the hospital followed the protocol to treat the elderly patients. Earlier in the first week of September, around 58 people of an old-age home tested positive for coronavirus in Palavakam. The residents were shifted to various government hospitals in the city. Tamil Nadu currently has 46,506 active cases of coronavirus with 5,478 patients testing positive on Friday. The state has a total of 5,30,908 persons who have tested positive for the virus so far. The state tested 85,543 samples on Friday. The state reported 67 deaths and 5,525 recoveries on Friday. The capital Chennai reported 989 people testing positive followed by Coimbatore with 543 cases and Chengalpattu with 265 cases. The state witnessed 67 patients succumbing to the virus on Friday, of which seven did not have any comorbidties while 60 patients had underlying conditions.

It is common knowledge that COVID-19 has thrown normal life off gear across the globe. From lockdowns that restricted free movement of people to strict guidelines on wearing masks and adhering to government-imposed curfews, people across all walks of life are bearing the brunt of the pandemic. Parents of children with disabilities like autism, cerebral palsy and so on are among those worst affected by these developments. While children in mainstream schools have been attending online classes, many schools for children with disabilities have not provided any support for the parents to bridge the gap in education. There are, however, a few exceptions. Instant messaging platforms like WhatsApp have played a major role in providing the much-needed support that the parents need in these testing times. While a few school teachers have been sharing their tips to keep the children engaged, it's the community of parents which has really come together to ideate and soldier on. Santhi's son Iraiyanban was diagnosed with autism early on and she tried sending him to a mainstream school. However, this didn’t work out well and she switched him to Satya Special School in Puducherry a few years ago. “After the lockdown happened, we parents started feeling restless because we didn't know how to keep our children occupied and support them, to make them feel comfortable at home. My son used to bring me the bag, the vehicle keys etc., to indicate that it is time to go to school every day,” Santhi says. But with a WhatsApp group already in place with a few teachers from the school, it was just a matter of time before the parents started interacting more with each other. “For example, nowadays when I narrate a story for my son, I also record it and send it to the group so that it can be narrated to other children who also like stories. Similarly, my son loves colouring. Other parents hence share nice pictures or colouring tips to make the activity engaging for my son. It is a collaborative effort and it is very useful for us as a group,” she explains. Support by schools makes things easy When the government announced the lockdown first in the end of March, Manonmani was crestfallen. A mother of 12-year-old Rohan, a child with autism, she did not know how she would be able to manage him the entire day at home. School was usually a good and safe place for him to do a lot of activities and also learn, she tells TNM, adding that it gave her peace of mind to focus on household chores. “My son has learnt to settle in comfortably due to timely intervention (by the school in providing online support),” she says. Pointing out that children do adapt well if the schools are proactive in their intention to support them, Manonmani says, “My son is an example. He didn't know how to open a closed bottle before the lockdown, but now he is able to unscrew the bottle, open taps etc. So I think it is important to provide constant support to these children.” Safe spaces under lockdown However, not everything can be done online. Chennai-based Ramya is struggling to keep her 20-year-old son occupied with all the open spaces that he used to frequent barred for entry. A working professional, Ramya’s son Prabhu was diagnosed with autism when he was a little over two years old. While she agrees that support groups online might help younger children, they might not be of great use for individuals with disabilities who are over 15 years of age. "I used to put him in a lot of physical activities because that helped him burn out all the energy he had and helped him sleep well. But now, that's not possible since everything is closed. We unfortunately don't have any space for these children to go out and be on their own safely. We don't have that kind of support system," she explains. Adding that parks and swimming pools used to be the safest spaces for her to let her son exercise for a while every day, Ramya says that these are probably among the few places where she can let her son move freely without the fear of him getting run over by vehicles."The government should open up these exercise spaces for them. The children are all accustomed to burning out their energy and now they feel tied down without any place to go to. Most of the children are non-verbal and high on energy. So generally we take them swimming or horse-riding or to the beach so that they can exhaust that energy," she says. She also points out that most mothers worry about the lack of physical exercises for their children above the age of 15 because of the looming risk of the pent up energy causing seizures in them."Swimming pools have special slots for children with special needs. The government can at least open those up with SOPs (Standard Operating Procedures). I don't think they (the government) understand the gravity of our issues. The children’s health is going for a toss," she adds. Speaking to TNM, Johny Tom Varghese, Director for the Welfare of Differently Abled, Tamil Nadu, said that the state government is providing support online for persons with such disabilities. “We understand the concerns of the parents in these times, especially with children with autism and other disabilities. Support is being provided online because the pandemic is still going on around us. Parents can send a representation to the Commissionerate and we can take it up with the respective local authorities to see what alternative arrangements can be made available for the children,” he said.

Two of the most successful teams in the Indian Premier League (IPL) history — Mumbai Indians (MI) and Chennai Super Kings (CSK) — will be up against each other in the opening match of the 13th edition in Abu Dhabi at the Sheikh Zayed Stadium on Saturday. With just hours to go for the much anticipated inaugural match of the Indian Premier League (IPL) between four-time champions MI and three-time winners CSK, fans await details around the playing 11 in both teams, whether MS Dhoni will get to bat on Saturday and where to watch the game. The first match of IPL 2020 is scheduled to begin at 7.30pm IST on Saturday. Due to the restrictions around COVID-19 pandemic, this year’s IPL is not expected to have an elaborate inaugural ceremony or cheerleaders. Fans can watch the games live on Hotstar+Disney streaming site for subscribers. On TV, the matches can be seen on Star Sports 1 and Star Sports 2. Regional language commentary is usually available on the respective regional language channels of Star Sports (Star Sports Tamil, Star Sports Kannada etc). Amid speculations around the availability of RJ Balaji for this year’s Indian Premier League (IPL), the actor-commentator confirmed his presence in the commentary team on Friday. With a video in which he is shown looking out of a room, purportedly that of a hotel, RJ Balaji said that fans can enjoy the IPL commentary with him every day from 7.30pm. The commentary team in Tamil will also have Muthuraman (Pradeep) and Sathyanarayanan (Nanee) along with RJ Balaji. Experts who will be joining the commentary team in Tamil are cricketers Abhinav Mukund, Hemang Badani, S Badrinath, Kris Srikkanth and Sadagopan Ramesh. The show will be presented in Tamil by Bhavna Balakrishnan. CSK recently suffered two major jolts as Suresh Raina and Harbhajan Singh opted out of the tournament citing personal reasons. It will be interesting to see how a charismatic leader like Dhoni, known for calmly handling all types of tense situations, overcomes their absence. They say it's our first match without you. With Ruturaj Gaikwad also being ruled out of the campaign opener, Kedhar Jadhav may be asked to bat at No. 3. CSK have the option of opening with Faf du Plessis and Watson. But juggling the foreign players and including then in the XI is also something the team management will have to look at. A maximum of four foreigners can be part of a playing XI, and Watson and Dwayne Bravo could be among the automatic starters. In the bowling department, either Lungi Ngidi or Josh Hazlewood could make the cut. CSK is expected to rely on South African Imran Tahir and Mitchell Santner of New Zealand so far as spin is concerned. On the other hand, three-time champions Mumbai Indians have strengthened their batting after signing swashbuckling Aussie batter Chris Lynn. Mumbai could pose a major threat to their opponents as Rohit has confirmed that he would open the innings with Quinton de Kock. The duo had accumulated a massive 565 runs from 15 games together last year. While Rohit gathered 405, the South African stumper amassed a massive 529 runs and if the duo repeat the show, the Chennai bowlers would experience a tough time in their campaign opener. Looking at the pitches in the UAE and their expected behaviour, low and slow that will help spinners more, CSK hold an edge over Mumbai as they have Bravo in their ranks, who has the ability to utilise such conditions while Watson's experience could also come handy. Also, with Jadeja, Santner, and Piyush in their side, Chennai have more spin options than their opponents. The inaugural game will also be under the spotlight since it is the first match after former Indian skipper MS Dhoni announced his retirement from international cricket. Overall, the two sides have met 30 times in the history of the IPL, with Mumbai winning 18 matches and CSK the rest. Chennai Queer LitFest is back with its third edition this year and if you’re thinking the limitations imposed by the pandemic for such festivals would somehow deter the show and its organisers, you’re wrong. Organised by Queer Chennai Chronicles since 2018, the Queer LitFest this year comes with an interesting package intended to reach far and wide. Spread over two weekends beginning September 19, the LitFest has moved online with 12 sessions, all based on a single thread of storytelling. Moulee, the festival’s director and curator explains, “People have been expressing themselves through dance, slam poetry, stand-up comedy, performance, etc. The end result of how it is presented varies but the beginning for all of it is writing. That is why the organising team decided to go ahead with this theme.” Sneha Belcin, the festival’s programme media manager adds that the groundwork for this year’s show was laid in about a couple of months’ time. “The climate continues to be uncertain and we were not sure if we could host the fest online this year. But it is essential for us to hold on to this safe space and continue the conversation. So, we decided to go ahead online. The Global Pride this year was a definite inspiration,” she says.  And going online came with an unexpected benefit, says Moulee. “We were able to bring in people who may not have been able to come in person otherwise. We’ve got Tamil diaspora speakers, non-Indian speakers to our list. I feel that’s the positive aspect of going online this year,” he says. While the festival added children’s literature to its mix last year to widen its reach, this year, with its speakers’ list, it has been able to go a step ahead. “There’s Sunthar V, a Tamil-Canadian stand-up comedian settled in the United Kingdom who will be speaking about toxic masculinity and how stand-up can be more inclusive. Yalini Dream, a Sri Lankan Tamil performing artist currently in the United States who will be dealing with identity through performative storytelling. Whenever we talk about queer discourse in Tamil it is limited to people in Tamil Nadu. This time, we thought this would be an interesting break from it,” says Moulee. Then there are Chennai-based young artist Nabi Haider Ali who will be tuning in from California, comedians Aayushi Jagad from Pune and Navin Noronha from Mumbai, and theatre artist Living Smile Vidya from Switzerland at the fest too. The festival will also have two non-Indian speakers.  “Writer Martin Frank from Switzerland was in Chidambaram, Tamil Nadu during the seventies and has written a book called ‘Ocean of Love’. This book talks about gay men in Tamil Nadu which in itself is a great premise. We thought it would be interesting to have a discussion with him on it,” Moulee offers. Austrian poet Florian Niederseer is the other non-Indian who would be a part of the festival and would be performing spoken word poetry. “It stands apart from traditional storytelling. It was what we intended: to bring in variety to the traditional storytelling form,” Sneha adds. The sessions too are not just storytelling. There will be workshops by Chennai-based filmmaker Priyasharshini and activist Kirthi Jayakumar, and poetry readings as well. Coimbatore rural police on Friday arrested a 25-year-old man for allegedly attacking a teen girl for rejecting his advances. The man, Vinoth, had allegedly been stalking a 15-year-old girl for a few months. According to the police, Vinoth and the girl are from the same village in Anaimalai near Pollachi, in Coimbatore district, and were acquainted with each other. On Thursday, Vinoth, who is a labourer in a private firm, allegedly waylaid the girl when she was returning home and demanded that she speak to him. When the girl refused, he allegedly attacked her physically. He then allegedly took out a blade and chopped her hair off. “The girl suffered injuries on her hands and face as she tried to stop him from chopping her hair,” a police officer told TNM. The girl went back home and told her parents about her ordeal, and they then approached the police on Friday seeking action against the man. Based on the complaint, the Anaimalai police registered an FIR under various provisions of the Protection of Children from Sexual Offences (POCSO) Act and sections 324 (Voluntarily causing hurt by dangerous weapons or means] and 506 (1) [Criminal intimidation) of the Indian Penal code. The police arrested Vinoth and remanded him to judicial custody on Friday. In December 2019, Coimbatore district got a special court to attend to cases registered under the POCSO Act. The special court came after the Supreme Court ordered the Union government to set up a separate court for POCSO cases in districts that have more than 100 cases registered under the Act. Until recently, cases registered under POCSO were heard by Mahila courts across the country. In Tamil Nadu, 16 districts were identified for setting up special courts for POCSO cases and as per reports, at least 120 POCSO cases were pending in Coimbatore Mahila Court when the POCSO court was inaugurated.

The Colachel police in Kanyakumari district on Saturday rescued a woman from her husband who allegedly tied her up and subjected her to grave torture for days. The police reached their home based on a tip-off and broke open the door to rescue the woman. According to the police, Suresh Rajan allegedly confined his wife at home, tied her to a chair and tortured her for days. The woman’s cries due to the torture were audible to the neighbours, but the home looked like it was bolted from outside. As the cries could be heard, the public informed the police. “We received a call from the public. Based on the information, Sub Inspector Sujith Anand went to the place. The home was locked from inside so the police broke open the door and rescued the woman,” Inspector Jeyalakshmi of the Colachel police said.  A video purported to be of the torture soon started doing the rounds on social media. In the shocking video, the police, clothed in mufti, break into the house as the woman is heard wailing. Suresh, however, seems unperturbed. The police rush to the woman who is tied to a chair in the middle of the house. The police remove the cloth that she was tied with and remove the cloth stuffed into her mouth. In the video, the police can also be heard saying that the accused has poured kerosene on her. The woman suffered grievous injuries due to the torture she was subjected to. She was admitted to a nearby hospital by the police, where she is receiving treatment.  The police arrested Suresh Rajan and booked a case under Section 307 (Attempt to murder). He has been taken into custody.

The DMK on Saturday announced a meeting of its allies here on September 21 to deliberate on the next course of action over farm bills that were adopted by the Lok Sabha alleging these would lead to hoarding of agricultural produce by corporates. The bills would "lead to hoarding of farm produce by the corporates and adversely affect the support price," DMK chief M K Stalin alleged adding, farmers were protesting across the country since the move by the Centre was "against" them. Singling out the AIADMK, he hit out at the archrival for supporting the Centre on the issue and mocked Chief Minister K Palaniswami for claiming to be a farmer and yet backing the bills. The AIADMK regime's support "proved" that it was "subservient" to the Centre,the DMK top leader alleged in a letter to party cadres. Shiromani Akali Dal leader Harsimrat Kaur Badal went to the extent of resigning from the union council of ministers over the issue, he pointed out. The meeting of allies, scheduled to be held at "Anna Arivalayam" the DMK headquarters on Monday would be chaired by party president Stalin, the main opposition in Tamil Nadu said in a statement dubbing the farm bills as anti-farmer. The Congress, Viduthalai Chiruthaigal Katchi, the Indian Union Muslim League and the Left parties are among the allies of the DMK. Lok Sabha has passed the Essential Commodities (Amendment) Bill, the Farmers' Produce Trade and Commerce (Promotion and Facilitation) Bill and the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill, which seek to promote barrier-free inter-state and intra-state trade in agricultural produce. Stalin, accusing the AIADMK of "talking lies in a high pitch", said the ruling party's "drama" would end in about six months with the Assembly elections scheduled for next year (April-May), and exuded confidence of his party capturing power. Stalin had on Friday said the new bills would sound a "death knell" to farmers.

As the 13th edition of Indian Premier League (IPL) starts on Saturday, a tribute video to the COVID-19 warriors in Chennai city was released on YouTube. Sung by playback singer Sathyaprakash and composed by Ghibran, the song  'Salaam Chennai' has been produced in collaboration with the Greater Chennai Police and Chennai Super Kings (CSK), and is written by Karthik Netha. The video is directed by Avinaash Hariharan. Offered as a ‘thank you’ to those working on the frontlines of Tamil Nadu’s battle against COVID-19 viz. police, corporation workers and officials, doctors, nurses and healthcare workers, the song touches upon the hard work put in by those at the forefront of the COVID-19 fight. ‘You are the change’ is an oft-repeated line in the song, which is a tribute to the frontline warriors and the people who are battling the virus. A few players from Chennai Super Kings including L Balaji, Harbhajan Singh and Suresh Raina have also been featured in the video. Shot across the city’s landmarks like Marina beach, Chennai Central station, Besant Nagar beach, LIC building etc., the video also features several beautiful drone shots of iconic places across the city. “This match is not yet over. We can win in this one only with all your support. Wear a mask. Mask will protect you and you will protect others. Please wash your hands regularly. Maintain social distance,” the players are seen advising in the video. CSK will play its inaugural match of this year’s IPL on Saturday against Mumbai Indians. Chennai Super Kings (CSK) started off their Indian Premier League (IPL) 2020 campaign with a win as they defeated Mumbai Indians (MI) by five wickets on Saturday. The match, which happened in Abu Dhabi, was the inaugural game of the 13th edition of IPL and was held without any spectators due to the restrictions around COVID-19. The fans, as much as they were excited for the match between the two titans of IPL, were equally perplexed by the loud cheers and audience reactions accompanying the match on their screens. Two days after a youth allegedly took his life, the residents of Annaikaraipatti village in Madurai district started a protest, demanding Tamil Nadu government to take action against four police officials of Saptur, alleging that the youth, Ramesh, was killed in custody before being hanged by the police. The 20-year-old man, Ramesh, was found dead on Thursday, allegedly by suicide, a day after he was picked up by the police for inquiry. According to reports, Ramesh’s brother allegedly eloped with a 17-year-old girl. The family members of the girl immediately gave a complaint to the police. However, the duo was untraceable, and so sub-inspector Jayakannan picked up Ramesh for inquiry. Ramesh's mother said that he did not return home the next morning. A few hours later, the police informed that Ramesh allegedly killed himself near the house. The family members immediately rushed to see the body and alleged that Ramesh died due to police torture, said a report. The residents said that they also found injury marks on his leg, which were allegedly caused in police custody. Following this, on Saturday, the family members staged a protest demanding Tamil Nadu government to take action against sub-inspector Jayakannan and three others for 'murdering' Ramesh. They also demanded the government to provide a compensation of Rs 25 lakh to the kin of the deceased person. District Revenue Officer Selvaraj came to the spot to pacify the protesting family members. He also informed the protesters that the two police personnel Jayakannan and Paramasivam have been suspended and the two other officers have been called for an inquiry. The District Revenue Officer assured that the administration will take further action if the four police officials are found guilty. This case comes two months after two traders, Jayaraj and Bennix, died in Sathakulam police custody in June. The Sathankulam police allegedly inflicted torture and took them to Kovilpatti for lodging in the jail. The father and son duo complained of chest pain by then and were taken to Kovilpatti Government Hospital. However, Jayaraj died on June 22 while his father Jayaraj died a few hours later on June 23.
