Theni forest fire aftermath: experts caution against non involvement of locals, disregard for wildlife

The Theni forest fire that shook Tamil Nadu on Sunday is an unpleasant wake up call for nature enthusiasts as well as forest authorities. With ten people charred to death in the massive inferno that blazed all night, experts and activists are outraged at the manner in which the forest department has failed to prevent the loss of lives. ‘Written permissions, local guidance must' While it has become clear now that two groups of trekkers had gone into the forest, what is less clear is the paperwork in place for the trekking itself. Speaking to TNM, Mac Mohan of OSAI, a NGO that works in the field of ecological conservation says, “Forest department permissions are needed in writing for such treks. Tamil Nadu is the only state in south that has not implemented The Scheduled Tribes And Other Traditional Forest Dwellers (Recognition Of Forest Rights) Act, 2006. It grants tribals and local forest dwellers the right to manage and protect forests and reduce strength of the forest department.” Initial reports that emerged on Sunday evening showed several locals involved in the rescue operations. Mac Mohan says that the presence of locals is in fact a prerequisite for the treks that the Forest Department has failed to implement. “Local people will know which are the places that are dry and prone to forest fires. Locals need the forest for their survival. It is their livelihood. They will protect it. But the bureaucracy has alienated them from the forest.” Following the fires, Kerala and Karnataka ordered stays on trekking activities in their state. Precautions to be taken In addition to guidance from the forest department staff and the locals in the area, recommendations for trekking should not be taken lightly, warn experts. Speaking to reporters from her hospital bed, one trekker said that the fire began as they were eating lunch. This has put the spotlight on trekkers who light fires or cook barbecued meals in the forest. “They cannot cook there. No flammables should be taken.The trekkers should carry wireless communication equipment like cell phones and GPS trackers. They have to wear camouflage clothes. Ample water should be taken,” says Mac Mohan. Strictly warning against any poaching activities, activists also say that if there is wildlife, the forest department will bring some weapons for protection of the trekkers. Mac Mohan says, “People cannot take weapons. Only if it is safe, public should be allowed. Tribals need to be consulted about which areas are safe. They should involve locals at all stages of decision making regarding the forest. Their consent is important.” Eco-sensitivity While the loss of human life has sent shockwaves across the state, activists also point out that the loss to wildlife barely gets any news coverage. Bharathi Dasan of Arulagam, a conservation organisation says, “People clear bushes to see ahead. They burn old forests so they can enrich new crops with it. There is harvesting of timber. I have even seen people clear shrubs because they like to see as far as ahead as the eye can see!” Attributing the fires like these to ‘man made, deliberately and purposeful clearing of forests’, he also mourns the loss of endangered species over the years. “Reptiles are most affected by the fires in these regions. Birds and insects are destroyed in the pupa stage itself. It’s like a fire tsunami. It will take over in seconds. The tourists should have some knowledge about the place. At least one or two people should be knowledgeable about the ecology of the place so they can be aware of the effects of such a disaster and take precautions to prevent it.” Prior communication with officials and locals Sarav Urs who has been trekkin for many years says that forest fires in the area are common. “When there is already a forest fire, the forest department will not allow us to even cross the checkpoint. When we want to go on a trek, we inform the forest department one week before. We need written permissions. The forest department will arrange a ranger to accompany us along with the locals.” However, he also agrees that despite your experience level as a trekker, precautions must be taken and jungle laws respected at all times. While the bitter blame game is already afoot over the fires, the images of the inferno on Sunday are haunting lessons on safety for nature enthusiasts as well as the authorities.  

Rain worries Kanyakumari fisherfolk, anxious wait for boats that haven't returned yet

Three months after the Ockhi cyclone that wreaked havoc in Tamil Nadu and Kerala, hordes of boats and fisherman are once again missing off the southern coast of India.  Speaking to reporters in Chennai on Tuesday, Tamil Nadu Revenue Minister RB Udayakumar said, “A low pressure belt has formed in Tamil Nadu's Kanyakumari coast. It is moving towards north- north west. An announcement was made by the MET department on Tuesday at 8 am that wind speeds would be up to 40- 50 kmph and extending up to 60 kmph. Fishermen were warned not to head into the sea especially in the southern coast, Gulf of Mannar and Kanyakumari coast. No danger was announced in north TN coast.”   Tamil Nadu has received scanty rainfall over the past couple of days owing to a depression in the Bay of Bengal.   Quoting official figures, the Minister said, “For the past 24 hours, 10 districts in TN have received rainfall. Ramanthapuram has recorded 8.82 mm, Thirunelveli 7.09 mm, Sivagangai - 5.34 mm and Kanyakumari a minimum of 0.26 mm of rainfall. We received this information two days ago. Our Relief Commissioner directly announced this to all district officers to be passed on to all fishermen.”   However, for fishermen in Kanyakumari the anxiety is hauntingly familiar. Speaking to TNM, one fisherman from Kanyakumari said, “Around 500 of them went to sea ten days ago. 300 have anchored to shore on two islands in the Lakshwadeep, the Kalpeni and Kavaratti. We have not been able to contact the 200 missing fishermen since Saturday. They are in 40- 50 boats. On Saturday, we received warning from the Navy and Coast Guard asking us not to venture out to sea.”   “We hope they are fishing,” he anxiously adds.   Speaking to reporters about the boats that have returned, RB Udayakumar said, “In Kanyakumari, 553 multi-day fishing boats went inside and so we could not reach them. 502 have been brought back safely due to the action taken by Fisheries Department. 15 boats from Ramanad have returned. 135 boats from Thoothukudi have returned. 51 boats are yet to return. 1074 motorized boats that went have all returned.”   (This is a developing story.)

Nearly 14 spinner dolphins found dead on TN coasts in 3 days

This is the first time so many dead dolphins have washed ashore, leading to speculation that they were all caught in a large net and had choked to death.
The bodies of 7 spinner dolphins were washed ashore at fishing hamlets in Tamil Nadu’s coasts on Tuesday. On Monday, 5 spinner dolphins were found dead in the same area. In total, about 14 dolphins have been found dead in the last 3 days, according to a Deccan Chronicle report. Three dolphins were found at Venapurusham Kuppam in Mamallapuram and Sadras Kuppam, Uyyali Kuppam, Nainar Kuppam and Cuddalore Chinna Kuppam each saw one body washing ashore, according to the report. Marine mammal specialist Supraja Dharini told DC that the dolphins could have all drowned after being trapped in Purse Seine fishing nets, found on steel boats used by fishermen in Cuddalore. Spinner dolphins need to resurface every 15-20 minutes to breathe. TA Pugalarasan, Sea Turtle Protection Force (STPF) Member, in a report in The Hindu, said that all the dolphins must have been trapped in the same net and died due to suffocation. He also speculated that a few spinner dolphins could have escaped in a semi-conscious state, but could have then been carried away by strong ocean currents and would have eventually died. Apart from the dolphins, the STPF also found two dead green turtles washed ashore in Cuddalore Chinna Kuppam. The dolphins reportedly had all the characteristic features of spinners, including long and thin beak, dorsal fins which are triangular towards the end, dark stripes from eyes to flippers, dark lips and pointy beak tips. Stranded dolphins and whales on the coasts are not an unusual sight as the months from November to April is the migratory season. However, never before have dead dolphins been washed ashore in such large numbers. “This is why we are convinced that the dolphins may have been trapped in a large net,” said Supraja to The Hindu

TN govt forcing couples to get parental consent for registering marriage? TNM explains

In recent days, several discussions have taken place on whether the registration of Hindu marriages in Tamil Nadu require parental consent. Activists, politicians, inter-caste and inter-religious couples who register their marriage with great difficulty have questioned the intention behind the alleged move. TNM has accessed the problematic circular which has created an uproar. What the circular says The circular, dated September 28, 2017, is addressed to all sub registrars, district registrars and associate registrars from the Chief Registrar’s office in Chennai. The first point directs that Aadhaar is acceptable as identification for couples, parents as well as witnesses. The circular adds that Aadhaar, however, cannot be used as citizenship proof or address proof. Secondly, the circular asks the various registrars to verify the address and names of parents of the couple. It says, “Ensure that it tallies with name filled in application form. Only after careful scrutiny can the registration proceed.” Thirdly, it says, if any of the parents are deceased, the original death certificate of the concerned parent is needed for verification and a copy should be retained. Finally, if the bride or groom happens to be widowed, they should submit the original death certificate of the deceased spouse which has to be verified and a copy has to be retained. Why this is problematic While the circular nowhere explicitly asks for the physical presence of parents, three out of four points imply communication with parents. According to the Hindu Marriage Act, only the couple and three witnesses are required for the registration of the marriage. However, the first and second point in the circular recognises the role of parents. While death certificates can now be downloaded online, the third point asks for the original death certificate of a deceased parent. For thousands of inter-caste and inter-religious couples over the state who have had to leave their parental homes for a shared future, this circular ends up making it all the more difficult for them to legally register their marriage. Speaking to TNM, Archana who married outside of her caste said, “When my husband and I went to register our marriage in Virugambakkam, we were told that bringing our parents along was mandatory. For me, they asked for both my parents to be present and for him, they said one parent would do.” While the couple’s parents went along, for many that is unimaginable and a demand that violates the law. Rubbishing the circular, Senior advocate Sudha Ramalingam says, "This is not in consonance with the law; this is not in the Act or the Constitution. This is just a way of bringing in patriarchal ideologies through backdoor means. The 'registration of marriage' is registering a marriage already performed and solemnised, for which you don't need any certificates. Parental consent is not necessary for two consenting individuals who marry people of their own choice." ‘Original intention of the circular different’ Several sources in the Tamil Nadu Registration Department told TNM that parental consent is indeed required. When asked about the ‘unofficial rule’, an official shot back, “Yes, parental consent is required. Young couples will marry outside their caste and we have to be responsible for that, is it?” However, the Tamil Nadu Inspector General of Registration J Kumaragurubaran, says that the original intention of the circular was very different. “People face hardships due to errors on their marriage certificates. They have to come here from all over Tamil Nadu to get their corrections done. The procedure takes time and they might lose out on their assignments abroad. That is why we have asked for the documents. Nowhere does it state that the parent has to come in person," he claims. Since the marriage certificate is admittedly an important legal document for a married individual, why then does it involve obtaining parents’ documents at all? The Inspector General admitted that this is a problem and that it would be looked into. Reassuring couples in the state, he says, “This is not binding. The Act is supreme. The circular is internal and for executive purposes. If this is causing hardships, we will definitely look into changing it.”

Heavy rains and winds to lash southern Tamil Nadu, says MET dept

Even as fisherfolk in Kanyakumari are waiting to hear back from the fishermen who ventured out to sea 10 days ago, heavy rains are expected in southern parts of Tamil Nadu. Speaking to reporters on Wednesday, Director of the Met Department S Balachandran said, “In a few places, heavy rains are likely today. Kanyakumari coast is likely to face strong winds up to 40- 50 kmph, reaching up to 60 kmph. Fishermen have been asked not to venture out to sea between 14 to 15. We have told fishermen not to go towards Kerala and Lakshwadeep coast between March 14 and 15." Explaining the depression that has formed in the Arabian Sea, the Director said, “Around 8: 30 am today, a depression formed in the South West Arabian Sea, 130 km away from Minicoy Islands. In the next 24 hours, this will move north. Tomorrow, it will gradually move northwards and lose its intensity.” With rains lashing Thoothukudi on Monday, skies were overcast in the region. “Over the past 24 hours, there have been heavy and very heavy rains in southern Tamil Nadu. In Thoothukudi, there has been 20 cm rainfall and 19 cm rainfall in Papanasam. Over the next two days, southern Tamil Nadu and interior districts in northern Tamil Nadu will get rains. Heavy rainfall is to be expected in south TN,” said the Director. Schools and colleges were shut in many districts including Thoothukudi and Kanyakumari. Between 40- 50 boats with approximately 200 fishermen were reported missing in Kanyakumari yesterday. TN’s new circular on marriage certificate: Controversial parental consent clause changed

A day after TNM spoke to the Inspector General of Registration regarding a controversial circular issued by the government which seemingly asked for parental consent for marriage registration, a new circular has been issued to the Registration Department in the state with changes provided on three out of four points contained in the original circular. Firstly, the circular says an Aadhaar card is no longer compulsory for the couple to register their marriage. According to the old circular, an Aadhaar card is acceptable as identification for the couple, their parents as well as the witnesses. The circular added that Aadhaar, however, cannot be used as citizenship proof or address proof. The revised circular states that while Aadhar can be accepted as a proof of identity for marriage registration, it is not mandatory for the couples to submit their cards. Secondly, the circular says the names and initials of the couple and witnesses must be thoroughly verified. The older circular said the names and initials provided by the couples and their parents should match the ones in the proofs submitted. The word ‘parents’ stands removed in the new circular. Regarding the third point, the circular says if parents of the couple are deceased, it is enough if 'Late' is mentioned before their name. Death certificates of the deceased parent(s) are not required. Earlier, the original death certificate of the concerned parent was needed for verification. There is no change in the status for widowers from the previous circular. If the bride or groom happens to be widowed, they should submit the original death certificate of the deceased spouse, which has to be verified and a copy has to be retained by the registrar. TNM had earlier pointed out that while the circular nowhere explicitly asks for the physical presence of parents, three out of four points imply communication with parents. First arrest in Theni forest fire: Erode trek organiser Prabhu held

Three days after the inferno at the Kurangani forest in Theni killed 12 people and injured many others, Prabhu of Tour De India Holidays, one of the organisers of the trek has been arrested by the police. This is the first arrest following the fire. Speaking to TNM, police sources said, “Prabhu has been arrested. He has been booked for causing death due to negligence and trespassing in a reserved area.” Police sources also confirmed to TNM that they were also on the lookout for Peter Van Geit, who founded the Chennai Trekking Club for further investigation but “he was unavailable”. According to the Forest Department, the 39 trekkers, who were trapped in Sunday’s fire, came in two groups. While Tour De India Holidays led by Prabhu organised a trek for 12 people from Erode, the Chennai Trekkers Club (CTC) had 27 persons for the two-day trek at Kurangani forest. All four organisers of the Chennai trek were killed in the fire.   Officials had initially told the media that both groups did not have permission to enter the forest. In his testimony to the police earlier in the week, Prabhu had, however, stated that the Erode team had passes for the trek. "After we paid Rs 200 and received a receipt from the forest department, we left for the trek with a guide named Ranjith, who was well aware of the terrain in Kurangani. We stopped our van in Kurangini and began climbing. We reached Kolukkumalai through Othumaram at around 6 pm (on Saturday) and set up tents there. And just behind us, a group of 26 people from Chennai led by Arun came up and set camp next to us,” Prabhu’s statement to the police read. On Tuesday, the Chennai Trekking Club came out with an official response to the mounting allegations against them, stating that necessary permissions were obtained. They further claim that the trekking route from Kurangani to Kollukumalai on top is a regular for both local villagers and trekkers. The two groups were coming down the slopes when they were trapped in the forest fire on Sunday afternoon. Earlier on Wednesday, Chief Minister Edapaddi Palaniswami announced an inquiry committee into the tragic incident to be headed by Principal Secretary, Department of Revenue and Disaster Management Atulya Misra. Hilarious robbery caught on cam: Thief uses polythene bag to hide face, arrested

The thief managed to steal Rs 1 lakh with his ‘face mask’, but was caught on 3 CCTV cameras.

A robber in Kanyakumari executed the theft of a mobile shop only to be caught a few hours later. The reason? The man made it easy on cops for he used a transparent polythene bag to ‘cover’ his face. According to a report in Puthiya Thalaimurai TV channel, the robbery took place in Colachel, Kanyakumari. Footage captured across three CCTV cameras show the robber ‘stealthily’ arriving on the scene. He looks left and right for presence of any people, not noticing the two CCTV cameras outside the shop that captured him. He even remembers to cover his face when a vehicle with beaming headlights passes by. The thief, who has an identifiable tattoo on his left hand climbs the counter and enters the shop through the main door, only to reveal his tattoo to the CCTV camera while attempting to dislodge it. Sachin, the proprietor of the mobile store discovered next morning that Rs 1 lakh was missing from his shop. When he checked the CCTV camera footage, Sachin burst into a laughing fit at the total transparency of the thief. He reported the matter to the police who later caught the thief. TTV Dhinakaran launches ‘Amma Makkal Munnetra Kazhagam’ with Jaya on flag

Amma Makkal Munnetra Kazhagam or AMMK - that’s the newest party in the ever-expanding universe of Tamil Nadu’s political landscape. RK Nagar MLA and ousted AIADMK Deputy General Secretary TTV Dhinakaran launched his political outfit on Thursday at Melur in Madurai, following the Delhi High Court’s order granting him the pressure cooker symbol.   Dhinakaran, who has long insisted that the present dispensation was not following the principles of former Chief Minister J Jayalalithaa, has named his party after the late leader, calling it ‘Amma Makkal Munnetra Kazhagam’ or Amma People’s Development Party. He also unveiled the party flag of AMMK, which was in typical Dravidian colours of black, white and red with the image of Jayalalithaa in the centre. This is in contrast to AIADMK’s party flag that DMK founder Annadurai in the centre of its party flag, whose colours are also black, white and red. Speaking at the launch, TTV Dhinakaran said, “The Election Commission had ruled the verdict in favour of betrayers EPS and OPS. Everyone knows what has transpired in these four months. Even in RK Nagar bypolls, I was forced to contest as an independent candidate in cooker symbol. People had voted unanimously for cooker symbol. It is the verdict of the people. All of you know how difficult it was in the past six months without a symbol and name. That's why we approached court.” Dhinakaran was flanked by the 18 AIADMK MLAs, who were disqualified by the Speaker last August. He also has the support of 4 other AIADMK MLAs, who missed the launch owing to the state budget being presented in the Tamil Nadu Assembly.  In a statement to the press earlier this week, TTV Dhinakaran stated, “A political party is needed to retrieve the AIADMK from the clutches of traitors. We need a registered political party to fully retrieve the AIADMK from the present rulers.” The statement also made it clear that the event to mark the naming of his political party was in light of the Delhi High Court order to grant him the pressure cooker symbol as he had requested. The pressure cooker symbol was allotted to him during the RK Nagar bye-elections in December last year. The by-poll, necessitated by the death of late CM Jayalalithaa, was won by Dhinakaran, who contested as an independent candidate. AIADMK had splintered into factions following the death of supremo and former Chief Minister J Jayalalithaa in December 2016. Following then Chief Minister O Panneerselvam’s rebellion against Jayalalithaa’s aide VK Sasikala, the AIADMK split into two factions. But months after Sasikala was convicted in the Disproportionate Assets case, Sasikala’s ‘trusted lieutenant’ Edappadi Palaniswami patched up with arch rival O Pannerselvam following the personal involvement of Prime Minister Modi. Soon, Sasikala and TTV Dhinakaran were ousted from their respective posts in the AIADMK, while the two factions merged in August last year. The launch of Dhinkaran’s political party also comes weeks after actor-turned-politician Kamal Haasan launched his political party in Madurai. On February 21, Kamal Haasan launched his Makkal Needhi Maiam in a grand ceremony in Madurai, in the presence of Delhi Chief Minister Arvind Kejriwal, and AAP leader Somnath Bharti among others. On December 31, superstar Rajinikanth too announced the certainty of his political entry in Chennai. The actor, however, is yet to announce the launch of his political party.

TN Assembly passes resolution urging Centre to set up Cauvery Management Board

The Tamil Nadu Assembly unanimously passed a resolution on Thursday urging the Centre to set up the Cauvery Management Board, as ordered by the Supreme Court in its February verdict. The resolution was passed in the afternoon session of the Assembly on Thursday. Earlier in the day, DMK had walked out during the presentation of the budget by the Deputy Chief Minister O Panneerselvam, who handles the finance portfolio. The resolution comes a month after the Supreme Court’s verdict on the Cauvery water sharing dispute between Tamil Nadu and Karnataka. On February 15, the apex court modified the Cauvery Water Dispute Tribunal’s final order, by reducing Tamil Nadu’s share to 177.25 tmcft against 192 tmcft allotted in 2007. In doing so, it increased Karnataka’s share of Cauvery water by 14.75 tmc ft, mainly to meet the drinking water needs of Bengaluru. In its order, the SC also directed the Centre to frame a scheme within six weeks, so that the decision could be implemented. “When we say so, we also categorically convey that the need based monthly release has to be respected. It is hereby made clear that no extension shall be granted for framing of the scheme on any ground,” reads the Supreme Court order. However, the word ‘scheme’ in the apex court order has given room for interpretation. While TN argues that “scheme” meant the Cauvery Management Board, Karnataka has opposed this stating that there is no mention of the CMB and only a “scheme” is mentioned. Four days after the inferno at the Kurangani forest in Theni, two more trekkers have succumbed to their injuries on Thursday. The death toll in the tragedy now climbs to 14. After battling for his life, Kannan, a native of Erode, succumbed to his burn injuries at the Government Hospital in Madurai on Thursday. Kannan was part of the 12-member team from Erode that had gone on the trekking expedition to the Western Ghats. He had traveled with newly weds Divya and Vivek and another friend Thamilchelvan from Erode for the Kurangini trek. While Vivek and Thamilchelvan were killed on the spot on Sunday, Divya succumbed to her injuries on Wednesday. For all four, the Kurangini trip was their first trek. She was part of the 27-member group that was organised by the Chennai Trekking Club. All four organisers of the Chennai Trekking Club were killed in the fire. On Wednesday, the Theni police arrested Prabhu, who organised the Erode trek as part of Tour De India Holidays, and booked him for causing death due to negligence and trespassing into a reserved area. The police is also on the lookout for for Peter Van Geit who founded the Chennai Trekking Club. According to the Forest Department, the 39 trekkers, who were trapped in Sunday’s fire, came in two groups. While Tour De India Holidays led by Prabhu organised a trek for 12 people from Erode, the Chennai Trekkers Club (CTC) had 27 persons for the two-day trek at Kurangani forest. The Tamil Nadu Slum Clearance Board’s proposal to clear a part of the burial ground at Moolakothalam in Chennai has faced stiff opposition from various political parties in the State. On Tuesday, opposition parties led by MDMK chief Vaiko along with CPI state secretary R Mutharasan, Dravidar Kazhagam president K Veeramani, VCK chief Thol Thirumavalavan and others staged a protest in front of the Chennai Collectorate against the decision to clear the burial ground. “The government wants to clear slum dwellers and relocate them. Some of them have demanded that they will not move to the outskirts of the city and hence the board is looking to clear the burial ground and build apartment complexes in its place,” VCK General Secretary Ravikumar told TNM. Alleging that the government’s decision is influenced by real estate owners, who want to do away with the burial ground in order to make way for apartment complexes, Ravikumar said “There are 42 acres that have been marked for the burial ground. However, out of this only 11 acres have been used. The apartments can be built around this, but the government wants to clear out the entire burial ground instead as real estate agents around the area want to do away with the ground. This is why we are protesting,” The 120-year-old burial ground is a historical site as it is the final resting place of renowned anti-Hindi agitation leaders such as Thalamuthu and Natarajan. Further, a memorial for social justice reformer Dharmambal was erected in the ground. Stating that the grounds were a symbol of the century’s long sacrifices made for Tamils, Vaiko along with the other leaders questioned the move to wipe out the ground. “The government has allotted Rs 50 crores of public money to build a memorial for late CM Jayalalithaa. However, when it comes to other martyrs of Tamil Nadu, the government is merely complacent,” said Ravikumar.  

155 bonded labourers, including 31 children, rescued from Chennai kiln

The Revenue Department in Tiruvallur rescued 155 migrant bonded labourers, including 31 children, from a brick kiln in Avadi. The officials along with members of the International Justice Mission (IJU) raided the RNI kiln in Pandeswaran to find that the owner forced the migrants, all from Chhattisgarh and Odisha, to live and work in inhuman conditions, according to a ToI report. According to The Hindu, 31 children, 63 women and 61 men were rescued. The workers, most of who were brought by middlemen to the kiln, alleged that they were paid meagre amounts for the work they did. Tiruvallur Revenue Divisional Officer GR Divyashree told The Hindu that the labourers were being paid Rs 200 a week, which is not enough to meet basic requirements. “I am given Rs 20 for carrying 1,000 bricks. If I fall sick, I am not paid. I realised I made a mistake (coming here) as I could have earned this in my hometown as well,” one of the rescued labours told ToI. According to officials, the workers also alleged that they were physical assaulted by one of the supervisors of the kiln. The owner of the kiln is absconding, the report states. The officials shifted the rescued labourers to a neighbouring marriage hall. A complaint has even been filed in the Muttam Pudhupettai police station in Avadi and arrangements were even made to send them home by Dhanbad Express. Tiruvallur is one of the few districts in TN to record high rate of bonded labour. Similar instances include 318 labourers, including 88 children, being rescued from another brick kiln in the district in 2016. 

'You're beautiful': TN Health Min acts creepy to evade questions from woman journo

Health Minister Vijayabaskar's sexist comments to the woman reporter were caught on camera.
Controversy is an old friend of Tamil Nadu’s Health Minister C Vijayabaskar. On Thursday night however, he established himself as creepy and shameless, as well as controversial. The minister was questioned by a woman reporter about what had happened at a late-night MLA meeting of the AIADMK that he had just attended, and instead of giving a straight reply – or even simply walking off – the man decided to bring out his inner creepiness. “Your specs are nice,” the minister began, when asked about the meeting. When the reporter persisted with her question, he reiterated: “Your specs look good!” The reporter, who remained professional throughout, said, “I wear these specs everyday. What was discussed in the meeting?” To this, the minister replied, "Okay. Today, you look beautiful. You look beautiful." Even when he finally manages to say "seniors leaders will talk", he quickly follows it up with his creepy statement. Turning around and pointing his finger at the journalist even as his coterie is seen giggling behind him, he says, “You look beautiful, you look beautiful, you look beautiful.” While the reporter in question wishes to stay anonymous, the entire incident was caught on camera. The Health Minister later apologised for his comments. Speaking to Times Now, Vijayabaskar said, "My intention is just to avoid a political question. If I hurt anybody, I am very sorry. I see all reporters as my brother and sister." Watch: It’s not the first time Health Minister Vijayabaskar has been in the eye of controversy. In April last year, Vijayabaskar’s residence in Chennai and several other properties belonging to him and his relatives across Tamil Nadu were raided by the Income Tax Department. With the raids coming ahead of the RK Nagar bye-elections, which were originally scheduled for April last year, the ruling AIADMK had called it political vendetta. However, IT officials later told TNM that the raids on Vijayabaskar were in connection with the Gutka scam and his alleged links with mining baron Sekhar Reddy. A source in the IT Department had told TNM that the Health Minister’s name figures in a diary seized by sleuths during raids on a gutka manufacturer. “Since he was the Health Minister, they had to keep him in good books. While the exact amount he received on a yearly basis is not certain, it can be said with confidence that he was being paid for his cooperation for this unlawful activity," the IT official had told TNM last year. AIADMK undecided on no-trust motion against BJP, even as it demands Cauvery Board

An AIADMK leader said the possibility of the BJP government defeating the no-confidence motion is relatively high.
As Andhra Pradesh's ruling Telugu Desam Party (TDP) on Friday pulled out of the BJP-led National Democratic Alliance (NDA) and was set to move a no-confidence motion against the government, Tamil Nadu's AIADMK said it was yet to decide on its move. Reacting to the political developments at the national level, MDMK leader Vaiko urged the AIADMK to utilise this opportunity and pressurise the BJP-led central government to set up the Cauvery Management Board (CMB) for support against the no-confidence motion. With the third largest number of members (37) in the Lok Sabha after the BJP and Congress, the AIADMK was undecided whether to support or oppose the motion, said a senior party leader."The party will take a decision on the issue and we cannot comment on that now," the AIADMK leader told IANS, preferring anonymity. The BJP and PMK have one seat each in Lok Sabha from Tamil Nadu. The leader said the possibility of the BJP government defeating the no-confidence motion is relatively high with support from smaller parties."We expect the no-confidence motion to be moved by the Congress. The party is in alliance with DMK in Tamil Nadu. In short, the anti-AIADMK alliance will be moving the no-confidence motion and it may not be politically possible to support that, given the stakes at the state level," he said. Adding further, he said that even if the no-confidence motion wins, then the question of who would stake claim to form the government aligning with whom is there."The BJP government may continue to be a caretaker government and then face the electorate," he added. On Friday, TDP chief and Andhra Pradesh Chief Minister N Chandrababu Naidu discussed with party leaders the proposal to move the no-confidence motion against the Narendra Modi government. During a teleconference on deciding to pull out of the NDA, Naidu said that the party should move the no-trust motion on its own instead of supporting the one being moved by their rival YSR Congress Party. Naidu directed TDP MP Thota Narasimham to submit a notice to the Lok Sabha Secretariat in this regard, informed sources said. Thota, in a letter to the Lok Sabha Secretary Snehlata Shrivastava, said: "This House expresses No-Confidence in the Council of Ministers,” "I request you to include the motion in the revised list of Business for March 16," Thota said in the letter. The no-trust move could become an opportune moment for the AIADMK to pressurise the Centre to set up the Cauvery Management Board (CMB) and Cauvery Water Regulatory Committee (CWRC). On Thursday, the Tamil Nadu Assembly passed a unanimous resolution demanding the central government to set up the CMB and CWRC as per the Supreme Court order. The AIADMK members are protesting outside the Parliament demanding the central government to set up the CMB and CWRC.

The one-month-old calf fell into the tank. Its distressing cries alerted the locals at 4.30am, who then called forest department officials.
In the wee hours of Thursday, locals living near the Sri Lalithambika temple at Periya Thadagam, Coimbatore woke up to a very distressing sound. It was coming from a one-month-old elephant calf, who had fallen into a 10-feet-deep water tank. The calf was part of a six-member herd of elephants who had wandered into the area, possibly in search of water, District Forest Officer N Satheesh told TNM. While the calf slipped and fell into the tank around 4.30 am, the forest officials could not come to its rescue because of the mother elephant and the herd being close by. The Anti-Poaching Watchers (APW) and Rapid Response Team (RRT) members then managed to disperse the herd by bursting crackers. “Then we had to break the tank using an earth mover. We created a ramp like structure. People went in and helped push the calf out,” Satheesh said. This can be seen in the video as well. It also shows the rescuers making sure that the baby manages to find its herd. Four men guide the calf, who still seems confused and perturbed, towards the direction of the forest. You can then see visuals of the calf reunited with the herd. While it is not entirely clear, there seem to be two adult elephants waiting in the distance and the calf is reunited with them. Watch the video here: It is not uncommon to hear about elephants, especially calves, falling into pits and wells in Coimbatore. Satheesh said that they had built a few water troughs in the forest area from where the elephants could easily drink water without the risk of the younger ones getting stranded. “In this case, the water tank was being used by the temple. We are not really sure why the elephant herd came all the way here. But we are trying to prevent such occurrences,” he said.

For or against? A tightrope walk for AIADMK on no confidence motion by TDP

The AIADMK will be torn between supporting the Prime Minister and gauging the angst of the people in the state, only to end up abstaining from the vote itself.
Hours after the Telugu Desam Party (TDP) quit the BJP-led National Democratic Alliance (NDA) at the Centre, speculation is rife on how Tamil Nadu's ruling party would react to the no confidence motion in Parliament. While party spokesperson has already said AIADMK would support a no confidence motion if the Cauvery Management Board is not set up, Chief Minister Edappadi Palaniswami and Deputy Chief Minister O Panneerselvam are expected to make a decision. A motion of no confidence requires 50 members of the Lok Sabha to support the motion and over half the strength of members to pass. With M Thambidurai as Deputy Speaker of the Lok Sabha, the AIADMK is the third largest party in the house at 37 MPs. It is no secret that the BJP at the centre has impinged on several political and policy issues in the state. In fact, Deputy Chief Minister O Panneerselvam himself recently admitted in a public meeting that it was on account of Prime Minister Modi’s intervention that he accepted the post of Deputy CM after a bitter battle between the two AIADMK factions. While the motion is unlikely to be supported and much less be passed given BJP’s numerical superiority in the Lok Sabha, the AIADMK's reaction to the move would be a significant marker of its priorities for the people of the state."The decision will be taken by EPS and OPS. I think they will prefer to abstain," a senior leader of the party, also a member of the Lok Sabha told TNM. Cauvery Management Board On Thursday, the Legislative Assembly in the state passed a unanimous resolution urging the Centre to set up the Cauvery Management Board as mandated by the Supreme Court in its verdict. With the Centre raising doubts about the interpretation of the board, several leaders in the state had slammed the Centre for its diversionary tactics. Last week, following a meeting of chief secretaries of the Cauvery Basin states with Union Ministry of Water Resources, the Centre chose to side with Karnataka’s argument. Karnataka is slated to go to polls in May this year. The issue which has plunged farmers in the sad into sadness is expected to play a major role in the AIADMK’s decision on the no confidence motion. There is also major pressure on the party from the opposition. Speaking to media persons in Erode, Leader of Opposition and DMK Working President MK Stalin said on Friday, "Chandrababu Naidu has realised that PM Modi has not kept any of the promises made to him. That is why his party's MPs had already resigned. Not just that, they have also said they will no longer support the BJP. It is upsetting that this soodu(anger) and soranai(sense) has not been realised by OPS and EPS." Earlier, MK Stalin had urged all Members of Parliament from Tamil Nadu to resign in protest. Saffron politics in the state Earlier this month, the BJP came under fire for stoking violence and causing pandemonium in the state. A vitriolic post on BJP National Secretary H Raja’s Facebooke regarding Dravidian icon EVR Periyar’s statue was followed by acts of vandalism on Periyar’s statue. A Periyarist group retaliated by cutting of holy threads of a few Brahmins in Chennai. Following the violence and protests, leaders in the state had condemned H Raja and the BJP. Many took to the streets to protest the saffron party’s politics in the state and called for the removal of H Raja from the party along with an apology from him. The Tamil Nadu government was severely criticised for saying that no action need be taken on H Raja given that he had deleted the post. Following the uproar on social media, the Tamil Nadu Chief Minister came up with a stronger condemnation of the events. The incident prompted several parties to condemn the ruling government and protest the ‘satellite control’ the Centre allegedly has. History of anger Since the death of former Chief Minister J Jayalalithaa in December 2016, several hard hitting issues in the state have caused the people of Tamil Nadu to agitate. From the January 2017 jallikattu protest to the suicide of medical student Anitha in September last year on account of the NEET examinations to tax revenues being directed from the southern states to the north to the setting up of the Cauvery Water Management Board, the government has faced one criticism after another. With reports of constant internal strife within the party itself, the government has also been unable to counter the interference of Governor Banwarilal Purohit in administrative affairs of the state. The no confidence motion against the BJP is sure to warrant a careful balancing act by the AIADMK. One sure shot way to truly ‘balance’ would be to abstain and not move at all which is what, party sources say, is likely to happen. Dressed in black and sporting a bob, Kausalya takes anxious steps towards the cameras flashing outside her house. “I will talk after the full verdict is out,” she repeats to the questions thrown at her. Back inside, Kausalya watches herself on TV saying what she has just said outside. Her tension is palpable.  It has been close to 21 months since her husband Sankar was hacked to death right in front of her. The couple were married for eight months and were living at Komaralingam in Tamil Nadu’s Tirupur district when tragedy struck. In an event that forever changed her life, Kausalya has emerged stronger, becoming the face that demands justice for honour killings and caste-based violence.  Sankar, a Dalit, was hacked to death in March 2016 for marrying Kausalya from the socially-dominant Thevar community. The CCTV footage of the murder that occurred at Udumalaipettai in broad daylight, sent shivers down everyone’s spine in the state. For Kausalya, the story had just begun. Directed by Sadhana Subramaniam, India’s Forbidden Love: An Honour Killing On Trial is a documentary shot for Al Jazeera's Witness, a documentary series channel. In December 2017, a series of events lead to an important verdict that rattled the bowels of deep-rooted casteism in Tamil Nadu.  The 25-minute documentary comes close to offering a panoramic view on caste and caste-based violence in Tamil Nadu that casts long and dark shadows on almost every aspect of life - beginning from school admissions to death certificates. The documentary closely follows Kausalya’s journey leading up to the court’s verdict.  While a visibly perturbed Kausalya anticipates justice, the betrayal felt by Kausalya’s estranged family offers a unique perspective into the deeply-ingrained idea of caste in the state. “I told them to stop her education when she got to tenth grade. That’s enough in our caste. She lost her reasoning when she went to college,” says her grandmother with conviction while her brother adds, “She has been brought up without the awareness of caste.”   For a society entrenched in patriarchal and caste hegemonic ideas, the idea of honour killing is non-existent. “Even though she was a girl her parents still sent her to study engineering. But she’s immature and seeking revenge for her strict upbringing by accusing them of this murder.” This was AP Jayachandran, senior defence counsel’s concluding argument in the court.  The Tirupur District Sessions Court, presided by Judge Alamelu Natarajan, sentenced six men including Kausalya’s father, Chinnasamy to death, while acquitting three including her mother Annalakshmi.  With this verdict, Kausalya’s anxiousness is replaced by disappointment and anger. “If those three walk free, there’s no point in me being alive. They came a week before the incident and threatened us right here. What more can I say?” she asks. Acquitted from the case Kausalya’s mother says, “Why is the girl like this? Can one person really abolish caste? It’s been around for generations, what can one person do? It can’t be changed. Rather than trying to change it, she should change herself.” And this is the kind of conviction with which people have strictly adhered to caste in the state.  Honour killings are not unprecedented in Tamil Nadu. In stark contrast to the Shankar-Kausalya case is the Illavarasan-Divya case. In July 2013, the mysterious death of Illavarasan, a Dalit, who married Divya from the Vanniyar caste resulted in severe caste tensions in the Dharmapuri district of Tamil Nadu. However, this did not lead to justice. Illavarasan’s death was closed as a case of suicide by the investigating officials. However, several suspected foul play in Illavarasan’s death, whose body was found near the tracks. This case created a divide in the previously coexisting Dalit and Vanniyar villages of the district and also served as pedestal for the PMK to win a parliamentary seat in the Vanniyar-dominated Dharmapuri constituency.  The state now grapples with caste prejudices that dictates its politics. In its current form, caste-based politics has vilified inter-caste marriages, calling it love-jihad, and are basking in the rift that these clashes have caused to secure their vote banks.  For Kausalya, who now lives under police protection, the battle is far from over. “A prisoner spends the day feeling positive but at night they are locked up alone. That’s how I feel every night,” she says in the video. Reacting to the verdict, Kausalya told the media later in the day, "Justice for Sankar is not just this verdict. There will be justice only when there's a separate law against honour crimes."  “In the end, we both closed our eyes together. I woke up. He never did. Real justice for Sankar is to fight against caste system, to lead a life without compromise, and with a freedom that knows no bounds,” said Kausalya. Watch the video here:

AIADMK sacks KC Palanisamy for backing no-confidence motion against Modi govt

Tamil Nadu's ruling AIADMK on Friday sacked spokesperson KC Palanisamy after he urged the party to back a no-confidence motion against the Modi government if it did not take a favourable stand on the Cauvery issue. A statement issued in Chennai by the party's Coordinator and Deputy Chief Minister O. Panneerselvam and Joint Coordinator and Chief Minister K. Palaniswami asked party members not to have any contact with Palanisamy. According to the statement, the former MP acted in a manner bringing disrepute to the party. Palanisamy, who was the first to oppose the election of the now jailed AIADMK leader VK Sasikala as party General Secretary, had taken a stand slightly different from that of the party leadership over the no-trust vote introduced in the Lok Sabha by the TDP. While the AIADMK statement was silent on the reasons for the dismissal, Palanisamy had told IANS earlier: "If the Centre refuses to set up the CMB and the Cauvery Water Regulatory Committee (CWRC) as the Supreme Court ordered, the AIADMK may support the no-trust motion." Reacting to his dismissal, Palanisamy said: "I am not taking back what I had said. I fail to understand as to what is wrong in my statement. By my dismissal, the two leaders have proved that they are slaves to the BJP. The AIADMK is not under the control of any one or two individuals." The AIADMK initially seemed torn between supporting the Prime Minister and gauging the angst of the people in the state, to set up the Cauvery Management Board as mandated by the Supreme Court in its verdict. Following KC Palanisamy’s sacking, senior leaders indicated that they would most likely align with the BJP if the motion is moved on the floor of the House. Speaking to reporters, Lok Sabha Deputy Speaker M Thambi Durai also hinted that the AIADMK was unlikely to support the no-confidence motion against the Central government.   Also read: For or against?
