Cholera cases reported in TN after 2 years, govt says bacteria came from outside

While it is confirmed that 2 people admitted in Apollo Hospitals suffer from cholera, three others are suspected to have contracted the disease as well.
Chennai’s Apollo Hospital recently informed the Corporation and the Public Health Department that at least two people in its facilities have tested positive for cholera. What more, three others are suspected to have contracted the disease as well. This comes after Tamil Nadu recorded zero cases of cholera in the last two years. Infectious disease expert Dr Abdul Ghafur, who confirmed the cases, tells TNM, "Information and reports have been submitted to the concerned government authorities. We have taken necessary steps on our side and the government is doing its part too.” According to reports, the hospital has tested 50 samples of water and food from within the hospital, but did not find any contamination. A member of the Corporation Health Department tells TNM that, from initial investigation, the contamination does not seem to have originated locally. "The victims affected include people from Africa. And one of them has come from Dubai. But we have pressed our teams into action. We are inspecting food and water in the Apollo canteen. In addition to this, we are coordinating with the hospital. The entire place has been quarantined. We have made sure that those affected do not further spread the disease. The necessary corrective measures are being taken," he says. According to webmd, “Cholera is an infectious disease that causes severe watery diarrhea, which can lead to dehydration and even death if untreated. It is caused by eating food or drinking water contaminated with a bacterium called Vibrio cholerae.” Times of India reports that most people affected by the bacteria do not develop any symptoms, but it remains in their faeces for up to 10 days and then shed back into the environment, where it could affect others. The Department for Public Health, however, tells TNM that the cases reported are not a matter of huge concern. "It is just a few people and steps are already being taken to identify the source of contamination. Two departments – Food Safety and Public Health – are testing food and water respectively," says Public Health Director Kolandaswamy. "Cholera can be treated easily and all the patients are stable. Chances are that there was contamination in water. If it was food, more patients would have been affected. Also, the affected people are cancer patients, so their immunity is already low.”   

‘It was an accident, nothing could’ve been done’: Theni fire survivor recounts tragedy

Vijaylakshmi, the 27 year old techie has just one word to describe the incident, "Nightmare".
The death toll in the tragic Theni forest fire has risen to 21. The latest trekker to succumb to burn injuries from the fatal incident on March 11 is 23-year-old Bhargavi, a resident of Chennai. Of the 39 men and women who decided to spend their weekend trekking the Western Ghats from Kolukumalai to Kurangini, only 18 have survived and even that number would not have been possible if not for the quick thinking of 27-year-old Vijaylakshmi. The Chennai-based techie, was amongst the group of 28 people from the Chennai Trekkers Club that had embarked on the climb on March 10. The group noticed smoke billowing from the range when they stopped for lunch at around 2pm on March 11."We were told by the guides that it was a forest fire. And we all ran in different directions. We were trying to move to higher ground but the smoke was coming in fast and it was everywhere. We were surrounded by the fire," recalls Vijaylakshmi. According to forest officials, January to May is a season for forest fires in the reserve area and the rangers all knew this. The long grass called 'Manjapul' by locals loses all moisture in this season and exists as dry cover on the mountain. And as the stalks rub against each other in the heat, it causes sparks that could have led to the fire."Nine people from the other trekking group from Erode managed to escape the fire by running to another side. Meanwhile, over 10 of us began running in another direction," says Vijaylakshmi. But only two others made it out of the forest with her."At one point when we were running, I turned back to look at the forest. I saw that the smoke had come closer and I didn't turn again till I reached a safe area," she says. The call that saved them  But that didn't mean that she was ready to leave the others behind. The 27-year-old immediately called members of the trekking club and informed them of the incident. She then even called the nearest ambulance service that was available."I had my phone with me and I started making calls. Soon, the local inspector called me back to enquire about what happened. Help arrived and we were taken to the Bodi hospital for treatment," she explains. Vijaylakshmi's call had alerted district officials as well and medical help arrived at the spot to save those who had sustained burn injuries."I had minimal burns and was given first aid immediately. I was worried about the others," she says. But does she blame the trekking club for the incident?"We were amateur trekkers but our guides were really good. What happened was an accident and nothing could have been done in that situation to help," she says. A debate, however, still rages on over the trekking club and the forest department's role in the deaths of trekkers. But for Vijaylakshmi who suffered through this terrible ordeal, the focus now is to put the tragedy behind her and move on with life. "It was a nightmare. I am trying to forget it."  

‘AIADMK MPs will commit suicide if Cauvery Board not formed’: Navaneethakrishnan to TNM

There’s just one day left for the deadline given by the Supreme Court for the formation of the Cauvery Management Board (CMB), and so far, there is no sign to show that the Centre is doing anything in this regard. And as the deadline nears, the ruling AIADMK in Tamil Nadu has decided to take desperate measures to push their case with the BJP-led Centre. On Wednesday, there was high drama over the issue in Parliament, and comments made by AIADMK MP Navaneethakrishnan in Rajya Sabha were expunged by the chairperson. Speaking to TNM just minutes after exiting the Rajya Sabha, Navaneethakrishnan said, "I told the Chairman that AIADMK MPs will all commit suicide if the Cauvery Management Board is not formed. I am from Thanjavur and I know how much the people are suffering in Tamil Nadu. I had to make our desperation known.” The tension in Tamil Nadu over the lack of action by the Centre has been palpable over the last week. Opposition parties have all voiced their angst and alleged that the AIADMK government was not doing enough to further the cause. The government meanwhile has reportedly decided to file a contempt petition in the Apex Court on March 31 if the Centre fails to honour the Supreme Court verdict by March 30. "How can the Centre not heed what the Supreme court has said? No steps have been taken and there is no chance that the deadline will be met," MP Navaneethakrishnan said. "They are doing this because of the Karnataka elections. But more people in Tamil Nadu need the Cauvery water than in Karnataka," he added. When asked what the AIADMK was doing to ensure that the board is formed, he said, "We are all upset and want the Supreme Court order to be implemented. We are fighting for the people of Tamil Nadu. We are not under the BJP." He went on to say that he spoke up in Parliament not because he wanted to disrupt proceedings, but to ensure that the displeasure of the AIADMK MPs was made clear."What is the use of passing bills when people don't have water for their basic needs?" he asked. But while the MP seemed certain that the Centre will not form the board before the deadline, the Chief Minister, Edappadi K Palaniswami, has publicly maintained that he was confident of the CMB being formed by March 29. Speaking to the media in Salem, CM Edappadi K Palanisamy said, "The SC has directed the Centre that within six weeks of the verdict, the order has to be implemented. We expect the central government to adhere to this and constitute the CMB. It is their duty to implement it,"

The Supreme Court on Wednesday asked the Delhi High Court to decide on a plea challenging the Election Commission order recognising the AIADMK faction led by Deputy Chief Minister O. Pannerselvam as the real AIADMK and granting it the "two leaves" election symbol. Putting the March 9 interim order by a single judge in abeyance, Chief Justice Dipak Misra and Justice AM Khanwilkar asked the Acting Chief Justice of the Delhi High Court to set up a two-judge bench that will hear the matter and decide by the end of April."The Division Bench so constituted is requested to dispose of the main matter by the end of April, 2018, as this matter requires immediate attention," they ordered. The top court order came on a plea by the Tamil Nadu Chief Minister K. Palaniswami, Deputy Chief Minister O. Pannerselvam and E. Madhusudhanan who had challenged the March 9 order by the single judge. The top court, meanwhile, has asked the Election Commission not to pronounce any order in the matter relating to the AIADMK. Saying that the "interim order passed by the learned Single Judge on March 9, 2018 shall remain in abeyance", the court said: "As we have kept the order in abeyance, the Election Commission shall not pronounce its order." The single judge of Delhi High Court on March 9 had asked the Election Commission to consider allotting Dhinakaran's breakaway outfit Amma Makkal Munnetra Kazhagam (AMMK) an election symbol, preferably the pressure cooker. Dhinakaran won the RK Nagar Assembly bye-election as an independent candidate with pressure cooker as the symbol. The seat was held by late Chief Minister J. Jayalalithaa. The apex court on Wednesday also gave liberty to the parties to approach it in case there was any notification for the holding of local bodies polls in Tamil Nadu.

'Bigg Boss', vaccines, skirts: TN conspiracy theorists see big 'Illuminati' hand in all

These conspiracy theorists are immensely popular and their ideas, seldom based on facts, can be dangerous to their ardent followers.
Conspiracy theorists are dime a dozen, especially in the age of the Internet, where all it takes is a viral video to establish myth as "research" and "fact". Tamil Nadu is no different. The state has several such popular conspiracy theory videos which make bizarre claims. According to the YouTube 'stars' of Tamil Nadu, everything from the jallikattu protests and the dengue outbreak in 2017, to women using razors to shave their legs, are all part of an elaborate plan hatched by the 'Illuminati' to 'enslave the people'. While conspiracy theorists exist in every part of the world and propagate their ideas on social media platforms, what's troubling is that in Tamil Nadu, there are several people who seem to genuinely buy into these theories. While some can be dismissed as sheer nonsense, other ideas can have serious implications for the audience if they take it at face value. With titles that enticingly draw in the viewer with phrases like "truth revealed" or "awakening", these videos command a viewership in the millions. The Illuminati The central premise of these videos is the age-old “Zionist conspiracy” theory that the Jews control the world. These videos continuously harp on the idea that the Rothschilds, a wealthy Jewish European banking dynasty, lead a group of 13 Illuminati families who ultimately control every single corporate enterprise in the world. While there are several claims of secret societies around the world, this common anti-semitic trope has also been questioned repeatedly. Although it finds a place in popular culture, the idea of the 'Illuminati' controlling the whole world is built on hazy theories that fall flat in the face of facts. There are two prominent “leaders” of this Illuminati professing cult in Tamil Nadu. Paari Saalan A self-described engineer and researcher, Paari Saalan is a prominent conspiracy theorist in Tamil Nadu. Almost every Tamil YouTube channel has an interview with him, giving him a platform to profess his theories. Sample this. In one video, he claims that women’s clothing, like skirts and shorts, are manufactured so that products like razors can be sold - and that this is a conspiracy to keep women "enslaved" to shave their legs. Clearly against FDI in retail, he also claims that women are depicted as villagers in movies and ridiculed for using turmeric on their face so Walmart can sell face creams."In our towns, women wear fully covered clothes. How will they sell a product like Veet? Veet removes leg hair. He needs to sell it. How can he impose it here? First he tells women to wear short skirts, then he tells them to show their legs. Then he tells them to wear shorts. He needs to bring in all that. There's no other way. Only if he brings in all that, he can sell that. How can he bring that? Continuously he has to show glamour on screen. Women have to psychologically think we will look good if wear this. He will bring a wrong philosophy that wearing that is feminism and men shouldn't look at you in a wrong way. Then they will deploy four feminist agents to say this. Then people start thinking that it is their individual right to be glamourous and show their body. These opinions will be created. Who is this benefiting? This is so he can sell manicure and pedicure," Paari Saalan says. While popular culture does influence beauty standards and consumer behaviour, it is quite a stretch to claim that it's the 'Illuminati' which decides women's fashion sense and Kollywood's poor scripts. Not to forget the involvement of "feminist agents"! Anyone watching Paari Saalan, however, will be met with an assertive, "I am telling you the truth that nobody else will, so listen." Perhaps his wildest claim is accusing the Tamil television show Bigg Boss and Kamal Haasan, its host, of being controlled by "Illuminati" simply because of the show’s logo - that of an eye. He goes on to claim that the Bigg Boss reality show was launched to psychologically manipulate people into forgetting about the jallikattu protests. Paari Saalan even believes that the 'Baba' symbol used in logos of Rajinikanth's media interactions is the devil's horn created by satan worshippers. The jallikattu protests in Tamil Nadu took place between January 8 and 23, 2017 while Bigg Boss Tamil first aired on June 25. The man also believes that the Dravidian stalwart and anti-caste leader EV Ramaswamy or Periyar was "an Illuminati on assignment". In one interview, a journalist who debates with him on the issue asks, how he believes in 13 secret families when he can’t believe that a historically documented leader like Periyar had contributed to the women’s liberation struggle. To this, Paari Saalan says, “Where is the proof that women were slaves? There is no need to talk about women’s liberation in Tamil society.” Speaking to TNM, historian and filmmaker Kombai S Anwar says, "Anything needs to be supported with concrete evidence, that’s the only yardstick.  If you put one conspiracy theory, I can show you 3 other things that can counter that. How can you take one lone incident? Today, there is a credibility crisis with corporates. That’s probably what is stoking this." Commenting on the blind faith people express towards such conspiracy theories, Anwar says, "Better do your research and take a stance. Possibility of fake news in today’s times is high. You can't rely on just one video. Do your research. If you want to take a stance on something, you need to do research, identify the issue and then take a stance. But I don’t know if people will actually do it. May be after society pays a high price. That's the times we live in." With several Facebook fan pages devoted to Paari Saalan, many on social media come to his defense, proclaiming him as the “soothsayer of the Tamil people”. In fact, in one hour-long “documentary” purportedly made by him called Kandy Nayakar, he claims that Sri Lanka is secretly ruled by by the Telugu people. Healer Bhaskar Perhaps not as famous but definitely more contentious is Healer Bhaskar. He is notorious for his views on vaccination, stoking the widely debunked idea that vaccines are harmful. He attempts to convince parents “who truly care about their children” not to vaccinate their wards since vaccines are nothing but a “disease virus.” He also claims that he can cure cancer in six months with his wide knowledge that comes from “researching from various gurus and YouTube”. He too clocks a viewership of over one million from videos on everything from curing baldness (by sleeping upright) to PCOD (by combing hair in a certain way and not crossing one’s legs in 'style') to arresting constipation (by pre-planned loose motion). In one bizarre video shot during the jallikattu protest, Healer Bhaskar even brought out a huge banner with David Rothschild’s face on it. Screaming into a mic, he says, “If you haven’t heard of the Illuminati or the Rothschilds, please don’t protest. They are your true enemy.” While several alternative and traditional medicines are common in India, Healer Bhaskar’s one hour videos on YouTube which are based on next to no facts are watched feverishly by a number of people. As he explains the "Illuminati" and "big pharma" conspiracies, the commenters appreciate him for making these "complex" topics relatable. The popularity of these videos has ensured that these 'stars' are given wider platforms in the media. Healer Bhaskar, for instance, was interviewed by Behindwoods in 2017. Speaking on behalf of the media portal, Avudai said, "He takes classes for people. And through that he heals people. A lot of people who attend his class said it was helpful. In the comments, they say he has saved their life. We wanted to know what he is doing. He is saying that he cures AIDS and cancer. So we just wanted to know on what basis he is claiming all this." It is true that conspiracy theories are not new to the world of social media. However, in an era marked by fake news and misinformation, such "alternative facts" marketers quickly gain validity and it becomes near impossible to convince followers to approach such theories with a healthy amount of skepticism and a questioning mind. As SC deadline nears, Rajini calls Cauvery Management Board the ‘only just solution’

Even as the deadline to set up the Cauvery Management Board expires at 5pm on Thursday, actor-turned-politician Rajinikanth urged the Centre to implement the Supreme Court’s order. In a tweet on Thursday afternoon, Rajinikanth said, “With regard to the Cauvery issue, the only acceptable, just solution is the setting up of the Cauvery Management Board as per the Supreme Court's verdict. According to media reports, the Tamil Nadu government intends to file a contempt of court petition at the Supreme Court on March 31. The apex court is on leave on Thursday and Friday on account of Mahavir Jayanthi and Good Friday. Meanwhile, reports also suggest that the Centre is planning on seeking a clarification from the top court regarding the interpretation of its judgement. The main contention in the order remains the word ‘scheme.’ While Tamil Nadu argues that “scheme” means complying with the Cauvery Water Disputes Tribunal to set up the Cauvery Management Board (CMB), Karnataka, on the other hand, argues that there is no mention of the river management board and only a ‘scheme’ is mentioned. On Wednesday, AIADMK’s Rajya Sabha MP Navaneethakrishnan had threatened mass suicide by all AIADMK MPs if the Cauvery Management Board is not set up. In his first criticism of the BJP-led government at the Centre, Rajinikanth had earlier in March said, "The Supreme Court has passed an order on CMB but the Centre is delaying it. The Tamil Nadu government must exert pressure on the Centre for its formation as early as possible."  While there was concern among political leaders in Tamil Nadu that the Centre would not be able to set up the Board once the Model of Code of Conduct came into effect owing to the Karnataka Assembly Elections, the Chief Election Commissioner OP Rawat on Tuesday gave the go-ahead for the CMB, stating, “Whatever is the direction or the order of the honourable court and compliance thereof, Commission and MCC doesn't come in the way.” On February 16, the Supreme Court had delivered the final verdict on the Cauvery water sharing dispute between Karnataka and Tamil Nadu. In its modified order, Tamil Nadu would get 177.25 tmcft water, while Karnataka would get 14.75 tmcft more than it was allocated in the previous judgement. The Supreme Court also directed the Centre to “frame a scheme” within six weeks to ensure its final decision is implemented.

Kamal seeks appointment with Tamil Nadu CM to discuss Cauvery Management Board

With the Supreme Court mandated timeline for the setting up of the Cauvery Management Board ending on Thursday evening, actor-turned-politician Kamal Haasan has sought an appointment with Tamil Nadu Chief Minister Edappadi K Palaniswami to discuss the issue. Speaking to reporters in Chennai, on Thursday afternoon, he said, “I wish to present this demand as a people’s representative in front of the Chief Minister. We have asked for an appointment. We believe we will get it.” The main bone of contention post the February 16 verdict is the interpretation of the words in the judgement that call for the setting up of a scheme. Tamil Nadu’s argument remains that “scheme” refers to the Cauvery Management Board (CMB) as prescribed in the Cauvery Water Disputes Tribunal, while Karnataka rejects says that there no mention of the CMB and just a “scheme” needs to be put in place. Speaking on this issue, Kamal said, “They have explained what scheme means. If the Inter-State Water Tribunal Act is read, one can understand what scheme is. Both states need water. The need for an authority is a way to get that. That has to be done. If this is politicised, it is for vote hunting. Setting up the CMB is not a big, difficult task. If they will it, they can do it. If the Centre has a strong intention, this can be done.” When asked why he was not pressurising the Central government, whose duty it is to implement the SC’s verdict, he said, “I am! The Prime Minister can do it if he wants to do it. I’m not trying to outthink the Prime Minister here. He is our honourable Prime Minister. I can only say what we require. Tamilian farmers and people here require water.” Appealing to the Centre and Prime Minister Narendra Modi, he also said, “The appeal to the PM is, please sir, you have the authority to create this Cauvery Management Scheme and you must do it, please.” In an apparent reference to the late Chief Minister Jayalalithaa, he also said, “If the Tamil Nadu government doesn’t insist on the setting up of the Cauvery Management Board then it is an insult to whose name they are running their government in.” On Wednesday, AIADMK MP Naveenthakrishnan declared in the Rajya Sabha that all the party’s MPs would commit suicide if the CMB was not set up. Reacting to this, Kamal said, “I think it's wrong to commit suicide even if you are heartbroken. To use this for political gaming is conning. We shouldn’t do that. If those who say they will resign, and then go on to resign, then my appreciations to them.” Even as media reports suggest that the Centre will move the apex court seeking a clarification on its verdict, Kamal refused to call it contempt of court. “You can’t say it is contempt of court because they are asking for doubts,” he said. However, he did say that he believed that the setting up of the CMB was being delayed on account of the elections in Karnataka. Kamal Haasan also said he will participate in the ongoing protest against the Sterlite copper plant on April 1, Sunday.

Chennai bank heist: Indian Overseas Bank security guard arrested in Nepal

The Chennai police are awaiting clearance from the authorities in Nepal to bring him back to the city.
The prime suspect in the burglary at the Indian Overseas Bank branch in Chennai was arrested in Nepal on Thursday. The burglary, which took place at the bank’s Virugambakkam branch, alarmed residents in the city as the security guard —  a Nepal native — allegedly made away with Rs 30 lakh in cash and several sovereigns of jewellery. On Wednesday evening, the Chennai city police reportedly flew to Nepal. According to the Times of India, Shabi Lal was arrested on Thursday with the help of the Interpol in Nepal based on a tip-off given by the Central Bureau of Investigation. However, the Chennai police are awaiting clearance from authorities in Nepal, who are following extradition procedures according to a treaty signed between the two countries. The police are at the India-Nepal border and have sought permission to bring Shabi Lal to Chennai to arrest him. A police officer told ToI that the Chennai police is required to submit documents and evidence linking the accused to the crime to the CBI, who will then submit it to the Interpol. The Interpol, in turn, will hand over these documents to the authorities in Nepal. Shabi Lal was reportedly arrested next to his native village. According to The Hindu, two others involved in the heist had been nabbed in Bengaluru. Five special teams were probing the burglary. The police had also zeroed in on a shop in Aminjikarai from where the suspects had reportedly bought gas cylinders for the burglary, TNIE said. According to police sources, Shabi Lal, who was staying on the first floor of the bank’s building, had helped his accomplices enter the bank by drilling a hole into the roof. A gas cylinder with two cutter nozzles had been used for this purpose. The police suspect that the same cutter was used to pry open the lockers. Even as the police try to close the case, the customers whose valuables were stolen lodged a complaint with the police. ‘BJP, AIADMK worked as inseparable partners to betray TN over Cauvery Board’: Stalin

Even as the deadline to set up the CMB expired on Thursday, the AIADMK announced that it would hold a hunger strike on April 2.
Launching a scathing attack on the BJP-led Centre and the AIADMK government in the state for not having set up the Cauvery Management Board within the Supreme Court-ordered deadline, Leader of Opposition and DMK Working President MK Stalin slammed the two for betraying the people of Tamil Nadu. In a statement released to the media, Stalin said that the BJP and the AIADMK had conspired to betray Tamil Nadu by not implementing the verdict of the Supreme Court even as the deadline to set up the CMB expired on Thursday evening. Stalin wrote, “Without having set up the Cauvery Management Board as mandated by the Supreme Court within six weeks, the Centre has betrayed Tamil Nadu.” Accusing the Centre of lying and of the Edappadi Palaniswami-led government of sleeping, Stalin said, “The AIADMK government kept its mouth shut and watched. When the Water Resources Secretary blatantly lied saying ‘the words Cauvery Management Board are not to be found in the Supreme Court’s verdict’, the AIADMK government here did not counter it. Instead of asking why the Water Resources Minister and the Secretary are speaking against the orders of the Supreme Court, Edappadi Palaniswami was sleeping.” His statement comes even as the Centre plans to move the Supreme Court on Saturday seeking clarification on the word ‘scheme’ that has been used in its judgement, while the Tamil Nadu government plans to file a contempt of court petition before the SC. The main contention with the apex court’s judgement is with the word ‘scheme’. While Tamil Nadu argues that “scheme” means complying with the Cauvery Water Disputes Tribunal to set up the Cauvery Management Board (CMB), Karnataka, on the other hand, argues that there is no mention of the river management board and only a ‘scheme’ is mentioned. In his statement on Friday, Stalin also said, “Had they filed a contempt of court case against the two, the CMB would have been set up by now. But, in defiance of two Supreme Court orders to set up the Cauvery Management Board, the BJP-led Centre and the AIADMK government in the state have worked as ‘inseparable partners’ and have betrayed Tamil Nadu.” Referring to AIADMK Rajya Sabha MP Navaneethakrishnan’s threat that all AIADMK MPs would commit suicide if the CMB was not set up, Stalin said, “The AIADMK government, which dances to the tunes of the BJP-led Centre conducted an eyewash of a protest in parliament. The AIADMK government here did not put enough pressure on the BJP-led Centre and they have doubly betrayed Tamil Nadu. Referring to the all-party meeting called by the AIADMK a few days after the February 16 verdict, Stalin said, “Despite being a useless one, DMK as the primary opposition created unity for the all- party meeting that was called. The AIADMK government has lowered this flag of unity. This government has failed to implement the three resolutions that were decided upon at the all-party meeting.” Stalin pointed out that the TN government had failed to meet the Prime Minister and the Water Resources Minister Nitin Gadkari; instead, the government had only represented the issue at the level of bureaucrats. Calling the AIADMK’s efforts to realise the Cauvery Management Board a half-hearted one, Stalin said that it has caused great agony. Stalin remarked that the state government’s behaviour is reflective of the authoritarian attitude that people can be taken for a ride. He also pointed out that the government was continuing to peddle lies about the setting up of the Cauvery Management Board. Stalin noted out that even as the people in the state were anxiously waiting for an announcement on the CMB, not one discussion point was raised in that regard at the cabinet meeting chaired by the Prime Minister on Thursday. “The Chief Minister does not have the strength to even condemn the Prime Minister. While the BJP-led Centre has little concern for the Supreme Court’s verdict, the Tamil Nadu government is spending its time as a slave of the Centre,” he wrote. At an emergency meeting of the DMK on Friday, the party resolved to conduct a major protest in consultation with other parties. With Modi set to visit Tamil Nadu on April 11 for the Defence Expo 2018, the DMK also plans to hold a black flag protest. Meanwhile, Tamil Nadu Deputy Chief Minister O Panneerselvam announced in Madurai that a “hunger fast” will be conducted by the AIADMK on April 2 with regard to the Cauvery issue.

Four days after high intensity drama outside the Puducherry Assembly, the newly nominated BJP MLAs from the union territory met Home Minister Rajnath Singh on Friday. They have complained against Puducherry Chief Minister Narayanaswamy and Speaker Vaithilingam for refusing them entry into the Assembly despite the Madras High Court maintaining that their nominations were valid. Speaking to TNM shortly after their meeting with the Union Minister, BJP MLA Saminathan says, "This is a clear case of political vendetta. Rajnath Singh has agreed that the Madras High court's orders should have been followed. He has assured us that action will be taken as per law. Everyone knows that what the Congress government is doing is wrong. " On March 22, the Madras High Court upheld the appointment of three MLAs to the union territory's Assembly by Lt Governor Kiran Bedi. The nominations had created a controversy as two of the MLAs were from the BJP while one was a pro-BJP educationist. Despite this, they were not allowed into the Assembly. Puducherry Assembly Speaker V Vaithilingam said that there was no change in his decision to not recognise the nominations of V Saminathan, KG Shankar and Selvaganapathy."The Governor has done whatever is within her power and nominated us to the post. We can't expect her to help us any further. She wants to safeguard our interests but the ruling party is not allowing this," alleges MLA Selvaganapathy. Kiran Bedi, who had addressed the Assembly session, had not stopped to enquire about the protests outside the venue."We went to the Home Minister because Puducherry is a union territory. This is a clear case of political vindictiveness," claims MLA Saminathan. "The Speaker does not have the power to disqualify us or decide not to approve our nomination," he adds. Chief Justice Indira Banerjee and Justice Sundar J had said in court on March 22 that, "Section 46(2) of the UT Act provides that all executive action of the Administrator, whether taken on the advice of his Ministers or otherwise, shall be expressed in the name of the Administrator. The use of the expression ‘or otherwise’ in Section 46(2) of the UT Act makes it amply clear that the Administrator has independent powers to act and is not bound to act only on the advice of his Ministers." The MLAs have already filed a contempt of court petition and the case will be coming up for hearing on Monday. In addition to this, they are going to approach the Supreme Court over their denial of entry into the Assembly.  

Madras HC orders advocate commission to repatriate inmates to St Joseph's hospice

In an order that finally settles the ongoing dispute over the St Joseph hospice in Chengalpattu, the Madras High Court on Friday ordered an advocate commission to be constituted for the repatriation of elderly inmates to the hospice. The panel, to be headed by senior advocate Sunder Mohan, will speak individually to each of the inmates and ascertain whether they would like to go back to the hospice. Acknowledging the complexity of the issue, the court reportedly observed, “We take note of the position that some press reports inform a disinclination of the inmates, who have been removed from the hospice, to return thereto. We cannot be oblivious to the position that the hospice has been dealing with persons on the verge of death, persons who suffer severe physical disabilities as also those who are mentally unsound. Reaction of each may vary.” In an admission before the courts on Tuesday, the Tamil Nadu government had stated that 12 of the 294 inmates had died. On Wednesday, the district social welfare officer Sangeetha submitted a report before the court essentially stating that none of the inmates now under government care wished to return to the hospice. According to sources in the department, the District Revenue Department in Kancheepuram had submitted a report to the court stating that the hospice was not fit for human habitation. The report also stated that there there was no sanitation or facilities for food at the hospice. The inmates were also not getting the necessary treatment, the report states. Speaking to TNM, police officials close to the investigation said that they were aiding the repatriation of the elderly inmates. As per the latest figures available with the police, seven elders had expressed their desire to go back to the hospice. “We cannot send them to the hospice against their will,” one officer said. ‘Send the inmates back’ On Tuesday, the Madras High Court had directed the Tamil Nadu government to send the elderly inmates back to the St Joseph’s Hospice in Paleswaram village in Chengalpattu. The petition came up before Justices CT Selvam and N Sathishkumar. Father Thomas’s counsel argued that Father Thomas was the guardian of the 294 inmates who had been taken away by the social welfare department. Demanding answers from the government for the 12 inmates who had reportedly died, the court said, “Was a post-mortem conducted? Where is the post-mortem report?” The Justices then ordered that the elderly inmates be sent back to the St Joseph hospice. A report on their return to the hospice had to be submitted by the Kancheepuram social welfare officer. However, on Wednesday, after the government submitted a report that said none of the inmates wished to return, an advocate commission was appointed. The dispute came to the courts when Father Thomas, who runs the hospice, filed a habeas corpus petition in the Madras High Court. He alleged that the elderly inmates were taken away from the Paleswaram hospice without their consent. He also requested the Madras HC to direct the government to produce the ‘illegally detained’ inmates before the court. Father Thomas’s counsel had stated in court that they were operating with licenses. He also stated that the inmates had not been taken care of by the Social Welfare department. It is to be noted that when TNM visited the hospice last month, the manger Alex Pandian had said, “The license for our hospice has expired. We reapplied last September and renewal is under process. Governmental delay is not our fault.” However, in its response, the Tamil Nadu government stated that 12 of the inmates had died. The others had been sent to various government homes. The government counsel also stated that criminal proceedings had been initiated against the hospice. Background In February, the St Joseph hospice had come under the scanner for transporting two senior citizens and a corpse, along with vegetables, in a truck that doubled up as an ambulance. Following this, the police officials and the social welfare department conducted an investigation and found that the hospice was operating without a license. While the hospice contended that they had applied for a license and that its issuance was pending, the authorities ordered the hospice shut and took the inmates away to various government homes. As soon as the activities of the hospice came to light, several had attacked Christianity and “Christian missionaries” for exploiting people. Slamming those who sought to politicise this, the Madras High Court observed, “Don’t add religious colour to this issue.”

With anger sweeping Tamil Nadu over the Centre's failure to set up a Cauvery Water Management Board (CMB), the ruling AIADMK announced a hunger strike on April 3 and Tamil Nadu Chief Minister K. Palaniswami hinted the state will move the Supreme Court with a contempt plea against the Centre. Reports have it that the contempt plea may be filed in the apex court on Saturday. The AIADMK, which first announced that the hunger strike programme will be held on April 2, subsequently postponed it by a day to April 3.  On the rival front, the DMK demanded that the Chief Minister convene a meeting of his cabinet and pass a resolution condemning the Central government and Prime Minister Narendra Modi over the Cauvery issue. DMK leader MK Stalin also said after a meeting of the party Executive Council that the state government should file a contempt of court petition in the Supreme Court against the Modi government for not setting up the CMB within six weeks, the deadline which expired on Thursday. In his speech, Palaniswami said the AIADMK had created "history" in Parliament by disrupting the Lok Sabha's functioning for the last 17 days continuously. "Such a disruption has not been done in the history of the Lok Sabha in support of a demand of a state."The Centre has failed to implement the Supreme Court order on the constitution of the CMB. We want the Centre to implement it. And we will take legal steps in this regard," Palaniswami said in an apparent reference to the moves to approach the Supreme Court. Tamil Nadu Fisheries Minister D. Jayakumar told reporters in Chennai that the state government would fight for its rights and it was "friendly" with the Modi government only to get various developmental projects approved. Stalin said the Tamil Nadu government should have approached the apex court with a contempt petition when the Union Minister for Water Resources and the Union Water Resources Secretary spoke against the apex court order on constituting the CMB. He said the party would show black flags to Prime Minister Modi, who is reportedly set to visit Tamil Nadu on April 15. He also said the DMK would sit with like-minded parties to decide what type of protests should be held on the issue. A DMK Executive Council meeting condemned both the Central and state governments. PMK founder S. Ramadoss accused the Centre of "betraying" Tamil Nadu's interests and said people of the state would not believe the state government on the issue. Party activists led by Ramadoss and former Union Minister Anbumani Ramadoss hoisted black flags on their houses. Tamil Nadu parties allege that the Modi government did not set up the CMB as it does not want to alienate voters in neighbouring Karnataka, which is opposed to the Supreme Court order.

Sterlite - here’s the proof: How the copper plant impacts health of Thoothukudi people

Ever since the March 24 uprising against Vedanta Sterlite's copper smelter in Thoothukudi, corporate hitmen and spin-masters have sprung into action to defend Sterlite. In addition to the usual invocations about how the protests are backed by vested interests, foreign powers and the opposition party, Sterlite and its backers have deployed an age-old tactic used by those who generate, handle and emit toxic pollutants – namely, put the burden of proof on those harmed by the pollutants. The tobacco industry did this for decades asking victims to prove conclusively that their lung or throat cancers were caused by cigarette smoking. Asbestos manufacturers continue to successfully stave off international legislation on the carcinogenic fibre citing lack of scientific certainty. Dow Chemical and Union Carbide continue to deny that Methyl Isocyanate, the Bhopal gas, has anything to do with the lasting effects on the health of those exposed to the disastrous gas leak in 1984. Unilever wishes us to believe that mercury is not the cause of the high incidence of nervous disorders, memory loss, dental disorders and kidney failures among the workers at its thermometer factory in Kodaikanal. Decades after the heavy metal lead was identified as a major cause of impaired brain development among children, petroleum companies delayed legislation curbing the addition of lead to petroleum, arguing that the science was not conclusive. I can go on, but I will stop here. Sterlite and its apologists are part of a dubious tradition of deniers and reactionaries that have delayed action on the most pressing ecological issues – from acid rain, ozone hole, mass extinction to climate change and plastic pollution -- facing humankind. In the coming series, I will present evidence of harm to the environment and human health caused by Sterlite's operations. To do this, I will use data put out by Sterlite or other official data and studies commissioned by Sterlite, TNPCB or the Courts. Is there data to suggest Sterlite's operations may be harming health in Thoothukudi? In 2008, the Department of Community Medicine, Tirunelveli Medical College submitted a report titled “Health Status and Epidemiological Study Around 5 km Radius of Sterlite Industries (India) Limited, Thoothukudi.” The study covered a population of 80,725 people and compared the health status in villages around Sterlite with the average health status prevailing in the state and two other locations that did not have any major industries. The health report is a well-kept secret because of what it found.  At the time of the study (2006 and 2007), Sterlite had been operating at a far lower production capacity of between 70,000 and 170,000 tonnes of copper anode per annum (tpa). It was only in 2005 that it was permitted to manufacture at an expanded capacity of 300,000 tpa. The findings of the study are revealing: 1. Iron content in the groundwater in Kumareddiapuram and Therku Veerapandiapuram, the site of the ongoing protests, were 17 and 20 times higher than permissible levels prescribed by the Bureau of Indian Standards for drinking water.  Chronic exposure to iron through drinking water could result in chronic fatigue, joint pain, and abdominal pain. 2. At 13.9%, respiratory diseases were significantly more prevalent in the areas surrounding the factory than in areas without industry and this was much higher compared to the state average. The incidence of asthmatic bronchitis is 2.8%, more than double the state average of 1.29%.  Bronchitis is an inflammation of the airways lining caused by long-term exposure to environmental irritants such as tobacco smoke, dust or chemicals. Asthma is a condition where the muscles around the airways get tight resulting in the narrowing of the airways. Asthmatic bronchitis is a condition where asthma and bronchitis occur together. The report finds that “The increased prevalence rate of asthma and respiratory infections are due to the air pollution caused by industries and automobiles in the area.” 3. The study also found that there were more people suffering from Ear, Nose, Throat (ENT) disorders near the factory. Among the ENT diseases, pharyngitis and sinusitis were very high. “Climatic conditions and atmospheric pollution could be the cause for the prevalence of ENT morbidity,” the report concluded. 4. Myalgia, or general body pain, was another widely reported symptom in the study area closer to the factory. 5. “Women in the [study] area had more menstrual disorders, like menorrhagiae and dysmenorrhagiae. . .it needs an in-depth study,” the report stated. This study has disturbing findings, since the high incidence of respiratory diseases found in 2007 was at a time when Sterlite was running at less than half its current production levels. Respiratory diseases are an indicator of air pollution which has been identified as the “world's largest single environmental health risk” by the World Health Organisation. WHO reports that in 2012, around 7 million people died – one in eight global deaths – as a result of air pollution exposure.              ******************************************* Proof of Sterlite's Health Impact – A Ready Reckoner Iron groundwater from Kumareddiapuram and Therku Veerapandiapuram 17 and 20 times higher than Indian drinking water standards. Chronic exposure to iron can cause chronic fatigue, joint pain, and abdominal pain. Respiratory diseases significantly higher than state average. Asthmatic bronchitis more than double the state average. Women near Sterlite had more menstrual disorders. Body pain (myalgia) a widely reported symptom. Ear, Nose, Throat (ENT) disorders higher in study area. Cauvery Board: TN files contempt of court plea, Centre seeks 3-month extension from SC

Two days after the deadline to set up the Cauvery Management Board expired, the Tamil Nadu government on Saturday filed a contempt of court petition against the Union Cabinet Secretary PK Sinha and Water Resources Secy UP Singh for not setting up the Cauvery Management Board, as directed by the Supreme Court. In its prayer to the Supreme Court, the Tamil Nadu government seeks to, “initiate contempt of court proceedings against Respondents for wilful disobedience in carrying out the clear mandate set out in para 403 of the Judgement passed by this Hon’ble Court dated 16.02.2018 in C.A. No 2453 of 2007 and connected Appeals.” Further, the Tamil Nadu government seeks the apex court to direct the respondent to purge the contempt by “framing a scheme in accordance with the judgement dated 16.02.2018” by “providing for Cauvery Management Board and Cauvery Water Regulation Committee vested with all powers to give effect to the decision of the Tribunal as well as the judgement of this Hon’ble Court”. The move comes after much pressure from several leaders and farmers in the state who had slammed the state government for its failure to secure the Cauvery Management Board for the farmers in the delta region of Tamil Nadu. At a March 9 meeting of the Chief Secretaries of the Cauvery Basin states, Union Water Resources secretary UP Singh had said of the CMB, “It is a matter of interpretation. The tribunal has recommended (a board). The SC doesn’t use the word Cauvery Management Board. It says scheme.” During the meeting Singh also suggested alternative models such as the Bhakra-Beas Management Board and Narmada Control Authority for the management of Cauvery’s water. Centre seeks clarification Earlier on Saturday, the Centre sought clarification from the Supreme Court regarding its role in the formation of the Cauvery Management Board along with a three-month extension. The Centre had asked clarification on whether it was allowed to frame the scheme at variance with the recommendation contained in the Cauvery Water Dispute Tribunal’s report. On the constitution of the Board itself, the Centre sought to know if it could be a mixture of administrative and technical members as opposed to the Cauvery Water Dispute Tribunal that recommended a ‘purely technical’ body. Seeking a three month extension, the Centre explains that “Cauvery is a very emotive issue in Karnataka and in the past the issue has led to serious law and order situations leading to avoidable loss of human lives and property. If the Central Government were to constitute a scheme under 6A of ISRWD, Act 1956 and notify it during the currency of the State Vidhan Sabha election process, the Central Government fears that it would lead to massive public outrage, vitiate election election process and cause serious law and order problems.” The Centre’s petition comes even after the Chief Election Commissioner OP Rawat had given the Union Government the go-ahead to set up the Cauvery Management Board, observing the court’s directives would not amount to a violation of the model code of conduct.  SC verdict The February 16 Supreme Court judgement had reduced TN’s share of water, while directing the Centre to “frame a scheme” so as to implement its orders. The Supreme Court in its February 16 verdict states: “..we direct that a scheme shall be framed by the Central Government within a span of six weeks from today so that the authorities under the scheme can see to it that the present decision which has modified the award passed by the Tribunal is smoothly made functional and the rights of the States as determined by us are appositely carried out. When we say so, we also categorically convey that the need based monthly release has to be respected. It is hereby made clear that no extension shall be granted for framing of the scheme on any ground.”

Why the environmental clearance for the Neutrino project in TN is not as per law

The bottomline is no project can be above law and there is no “special case” provision in the Environmental Protection Act or Environmental Impact Assessment Act.
“A half-truth is even more dangerous than a lie. A lie, you can detect at some stage, but half a truth is sure to mislead you for long,” wrote Anurag Shourie in his book Half A Shadow. The above statement could hold well for the proponents of the India-based Neutrino Observatory (INO) project. In the last few days, after the Expert Appraisal Committee (EAC) (Infra 2) of the Ministry of Environment & Forests (MoEF) recommended granting environmental clearance as a “special case”, a lot of media reports said that everything was done in accordance with the law. The half-truth here is this - “Everything was done”. The other part, however, is that it was “not in accordance with law”. How?        On March 20 last year, while keeping in abeyance the Environmental Clearance (EC) granted to INO, the National Green Tribunal, in an appeal by G Sundarrajan of Poovulagin Nanbargal said that: “The document produced before this Tribunal by Mr Radhakrishnan also shows that the distance is 4.9 Km and in such view of the matter, not only the project in question should be treated as Category-A project but also clearance under the Wildlife (Protection) Act, 1972 is to be obtained from the National Board for Wildlife.”  After holding as stated, the NGT also directed the project proponent (PP) of INO to make a fresh proposal in appropriate form under the Environment Impact Assessment (EIA) Notification, 2006, to enable the statutory authorities to consider the proposal in accordance with the law. Thereafter, the Tata Institute of Fundamental Research — the PP —  applied for fresh EC before the Tamil Nadu State Expert Appraisal Committee (SEAC) under category ‘B’ of item 8(a) ‘Building and Construction Projects’ of the Schedule to the EIA Notification, 2006. The proposal was considered by the SEAC in its 98th meeting held on November 27, 2017, and after deliberation, the Committee noted that the project cannot be appraised under item 8(a) for the following reasons: a. The tunnelling work involves carrying out blasting in hard and composite rock mass, and requires huge quantity of high-strength explosives to break it. Further, the tunnelling work involves the excavation of 6,00,000 m3 of charnockite rock from the mountain. b. The tunnel and cavern will be at the depth of 1000m from the top of the mountain. At the depth of 1000m, mountain rock would be under tremendous pressure and the vertical stress is expected to be greater than 270 kilograms per metre square. This will create problems like rock burst and roof collapse. The proposals of the PP regarding the safeguards will have to be scrutinised using geotechnical studies. c. The SEAC, in general, is of the view that the Western Ghats is a global biodiversity hotspot and a treasure trove of biological diversity. It harbours many endemic species of flowering plants, endemic fishes and amphibians, reptiles, birds, mammals and invertebrates and is also an important centre of evolution of economically important domesticated plant species. d. The proposed site is also part of a catchment of various streams and streamlets that ultimately contribute to the Vaigai watershed, which is crucial for the communities dependent on it. It provides water for drinking and agricultural purposes in five districts of Tamil Nadu. As it can be seen, the SEAC was of the opinion that the INO proposal cannot be appraised under 8(a) as it involves many technical features and not just a mere construction. Hence, the State Environment Impact Assessment Authority was also of the opinion that this project should be appropriately handled by the Government of India.  The INO proposal was considered by the EAC of the MoEF as a “special case” in its appraisal meetings. Even the EAC has categorically stated that “the committee was given to understand that though the proposals are not within the scope of the EAC(Infra2), the Ministry would want the EAC (Infra-2) to consider this as a special case”. The EAC, which handled this project said it was not within their scope, but it was considered as a special case. “Out of scope” here could mean that it is either not within their jurisdiction or that they don’t have the wherewithal —  both are a problem. Even the mining expert called by EAC to attend this meeting was absent, and only 6 of the 11 members were present. As can be seen from the minutes of the meetings, none of the concerns raised by the SEAC were dealt with by the EAC or by the PP.  Even RTI replies show that no public hearing was conducted. INO is being executed by Department of Atomic Energy. The presence of DRDO officials at the appraisal meeting also raises questions about the nature of INO project. The bottomline is no project can be above law and there is no “special case” provision in the Environmental Protection Act or Environmental Impact Assessment Act. SpiceJet strip searches own crew? Airline says it's 'global industry practice'

The cabin crew of SpiceJet have reportedly alleged strip searching by the airline’s own security personnel in the wee hours of Saturday. Protesting at the Chennai airport, the female cabin crew members reportedly said that they had been asked to remove their sanitary pads from their hand luggage. Speaking to NDTV, one cabin crew member said, “We air hostesses are stripped naked over the last three days and women personnel touch us inappropriately. A colleague in her period was asked to remove her sanitary napkin.” According to sources close to the development, the protest caused the delay of two SpiceJet flights, one to Colombo and one to Pune. Responding to allegations, SpiceJet released a statement calling such pat-downs "a global industry practice". “One of the objectives of this search is to ensure that there is no pilferage of company moneys/goods, smuggling or any illegal activity that an employee may be lured into. This also ensures security and safety of our passengers, our employees and our assets. SpiceJet also responded to allegations of strip searching saying that these checks take place in closed rooms, adding that "only women security staff search women employees." SpiceJet sources claimed to TNM, however, that they had not received a complaint from the cabin crew members. SpiceJet also stated that they were operating based on “a specific security tip-off following certain recent instances in other airlines". The airline has initiated an investigation into the nature of the security team’s behaviour towards the cabin crew. “Allegations regarding deviation from these SOPs are being investigated and strict action will be taken if anybody is found guilty,” said the airline. Speaking to TNM, the Airports Authority of India deemed this a SpiceJet "family matter" and denied that it had received any complaint in this regard.

The Madras High Court on Friday ruled that rights over the 1963 family drama Karpagam belong to AVM Studios. The film was written and directed by KS Gopalakrishnan for Amar Jyothi Films which produced the movie. Amar Jyothi Films’ Sabarinathan had borrowed a sum of Rs 4 lakh from AVM Studios for producing and distributing the Karpagam. He had pledged the rights of the film for a period of 49 years to the studio. With the 49 year period ending in 2012, another agreement was signed in 2005, handing over the full rights over the film to AVM for a period of 99 years. The film stars yesteryear actors Savithri, KR Vijaya, Gemini Ganesan and Muthuraman. However, in 2006, Amar Jyothi Films reportedly contended AVM Studios’ transfer of the film’s rights to AVM Limited. AVM had argued that Amar Jyothi Films must not interfere in its affairs as long as the former owned the rights. On Friday, the Madras High Court stated that AVM Studios had rights over the film till 2062. Justice Sundar also stated that as per the agreement, the full rights of the film belong to AVM Studios. Karpagam, a family drama released in 1963, revolved around a farmer and family patriarch, played by SV Ranga Rao, who stays with his two married children. Things take a turn for the worse when the son, played by Muthuraman, starts stealing from his father’s business. MR Radha plays the villain, blaming the Gemini Ganesan and Savithri duo for everything. The film features the wildly popular song Pakkathu Veettu Paruva Machaan.

DMK leader MK Stalin on Saturday slammed the Central government for delaying setting up of the Cauvery Management Board, saying it was eyeing the Karnataka Assembly elections."It is clear that the Centre moved the court and adopted a vindictive attitude towards Tamil Nadu keeping the Karnataka polls in mind," he said after the Centre filed a clarification petition in the Supreme Court, asking for three months for implementing its judgment in view of the May elections in Karnataka,” Stalin told reporters in Chennai. “This showed that the Central government was not interested in setting up the Cauvery Management Board and the Cauvery Water Regulatory Committee as directed by the Supreme Court,” he added. On the Tamil Nadu government seeking contempt proceedings against the Central government for its failure to set up the bodies for which the six-week deadline expired on Friday, he said it was a "drama" enacted jointly by both governments. Recalling that he had earlier urged the state government to file a contempt plea as the Central government would not set up the board in view of the Karnataka elections, he said it has betrayed the people of the state by moving the court after the expiry of the deadline. Meanwhile, assuring that the interests of Tamil Nadu and its farmers will be secured in the Cauvery issue, Chief Minister K Palaniswami on Saturday said that the state would oppose the Central government's petition in the apex court and seek that the river water management board be set up at once. He said he has directed counsel for the state to argue in "an effective manner" in the Supreme Court to reject the Central government's clarification plea, which he said was against the court verdict, at the admission stage itself and seek necessary directions to set up the Cauvery Management Board (CMB) and the Cauvery Water Regulation Committee (CWRC)."The government, which is functioning on the path laid down by Amma (late Chief Minister J Jayalalithaa) will take all steps to uphold Tamil Nadu's rights on the issue of Cauvery and protect the interests of farmers,” EPS said.   IANS inputs 

University of Madras cracks down on 'mass copying', hikes fine for colleges

In a move to curb copying, the University of Madras has revised fines for mass copying by 10 times – from Rs 5000 to Rs 50,000. The move was reportedly informed to the Senate by the Vice-Chancellor of the university, P Duraisamy on Saturday. “If the disciplinary committee on examination finds mass copying in any college based on the answer scripts or square visit, we will impose ₹50,000 fine on that college. Students will be debarred for a maximum of three years depending upon the severity of the offence,” he said according to a report in The Hindu. In September 2017, the university imposed a fine of Rs 50,000 on four colleges for mass copying. Expedite remuneration to examiners  During the meeting at the Senate House, the issue of remuneration to examiners was brought up with the senator, demanding that the remuneration payment be expedited, the report said. The examiners are usually paid three months after the exams are completed. However, certain colleges complained that their examiners haven’t received payments even after March, despite the exams having been completed in December. “Even the results are out but the examiners have not received payment,” one of the senators reportedly stated. The university will also reportedly decided to improve the valuation system owing to the spurt in re-evaluations. In the meeting, it was decided that a chief examiner would have seven examiners under him rather than the usual five examiners. Complaints about foreign examiners for PhD candidates was also pending. Responding to this, the Chancellor reportedly said that the university was unable to pay those examiners who were unwilling to disclose their passport and bank account details, which was a new rule issued by the banks. We have decided to ask the foreign examiner if he or she is willing to share the details. If the person refuses, he or she will not be an examiner,” Duraisamy explained.

In a brazen murder attempt caught on CCTV camera in Chennai's Vyasarpadi neighbourhood, a group of five masked assailants chased down a local history sheeter and reportedly hacked him with swords, leaving him injured. The incident took place at Samiyar Thottam, and police suspect that the assailants also belong to the same locality. The injured victim, identified as Harikrishnan, was shifted to the state-run Stanley Hospital. The video shows Harikrishnan running away from the assailants, as he throws what seems like a phone on the ground. He then disappears from the camera's field of view as the accused follow him. A few seconds later, two bikes can be seen entering the area and picking up the assailants, before riding away. PTTV reported that the incident was the fallout of the murder of a history sheeter called Babloo in Andhra Pradesh. Police believe that Babloo’s associates, who may have suspected that Harikrishnan had a hand in the murder, could be the assailants in the case.   The police said that they are investigating the case and are trying to identify the accused based on the CCTV footage. A case has reportedly been registered at the MKB Nagar Police Station. Watch the video below: This comes days after three men who were reportedly drunk attacked a Anbalagan, a constable attached to the Poonamallee station, when he was on night duty. The constable visited the spot after the police received a complaint that drunk men were creating a nuisance near Poonamallee. “The constable confiscated the bike keys and took photos of the accused on his phone to check if they were previous offenders through the 'face tag’ app that was recently introduced by the state police. The men, however, snatched the constable’s phone, chased him and attacked him with a long knife and escaped the scene," a police officer told reporters. Watch the video below:
