In a shocking revelation, Minister of State for Shipping, Pon Radhakrishnan has now alleged that Sterlite Copper tried to bribe him. The allegation comes even as Sterlite is in the eye of a storm in Tamil Nadu, with people accusing them of causing pollution and operating without licence. Speaking to media persons in Thoothukudi, the minister and BJP leader said, “People from that company had been sent to me to talk about certain things. You know what I'm talking about. For talking about a deal. I said no. After that, when I was contesting in the elections, campaign funds were sent. I don't know who came but they came. I said I won't take it.” Further, Radhakrishnan denied that he had any relationship with the company whose practices he had reportedly protested against in the past. “I have protested against Sterlite. I was on the streets for it for four days,” the minister said. The minister won from the Kanyakumari Parliamentary constituency in 2014 on a BJP ticket. Protests over the Vedanta owned company have taken place all over the state in recent months. The Tamil diaspora around the world, too, have raised their voice against the company. Residents of Thoothukudi have complained for over two decades about the toxic effluents that have plagued the groundwater in the area, making them fall ill with a host of diseases. reportedly including terminal diseases such as cancer. In 2013, the Sterlite copper plant was fined by the Supreme Court for polluting the land and water in the area on account of a gas leak. The apex court also slammed the plant for operating without requisite permits for a considerable period of time. On March 24, thousands gathered in Thoothukudi to protest against the plant, in a complete shut down in the district. The protest was against the plant’s operations and plans to expand. The Tamil Nadu government also came under fire not investigating the plant and its activities despite proof of the company’s polluting practices.

TN prof’s attempt to lure students into sex work: CB-CID to take over probe

A day after an audio clip of a Tamil Nadu professor’s alleged attempts to lure female students into sex work went viral, the case has been handed over to the CB-CID. The Arupukottai police, who were handling the case, arrested Nirmala Devi of Virudhunagar’s Devanga Arts College on Monday evening from her residence. The move to transfer the case comes after opposition parties in the state demanded that an impartial probe was necessary in the matter. Female students who were offered an ‘opportunity’ to ‘become big’ with the help of ‘higher officials’ by the professor complained to the college authorities on March 19. Nirmala Devi was suspended on March 21 but no complaint was filed with the police. But on April 16, days after the audio clip went viral, massive protests were held outside the institute. Following public pressure, the institute went to the local police. The Aruppukottai town police then registered a case under IPC Sections 370 (buying or disposing of any persons as slaves) and 511 (attempting to commit offence punishable with imprisonment for life or other imprisonment). Nirmala Devi has also been booked under Section 67 (publishing or transmitting obscene material in electronic form) of the Information Technology Act. Investigating officials have recovered three phones from the professor and will be examining its contents. They are looking to find photos, phone numbers and call records that reveal the identities of the higher officials she was referring to. “She is likely to be taken to the Madurai police after 5 pm today (Tuesday). For anyone investigating the matter, the first priority will be to understand how deep this case runs and get an idea of who is involved,” says an officer. During the phone call, Nirmala Devi had claimed that she had access to Governor Banwarilal Purohit as well. Following this, the CPI (M) Working Committee has asked the Madras High Court to take up the issue suo moto and investigate all those involved in the racket. “If this investigation has to take place properly, the Central government has to rescind the appointment of TN Governor Banwarilal Purohit,” the statement said. Three inquiries have also been ordered into the allegations. First by the college, second by Madurai Kamaraj University (MKU) Vice-Chancellor PP Chellathurai and the third by Governor Banwarilal Purohit. DMK working president MK Stalin had further said that is “confusing” that the Governor himself has ordered for an inquiry in the matter. He claimed that only a CBI enquiry under the supervision of the High Court will bring out the truth.   

Educationists call for staff background checks after TN college 'sex for cash' scandal

Over the last two days, a controversial audio clip of a woman professor luring female students into sex work has sent shockwaves across the state. But even as the public grapples with how deep the rot in the system runs, educationalists tell TNM that this viral audio has only exposed one of several such incidents in the state's educational institutes.  In the audio clip, which has being doing the rounds on social media, professor Nirmala Devi of the Devanga Arts college is heard telling students, whose identities have not been made public, that an 'opportunity' has come their way. And that they are expected to do certain things 'secretly' for a very senior official of the Madurai Kamaraj University (MKU) to which the college is affiliated. She was initially suspended after four female students, who were on the receiving end of the 'offer', complained to higher authorities. Protests broke out following the leak of the audio and the police arrested her on Monday evening. The Aruppukkottai town police has registered a case under sections 370 (buying or disposing of any persons as slaves) and 511 (attempting to commit offence punishable with imprisonment for life or other imprisonment) of the Indian Penal Code. She has also been booked under Section 65 (tampering with computer source documents) of the Information Technology Act. The case was later transferred to the CB-CID on Tuesday."Such cases are not exclusive to just the Madurai Kamaraj University; it has now become common in all educational institutions. It is usually woman scholars who are pursuing their PhDs or Post Doctorates who face maximum harassment," says E Balagurusamy, former vice-chancellor, Anna University. "In this particular case, it is not just the professor who has been arrested who should be questioned. The role of other authorities in the college and even the Governor, who has been mentioned, need to be enquired into." He added that he welcomed the CB-CID's involvement in the case. Three other simultaneous inquiries have been initiated with regard to the case. The first by the college, the second by Madurai Kamaraj University (MKU) Vice-Chancellor PP Chelladurai and the third by Governor Banwarilal Purohit were ordered. DMK Working President MK Stalin and PMK leader Anbumani Ramadoss both demanded a CBI probe to bring out the truth as high-level persons are suspected to be involved in the scandal. Educationists, however, are sceptical that investigation will yield results."These committees will be of no use. Professors themselves are part of this ring," says Balagurusamy. "Such practices have become common after 2005, as officials at the higher levels, including Vice-Chancellors, were corrupt and indulged in such acts.” The former VC says that a college in Palani had witnessed a similar case a few years back, but the matter was hushed up and no action has been taken against those involved. "In fact, the lady professor involved in the case even got promoted to the post of Vice-Chancellor," he claims. In November last year, TNM reported about the Sathya Institute Of Paramedical Sciences in Villupuram which offered free education to female students. But what it really turned out to be was a trap to sexually harass women from impoverished backgrounds. Dr U Srikumar, principal of Sri Paranjyothi Yoga College, tells TNM that guides at the MPhil or PhD levels usually demand sexual favours and that they have agents who work with them."These agents could be a colleague or a former student who was forced to do what they wanted," he says. "In this case too, this Nirmala Devi is some form of agent. They target students who are academically weak and lack maturity, so that they can be coerced easily. There is no immediate cure for this, but if it goes unpunished, it will spread like a communicable disease.” Markandeyan, former VC of Gandhigram University, insists that background checks on professors are a must, bringing into question if those who indulge in such practices could be repeat offenders. "A thorough check is required to prevent such incidents. This casts a shadow on higher education in Tamil Nadu. The college should not have waited so long to give a police complaint either," he says. The female students had informed the institution on March 19. But the complaint was filed only on April 16. "It should have been done immediately to build confidence,” he adds.

In an unprecedented move, the Tamil Nadu Governor Banwarilal Purohit held a press conference on Tuesday to address the allegations levelled against him with regard to a viral audio tape. In the tape, a professor of the Devanga Arts college in Virudhunagar can be heard allegedly luring female students for sex work. Nirmala Devi further mentions that she has access to the TN Governor. When asked about her statement, the Governor denies having heard the tape and then claims that he has never seen the face of the professor. " I attend so many convocations. Almost most of the members are on the dias. They move here and there. What can I do? I have not seen her face till date. What you are talking?" he asks. "I am surrounded by my entire team. Even a bird can't come near me without my permission. Can't level such vague charges against me," he adds. The Governor however had no convincing answer when asked why he was not staying away from the probe, when his name has been mentioned in the tape. He meerly say, "It is a falsehood." Facing tough questions from reporters, the Governor lost his cool during the press conference. He chided a reporter who asked him whether a CBI probe should be ordered into the issue, saying, "I am your senior. I am 78 years old. I have great grand children too -- I am that lucky. Never say this to me." He further warned reporters to not allege dereliction of duty on his part. Taking a patronising tone throughout, the Governor came prepared for questions on whether he was overstepping his authority by forming an inquiry committee. Reading out from a "Governor's Guide", Banwarilal read out an unrelated clause about Governor having power over appointment of Pro Vice Chancellor and Vice Chancellor. Then he gave a knowing look to the media, who did not fall for the gimmick. He then hysterically asked people to wait for the right clause, then read a few words that did not make sense in any context, and trailed off. At the beginning of his address, he questioned the college for suppressing the incident for close to a month. He further assured them that the one man committee he has constituted under former IAS officer Santhanam will get to the bottom of the case."Why has college suppressed it for so long? Mr. Santhanam will find out. As a Chancellor I will take action. Only chancellor is empowered to form the committee. There was some mistake in VC's office. They have not gone through all the rules and regulations. They formed a committee of 5 members without my permission. They have rectified their mistakes and now only a one man committee will look into all mistakes. They are equally serious. College also did not inform." 

‘Shocking and painful’: Devotees slam HC’s mercy killing order for TN temple elephant

With the Madras High Court ruling to allow the mercy killing of an ailing temple elephant in Salem, upset devotees have strongly opposed the move. Rajeswari, the 42-year-old pachyderm at the famous Sri Sugavaneshwarar temple in Salem, has been suffering from acute Tuberculosis and also has an injured left leg, leaving her bed-ridden. Since Monday, devotees have been thronging the temple to catch a glimpse of their favourite elephant. Some are also accusing the temple administration for neglect and of being lax in their treatment of the ailing elephant. Wishing for the elephant's natural demise, devotees are also considering moving the SC to oppose the mercy killing order."I heard about the mercy killing decision on TV yesterday. This decision is both shocking and painful for the devotees. When we came to know about this judgement, we decided that we are going to move the Supreme Court. This elephant should not be put to sleep, it should die a natural death. Just like when we have an old person in the house who the children have to take care of till the end, we also have to take of this elephant until her death," Gopinath, temple devotee told Puthiya Thalamurai. The first bench of the Madras HC comprising Chief Justice Indira Bannerjee and Justice Abdul Quddhose on Monday passed an order stating, "...euthanasia should be performed so that it (the elephant) is relieved from prolonged agony and suffering". However, the court asked for a veterinary officer in charge of the area to examine the elephant and certify that the animal's agony will only prolong if it continues to live, to carry out the order. “If the Veterinary Officer certifies that the physical condition of Rajeshwari is such that it would be cruel to keep her alive, she should immediately be administered with euthanasia,” the order read. The court allowed 48 hours for the medical examination to be conducted and the certificate to be issued. However, no official certificate has been issued yet. The High Court order was passed following a PIL by S Muraleedharan who asked for the ailing jumbo to be put to sleep. Rajeswari reportedly came to Salem in 1981, on an exchange program from Mudumalai Wildlife Sanctuary when she was a 5-year-old calf. She has been suffering from TB for the past 10 years and is currently being treated by a team of vets supervised by Madras Veterinary College and Namakkal Medical College professors. The team has been administering glucose, antibiotics and other intravenous fluids to avoid dehydration. She is also being fed cucumbers, grapes and tender coconut water. However, her condition has not improved, the team said.

Kollywood strike called off, Tamil films likely to release from this week

The strike which had brought the Tamil film industry to a grinding halt has finally been called off. The official announcement is expected to take place on Wednesday.  The Tamil Film Producers' Council had called for a strike from March 1, over DSPs charging Virtual Print Fee or VPF from producers. While the other south Indian film industries expressed solidarity with their demands, the Kannada and Malayalam industries observed only a one day token strike. The Telugu industry persisted but eventually agreed to the new terms offered by the DSPs. The Tamil industry, on the other hand, also halted shooting of films from March 16. On Tuesday, 48 days after the Tamil industry shut down, the TFPC announced decisions that have been arrived at in a meeting involving stakeholders. According to reports, there will now be greater transparency about box office collections of films, computerised ticketing, reduction in online booking charges, and flexible ticket pricing. From what we hear is it is a win-win situation for producers and DSPs" one theatre owner told TNM. Jayendra Panchapakesan  of Qube cinema also confirmed that the strike has been called off. The strike is the longest ever that the Tamil industry has undertaken and for the first time, there were no releases for the Tamil New Year, a much coveted date at the box office. There are reports that the TFPC will set up a committee to decide on the schedule of releases for films which were delayed because of the strike. All eyes are on the Rajinikanth starrer Kaala which was supposed to release on April 27. According to the grapevine, the film will be pushed to June although there is no official confirmation as yet. The strike saw a bitter battle between the film industry, the exhibitors and the DSPs. However, even though the Tamil industry stood united on the face of it, there were grumbles about the heavy losses caused due to the strike and the preferential treatment given to some films when it came to permitting shooting. Actor Arvind Swami had recently tweeted that he was getting 'tired' of the strike. The details of the final deal between the industry, exhibitors and DSPs are yet to be announced.

It was meant to be a press conference to dispel rumours and allegations about his alleged sexual misconduct, instead it has spun into a new controversy. On Tuesday, Tamil Nadu Governor Banwarilal Purohit met the press after completing six months in office, and as he rallied questions, he patted a woman journalist on her cheek without her consent instead of answering her question. Purohit had called for a press meet since he had completed six months in office, but with his name popping up in a phone conversation in which a professor of Madurai Kamaraj University is trying to lure four of her students into performing sexual favours for certain “higher authorities”, most of the questions thrown at him revolved around the controversy that has sent shockwaves across Tamil Nadu. Even as the press conference ended and the Governor got up to leave, a senior woman journalist, Lakshmi Subramanian at The Week, asked a question. Instead of responding, the Governor reached out and patted the journalist on her cheek. Understandably repulsed by the violation of her body, the journalist tweeted a photo of the incident. Slamming the Governor for his inappropriate conduct, she tweeted, “I asked TN Governor Banwarilal Purohit a question as his press conference was ending. He decided to patronisingly – and without consent – pat me on the cheek as a reply.” Later, writing on The Week website, she said, "Governor Banwarilal Purohit, I am angered and agitated. You didn't answer my questions, but you decided to patronisingly, and without my consent, pat on my cheek as a reply. To you, it might be a mark of appreciation, and a "grandfatherly" gesture, as you replied to several questions during the hour-long press conference on sexual allegations against you. But to me, it was an uninvited gesture as I wanted only answers and not a pat on my cheek." “Washed my face several times. Still not able to get rid of it,” she tweeted. Reacting to the incident, several leaders including DMK Working President MK Stalin and DMK’s Rajya Sabha MP Kanimozhi slammed the governor for his behaviour. MK Stalin wrote, “It is not just unfortunate. 26 students complain of nausea after eating midday meal at TN school, rushed to hospital

According to the Times of India, they were rushed to a Primary Health Centre and then shifted to the Institute of Child Health and Hospital in Egmore. Dr RS Raghunathan, the Resident Medical Officer of the hospital, told TNIE, “Around 14 children had started vomiting and others were admitted with symptoms of nausea and dizziness. It was a case of food poisoning. The condition of the children was stabilised at the PHC itself. All but two children are stable now. Two were kept under observation.” The New Indian Express quotes one senior investigating official as saying, “The children were served vegetable biriyani with boiled egg around 12.30 pm at the school. After the meal, one by one started vomiting. Four children had continuous vomiting and also giddiness. So, they were shifted to the ICH for further treatment. But, parents demanded that all children be shifted to the ICH and so we shifted all of them.” Times of India also said that the police and education authorities rushed to the school. The school management reportedly told the investigating officials that they had provided an egg along with the midday meal. Forensic experts are examining samples of the food, the eggs and the salt consumed by the students, in addition to the vomit. TNIE reports that state Health Minister C Vijayabaskar met the children at the hospital and enquired about their health.

Another stalker attack: Chennai man tries to slit teen’s throat, arrested

“He said if I don’t get to be with you, no one else should either. And then he tried to slit her throat with a blade,” said the police.
In a growing list of stalker attacks in the state, a 23-year-old man in Chennai attacked a 17-year-old college student for spurning his advances. On Tuesday, the attacker Solomon Raja stopped Anju* on her way back home from college in Ayanavaram and tried slitting her throat with a blade. Fighting him back with her bare hands, Anju fended off the attack, injuring her right hand in the process. Speaking to TNM, one investigating officer says, “He claims to have known her from a young age. When she told him to back off, he couldn’t handle it. He repeatedly threatened her saying he will commit suicide if she doesn’t go out with him.” The police say that the girl had made it clear to him that she wanted nothing to do with him. Although the two had known each other in the past, on Tuesday, Anju once again told the man to stop following her. “This enraged him. He said if I don’t get to be with you, no one else should either. And then he tried to slit her throat with a blade. He is telling us that they had known each other from childhood and that she is his friend. He doesn’t understand why she cut him off so suddenly,” says the officer. Anju received treatment for her wounds at a private hospital in the city on Tuesday. She was later discharged. The attacker Solomon Raja has been booked for attempt to murder and harassment. He has been remanded in judicial custody. The latest attack comes over a month after Aswini, a BCom student at the Meenakshi Academy of Higher Education and Research in Chennai was stabbed to death by her stalker. The case had shocked the city as it not only took place in broad daylight but also points to the failure of the police for not acting on previous complaints by Aswini. In 2016, Swathi, a Chennai techie, who was waiting at the Nungambakkam railway station was hacked to death by her stalker, Ramkumar. While Ramkumar later committed suicide in prison, the daylight murder in a public place had sent shockwaves across the city, putting into focus the safety of women in Chennai.

DMK MP Kanimozhi slams H Raja’s ‘illegitimate child’ jibe: ‘Exposes BJP’s mindset’

Politics in Tamil Nadu hit a new low on Wednesday when BJP’s National Secretary H Raja took a veiled but cheap shot at Rajya Sabha MP and DMK President M Karunanidhi’s daughter, Kanimozhi. Attacking the DMK leader for lending support to a woman journalist who had condemned Tamil Nadu Governor Banwarilal Purohit’s inappropriate behaviour towards her, Raja took to Twitter to insult Kanimozhi. And in a fitting reply, Kanimozhi has slammed Raja, and told TNM that his comments showed how unsafe it is for women in all spheres of public life. In a tweet on Wednesday morning, Raja said, “Would journalists question the leader who made his illegitimate child, from an illegitimate relationship, a Rajya Sabha MP, just like they questioned the Governor? This is how they harass and threaten women in public spaces – be it doctors, IT professionals, teachers or students,” Kanimozhi said. A day after Tamil Nadu Governor Banwarilal Purohit behaved inappropriately with a woman journalist, and patted her on the cheek during a press conference, the Governor issued an apology and a justification on Wednesday. In a letter to the journalist, Lakshmi Subramanian of The Week, the Governor expressed his regret and apologised for hurting sentiments."I have received your email dated 18.4.2018. You had asked a question when we had got up and were proceeding to leave after the close of the Press Conference. I considered that question to be a good one. Therefore, as an act of appreciation for the question that you had posed, I gave a pat on your cheek considering you to be like my granddaughter," the Governor justified in his letter."It was done with affection and to express my appreciation for your performance as a journalist, since I was also a member of that profession for about 40 years. I do understand from your mail that you are feeling hurt about the incident. I wish to express my regret and my apologies to assuage your sentiments that have been hurt. I suppose you will respond through a mail of acknowledgement," the Governor said. Right after the press conference, when Banwarilal stood up to leave, journalist Lakshmi Subramanian asked him a question. Instead of responding, he reached out and patted the journalist on her cheek. Understandably repulsed by the violation of her body, the journalist tweeted a photo of the incident. The picture caused massive outrage online, and also invited the wrath of journalists. 200 journalists from Tamil Nadu wrote a letter to Banwarilal, where they pointed out that his actions actually constituted an offence which is cognisable and non-bailable, and demanded that he offer an unconditional apology to the journalist. The Network of Women in Media in India, Chennai Chapter, also issued a statement, condemning Banwarilal’s actions. “We would like to reiterate what is understood world over about sexual harassment: The intention of the harasser does not count. What matters is how the person on the receiving end feels. So for the Governor, or any of his supporters, to dismiss any allegations of inappropriate conduct with statements like, “I am old enough to be your grandfather,” cannot be excused. Tamil Nadu is the second state after Kerala to file a review petition over the apex court’s March 20 ruling.
Nearly a month after the Supreme Court’s order that was vehemently opposed for diluting the provisions of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, the Tamil Nadu government has moved the apex court seeking a review. Referring to the nationwide protests that the order sparked, the Tamil Nadu government said that the recent judgment has resulted in an unrest in society and that it will dilute the objectives of the Act. The SC/ ST Act was enacted by Parliament in 1989 for the protection of people belonging to Scheduled Castes and Scheduled Tribes in India. The Act punishes crimes against people belonging to Scheduled Castes and Tribes in addition to providing special protections and rights to victims of atrocities and caste-based discrimination. Originally, the Act allowed for the immediate arrest of suspected offenders upon a complaint and denied anticipatory bail. On March 20, however, the Supreme Court said that the arrest of an accused under the SC/ST Act is not mandatory and recourse to coercive action would take place only after preliminary inquiry and sanction by the competent authority. The court also said that there was no "absolute bar against grant of anticipatory bail in cases under the Atrocities Act if no prima facie case is made out or where on judicial scrutiny the complaint is found to be prima facie mala fide". The judgement sparked massive protests across India, with a nationwide bandh called on April 2. Several Dalit groups in the country held demonstrations, calling for a repeal of the order. The central government subsequently filed a review petition over the Supreme Court's order. Seeking the judgment's recall, the government said it "entails wide ramifications and implications resulting in dilution of the stringent provisions" of the 1989 law. Tamil Nadu is the second state to file a petition on the matter. Kerala filed a review petition on April 14, stating that “Section 18 of the PoA Act is the backbone of the Act as it enforces an inherent deterrence and instils sense of protection amongst members of SCs and STs. Any dilution thereof would shake the very objective of mechanism to prevent offences of atrocities. with regard to the matter.”

“FALSEHOOD!” cried Tamil Nadu Governor Banwarilal Purohit, every time a question was asked on Tuesday about his being named in the controversial sex-for-cash audio tape that has rocked Tamil Nadu. The audio of a college professor, Nirmala Devi, trying to lure four of her students into performing sexual favours for ‘high officials’ in the Madurai Kamaraj University in return for money and other favours, has once again put the focus on harassment and sexual misconduct in academic spaces in India. However, the response to the scandal – namely, the forming of a one-man committee by the Governor himself to probe the issue – has raised more questions than answers in the state. In the tape, Nirmala Devi alludes to “knowing” the Governor very well – a claim that Banwarilal Purohit denied and dismissed repeatedly during his controversial press conference. But even before he called for the press meet, the Governor had on Monday instituted an inquiry committee to probe the matter. The committee is made up of one man – retired IAS officer Santhanam – and the Governor claims, that as Chancellor of the Madurai Kamaraj University, he has the sole authority to form the committee in this case. However, the fact that the one-man committee has, by the very definition, zero women, has not escaped anyone’s attention. Further, the fact that he has been mentioned in the controversial conversation has further sparked debate on whether he can be allowed to form the committee in the first place. Why no women to probe scandal? "What is this committee formed by the Governor? What Act does it fall under?" asks lawyer and human rights activist Sudha Ramalingam."We do not even know under what law this committee has been constituted. If it is under the Sexual Harassment of Women (Prevention, Prohibition and Redressal) Act, the presiding officer should be a woman. That is not the case here,” Sudha points out. “This committee has been constituted as an eyewash. Most of these inquiry committees are to ensure public is silent and memory is short," she alleges."The Governor has also been named in this case and by appointing a one man committee is browbeating these allegations," says A Saravanan, a lawyer and a spokesperson of the DMK. There are many reasons why, in principle, there should be a woman heading the probe in the case. "Both the main accused and students are women and so it only makes sense to have a woman handle the case. It will be difficult for them to open up completely to a man," Saravanan says. But when asked why the committee put in place by him to probe the sensitive case did not have any women, the Governor on Tuesday had a seemingly clueless answer: "He can take help if necessary," was the Governor's reply. Why no terms of reference? Even if Santhanam decides to ‘take help’ from women, the next criticism of the committee is that it doesn’t have any teeth. The Governor failed to provide a terms of reference for the committee that he has ordered – a fact that the opposition has not failed to notice. "How can there be a committee without a terms of reference?" asks Saravanan, adding that without such terms, the committee will not have any power to take action against those found guilty.  

TN nursing student’s body found in Koyambedu, nearly 2 weeks after she went missing

In yet another horrific crime in the city, the body of a 19-year-old woman has been found in Koyambedu, nearly two weeks after she went missing. Viyalvizhi, a nursing student from Virudhachalam who had come to Chennai to study, had gone missing from her apartment in Choolaimedu in Chennai on April 6. On Wednesday, the Choolaimedu police found her decomposed body in a plastic sack near the Koyambedu vegetable and fruit market. Residents in the area had spotted her body after a foul stench emanated from the garbage sacks dumped along with it. According to the police, Viyalvizhi’s body has decomposed, and are waiting for the post mortem to establish when she was killed. Speaking to TNM, an investigating officer said that she was murdered by a neighbour, Ajith Kumar. “Ajith Kumar was unemployed and he wanted money. She was his neighbour and he was after her for her earrings. When she refused to give them to him, he murdered her,” the police said. Ajith Kumar has been remanded to judicial custody. On April 6, Viyalvizhi left the apartment where she was staying and did not return home. When her parents tried to call her, her mobile was switched off. Worried, they filed a missing persons complaint at the Choolaimedu police station. Earlier in the day, the Madras High Court expressed concern over the increasing rate of crimes against women and children in the state. The observation was made during a case that relates to the inefficient use of the Nirbhaya fund, a government owned Rs 10 billion corpus for the safety of women in the country. The court observed that it was disturbed by the increasing rate of crimes such as theft, chain snatching and murder against women who live alone. The court also ordered the government to submit a comprehensive report on the various categories and numbers of crimes against women within a week.

The sex-for-cash scandal has sent shockwaves across Tamil Nadu. A woman professor, Nirmala Devi, tried to lure four of her students into performing sexual favours for ‘high officials’ of the Madurai Kamaraj University, and as the audio of her phone conversation leaked last week, the case has become the centre of all conversations in the state. But amidst questions over who is involved in this scandal is a bigger issue that needs to be addressed: Did Devanga College for Arts do everything it should have to prevent this incident? Did it at least try to respond to it in the right manner when the issue first came up.  Short answer to both questions: No.  First, the college failed to refer the matter to an internal complaints committee (ICC) as required by law. The 2015 UGC regulations state that all Indian colleges and universities need to have an ICC. This committee is meant to conduct inquiries into sexual harassment complaints from students, faculty and non-teaching staff. It is also required to provide assistance to complainants if they want to file a case with the police. When TNM spoke to R Ramasamy, the secretary of the Devanga College, he admitted that there was no internal Complaints committee in place. The college is affiliated to the Madurai Kamaraj University, and is thus required to follow the UGC regulations. "There was no complaints committee formed. What we did was form a group of senior professors to handle the matter,” he said, of “action” taken once the matter hit the headlines.  “We have a women's welfare committee in college that gives female students information on rights and personal hygiene. We had one of the members also as part of the committee. The principal was heading the inquiry," he said.  When probed further on why the UGC regulations were not followed, he did not provide an answer.  According to UGC regulations, the college should have already had a committee in place to deal with cases of sexual harassment. The ICC – like in the case of any organisation under the Sexual Harassment at Workplace (Prevention, Prohibition and Redressal) Act – should have a Presiding Officer (chairperson), who is a female faculty member employed at the senior-most level. Other members must include two faculty members, two non-teaching employees and a representative from an NGO working for the rights of women.  In addition to this, as per UGC guidelines, the committee must have three elected student representatives. None of these guidelines were followed by the college, and that ended up affecting students in this sensitive case. "The girls came and complained to the principal about the matter and then we brought some senior professors to discuss the issue," the secretary claims, before abruptly ending the conversation.  A higher educational institute (college and university) which does not have a functional ICC can be reported to the UGC as it is considered a violation. A range of actions can be taken against them, including withholding grants and declaring it ineligible for assistance programmes. In addition to this it could be publicly declared that the institution does not have a zero-tolerance policy towards sexual harassment. The college only went to the police over the matter following public pressure, after the audio clip was leaked. And this was a month after the incident took place.  So what did Governor Banwarilal Purohit, who constituted a one-’man’ committee to probe the issue, have to say on this? DMK leader MK Stalin on Wednesday said that his party would continue protesting against Tamil Nadu Governor Banwarilal Purohit, till he is recalled by the the Central government. Talking to reporters in Chennai, he said the Governor is acting as if there is President's rule in the state, while protests are being held statewide to demand his recall. DMK activists protested outside Raj Bhavan against the Governor, who had patted the cheek of a woman journalist, while Stalin termed the act "a shame" for the state. Purohit on Tuesday patted the cheek of journalist Lakshmi Subramanian after the press conference to deny the allegations linking him to a sex scandal at Madurai Kamaraj University in the state. Subramanian denounced Purohit's conduct. Journalists promptly drafted a letter informing the Governor that his conduct amounted to a non-bailable criminal offence. On Wednesday, Purohit apologised to Subramanian, who tweeted that she accepts the apology but not the reason stated in Purohit's letter - of the pat being appreciation for the question asked in the press meet. Meanwhile, the sex-for-cash scandal has kicked up a storm in the state.  Earlier, PMK leader S Ramadoss on Tuesday said committees appointed by Tamil Nadu Governor Banwarilal Purohit and the Vice Chancellor of Madurai Kamaraj University PP Chellathurai to probe an alleged sexual trafficking complaint were not legally valid."Governor Purohit is only a Chancellor of the University. He does not have the power to govern or probe malpractices in the colleges," Ramadoss said. He said only a Central Bureau of Investigation (CBI) probe was justified. On Monday, Governor Purohit and Chellathurai had ordered a high-level inquiry into the matter by a retired IAS officer, R Santhanam. Chellathurai told reporters in New Delhi on Monday that a five-member committee had been constituted to investigate the case.

Chennai Central station witnessed a celebration of sorts on Thursday as hundreds of cheering fans boarded the Whistle Podu Express, a fans-only special train to Pune. A sea of yellow jerseys took over platform number 2,  dancing and waving Chennai Super Kings banners and whistling their way to the train. The special train was organised by the CSK management board to cheer up their fans who were dejected after the team decided to host its home games in Pune following the protests against the Indian Premier League during the Cauvery Management Board issue."After the team's home games were shifted to Pune, fans were really upset. So we requested the CSK management board to give us discounted train or flight tickets to go watch the game or even reimburse tickets for the matches shifted out of the city. We suggested they get us one or two coaches to take fans to Pune. But the board went one step ahead and sponsored an entire train for us," said Prabu, a member of the CSK fan club who initiated the idea. Fans who got to go to Pune on the Whistle Podu Express were carefully selected by the CSK fan club heads, which includes Prabhu, CSK superfan Saravanan Hari and joint secretary Sriram. "We picked 20 fans from Twitter who had bought tickets for the CSK vs Rajasthan Royals match which was shifted out of Chennai, after verifying their tickets. Our fan club conducts blood donation drives and we even visit orphanages during Dhoni and Raina's birthdays. We picked those fans who regularly attend these events. Out of this, over 70 were those who attended the blood donation drives. Fans were chosen and the name list was put out within 24 hours as we got the permission on such short notice," says Prabhu. Prabhu adds that the club was careful in choosing those fans who had never had a chance to watch a match live. The special train will take fans to Pune to catch the game on Friday evening and will bring them back to Chennai the next day. Further, the board has even promised to sponsor the stay and other facilities for fans during the trip. Shocking details have emerged from Nirmala Devi’s WhatsApp conversation with a student in the sex-for-cash scandal.
Days after a 19-minute long audio conversation between an Assistant Professor in Virudhunagar’s Devanga College for Art and women students rocked the state, a shocking revelation has emerged in the sex-for-cash scandal. According to News18 Tamil Nadu which broke the story, the WhatsApp conversation between Nirmala Devi, a mathematics professor and a woman student has been entered as evidence in the case. The alleged conversation between the student and Nirmala Devi took place between March 2 and 16. The conversation shows the desperate attempt by the professor to allegedly lure these students into sex work. While Nirmala Devi is not explicit about the ‘opportunity’ that she has for the students, she allegedly harasses them by asking them to change their display pictures and even telling them to eat eggs.  On March 2, she messages the student asking, “Darlings, can we form a team? When madam goes out, do you want to come with me? Can we quietly achieve (this)?” While some of the details of the conversation have been blurred, she goes on to allegedly lure them further, giving them ‘nuggets’ of wisdom. “U all very well known abt the competitions to survive in this world with SUCCESS with money and fame. It needs not only talents but some intelectual movement both mentally and physicaly. U r so brilliant in my view, u may 75% realise wt i am going to tell(sic),” reads one message. Once again, Nirmala Devi is careful not to be make her ‘offer’ explicit. Using one student as a messenger, the professor goes on to write, “..u 6 all talented and u all will be appreciated by the society and it will lead good will. Pls convey and discuss it. I think u may understand. If ok pls ask them to send me good morning and good evening msgs in capital letters daily... After that only i will spoke with the reliable one. If u r not willing definetly u all miss the good opportunity (sic).” Explaining that she is empathetic to the situation she is putting them in, Nirmala says, “Moreover i am also having two girl children like u, so i will think think a lot in all the matters I am going to execute my plan next week by the help of (accomplice name blacked out) and (accomplice name blacked out) first (sic).” In yet another message urging the students to maintain secrecy, she then says, “then (student name), u and (student name) eat egg per my request In academically as well as THICK friendship level... I will GUIDE u in academicaly and financially...Also in career.. How much u keep the secret that much u will be appreciated by all (sic)” Nirmala Devi goes on to ask for another student’s number and then asks all the students to change their display picture on WhatsApp. “Pls change all of ur dp's with ur's SUPER(individual) photos (Student name) sending gm msg (sic),” she says. Slamming the professor for her inappropriate behaviour, the student replies, "Ma'am I didn't expect this. This will not work out for my family and me. So please don't discuss this anymore. Hope you understand." To this, Nirmala Devi replies, “Opportunities coming then only I am suggesting, asking. Think. Think. Think.” In Tamil, she continues, "When luck knocks on your door, you must use it. Luck will come only once in a while." To this, the student categorically replies saying it is a sin. In a seemingly understanding tone, Nirmala Devi says, "Ok ma. Take ur way. Sorry da (sic)." The student adds, "This is not luck and don't repeat it. What do you think? I am not worrying.” Giving the professor a piece of her mind, the student says, "Please don't go and ask another girl all this. I am repulsed just by listening to this. It doesn't matter what you think. If someone else had asked what you just asked me, the outcome would have been very different. I respect your age and position so I am going silently. Don't think that just because I am silent, that you are correct. Don't speak to anyone like this. If you speak to me like this again, the outcome will be different.” Undeterred by the clear rejection of her offer, the professor says, "A small but strong ladder is before my eyes. That's why I suggested this (sic)." Once again, the student says she is not interested. Claiming that the others involved would be careful about ‘security’, Nirmala writes, "From what they have tested me so far, I know they are very very careful about security. That's why I decided to talk about this now." The professor continues to badger the student, telling her more than twice to “think”. Seemingly appreciating the students for their stance while also allegedly trying to recruit them to go along with her ideas, she says, "I read ur msg. Good. I was also said once upon time like u. But situation changes. If we are not there, it doesn't mean it won't happen. I have missed many opportunities. I thought this was like that. If you don't want, leave it. I will tell them. That's all. They will look for someone else. On March 16, the professor once again continues to message the student despite repeated rejection. She writes, "Darlings you are really missing very very very good opportunities (sic)." Dropping another bombshell that begs the question of who she was working for, she asks the students what they thought about the position of registrar and collector. She also clarifies that she was not referring to a "bill collector." Anticipating their "fears" even after the student refused her, she says, "U think abt the security? how they think the security? Security is more more more. I always suggest u all, the best ones (sic)." At this point, Nirmala Devi promises to leave the student alone, saying, "Ok da leave it. Sorry. I won't disturb u. Believe me. Believe me. Believe me (sic)." Outraged by her incessant badgering, the student shoots back, "How dare you ask me like this?" Nirmala Devi doesn’t reply. After BJP National Secretary H Raja took a veiled dig at DMK Rajya Sabha MP and DMK President M Karunanidhi’s daughter, Kanimozhi, the DMK held protests across Tamil Nadu demanding his arrest on Wednesday.  Protests and demonstrations were held against Raja’s remark in Thiruvarur, Perumbalur, Namakkal, Karaikudi, Tiruppur, Velur, Salem, Cuddalore and Tirunelveli. Effigies of the BJP leader were beaten up and burnt across the state while slogans rang in the air calling for his arrest; in some places, his photos and posters were hit with slippers. In Namakkal, women protesters beat his effigy with brooms, according to Puthiya Thalamurai. An effigy of Raja was also burnt in Chennai.  In Thiruvarur, protesters and the police clashed at the demonstration site, while in Perumbalur, all protesters were detained due to tensions between those protesting and the police. In Karaikudi, protesting DMK workers blocked the roads, due to which the police beefed up security at H Raja’s home in the town, the report said.  Protests broke out across the state after the BJP national secretary attacked Kanimozhi on Twitter, saying, “Would journalists question the leader who made his illegitimate child, from an illegitimate relationship, a Rajya Sabha MP, just like they questioned the Governor? Memories of Chidambaram Udayakumar, Anna Nagar Ramesh, Perambalur Sadiq Basha would haunt them.” Raja’s uncivil and contemptuous tweet was in response to Kanimozhi condemning the Tamil Nadu Governor Banwarilal Purohit for patting a woman journalist on the cheek instead of answering her question after a press conference. DMK spokesperson Saravanan and Kanimozhi herself have responded to Raja’s low blow. “Even the High Court has asked whether he is suffering from a mental illness. We all want to ask, why has BJP kept such a low life as their national secretary? Does the BJP support these opinions? No action has taken so far, this is the hooliganism and arrogance of being in power,” Saravanan tweeted. Kanimozhi told TNM that Raja’s tweet exposed how women are treated in society. “Either you patronise a woman as seen in the press conference, or you try to personally attack her. Can a woman not be present in public places? This incident has shown what happens when a woman comes out in support of another,” she said. She also called upon the BJP to respond to what H Raja has said. “This is not going to make me step back or prevent me from taking up such issues in the future,” she added. TNCC’s letter to the President raises concerns about Nirmala Devi’s proximity to the BJP.
In a letter to President Ram Nath Kovind, the Tamil Nadu Congress Committee (TNCC) puts forth questions with regard to professor Nirmala Devi’s proximity to Governor Banwarilal Purohit. In an audio conversation that went viral on Sunday, a professor of the Madurai Kamaraj University allegedly attempts to lure students into providing sexual favours to ‘certain higher authorities’. While several parties in the state have condemned the Governor’s decision to order a probe into the matter when his name was used in the conversation, the TNCC refers specifically to Nirmala Devi’s alleged statement about the Governor. In the audio conversation, Nirmala Devi can be allegedly heard saying in Tamil “Governor thatha illa.” Many have taken this to mean that the ‘higher authority’ involved is not Governor thatha while the TNCC along with some others interpret it as “the Governor is not a grandfather.” Demanding to know how Nirmala Devi may have been “able to assess” the Governor’s physical condition, TNCC goes on to urge the investigation body to probe this angle as well.   Citing the dictum Nemo judex in causa sua wherein an individual shan’t be a judge in their own cause, the letter demands that Governor Banwarilal Purohit, Vice Chancellor PP Chellathurai, the principal and the management of Devanga College of Art not interfere in the issue. Governor Banwarilal Purohit had in his press conference held on Tuesday denied knowing Nirmala Devi. He had then said, " I attend so many convocations. Almost most of the members are on the dias. They move here and there. What can I do? I have not seen her face till date. What you are talking?" he said.  The Governor also added, "I am surrounded by my entire team. Even a bird can't come near me without my permission. Can't level such vague charges against me." The letter also cites the incident of a woman in Cuddalore district, who alleged that the Governor who was on tour barged into her bathroom when she was bathing. The Raj Bhavan, however, had called the reports “malicious and incorrect”. Further, the TNCC also enclosed alleged photographs of Nirmala Devi with Tamil Nadu BJP President Dr Tamilisai Sounarajan, National Secretary H Raja and Union Minister Pon Radhakrishnan, stating, “As Nirmala Devi is very much close to the politicians of Bharathiya Janatha Party and the present Governor is also hailing from the same Bharathiya Janatha Party, is again alerting and raising various suspicious things.” Demanding a High Court monitored probe by CBI, the letter calls for police protection for the life of Nirmala Devi as well as the students. Meanwhile, the CPI also put forth similar concerns, saying that the Governor was a suspect in the attempted trafficking of college girls. CPI State Secretary told The Hindu that a probe ordered by the Governor is unacceptable. Speaking to media persons, R Santhanam, who heads the probe appointed by the Governor said, "We have a discussion with the Vice Chancellor and other officials. In the evening I will go to Arupukottai. After that on Saturday, I will return to Madurai and continue investigating.  I will return next week for 3- 4 days. " When asked about the parallel investigations of the CB-CID and his own, he said, "There is no chance of a clash. The police will probe the criminal angle. My probe will be on what happened and who is behind this, whether University is involved in this or any University officials are involved, if yes then to what extent. If needed, I will definitely ask for help of police.
