ED attaches Rs 328 crore worth assets of Nathella Sampath Jewellery

The Enforcement Directorate on Wednesday attached Rs 328 crore worth assets of Nathella Sampath Jewellery Pvt Ltd, its promoters and others under the Prevention of Money Laundering Act, 2002 (PMLA). This is in connection with a case where the jewellers defrauded a consortium of 14 banks, led by the State Bank of India (SBI). In a complaint lodged with the Central Bureau of Investigations (CBI) in March, the SBI had said, “Nathella Sampath Jewelry had misrepresented financial statements from 2010 and liquidated the primary asset kept as security/collateral. About Rs 250 crore loans were sanctioned by SBI in a consortium arrangement — which has been classified by the bank as fraudulent on December 22, 2017 — for having misrepresented the financial statements from 2010 and liquidated its primary asset. The matter has been reported to CBI for necessary action.” In October last year, Nathella Sampathu Chetty, a part of the larger Nathella group, admitted to cheating investors to the tune of Rs 75 crore. Following this, the jewellers had to shut shop, bringing to an end a 77-year-old business, for failing to repay dues to customers as part of a chit fund scheme. Hundreds of police complaints were filed against its management for duping customers in a ‘gold savings’ scheme from which they got no returns. A case was registered against the managing director of the firm, Ranganatha Gupta, his sons Prabanna Kumar and Prasanna Kumar and their relative Kota Suresh under IPC sections 406 (criminal breach of trust) and 420 (cheating) and relevant sections of the Tamil Nadu Protection of Interest of Depositors Act, 1997. In November 2017, the jewellers assured the Economic Offences Wing investigating the case that they were “taking steps to mitigate the crisis” and that they “planned to repay dues to subscribers of gold savings schemes by March next year.” There are a series of cases of jewellers being accused of fraud involving hundreds of crores of rupees. In February this year, it was learnt that diamond jeweller Nirav Modi had fled the country, allegedly duping the Punjab National Bank of $2 billion, causing a huge uproar against the BJP-led Centre for letting the accused slip away. In March this year, Chennai-based jewellers Kanishk Gold was quizzed by the CBI in an alleged Rs 800 crore scam. The CBI was once again acting on a complaint from SBI and a consortium of banks that had lent money to the jeweller.

A complaint has been filed against actor Kamal Haasan with the Commissioner of Police, Greater Chennai, requesting that action be taken against the actor-turned-politician for endorsing and promoting his political movies through the reality TV show, Bigg Boss. The complaint has been filed by Advocate Louiseal Ramesh, who has been with the Madras High Court for the past 27 years. The complainant referred to the TV show aired on Vijay TV everyday between 9.00 pm and 10.30 and recalled a particular episode that played on July 31. Referring to a recently aired episode, the complainant said that one of the contestants spoke disparagingly of former Chief Minister J Jayalalithaa. She said the show was scripted by Kamal, who is the host, and the producer, Endemol Shine India. In her complaint, Louiseal pointed out that contestant Rithwika’s remarks implied that former CM Jayalalithaa’s rule was tyrannical and that contestant Aishwarya, who comes from the north, might not know what happened to the previous dictator this state saw. In her complaint, she added that Kamal was being disrespectful and defaming Jayalalithaa for his own political gains, especially in an upcoming episode said to air on August 4. Reality TV show Bigg Boss 2 Tamil has been on air since June this year. This year, the show has 16 contestant and currently 11 of them are still in the house. The show has been mired in controversies since the beginning. Previously, Hindu Makkal Katchi had filed a complaint against host Kamal Haasan demanding the show to be banned, alleging that the show “hurt sentiments with its obscene content”. Groundwater in 5 Tamil Nadu districts polluted by heavy metals, reveals study

A study by the Central Groundwater Board has detected the presence of heavy metals in the groundwater of five districts of Tamil Nadu. The study has revealed that the presence of metals like cadmium, lead and chromium in the groundwater was much beyond the limits permitted by the Bureau of Indian Standards (BIS). The study says that groundwater in Dindigul, Tiruvallur and Kancheepuram have a lead content of more than 0.01 mg per litre. Additionally, the chromium content in the water was also found to be above 0.05 mg per litre, according to a TNIE report. This is above the levels permitted by the BIS and amounts to contamination. Cuddalore and Erode are two other districts where groundwater was found to be contaminated with chromium. Dindigul is a district with a thriving tanning industry. Tanning or leader manufacturing factories are often said to release toxic effluents. One among the toxic effluents released by these factories is chromium which is produced as a result of the oxidation process used in the tanning industry. The study reveals that groundwater in Tiruvallur is polluted by cadmium, another effluent produced by tanning factories. Tiruvallur is a district in the suburbs of Chennai, 8.7 kms away from the city, and Dindigul is a mere 5 kms from the state capital. Besides the fact that the study has found the presence of heavy metals, the water in several districts of Tamil Nadu is also highly saline (which is again not as per the permissible BIS limits). Groundwater in 19 districts also contains fluoride levels of 1.5 mg per litre, according to the report. Water in nine districts was found to be contaminated with arsenic and nitrate contamination was found in 27 districts of Tamil Nadu. Arsenic in water was found be above 0.01 mg/litre. 

Kovai Audi car accident: Driver’s blood sample finds no trace of alcohol

Jagadeesh allegedly confessed that he had driven the previous night from Bengaluru to Pollachi.
A day after six people were killed in Coimbatore following an Audi car crash, the blood samples of the driver have come back negative for traces of alcohol. The speeding Audi SUV rammed a stationary autorickshaw on Wednesday morning killing six persons on the spot and injuring several others. The car was traveling from Pollachi to Coimbatore to pick up the owner of Rathinam College from Eachanari. The driver, Jagadeesh, lost control near Periyar bus stop as the vehicle approached Sundarapuram and hit two people who were standing at the bus stop. It then crashed into an autorickshaw that was parked near the bus stop killing four other people nearby.    The driver was thrashed by the public before he was handed over to the police. Jagadeesh had reportedly told the public that he lost consciousness at the wheel and lost control of the car. However, the police claim that Jagadeesh allegedly confessed to the duty doctor at the Coimbatore Medical College Hospital that he had in fact consumed alcohol before he got into the car on Tuesday night. He also allegedly confessed that he driven the entire night from Bengaluru to Pollachi. Speaking to TNM, Periaiah, the Commissioner of Police said, “The blood and the urine samples of Jagadeesh have no traces of alcohol. However, he told the doctor on Wednesdaythat he drank alcohol before he started driving and that when the incident happened he was not under the influence of alcohol. We have remanded him for 14 days and registered a case of overspeeding and drunken driving.” The police have registered cases under sections 183 (Driving at excessive speed), 184 (Driving dangerously) and 185 (Driving by a drunken person or by a person under the influence of drugs) of the Motor Vehicles Act, and sections 279 (Rash driving or riding on a public way), 337 (Causing hurt by act endangering life or personal safety of others), 338 ( Causing grievous hurt by act endangering life or personal safety of others) and 304 (2) (Culpable homicide not amounting to murder) of the IPC.

Salem-Chennai Green Corridor will protect the environment, Centre tells Madras HC

The Central government has submitted to the Madras High Court that the Salem-Chennai Green Corridor is for protecting the environment. According to a report in The Hindu, the Centre told the HC that the expressway could actually help in reducing carbon dioxide emissions by 17 crore kgs, which is equal to the good effect from 38,000 hectares forest area with 75 lakh trees. The Centre was responding to public interest litigation petitions filed by advocate AP Suryaprakasam and two others.  It also said that the reduction of carbon dioxide will be achieved by reducing diesel consumption by 10 crore litres per annum since the distance between the two cities will be reduced by at least 57 kms due to the new expressway. The major points of opposition raised by activists and the general public in relation to this project are that the project passes through 10 kms of reserve forest. The trees that would be razed down to lay the road will have a negative impact on the environment. They have also objected to the land acquisition measures undertaken by the government before obtaining the clearance from the Ministry of Environment and Forests. Another concern was that there were already two routes which connected Chennai and Salem, and hence, there was no need for a new road to be developed from scratch. They also said that the government can instead focus on widening the existing routes to decongest the route. The Central government also said that widening the existing national highways would be more damaging to the environment than laying a new road from scratch, since widening would involve demolishing structures that had come up on both sides of the existing roads. The Centre also submitted that widening existing roads are neither environmentally nor financially feasible in comparison to constructing a road from scratch. The court was also told that it was not necessary to obtain environmental clearance for the project from the Central government before issuing land acquisition notifications. “The authority empowered to undertake environment appraisal and clearance cannot do so unless it is made aware of the alignment as borne out from the preliminary land acquisition notifications in this behalf. Further, the land acquisition per se has no impact on the environment impact assessment. These are two altogether different activities and not inter-dependant,” the Centre said as per the report. The Centre also added that environmental clearance and the land acquisition is being done simultaneously to reduce time. Stating that 9.95 kms of reserve forest need to be acquired for the project, the Central government submitted that it was unavoidable when undertaking infrastructure projects and that it would ensure that the impact is kept at the least possible level. It also assured the court that the water bodies en route would be preserved by desilting and deepening them.  

TTV Dhinakaran ready for alliance with Congress if party ditches DMK

TTV Dhinakaran, the Founder of the Amma Makkal Munnetra Kazhagam, on Thursday said that his party would consider joining hands with Congress only if the latter breaks its alliance with the DMK. Speaking to reporters in Bengaluru after meeting his aunt, VK Sasikala, at Parappana Agrahara prison, TTV Dhinakaran also stated that at no point will his party align with the BJP.  He said his party would contest the local body elections on ‘Pressure Cooker’ symbol and that it is already gearing up for the Parliament and Assembly elections and it could also face the local body elections if it was held.  According to reports, he said that AMMK will win 37 seats on its own in the Lok Sabha elections and that many other parties are already in touch with AMMK for an alliance. TTV Dhinakaran also mentioned that the AIADMK could not win the RK Nagar bye-polls despite having the ‘two leaves’ symbol, which was held by the former Chief Minister J Jayalalithaa. Meanwhile, Tamil Nadu Congress Committee President S Thirunavukkarasar responded by saying that Congress’ ties with the DMK are strong. He said that TTV Dhinakaran had expressed his opinion and that in the recent past, almost all the political parties had expressed interest in allying with the Congress. He also added that the Congress will lead any such alliance at the national level provided that the allies accept Rahul Gandhi as the PM candidate. TTV Dhinakaran launched his own political party, the Amma Makkal Munnetra Kazhagam in Melur near Madurai in March. He was allotted the Pressure Cooker symbol by the Delhi High Court, with which he contested as an independent candidate in the RK Nagar bye-polls in December 2017.

Biriyani assault: 7 arrested but main accused and suspended DMK men absconding

Two days after a video of DMK cadre beating up staff at a biryani shop in Chennai went viral, the police have arrested seven of the ten accused in the assault. The arrests come shortly after the party's working President MK Stalin visited the restaurant and expressed his support to the owner and staff. The main accused DMK Youth Wing Secretary KL Yuvaraj and member Diwakar, who’ve since been suspended from the party, are, however, still absconding.  Amongst the arrested are M Kishore (23), J 'Kutty' Kishore (24), M Sathish (23), N Karthik (22), M Suresh (21), V Manikandan (23), and H Ruthara Kumar (26). Satish, an MCA student from Chennai’s Mangadu is also yet to be apprehended. The DMK, meanwhile, which was at the receiving end of criticism, suspended the youth wing members stating that their behaviour was not in line with the party discipline and that they brought disrepute to the party. A formal statement was issued by General Secretary K Anbazhagan, while Stalin himself took to Twitter to condemn their act. "We took their photos around and enquired about them. We caught one of the accused and he led us to the others," says an investigating official. "We now aim to apprehend those who are absconding before they apply for bail," he adds.  Yuvraj and his friends assaulted the employees of Salem RR Biriyani shop in Virugambakkam on Sunday when the workers refused to entertain their demand for free food. The act was caught on the CCTV camera installed inside the hotel and the video went viral on social media. In the video, the DMK youth wing secretary, Yuvraj, is seen having an argument with the hotel cashier, who is seen sitting behind the counter. Four other young men, who are Yuvraj's cronies, stand behind watching the altercation. A while later, Yuvraj leans over the counter, slaps the cashier and pushes away stacks of papers kept on the counter.  Yuvraj and friends surround a waiter who tries to intervene and slap him too. The cashier, who rushes forward to help the waiter, receives heavy blows from the men. He is then hit on the face around ten times in twenty seconds, mainly by Yuvraj, and then the others take turns to hit him. According to the hotel staff, the men visited the shop demanding free biriyani and told them that they were on their way to Kauvery Hospital, where the DMK supremo Karunanidhi has been admitted.

As videos of (Retd) Justice A Selvam ploughing a field on a tractor are going viral, he says he always wanted to cultivate lands.
Two videos of former Madras High Court judge A Selvam have been going viral on social media for the last few days, for all good reasons. Clad in a T-shirt and a pair of shorts, and a towel tied around his head, the veteran judge is seen ploughing a field on a tractor with aplomb. After his superannuation at the age of 62, A Selvam took off to his native Pulankurichi in Tiruppattur Taluk of Sivaganga district, to pursue what he always wanted to do - agriculture."In times when retired judges take up post-retirement jobs as a one-member commission or as a judicial member of a tribunal, Judge A Selvam, who served as a high court judge for 13 years is now doing agriculture in his land,” read a part of the WhatsApp message in Tamil. A Selvam comes an agricultural family that has been growing crops for around 100 years. “Fortunately or unfortunately, I studied well and hence was sent off to Madurai to study Law,” quips the retired judge, who served as a judge in Madurai and then came to Chennai as a Judge at the request of Justice Sanjay Kishen Kaul in 2015. Retired in April 2018, the former judge is now tilling his five-acre ancestral field in Pulankurichi.  A typical day for A Selvam begins at 6 am and ends at 6 p.m. He ploughs the land himself, drives the tractor and knows all the operations related to agriculture. “Now, I have sowed paddy in the field. Once I harvest it, I will sow vegetables and groundnut. Paddy is the main crop here,” he says, adding that instead of paying someone from outside to work in his field, he finds it gratifying to learn the activity by himself and doing it. Law is a closed chapter Starting his legal career in 1981, he gradually rose from being an additional judge in Tiruvannamalai District court to being one of the permanent judges of the Madras High Court.  In a career spanning 31 years, Judge A Selvam has delivered at least 10 judgments in open courts and has hardly reserved an order. Recalling his long career in the judiciary, he says, “From my personal experience, I can say that the judiciary is not very effective in India. I am not blaming the Judiciary entirely for this, but this helps the corrupt politicians to thrive. The Judiciary should be independent and must do its job of serving the people." He also fondly recollects the three former judges of the Supreme Court whom he had admired for their work during the course of his career -- Justice VR Krishna Iyer, Justice KT Thomas and Justice Panicker Radhakrishnan. “I had an opportunity to meet and spend time with Justice VR Krishna Iyer in Kochi, a week before he passed away. I will cherish that memory. Although I do not know much about the three judges personally, I always look up to their judgments and their actions,” he says. In fact, he exercised these principles in his life, on the day of his retirement. He handed over his car keys immediately after his tenure and went home from the Madras High Court in his personal car. Now that he has “closed one chapter in his life”, as he puts it, judge Selvam signs off saying, “What gives me true happiness is doing agriculture on my land here and get a good harvest. It feels great to be in the midst of nature.”  

Youth arrives from Kuwait, arrested from airport for months-old video abusing TN cops

The youth, who lives in Kuwait, was seen in a video lashing out at the police for the death of Usha, a pregnant woman who died in March after a cop kicked the bike she was on.
A 27-year-old youth living in Kuwait was arrested by Tamil Nadu police upon his return for appearing in a video on social media where he was seen lashing out at the police over the death of Usha, a pregnant woman from Tiruchy who died in March this year after a police officer kicked the bike she was travelling on. Sankaralingam C, a young man from Nedungulam in Sivagangai district, had allegedly posted a video on social media and WhatsApp in March, berating the Tamil Nadu police and the government over Usha’s death. In the 5-minute 20-second video, Sankaralingam is seen talking about the tragic incident that took place on March 7th, when the 34-year-old pregnant teacher died after a traffic policeman kicked the bike she was riding on with her husband in Thuvakudi near Tiruchy. The victim sustained head injuries and died on the spot after falling from the bike which wobbled after the officer kicked it."For not stopping their bike, the traffic police officer (Kamaraj) has chased and kicked them," he says. He goes on to criticise corrupt police officers in the video. Tamil Nadu police said that the youth has been arrested because he 'foulmouthed' the police. “He shared the video on social media on March 7th – the day of the accident – and it came to the attention of the Tiruchy police on 21/3/2018. In the video, he foulmouthed the police and the government using filthy language. We immediately registered a case against him,” Thiruverumbur police inspector Madan told TNM. A case was filed under sections 153 (wantonly giving provocation with intent to cause riot) and 505 (1) (b) (publishing or circulating any statement, rumour or report with intent to cause or which is likely to cause fear or alarm to public or provoke any section of the public to commit an offence against the State or against public tranquility) of the IPC and Section 45 of the IT Act, 2000, the officer confirmed. The accused, when the case was registered, was working as a driver in Kuwait. The police officers spoke to the respective authorities and a lookout certificate was issued against Sankaralingam, Thiruverumbur police confirmed. “We conveyed the details to the immigration authorities," Madan added. "Once he landed in Thiruvananthapuram, the airport police took custody of him and handed him over to the local police in Kerala,” Madan added. The accused is now in the custody of Thiruverumbur police and investigations are underway.  

It's a wasteful expenditure says Madras HC and suspends Reghupathi Commission

The Madras High Court ordered the Tamil Nadu government to suspend the Regupathi Commission that was constituted to probe into the alleged irregularities in the construction of the new Secretariat complex during the DMK regime. The order comes after Justice Subramaniam had, on Wednesday, commented on the unnecessary expenditure by the government in maintaining the commission. Noting that the government was not effectively following the work of the Commission, Justice Subramaniam wondered if it is not a wasteful expenditure. He also added that when the expenditure was made from the state exchequer, the court cannot remain a mute spectator. “The third respondent/ State is directed to issue orders within one week from today, suspending the Hon’ble Thiru Justice R Regupathi Commission of Inquiry and stop all further allotment of funds including the perquisites and Government facilities, till the final disposal of writ petitions,” read the order passed on Friday. The Madras High Court also ordered the Commission to hand over the records, reports of investigation and the statements and the evidence collected over the time to the government within two weeks from the date of the order. The court also ordered the state government to read the documents handed over by the Commission and to initiate criminal proceedings against everybody named in the report. The court directed the state to issue orders to the Commissions to vacate the government residential bungalows allotted to them within one month from the date of the order and that if at all any accommodation is required, it shall be provided in the government office buildings. The Court ordered the state government to review the functioning of all the Commissions appointed by it and decide, within four weeks, on continuing, dissolving or fixing a time limit for the Commissions to submit report. Regupathi Commission was constituted under Former Madras High Court Judge R Regupathi in December 2011 by the AIADMK government to inquire into the alleged irregularities and excess expenditure in building the new Secretariat complex in Omandurar Government estate.

Chennai horror: Police to file chargesheet in rape of 11-year-old within 20 days

 Two weeks after the alleged rape and sexual assault of a 11-year-old girl in Chennai, police are confident that they have a water tight case against the 17 accused in the case. Top sources in the department have told TNM that the chargesheet in the case will be filed in the next 20 days and that the culprits will be charged with different sections. The police state that they have covered all bases as far as this crime is concerned by swiftly identifying and apprehending the culprits. Chennai Police Commissioner AK Vishwanathan himself is directly overseeing the case. The directive to investigating official inspector Vijaya Chandrika from the All Women's station in Ayanavaram has been to conduct the probe in a speedy manner. The chargesheet, which is expected in two weeks will contain evidences gathered from the scene of crime, medical reports as well as forensic analysis. "As far the police is concerned, the investigation is proceeding in a satisfactory manner. Medical examination of the child has been conducted and we also have forensic experts on board. The chargesheet will be filed in 15-20 days," says a top cop. In order to prevent any change in statements, all confessions (including parents) have been registered under Section 164 of CrPC in the presence of a magistrate. "We have taken the measures to ensure that there is enough proof against 17 people," he adds.  According to a complaint by the parents, the girl was being raped and sexually assaulted for over six months and was too traumatised to tell her parents. The accused in the case include the security guards, plumbers, water delivery men and gardeners of a gated community in Ayanavaram where the family resides. She was allegedly raped when coming back from school or when she went down to play in the evenings. It was only last month, when the survivor's sister came home for a holiday, that the child confided in her.  The police have denied the existence of any videos of the sexual crimes committed against the child. Another officer involved in the investigation confirmed to TNM that the main accused, Ravi (60) was a lab assistant prior to his stint at the gated community in Ayanavaram. It has been alleged by the family that he was responsible for administering sedatives to the child before raping her. The police say this element is still under investigation. "One of them started sexually assaulting the child and got away with it, so the others were emboldened," revealed the police. "A few of them raped the child, the others molested her. Different sections will apply. There are no prior cases against any of them," he adds. Are police probing the two firms - FOCUS and UKFS where the suspects were employed?"The companies have been questioned about their role in this. But we have found that there is no criminal intention. We have to investigate further into whether a proper background check was done, "says the senior official. The Child Welfare Commission had also pointed out the possibility of other children having suffered a similar fate in the gated community. "We have also been examining other parents and collecting evidence in the gated community. Some of them have been very cooperative and the probe is underway," says the official. But while the police have been on the offensive in this particular case, the parents have been forced into the defensive, says the official."Several allegations that they are not biological parents or that they did not pay enough attention to the child are doing the rounds," says the official. "But there is only so much that can be done in a gated community and these allegations in no way mitigate the severity of the crime. Our blood should boil when we even hear of this rape," he adds.   

'No university college involved in the marks-for-money scam’’: Anna Univ VC clarifies

Speaking to reporters in Chennai, the Vice Chancellor said that the marks-for-money scam had been reported from affiliated colleges only.
Anna University Vice Chancellor M.K. Surappa on Friday said that the marks-for-money scam had been reported only from affiliated colleges, not from the university campuses. Surappa told reporters in Chennai that none of the university campuses was involved. The university has suspended its former Controller of Examination G.V. Uma, a Professor in the Department of Information Science and Technology, for the irregularities reported in the re-evaluation of engineering examination answersheets, officials said. Tamil Nadu Minister for Higher Eduction K.P. Anbalagan told reporters that evidence was being collected against the suspects. PMK founder S. Ramadoss has demanded a probe into the role of private engineering colleges as well as former Vice Chancellors and Education Department officials in the scam. Investigating a complaint regarding irregularities in the re-evaluation of answersheets, the Directorate of Vigilance and Anti-Corruption (DVAC) had registered a case against seven university officials, including Uma. Uma was Controller of Examinations between 2015 and 2018. DVAC teams had also searched Uma's house here, apart from those of P. Vijayakumar and R. Two people were killed and two others injured in an accident on Friday night, when a train collided with a car at an unmanned level crossing in Tamil Nadu. The incident took place between the Chinna Salem and the Pukkiravari railway stations at around 12:15 in the night, according to a DTnext report. The Salem - Viruddhachalam passenger train collided with a Maruti Swift car at Level Crossing LC gate 101. The accident occurred just 40 kilometres from Viruddhachalam, a temple town in Cuddalore district of Tamil Nadu. Following this, the station masters of both the Chinna Salem and Pukkiravari stations alerted the 108 ambulance immediately. Medical staff on arrival declared both two women Chitra (48) and Kavya (21) dead, while two men Vetrivel (56) and Maheswaran (19) were rushed to the government medical college at Mundiyapakkam and government medical college at Kallakurichi respectively. All the passengers in the car belonged to the same family, according to reports. The rear portion of the car was completely smashed, resulting in the death of the women. While the level crossing was unmanned, a 'gate mitra' near the crossing alerting about the oncoming passenger train was not heeded to, by the car driver, according to reports. The incident comes at a a time when the Indian Railways have been trying to do away with all unmanned level crossings. The Southern Railways is set to spend Rs 286.35 crore to remove 149 unmanned level crossings in Tamil Nadu this year. Based on rail and road traffic density, the Railways has decided to convert 29 unmanned level crossings into manned ones at a cost of Rs 7.25 crore. An amount of Rs 279.1 crore will be reportedly invested to remove at least 140 unmanned level crossings by building subways.

On Wednesday evening, members of the district wing of the Indian Medical Association noticed a barrage of WhatsApp messages which invited people to a workshop at NITSAI International Training Centre in Kovaipudur on August 26. The organisers claimed that it was a free one-day counselling session, where they would be taught how pregnant women women can give birth safely in their home without medicines, vaccines, blood tests, doctor visits or scans. It claimed that this was the best way of giving birth. The advertisement also said that the camp will have experts who will give advice to the participants. This lead the IMA and the police to ‘Healer’ Baskar, a self-proclaimed medical practitioner and television show presenter. On Thursday, the Coimbatore police arrested him. For over four years now, he promoted unscientific methods and 'natural cures' to treat numerous ailments. His arrest, along with an accomplice, comes after he advertised a training programme promoting unsafe childbirth practices which ensured 'normal deliveries' at home."We were alarmed by the claims made in these invitations and they were being forwarded to everybody. We immediately informed our state President and then sent a petition to Collector Hariharan, the chief of our quackery committee, on Thursday morning. We have been worried by Baskar's Youtube videos in the past, but those could not be controlled. A physical training programme, however, is taking these unscientific messages to the next level," said Dr V Rajesh Babu, the Coimbatore secretary of the IMA. What sent authorities in a tizzy was the death of a 28-year-old woman in Tirupur due to pregnancy-related complications, as she attempted to deliver the child at her residence. “This Baskar is encouraging home births and spreading the wrong message. Undertaking home births without competent medical personnel and the required infrastructure is against medical ethics," explained Deputy Director of Health Banumathi. "Steps like this will increase the maternal mortality rate. Hence, I and the Joint Director of Medical Services gave a formal complaint to the District Collector, who ordered the Commissioner of Police to take action,” she said. The police soon discovered that Baskar, along with co-accused Srinivasan, was running the 'Anatomic Therapy Foundation' in Coimbatore and arrived at the centre to arrest him on Thursday evening. But, even they were unprepared for the scale of operations run by Baskar, who they have now ascertained is a 'quack'. Who is 'Healer' Baskar? Baskar, a resident of Coimbatore claims to be a civil engineer who suffered from various ailments including allergies, chronic headaches, epilepsy and skin problems as a child. In a video, he slams allopathic, ayurvedic and homoeopathic medicine, alleging that they did little to help his ailments. For years, he allegedly “ate a handful of pills and took an injection” a day, but to no avail. The trauma of taking these pills affected his mental health and he found himself one day in a Bengaluru bus stand with no recollection of who he is, he claims. He then claims that he learnt about natural medicines from a naturopathy specialist in Coimbatore and then from books and courses. (the exact nature of which are never specified). In short, this 'healer' has no formal medical training. But, he began to offer natural treatments to people and, by his own admission, made a tidy sum for the cures he offered. He then founded the Anatomic Therapy foundation and gave himself the sobriquet ' Healer'. Baskar began to address public gatherings and upload Youtube videos under his foundation's banner, propagating a 'nature-allied lifestyle'. His videos grew in popularity and his messages spread via social media. In one of his earliest videos from 2014 for the foundation, he can be seen taking on vaccines, alleging they are part of a larger corporate scam. "We should never take vaccines. They have no medicinal value. Do you know why they give you vaccines as soon as you are born? You will be shocked to know. It is so that the child suffers from illnesses all his life," he proclaims. "Mother's milk helps in immunisation for the first three months. But when given vaccines, the body does not absorb antibodies from the mother's milk," he claims. Health department officials confirm that Baskar's vociferous campaigns against child immunisation hampered the measles vaccination programme they undertook in schools in 2017. The department had to threaten suspension to ensure children were safeguarded against the disease, as parents lapped up the healer's propaganda. Such was Baskar's popularity that he was offered a show on Vendhar TV, a Tamil channel, in late 2017. He shot over a 100 episodes, touching upon topics ranging from kidney problems, eye diseases, what foods one should consume, and even world politics."He came on the morning band along with the breakfast show at 10 am. His videos garnered a lot of viewership on TV and also did very well on Youtube," a former member of the channel's programming team told TNM. Baskar reportedly left the show four months ago as he wanted to focus on his research. But, was his content fact-checked?"We would ask him to remove some things, but mostly what he said was right. The channel didn't have a problem and he presented his content in a very simple manner. Others may have a second opinion," the member said. The website of his foundation describes Baskar as a saint."Irrespective of any particular field, he (Baskar) gets to know of those, first hand, either through research, experience or through scientific methods. He finds out new methods and teaches the common man, its benefits in the easiest way, in a service motive. He is working towards spirituality, and for the welfare of all the souls of the world," describes the website of the foundation.  The website called Healer Baskar a “great saint of this generation”, but according to the Kuniyamuthur police, he is anything but that. Misleading information Of his YouTube videos, a five-part series on pregnancy is particularly disturbing. He starts off by claiming that only weak women feel pain during childbirth and that is also because people have stereotyped the process as painful. "If you are a strong woman, you will feel no pain," he claims. "You think you are in pain because for years people have termed childbirth as painful," he adds. He further provides a three-step method for natural delivery."When your water breaks, don't immediately call the 108 ambulance. Don't go to the hospital," he advised. "You can walk around your home, drink tea and even talk to people...If you don't do anything, the baby will come out by itself," he further claims in the video. He further claims that if the water is white it is a boy child and if it is red, it is a girl."If you want to have children without any pain, ask people to keep hot water packs on your back. You can even do this in the bathroom. The baby will automatically be born," he claims."In fact, if you do breathing exercises, the baby will come out like a halwa. Just inhale through the nose and exhale through the mouth. In the olden days,  they used to put the woman in a room, make her stand up, hang from a swing and give birth," he says in the video. The Coimbatore IMA points out that his directives are misleading and there is a reason women are asked to go to the hospital for the birth."During childbirth, there could be complications and the only way to deal with them is to have trained practitioners," said Rajesh Babu, Coimbatore Secretary of the IMA."We suspect that the woman in Tirupur also fell prey to Baskar's videos. All pregnancies have to be registered and it is this process of institutional deliveries that have brought Tamil Nadu's maternal mortality rate down to 62. In fact, in Coimbatore, the rate is only 22. This is because of proper examinations in hospitals. Not only is he telling people to not go to hospitals, but he is also demonising caesareans, which are necessary in the face of complications to save the child," he added. From treating eye problems to world peace"He is a fraud and has been cheating people across the state in the name of naturopathy," said an investigating official."He started this Anatomic Therapy Foundation in Coimbatore three-and-a-half-years back, and it doesn't have a license. It is an unregistered trust which has 35 people working there. Baskar himself is a civil engineer who has studied acupuncture. The other employees there have only studied till 10th or 12th standard. Over the years, thousands of people from multiple districts have come to him for treatment. But because nobody has registered a complaint, there has been no action so far," he said. According to the police, there are 80 rooms in the centre and it offers 'natural cure' for up to five days. Patients are asked to pay Rs 1000 for the basic treatments. The course description says that in addition to 'Asanas, Meditations, Exercises, Pranayama and Naluma yoga', it also teaches 'earning through small scale industries, the nutritious and natural food preparing, the herbal drinks, the traditional organic agriculture, the awareness of law, the knowledge of world politics, share market, family health, social welfare and world peace.' "People come to him after seeing him on TV and watching his YouTube videos. They believe the drivel that he offers and arrive here with confidence. With this free counselling session, however, he took it too far. And even though he calls it free, there was a larger plan to swindle money behind it," the officer said. Once the unsuspecting people would arrive for the workshop, Baskar was allegedly going to tell them that delivering a child at a hospital cost anywhere from Rs 50,000 to Rs 1 lakh, and advise them to deposit Rs 10,000 - Rs 20,000 to his trust in return for his training on natural delivery. This money, he would claim, was to help poorer patients who cannot afford treatment. The police have filed cases against Baskar and his accomplice Srinivasan under IPC sections 420 (Cheating) and 511 (Punishment for attempting to commit offences).  "The threat is not completely eradicated. His videos talk on YouTube talk about self-cleaning of fluid from the lungs, a practice that only trained doctors should do. He even says that snake bites can be cured by the body and people don't have to go to the hospital. This can't be left unchecked," he said. State health department issues orders The state health department does not see this arrest as an isolated violation."All district departments have been instructed to be vigilant. We are not looking at this matter in isolation. We need to keep an eye out for such treatments that do not have scientific temper," said Tamil Nadu Health Secretary Dr Radhakrishnan. When TNM pointed out to the Health Secretary that despite his arrest, Baskar's Youtube videos continue to be available to people, the Health Secretary said that there was little that could be done to prevent that."What we can do is spread awareness and counter the effects of the video," he said. In a formal directive to health officials, the department has asked all district directors to keep an eye out for practices of unqualified persons attempting delivery. “Further we need to reiterate the need for early registration, at least three antenatal checkup’s, following up of the relevant immunisation schedule, ensuring awareness to check and treat pregnancy induced hypertension, gestational diabetes, anaemia, identification of high risk pregnancy and follow up among others,” the directive states. The Coimbatore police meanwhile have approached the Revenue district official to inspect Baskar's foundation."We will ensure that closure orders are given," says the investigating official.

A large number of students reportedly paid money to have their scores enhanced during revaluation of their answer scripts. The New Indian Express reports that the students paid Rs 10, 000 each for the excess marks. According to The Times of India, a preliminary investigation revealed that of the 3,02,380 students who applied for revaluation, 73,733 passed, and about 16,636 got enhanced marks in the revaluation done during August 2017. The suspects allegedly altered marks on the answer sheets of the students who paid bribes. This practice of paying for enhanced marks is called “paper chasing”. “It signifies how one has to chase and find out who the examiner in-charge of re-evaluating your paper would be, paying the bribe and getting a pass mark”, a student of Anna University told ToI. How does paper chasing work? Students are approached by agents who offer to get their marks enhanced for a certain amount of money. Staff, both teaching and non-teaching, at the lower levels, act as agents and communicate with students. Sometimes, relatives of the staff act as agents. In the case of Anna University, students were given a code which they would write on their answer sheets. This code was an indication for the examiner that the sheets had to be given enhanced marks. In some cases, the student would write a few pages of answers, and enter the total number of pages written in single digits or numbers that can be easily altered. The brokers would later help them access the sheets, and they would fill in the remaining answers and change the number of pages written. Another way to enhance marks was through a loophole in the university revaluation rules. There’s a central evaluation —  a first re-evaluation, and a second re-evaluation. If the re-evaluation marks are more than 15 in comparison to the original evaluation, it is sent for a second re-evaluation. The three scores are compared, and the best among the two most consistent scores is taken as the final score. So if the student scores 10 in the original evaluation, 50 in the first re-evaluation, and 70 in the second re-evaluation, the final score would be taken as 70, as the difference between the first and second revaluations is less than the difference between the original evaluation and the first re-evaluation. That is, 50 and 70 will be considered as consistent as they are closer to each other than 10 and 50. According to a Times of India report, the scam has been happening for at least ten years. However, Anna University is not the only educational institution in the news for paper chasing. In 2006, the Madurai Kamaraj University was put on high alert after reports of paper chasing by the University of Madras. In 2013, Madras University made news for violations in the exams for BE, B.tech and Institute of Distance Education (IDE). Inquiries found malpractice in the conduct of these exams in 2011, to enable students to clear their arrear exams. The scam involved enhancing marks for students who had scored zero and fixing exam centres for a few candidates.

Only qualified medical staff should deliver babies: TN Health Dept issues notice

Days after the death of a woman from Tirupur who attempted to deliver her child at home following YouTube video instructions, the Directorate of Public Health has issued a notice against conducting such home deliveries. Director of Public Health Dr K Kolandaswamy said in the notice that only medical personnel qualified to conduct the deliveries could undertake them. The list of qualified personnel include MBBS doctors, midwives, nurses and staff nurses trained under the Indian Nursing Council, auxiliary nurse midwives, and village health nurses.  The notice strictly warned against the use of YouTube videos to undertake a home delivery.  “This is an outright violation of women and childrens’ rights,” said Dr Kolandaswamy, speaking to TNM, adding that refusing to admit a pregnant woman in the appropriate healthcare facility for her delivery was an offence under the Indian Penal Code.  Earlier, news of 28-year-old Krithuga’s death shocked many after it was reported that she had pregnancy-related complications after supposedly trying to deliver her child at her residence. It later came to be known that she and her husband had allegedly watched YouTube videos on home-birth.  Krithiga died due to excessive bleeding on July 22, after delivering the baby.   The couple allegedly had been convinced by their friends, Praveen and Lavanya, who reportedly followed ‘natural practices.’ According to the notice issued by the department, public health officers have the authority to protect the well-being of the mother and the child under section 82.  Tamil Nadu is among three states in India with a Maternal Mortality Rate that is within the Sustainable Development Goal (SDG) of 70. While Tamil Nadu stands at 66, Kerala is at 46 and Maharashtra at 61.

Anna Uni deliberately failing us to make money by revaluation, alleges student

Last year, Anand RSV, a student from a college affiliated to Anna University sat down to write his Mathematics II exam in the second year of his engineering course. He came out of the hall confident about his performance and was quite taken aback when the results came out. Anand had received a zero in his Mathematics paper and he immediately sought revaluation. But here is the bigger shock. Soon after he applied, he got his results again and this time, the 19-year-old had gone from receiving a zero on the paper to passing it. Which meant that the evaluator had given him an additional 40 marks for the same paper in which the University had failed him. His family mulled taking the matter to court but decided that they did not want it to affect the student's life. "The University purposely fails students so that they are forced to send in their papers for revaluation because each paper means an additional income of Rs.750 for them. Playing with students' lives and pushing them into this desperate situation is just another way for them to make money," alleges Karthik, Anand's brother, an engineering graduate himself. This allegation comes at a time when the University is already entangled in a paper-chasing scam connected with revaluation. The New Indian Express reports that the students paid Rs 10, 000 each for the excess marks. "The correction process is not transparent and there is no clarity on how these answer papers are graded. It is not just my brother but lakhs of students who are put through this trauma every year. They are not involved in this bribing case but they are paying money despite doing well in their subjects," he adds. Other students that TNM spoke to were of the same view and alleged that giving papers for re-evaluation was common practice.  Close to 600 engineering colleges are affiliated to this University and over six lakh students study in these institutions. The University collects Rs 300 to provide photocopies of answer sheets. Students are then expected to consult their professor on whether they will do better if the paper is revaluated. Following this, they pay Rs 400 for the revaluation and Rs 50 for the DD. In response to an RTI application filed by onlineRTI.com, Anna University had said in 2016 that it had collected Rs 28.82 crore for providing photocopies of answer sheets and Rs 46.65 crore for revaluation since 2011. The amount earned through providing photocopies increased from Rs 68.04 lakh in 2011 to Rs.7.59 crore in 2015. In 2017 alone, 3,02,380 students applied for revaluation. Of this, 73,733 passed and about 16,636 allegedly got enhanced marks. The University would have collected approximately Rs. 22.67 crore merely in August, simply by charging for photocopies and the correction. For several years now, students have been demanding that their money be returned if it is found that the original examiner had wrongly marked the paper. But the University has failed to agree to this despite growing revenues due to revaluation.   

43 peafowl die of poisoning in Madurai village

In a shocking incident, a large number of Indian peafowl have been found dead in an agricultural land in Kodikkulam near Kadachanendhal, Madurai on Saturday. According to reports, around 80 birds, consisting of Indian peafowl and quail, were found lying limp near a coconut grove in Madurai. Farmers who spotted the dead birds immediately alerted the police and forest officials. Speaking to TNM, J Samartha, District Forest Officer, Madurai, said: “43 peafowl are dead. Veterinary doctors who conducted post-mortem say the cause of death is poisoning. I am still waiting for the details." Of the 43, nine were peacocks and 34 were peahens. Samartha ruled out poaching as a possibility, as the carcasses were still in the place of death. “There has never been a case where such a large number of peafowl deaths have been reported. There have been incidents where two or three deaths are reported, and those are usually natural deaths, road accidents, or electrocution. This is the first time that such a huge number have died," he said. It is reportedly common for the birds to come to the fields in search of food during sowing season, which is also the time when farmers sprinkle pesticide. Samartha said that the death could be due to poisoning from the insecticides and pesticides used in the fields nearby. In May this year, 11 peafowl were found dead due to poisoning in Rajasthan’s Nagaur district. They died after consuming poisoned grains. Around 23 peafowl were found dead in Rajasthan’s Banswara district this year. In 2016, a farmer in Tirupur was booked for allegedly poisoning 15 peacocks which led to their death. The Indian Peafowl (Pavo cristatus) is protected under Schedule I of the  Wildlife Protection Act, 1972. Animals and birds listed under Schedule I are provided absolute protection against hunting and commercial exploitation.

Hosur to soon commence air operations as Bengaluru airport gives its nod

Hosur airport will be closer to people from South Bengaluru than BIAL, which is almost two hours away by road.
The Bengaluru International Airport Limited (BIAL) has agreed to give a No-Objection Certificate to Hosur Airport, thereby making it ready to be operational under the UDAN Scheme. According to reports, the Hosur Airport, maintained by the Pune-based Taneja Aerospace and Aviation Limited (TAAL), will be connected to Chennai by 70-seater planes operated by Turbo Aviation. The NOC was necessary as BIAL and the Civil Aviation Ministry has an agreement in place that no airport would be allowed to function within 150 km of its premises for 25 years from the date of its opening. Hosur was selected as a centre for connectivity under the first phase of UDAN scheme in 2017. In June, Tamil Nadu Chief Minister Edappadi K Palaniswami had written to the Ministry of Civil Aviation to ensure that BIAL gives its nod to begin flight operations from Hosur. The reason behind writing to the ministry was because Tamil Nadu felt that BIAL was hesitating to give an NOC since it feared its commercial operations would be affected once Hosur becomes operational. Hosur airport will be closer to those coming from Electronic City and other locations in South Bengaluru than BIAL, which is two hours away by road. Noting that Hosur is a major industrial hub in Krishnagiri district, the Chief Minister, in his letter, also pushed for putting Neyveli and Ramanathapuram on the commercial aviation map. Apart from Hosur, Vellore and Thanjavur in Tamil Nadu will commence air operations soon under the UDAN scheme.  It has also been reported that BIAL in its NOC is trying to add a condition that only aircrafts under the UDAN scheme be operating from Hosur Airport. Situated in Belagondapalli village on the Thally road, Hosur airport will just be a 30-minute travel by road from Electronic City in Bangalore. 

AIADMK echoes Opposition demand for paper ballots

After 17 political parties decided to demand that 2019 parliamentary polls be held using ballot papers, the ruling party in Tamil Nadu, the AIADMK has also expressed its support to the demand. As per reports, Lok Sabha Deputy Speaker and AIADMK senior leader M Thambidurai said that the AIADMK is ready to face elections irrespective of the mode of voting. He also said that there was nothing wrong in demanding paper ballots for polls and that many countries in the west prefer ballot papers over Electronic Voting Machines (EVMs). The demand by the opposition parties comes following multiple allegations of EVM tampering in polls conducted in 2017. Although the Election Commission of India (ECI) has reiterated that EVMs are tamper proof and that Voter Verified Paper Audit Trail (VVPAT) provide an additional guarantee that voting is accurately captured, the opposition parties have refused to accept it. The opposition parties - the Trinamool Congress (TMC), the Left, the Nationalist Congress Party (NCP), the ruling National Democratic Alliance’s (NDA) partner Shiv Sena, Telugu Desam Party (TDP) and the YSR Congress (YSRC) – will meet on Monday to draw up a plan to stress for a debate on the issue in the Parliament and then take it up with the ECI. Pointing out that the former Chief Minister of Tamil Nadu J Jayalalithaa, had, in 2001 approached the court expressing doubts over the credibility of EVMs, Thambidurai said that the AIADMK would support the move if endorsed by the Centre. EVM malfunctioning caused an uproar during the byepolls in Uttar Pradesh and Maharashtra and the ECI assured that the faulty EVMs will be replaced and that if replacement is not possible, then the ECI will order for a repoll.
