TN shocker: 38-year old trans woman priest attacked, beheaded in Thoothukudi

In a gruesome incident in Tamil Nadu, a 38-year old trans woman priest and Bharatanatyam artiste was brutally murdered in Thoothukudi. The deceased has been identified as Rajathi, who was working as a priest at a tiny Mariamman temple in SS Manikapuram area in Thoothukudi for the past few years. Her body was found inside the sanctum of the temple on Friday morning. The accused has been identified as 23-year-old Maruthu, who owns the land on which the temple is built. According to the police, he, along with his aide, is said to have visited the temple with a sickle when Rajathi was performing a pooja inside the sanctum. The accused and his aide then attacked her, chopped her body and placed her head outside the temple, Grace Banu, the founder of Trans Rights Now Collective and a native of Thoothukudi, told TNM. According to sources from the trans community, the accused was harassing Rajathi for the past one year. “We heard that he used to threaten her and shout at her as the land belonged to his grandmother. She had been getting calls from him for the past one year,” Grace says. Meanwhile, both the accused have been absconding post the incident, according to sources. Rajathi’s remains have been sent for post mortem and an investigation has been initiated. The funeral ceremony will be held in Thoothukudi on Saturday. Speaking to TNM, Rajamani, the sub-inspector of Thoothukudi North police station added, “We have registered an FIR in the case. The accused has been identified as a 23-year old man who lives in the same area. No arrest has been made until now.”

27-year-old G Subramanian’s family and friends in Savalaperi village in Thoothukudi remember him as a spirited young man, who desired to serve the nation.
The entrance to Savalaperi village in Thoothukudi off NH 7 is through an iron archway. A white cloth hangs below bearing bold Tamil words painted in black which roughly translates into "Death of brave men - death for bravery. We praise you.""We are not scared, this does not scare us. In fact, more from the village will join the army. It will be one of us who will gun down their last man standing. The outfit should not exist," seethes Karuthapandi, Subramanian's cousin. Subramanian (27) was one of at least 40 other CRPF jawans who were killed in a brutal terrorist attack in Jammu's Pulwama on Thursday afternoon. 26-year-old Ramkumar who joined the CRPF just two years ago says it was all because of Subramanian that he was able to join the force. "He'd train me physically. I didn't even have money to buy books. He was the one who helped me. He was my greatest inspiration," says Ramkumar who just made it to the village, having flown down from his posting at Meghalaya on Saturday morning. He quickly averts his bloodshot eyes, composing himself before turning back to answer our questions.  "As soon as I heard the news on Thursday I immediately applied for leave," says Ramkumar."Desiyam and Deiveegam (nation and god) are our two eyes. We follow Netaji. Even today our village has at least 20 young men in both army and CRPF combined. More of us will keep joining," Karuthapandi tells us."Our only grief is not that he died for the country but that he's got a very young wife…," Sateesh, Subramanian's cousin trails off, not finishing the sentence. "If not we would have felt only pride in his death for the country," he adds. The stifling afternoon heat on this Saturday in February is less harsh than the actual summer in this region. The sharp leaves of the neem trees lining his house's entrance, barely flinch. Unmindful of this early summer heat, a steady stream of people walk and drive through this archway, all headed towards martyred jawan G Subramanian's house.  Subramanian's village is one that borders Tirunelveli and Thoothukudi districts in Tamil Nadu and is majorly dependent on farming. The village that is home to almost 800 people has four of their men in CRPF and over 10 in the military. Subramanian's father Ganapathy had always discouraged his son from joining the force. "Why did he have to go? Why did he have to suffer in all that cold? I kept asking him to come back home. He'd never tell me of his hardships because it worried us," his father mourns. Just a few days ago, when Subramanian was here on his month-long leave, coinciding Pongal, he had taken his father to get his eyes operated. "Even when he called, he'd ask after my health. He kept telling his wife to take care of me," says 68-year-old Ganapathy, adjusting his black glasses.  Inside, his wife Krishnaveni, lies on her aunt's lap, staring ahead while a few women seated next to her sing laments. The 22-year-old is a distant relative to Subramanian and the two married each other on June 27, 2017. As a CRPF personnel, Subramanian had a total of 70 days off in a year. He'd come home once in 3 months to spend time with his wife and family. "They haven't spent even 6 months together. Even in that short time, she understood her husband so well," Krishnaveni's aunt tells us. As Krishnaveni tells us of her husband's strong will and desire to serve the country, her strength falters, her face that was blank up until then, betrays heavy grief when she recalls her last phone call with him. "He called as usual. Asked if we had eaten," she tells us before resuming to look ahead.  Outside, in the hall, a few framed photos of the married couple and of Subramanian's brother's family hang above and around the TV. Subramanian's older sister Chitra tells us that her brother has always remained tightlipped of his gruelling days in the force. "He'd never tell us anything. Last year when he had come home, he came wearing a cap. When we asked him why, he said he hit his head somewhere and that he's now better. When I kept insisting him to tell me the truth, he revealed that he was attacked with stones while he was on patrol. He was so full of bravery and would never listen to our pleas to give up the job. He valued his work to the country that much. Had he escaped from this attack, we would have definitely not let him return back to work," she says. A spirited young man Subramanian who joined the force four years ago was posted in places like Kashmir, Uttar Pradesh, and Chennai. His sister tells us that he was nearing the completion of his training.  Having completed a diploma in IT, Subramanian's dream was to either join the police force or the CRPF. "He had applied for both and when he got into CRPF he immediately took it up. He was more than happy to join the force. But why did he have to? He could've just stayed with us, helping his father with farming," says his mother, lamenting the death of her youngest child.  Subramanian loved farming too. One of his friends tell us that whenever he came back to his village on leave, he'd either be seen playing volleyball and cricket or he'd be toiling away in the fields. "He had once shared his dream of taking up farming after his time in the force. He was passionate about farming too," he says. The 27-year-old has always encouraged young boys and men from his village to take up physical fitness. He'd coach kabaddi teams, train young boys in athletics and would never say no to a game of volleyball.  His 15-year-old niece Sumitha who lives in Chennai says, "Mama loved playing sports. Even when he was here for a month on leave, he conducted different events in the village for Pongal celebrations. When he was posted in Chennai for about a year, he'd come to our house every couple of weeks. I've always remembered seeing him playing the ball whenever we visited the village.""He has now given his life for the country. Now what about his family?" cries his mother as we leave.  Tamil Nadu Chief Minister Edappadi Palaniswami, on Friday, announced a solatium of RS 20 lakhs each for the two jawans - Subramanian from Savalaperi and C Sivachandran from Ariyalur who lost their lives in the attack that has shocked the country. On Saturday, the Chief Minister also promised a government job to one family member of both jawans. Subramanian's family, which struggles with no steady income hopes that 22-year-old Krishnaveni, a B Com graduate, is offered a government posting to help sustain the brave jawan's household.

Kiran Rao uncooperative, refusing to reveal idol dealer: TN Idol Wing tells TNM

The Idol Wing has now demanded that the Madras High Court cancel Kiran Rao's bail over her 'non-cooperation' in the case.
Five months after the Tamil Nadu Idol Wing found allegedly unregistered antiques in the residences of industrialist Ranvir Shah and businesswoman Kiran Rao in Chennai, they are yet to make any breakthroughs in the case. Investigations have been underway from October 2018, when the two idol theft suspects got anticipatory bail. But the Idol Wing has now demanded that the Madras High Court cancel Kiran Rao's bail over her 'non-cooperation' in the case. According to reports, special officer appointed to the idol wing, Pon Manickavel, has alleged that Rao is 'totally uncooperative' and that the court must cancel her bail. He has informed the court that she has flouted the undertaking made to the court as a condition for the anticipatory bail. Manickavel alleged that Rao threatened one of the Idol Wing officials and refused to answer any questions.  But Idol Wing officials who spoke to TNM under the condition of anonymity said that there were no threats issued to any officers. "But she is not cooperating with our probe at all. We have removed over 20 stone idols and pillars which were buried in her backyard but so far she has not produced any documents for these antiques. Neither has she revealed the source. We have a dealer, Deendayal, already on our radar. But if it is not him, she has to name the dealer," he says. "Ranvir Shah meanwhile has produced documents for close to 100 antiques. 35 requests are pending with Archaeological Association of India. He doesn't have documentation for close to 70," he adds.  But senior counsel Shanmugasundaram who is appearing for Rao says that the Idol Wing has not told them in court what exactly the non-cooperation on his client's part was. "They need to give a petition in court for us to answer," he tells TNM. He has further asked the court to relax her bail conditions. She is currently required to appear at the Trichy Idol Wing office every day. Her counsel has argued that she needs to run her business in Chennai and has to therefore be in the city.  A special bench of Justice R Mahadevan and Justice P D Audikesavalu however refused to relax conditions and directed Manickavel to file a bail cancellation application. Earlier, the bench relaxed the bail condition for Ranvir Shah and permitted him to visit Chennai since the Idol Wing did not oppose it.

Rajinikanth will not contest Lok Sabha polls, but declares ‘water’ as election issue

At a time when there is massive speculation about whether Rajini is actually serious about politics, the actor has officially bowed out of the most anticipated polls.
India’s General Elections are barely months away, and political parties everywhere are trying to form the best alliances possible. And therefore in Tamil Nadu, there has been quite some speculation about who Rajinikanth will support – and now, the actor has declared that he will neither contest the elections nor support anyone. However, the popular actor has tried to frame ‘water scarcity’ as the poll issue this time around. In a statement released on Sunday after a short meeting with the office bearers of the Rajini Makkal Mandram at his Poes Garden residence, Rajinikanth said, "I will not be contesting in the upcoming Parliamentary polls. Tamil Nadu Legislative Assembly election is our goal." Adding that no party will have the advantage of the superstar's support, Rajinikanth stated that neither his picture nor the flag of the Rajini Makkal Mandram, purported to be his political party, shall be used by anybody for election campaigning. However, he added, "Tamil Nadu's most important problem is that of water scarcity. Hence, in your opinion, whoever you think is capable of forming a stable and strong government in the centre and formulate plans and implement them to permanently end the water problem, please vote for them without fail." Rajini has in the past backed river interlinking in the country; this statement can be considered an important signal as far as Tamil Nadu politics is concerned. In the run-up to every elections, Rajinikanth's support has always caught the eyeballs of parties across the spectrum due to the star's wide fan base. It has been speculated for some time now that Rajini would back the BJP. Last year, when opposition parties were coming together as a team against the BJP-led central government, Rajinikanth raised questions as to who is considered more powerful if ten members unite against them. In December however, Rajinikanth grabbed headlines when he said that the BJP has lost its influence in the country. His comments came in the backdrop of the drubbing that the National party received during the state assembly elections of Telangana, Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram.

Tamil Nadu Health Secretary J Radhakrishnan has been transferred after holding the post for over six years. He will now be the Principal Secretary to the government in the Transport department. The new Health Secretary is Beela Rajesh, formerly the Commissioner of Indian Medicine and Homoeopathy. “Nothing unusual as I have finished 6 years and five months, and am going to another important place only. Time to move on,” Radhakrishnan told TNM. Sources told TNM that Radhakrishnan had requested a transfer soon after he was in the line of fire for his deposition with regard to the probe into former Chief Minister J Jayalalithaa’s death, but was told to wait until the end of the Assembly session. The standing counsel for the Arumughaswamy Commission had accused Radhakrishnan of acting like the spokesperson for Apollo Hospitals. In his deposition, Radhakrishnan had stated that he was not in favour of airlifting Jayalalithaa, as that would be tantamount to insulting Indian doctors. The then Health Secretary was also accused of failing to convey details of the treatment to the cabinet of ministers. Another major transfer order issued was that of Greater Chennai Corporation Commissioner D Karthikeyan, who has now been posted as the Commissioner of Municipal Administration. The former Commissioner was embroiled in a case regarding the issue of tenders in the corporation. Tamil Nadu contractors alleged that there was corruption and lack of transparency in the process. Other transfers stated by the order signed by Chief Secretary Girija Vaidyanathan include J Kumaragurubaran as the Director of Disaster Management, K Rajamani as the Collector of Coimbatore district, S Sivarasu as the Collector of Tiruchirapalli district and TN Hariharan as the Special Secretary to the Government in the Municipal Administration and Water Supply department. Other transfers include Dr K Vijayakarthikeyan, former Commissioner of Coimbatore Corporation, being posted as Director of Tamil Nadu Institute of Urban Studies, P Uma Maheswari as Collector of Pudukottai district, T Anand as Collector of Tiruvarur district, S Ganesh as Director of Indian Medicine and Homoeopathy and B Gayathri Krishnan as Joint Commissioner (Enforcement), Commercial Taxes, Coimbatore.

Srilankan Airlines tyre bursts on landing in Chennai, passengers escape unhurt

Passengers aboard the Srilankan Airlines flight UL 121 had a narrow escape on Sunday morning when the rear tyre of the aircraft burst as the flight touched down in Chennai. The flight, which is a scheduled trip from Colombo to Chennai, was approaching the Chennai International Airport around 8.40 am on Sunday when the incident happened. Carrying 142 passengers, the Airbus A332 aircraft landed in the airport when its rear tyre deflated. Luckily, none of the passengers in the plane was hurt. Speaking about the incident to TNM, an official from Srilankan Airlines said that the operator is managing the situation as of now and no further details can be shared. In a similar incident earlier this month, a tire of a Spicejet flight travelling from Chennai to New Delhi burst as the aircraft was making an emergency landing in Chennai airport. The flight reported hydraulic issues minutes after it took off and sought clearance to make an emergency landing. While landing the plane, the tyre on the right-rear side burst, forcing the airport to close the main runway for operations. Luckily, all 189 passengers, who were inside the plane, escaped unhurt. In May 2018, another aircraft operated by Srilankan Airlines skid off the runway in Kochi international airport, damaging two of the tyres in the process. According to a few websites, the leading causes of tyre bursts in aircraft are underinflation of tyres and increased reuse of the tyres, causing fatigue in the material. Experts also say that pumping the tyres to the highest pressure can hold, can help increase the durability of the same. This is a developing story

Kamal Haasan takes dig at Rajinikanth for not contesting Lok Sabha elections

In a veiled attack, Kamal criticised Rajinikanth for oiling himself and getting ready to fight and then declaring he would do it another day.
Among several political leaders who commented on Rajinikanth’s statement that his party will not contest in the Lok Sabha elections 2019, actor Kamal Haasan criticised the decision in an indirect attack. Speaking to the media, the Makkal Needhi Maiam chief said wrestlers cannot get ready, oil up, come to the ring and say that they will fight another day as that would mean losing their respect. Referring to Rajinikanth’s announcements on entering politics, he said “you were thumping your thighs yesterday, why were you thumping? Just for sound?” Kamal Haasan also announced that his party will contest from 40 seats for the polls. “Whoever comes to Delhi, it will affect TN. We are going there (to Delhi) for that. Apart from Kamal, Fisheries Minister D Jayakumar and AIADMK leader K P Munusamy too commented on Rajinikanth’s decision. While Jayakumar said that Rajinikanth has expressed that he will not contest and wished him luck, K P Munusamy alleged that he (Rajinikanth) was only giving interviews to the press and not meeting the people. “We are meeting the people,” he said. BJP State Secretary Tamilisai Soundararajan denied that Rajinikanth’s advice to the people to vote for a stable government was targetting the BJP. The leader said that some people have been alleging that Rajinikanth’s words were against the BJP. “This is 200% not against the BJP. The BJP is providing a stable government at the Centre and is solving the water problem and issues,” she said, according to reports. VCK leader Thol Thirumavalavan said that Rajinikanth’s decision will not affect the elections in anyway.

Tamil Nadu Generation and Distribution Corporation (TANGEDCO) has announced power cuts in a few parts of Chennai on Monday, February 18. Power will be shut down from 9 am to 5 pm to carry out some maintenance work. However, if the works are completed before 5 pm, TANGEDCO officials will restore the power supply immediately. Sterlite’s Thoothukudi plant to remain shut, orders Supreme Court

The apex court has agreed to Tamil Nadu's argument that the NGT does not have the authority to repeal the government order against Sterlite.
In a big victory for the Tamil Nadu government, the Supreme Court on Monday, upheld its decision to issue closure orders to Vedanta Private Limited's Sterlite Copper plant in Thoothukudi district. The apex court has agreed to Tamil Nadu's argument that the National Green Tribunal (NGT) does not have the authority to repeal the government order against Sterlite. The court, further instructed the plant to take its plea to re-open the smelter, to the Madurai bench of the Madras High Court.  The National Green Tribunal on December 15 set aside the Tamil Nadu Pollution Control Board's (TNPCB) closure order to Sterlite Copper and directed that electricity be restored to the smelter. The NGT stated in its final order that the grounds on which the state took the decision to shut the plant owned by Vedanta Ltd. was not sustainable and did not justify the impugned orders. The tribunal's stand was in line with that of the three-member committee constituted to probe the closure of the copper plant. Following this the state government approached the Supreme Court questioning the validity of the NGT's judgement and to prove that Sterlite had violated environmental norms. "The Supreme court has that the NGT does have the jurisdiction to interfere in the Tamil Nadu Government's order or even form a committee to address the issue," confirms a source in the TNPCB. "We have been maintaining that the NGT didn't have authority from the very beginning. This is a huge victory for Tamil Nadu," said a source in TNPCB. Arguments made in court The TNPCB argued in Supreme Court that the pollution levels of the groundwater in and around Vedanta group's Sterlite copper smelting plant in the state was very high and that there was no remedy to restore it to permissible levels. Describing the situation as "unfortunate", senior counsel CA Vaidyanathan told the bench of Justice Rohinton Fali Nariman and Justice Navin Sinha that the "desirable level of water is 500 TDS and the permissible level is 2000 TDS but what is prevailing today is 15,000 to 20,000 TDS". Defending the decision to close down the plant permanently, Vaidyanathan said that they have evidence that the groundwater has been contaminated because of the pollutants from the plant. He further questioned the jurisdiction of the green tribunal to deal with the matter, and said, "the green tribunal could not have constituted a committee for going into the issue. That is not contemplated under the NGT Act. Adjudicating powers can't be delegated." The counsel for Sterlite then argued that the State government has given it a bad name and that the pollution report that was shown to the court was six months after the plant was put under lock. Describing the action against the plant as "political", senior counsel CA Sundaram appearing for Vedanta, said that the state government overlooked the plea for daily maintenance to plug the sulphuric acid leaks. Vedanta then pointed out that unless electricity to the plant was restored, it would not be able to comply with the conditions imposed by the National Green Tribunal in its December 15, 2018 judgment. The Tamil Nadu government, however, stated that the plant management resorted to quick fixes when the environmental violations were pointed out to them. Endorsing the position taken by the TNPCB, the Tamil Nadu government defended the decision to permanently close the Thoothukudi Copper Smelting Plant. Defending the May 2018 order putting the plant under lock, senior counsel K.V. Vishwanathan said that the decision was based on sound reasons. Why was plant closed? On May 28, TNPCB ordered the closure and disconnection of electricity supply under provisions of Section 33A of the Water (Prevention and Control of Pollution) Act, 1974, and Section 31A of Air (Prevention and Control of Pollution) Act, 1971. Sterlite's aggrieved parent company Vedanta Private Limited then approached the NGT against the closure orders, following which an expert committee headed by former Chief Justice of Meghalaya High Court Tarun Agarwal was formed to probe the matter. The committee while admitting the plant caused pollution, still gave the green flag for it to be opened.  The five reasons given by the state government for refusal to grant consent to operate to Sterlite Copper included - i.Not furnishing groundwater analysis report; ii.Not removing copper slag stored along the River Uppar and not constructing physical barrier between the river and the slag, iii. The unit did not have authorization to generate and dispose hazardous waste; iv. The unit has not analyzed parameters of heavy metals in the ambient air quality; v. The unit has failed to construct gypsum pond as per CPCB guidelines. (With IANS inputs)

Two days after the gruesome murder of a 38-year-old Rajathi, a transgender woman, in Tamil Nadu's Thoothukudi district, police are yet to nab her alleged killer. "We almost caught him last night but he just managed to escape,” an investigating officer told TNM on Monday morning. Rajathi was a priest at a temple in SS Manikapuram area in Thoothukudi. The main accused, 23-year-old Maruthu, used to work as the secretary of the same temple earlier. Rajathi and Maruthu were reportedly in a relationship, but Rajathi drifted apart after Maruthu decided to marry someone else. According to sources in the trans community, the accused had been harassing Rajathi for the past year. On Friday morning, Maruthu and another man entered the temple carrying a sickle while Rajathi was performing a pooja inside the sanctum. They attacked her, chopped her body and placed her head outside the temple, Grace Banu, founder of Trans Rights Now Collective and a native of Thoothukudi, told TNM. The Thoothukudi police have set up five teams to nab the accused. "When Rajathi and Maruthu were in a relationship, he was the secretary of the temple and she gave him a lot of financial help. She helped him set up a shop and even bought him a water lorry. But when news of him getting married reached her, she moved away and became close to another man," the officer said, “He got angry that she was leaving him and also because he lost his secretary post this year. So he killed her.” However, so far the police haven’t managed to get hold of him. “Today, we are caught up in security details because of the Sterlite verdict. We will catch him soon. We are yet to name his aide in the FIR because we haven't identified who exactly it is," the officer said. Questioning the police’s lax attitude, Grace Banu pointed out that they would have swung into action if the victim had been a cis man or cis woman. Also, while trans persons gathered at the village to protest the murder, the others in the village have largely remained silent. "They know who the accused is and they still haven't caught him. If a cis man or cis woman had been murdered in the temple premises, just imagine the kind of protests that would have erupted in that area,” Grace Banu said, “But now, because she was a trans woman, even though she was a priest who was murdered inside a temple, there has been no action yet."

MK Stalin demands filing of case against Cognizant for bribing TN govt officials

Cognizant admitted that it had paid about $2 million as bribe to the officials through its construction company to get the permits.
DMK President M K Stalin on Monday demanded the registration of a case against the US-based Cognizant Technology Solutions for bribing Tamil Nadu government officials in an effort to secure construction permits. In a statement issued in Chennai, Stalin said that Prime Minister Narendra Modi-led BJP government should assist the state's Directorate of Vigilance and Anti-Corruption (DVAC) in acquiring bribery evidence from US courts. Last week, Cognizant said that it agreed to settle the case by agreeing to pay about $28 million to the US Department of Justice (DOJ) and the Securities Exchange Commission (SEC). Bribing of foreign government officials is an offence in the US under the Foreign Corrupt Practices Act. Cognizant admitted that it had paid about $2 million as bribe to the officials through its construction company to get the permits. The construction company in question is a large engineering firm with an office in Chennai, according to the case papers. Stalin, in his statement on Monday, said the AIADMK government has brought a permanent blot on Tamil Nadu in the global arena by demanding and accepting bribe from Cognizant in 2014 to give construction permits for the KITS Campus in Shollinganallur. Stalin said the AIADMK government was driving away investors thereby preventing job opportunities for the youth. Although Cognizant has agreed to settle the case, the DVAC can start a probe to locate the corrupt officials, an agency official told IANS."It is not mandatory for DVAC to wait for a formal complaint to start an inquiry. Any credible information is enough to start an initial probe. So, even a newspaper report is information for DVAC. In such a situation, the DVAC Director can call for records, peruse, assess and proceed with future course of action," S.K. Dogra, former DVAC Director, told IANS.

Two days after Mugilan — the activist who alleged that senior police officers were involved in the Sterlite firing — went missing, the Madras High Court issued notices to the Commissioner of Police, Chennai and the Superintendents of Police of Kanchipuram and Villupuram districts based on a habeas corpus petition filed in the court. The petition was filed by human rights lawyer and activist Henri Tiphagne. It stated that Mugilan, the Coordinator of Tamil Nadu Environment Protection Movement, has been missing since Saturday morning and that despite repeated complaints, the police has not filed a ‘missing person’ FIR. The petition also stated that it is suspected that Mugilan was picked up by the state government over his role in exposing the alleged involvement of senior police officers — Sailesh Kumar Yadav (Inspector General of Police, South Zone) and Kapil Kumar Saratkar (Deputy Inspector General of Police, Tirunelveli Range) — in the open firing that took place in Thoothukudi on May 22, 2018. Mugilan was travelling from Egmore in Chennai to Madurai in the Nagercoil special train on the night of February 15, after he held a press meet in Chennai about the Sterlite shooting. In the press meet, he named the two police officers and accused them of being complicit when miscreants torched government vehicles and destroyed CCTV cameras. In his petition, Henri also mentioned that Mugilan’s phone has not had connectivity since 1.45am on February 16, when the phone was near Villupuram. “Mr Mugilan had also expressed his apprehensions to Mr Sridhar (Mugilan’s colleague) that the police may take actions against him because he had exposed the role of higher police officers in Thoothukudi police firing during the press meet,” read the petition. Expressing that there are suspicions of foul play, Henri in his petition stated that all his enquiries with the police control rooms of Chennai, Kanchipuram and Villupuram to know if Mugilan had been taken into custody proved futile. He also stated that despite filing separate complaints about this with the Commissioner of Police, Chennai; Superintendent of Police, Kanchipuram; and Superintendent of Police, Villupuram and also sending petitions to the Chief Secretary with a copy to the Home Secretary, not a single FIR had been filed. “The delay in tracing Mr Mugilan, who has spoken against the very high officers of the State is at a risk and his whereabouts have to be ascertained and safety be assured without any further delay,” read the petition. The petition was heard by justices M Sathyanarayanan and Nirmal Kumar who issued notices to the concerned parties and posted the case for February 22. The press meet Mugilan headed a press meet in Chennai on Friday, in which he showed footage from two CCTV cameras inside the District Collectorate which allegedly indicated that the IG knew about the riots in advance. The cameras from which Mugilan claims to have sourced the footage from were destroyed by armed men later that day, when the protestors entered the District Collectorate. “We are accusing directly. South Zone IG Sailesh Kumar Yadav and Tirunelveli Range DIG Kapil Kumar Saratkar colluded with the management of Sterlite and committed the murder.  We are saying they must be arrested for murder,” he told reporters on February 15.  In that press meet, he also urged that Sterlite CEO Anil Agarwal be imprisoned and Sterlite be blacklisted. On May 22, 2018, the police opened fire at anti-Sterlite protestors who were opposing the expansion of the Sterlite copper smelter plant. This firing killed 13 civilians and ended up injuring scores who took part in the protest.

Five months after Latha* went missing in Tiruvallur district, her skeletal remains were found buried in a farm. She had allegedly been abducted, raped and then murdered by five men in September.
It was close to 7pm in the evening on September 7, 2018 when a panicked family in Tiruvallur district rushed to the local police station. Their second child and daughter, 15-year-old Latha* had been missing from the morning. The young girl who had left for school never made it to the institution and despite hours of searching and enquiring with friends and neighbours, there was no sign of her. Her parents, who belong to the MBC community, soon realised there were no options left. "We went to the police to file a girl missing complaint. We even told them that we suspect that our neighbour Shankar was involved," Latha's 17-year-old brother, Shakthi* recalls to TNM. "But the police told us my sister must have eloped with someone. They told us to go home because she will come back in two or three days," he adds.  But six months later, all this family managed to recover was the skeleton of the girl buried in a farm near their house. The victim, according to police sources, had been abducted and sold to a group of men in the locality by the very neighbour the family had accused. The minor was illegally confined by four men in a small shed on a sugarcane field that bordered her residence. This, after the culprits paid 20-year-old Shankar Rs 5000 for bringing them the girl. She was then repeatedly raped for five days by multiple men. And when she started bleeding uncontrollably they allegedly wanted to let her go. However, she began to fight back and they allegedly hit her with an iron rod, killing her, say the police.  The accused then buried her near the farm and went about their lives. Later when the family went to court in December and filed a haebus corpus petition, they moved the body to a different location, which was just two kilometres from the victim's home. Finally, a group of labourers discovered the body on February 13 after the grave was partially desecrated by dogs. Amongst the group that rushed to identify the remains, were the accused - Nagamuni, Krishnamurthy, Jagatheesan, Mohanraj and Shankar. While Shankar belonged to the victim's caste, the other accused are all upper caste men. They have all been arrested and booked for murder and rape but Latha's family is still appalled by the injustice. "We searched for her for months together. It was all my parents could think of," says Shakthi*. "If only the police had bothered looking," he laments.  Apathy on display Sources in the Tiruvallur police department tell TNM that the sub inspector at the station at the time the complaint was given did not record the case. "His name is Deepan Raj. These people came on September 7. But the complaint was registered only on September 9," says the official. "However, we did call and investigate Shankar. But he claimed he knew nothing about the girl's whereabouts," he adds.  Latha's family claims, a local landlord, an influential man from an upper caste community in the area, went and talked the police into letting Shankar go. The owner was later identified to be amongst the accused who allegedly raped the child. In investigations that followed the recovery of the body, police found that Shankar was having illegal relations with the minor girl. So, she trusted him when he called her to meet him in the sugarcane fields. And that is why, police suspect, there were no signs of struggle on the road she went missing from."The police in charge should have acted immediately," admits the police source who joined the investigation later. He reveals that investigating officers and even the district Superintendent of Police, R Ponni, shed tears when the skeleton was retrieved. "We were always suspicious of Shankar. We kept an eye on him even after we let him go. In November, we even used his call records to trace out some calls he made to Bengaluru before the girl went missing. We even went there to check, but it was a wrong lead," he admits.   The family, however, finds it hard to believe that the police could have failed to get to the bottom of the case when the culprits were right under their noses. But what makes them feel worse, is how close the child was to their arms of safety. "She was right next to us all this time," say Latha's mother. "But we could do nothing to save her."  *Names changed

PMK seals alliance with AIADMK for Lok Sabha polls

While BJP chief Amit Shah cancelled his visit to Chennai on Tuesday, Union Minister Piyush Goyal will continue talks with the AIADMK and the PMK.
After much speculation and back-and-forth negotiations, the PMK has signed an alliance with the ruling AIADMK for the upcoming Lok Sabha Elections. The alliance was sealed on Tuesday at a private hotel in Chennai with PMK founder Dr S Ramadoss, his son and MP Anbumani Ramadoss, senior leader GK Mani and Chief Minister Edappadi Palaniswami and Deputy Chief Minister O Panneerselvam present. State ministers including S.Velumani, P Thangamani and D Jayakumar are also present for the talks. With the inking of the deal, the PMK will be part of the rainbow coalition led by the AIADMK and that includes the BJP and Vijayakant’s DMDK. Speaking to reporters, Deputy Chief Minister O Panneerselvam announced that PMK would get 7 seats in the parliamentary polls. In addition to this, the PMK will also be allotted one Rajya Sabha. In turn the PMK has pledged support to the ruling party when bye-elections to the 21 seats are held in the state. Both O Panneerselvam and PMK's S Ramadoss expressed confidence that the coalition would be a "winning" one.    The sealing of the alliance also comes hours after BJP National President Amit Shah was forced to cancel his visit to Chennai owing to AIADMK’s negotiations with the PMK. Sources in the ruling party tell TNM that Union Minister Piyush Goyal will, however, be arriving in the city and will be holding talks with AIADMK leaders and the PMK around noon. Sources tell TNM that talks are likely to continue into the evening. This will be the second round of talks led by Piyush Goyal, who was in the city on February 14 for discussions on the 'grand alliance'. The temporary hold up, according to sources in the AIADMK, was because of the PMK was in talks with both the ruling party and the opposition DMK."The PMK initially wanted 9 seats. We have now asked brought down the number to 5. But the DMDK is also demanding up to 5 seats. For Puthiya Tamilagam we want to give one seat. As for the BJP, we are looking at giving them 7 seats. Talks are however still going on," says a source in the AIADMK. "The seats PMK is looking at include Krishnagiri, Dharmapuri, Vellore and Sriperambadur. Right now we need a mega alliance to get a good number of seats in this election," he adds. The PMK put forward 10 demands before the AIADMK for an alliance. This includes resolving the Cauvery water issue, releasing the convicts in the Rajiv Gandhi assassination case, imposition of prohibition, waiving of farm loans, stopping Mekedatu dam, and waiving NEET exams for Tamil Nadu.  According to reports, Amit Shah was keen on visiting Chennai to finalise the alliance, after successfully doing so in Maharashtra on Monday but stayed away due to possible embarrassment caused by last minute hiccups. The DMK meanwhile is likely to go with its already existing partners including Congress, CPI, CPM, MDMK, VCK and IUML. In the 2014 Lok Sabha Elections, the PMK was part of the NDA alliance led by the BJP and included parties such as the DMDK and the MDMK. The PMK managed to bag the lone seat of Dharmapuri with Anbumani Ramadoss emerging the winner. However, Anbumani Ramadoss was reportedly miffed with the BJP after he was not given a cabinet berth in the Narendra Modi government.

A room of hope: A new shelter in Trichy is offering safety for intercaste couples

The unfurnished single room doesn't offer much in terms of facilities, but for couples in danger, it's a luxury.
Love, in India, often comes with a heavy price. Especially when it is love that threatens the social order, it is brutally crushed even before it can bloom. Tamil Nadu, despite being a state which has a rich history of anti-caste politics, has seen the worst violence when it comes to intercaste relationships. The murders of Dalit men like Ilavarasan and Shankar are still fresh in the memory of the public. And these crimes are grotesquely used as cautionary tales in families to prevent their young from repeating such "mistakes" that go against family "honour". But now, an initiative in Trichy is looking to offer help and support to intercaste couples who are trying to escape the danger posed by their family and society. A group of four High Court advocates and one retired police officer from different corners of Tamil Nadu, united in their political ideologies, has come together to inaugurate a facility that houses intercaste couples seeking guidance on registering their marriage. The modest space that is located in Trichy’s Navalpattu Police Colony was inaugurated on February 10 by the state’s Social Welfare Department. This facility has been instituted by Adhalinal Kaadhal Seiveer (AKS), a registered NGO that is active in counselling and providing shelter for just-married or yet-to-be married intercaste couples across the state. Se Gunasekar, an advocate based out of Tirupur and AKS’s managing trustee, explains that the idea behind this shelter has been in the making for quite some time. “All five of us - myself, advocate Porkodi from Madurai, advocate Ilamathi (a) Chinnasami from Thanjavur, advocate Angaiyar Kanni from Chennai and retd. police inspector Pitchai (a) Tamizh Sudar from Trichy - have had intercaste marriages ourselves. We are also united in our political thoughts - all of us follow Periyar - and we’ve been hosting and helping inte-caste couples in our circles individually for a while now,” begins Gunasekar. Gunasekar, an active Periyarist, has performed over 150 intercaste marriages in the past ten years, offering shelter for couples in his own house or at his office space in Tirupur. A brisk walk from Anna Nagar Main Road in Trichy’s Police Colony, will take you to the newly inaugurated shelter that lies on a vacant plot surrounded by a few houses.  For now, all that there is, is an unfurnished single room with a grill door. The structure has two toilets and a staircase leading to the open terrace. The freshly painted building has a board that proudly says 'Saadhi madham ozhiya kalappu mannamey theervu', which translates to 'For caste and religion to be banished, intercaste marriage is the only solution'. A few contact numbers are also displayed on the board. Interestingly, the colours of the board are in black, blue and red - and inside the room, there's reading material for the young couples. The writings of Ambedkar and Periyar. photo courtesy: Se Gunasekar While the shelter doesn't offer much in terms of facilities, for couples fleeing threats, even this little room in the dry land where it stands, is a luxury. “Advocate Porkodi in Madurai is my senior and has been performing intercaste marriages for about 25 years now. She must have helped over 300 couples so far,” Gunasekar adds. Porkodi, who married in the early ’90s, against the wishes of her parents, says that she began helping intercaste couples way back in 1995, when she was pregnant with her first child. “My experience in this is as old as my daughter. There can be nothing more satisfying than seeing couples, whom you helped get married many years ago, again. Sometimes I may not recognise them but they come over to thank me and introduce me to their children. It just fills my heart,” she beams. The shelter was Gunasekar’s dream, says Porkodi. “He put in most of his time and effort in this. It has always been his dream to open such centres across the state,” she says, adding, “This can be called the first such private facility in the state. Although, this should’ve been done by the state government, as mandated by the law.” Four years ago, High Court Justice Ramasubramanian, in the Vimala Devi case, had given a few directions to the government. Based on it, in Madurai, Trichy, Chennai and Coimbatore, exclusive cells for preventing and dealing with caste-based killings were to be started. Yet, the functionality and even the existence of such cells are questionable says Porkodi. Advocate Porkodi outside the facility “The judge also directed that district-wise, a shelter should be formed for protecting intercaste couples. While the government has not done its part, we have,” she adds. The founders of AKS also explain the reason behind choosing Trichy as their location. “Trichy is the centre of TN. We wanted the space to be a democratic one. Periyar has said that Trichy is the people’s capital and only from here you can travel to any corner of the state in 4 to 5 hours. This is why we chose this space,” reasons Gunasekar. The facility is also very close to the police training academy, that is located just a few hundred metres away. Gunasekar highlights the importance of police presence, given our society’s familiarity with brutal caste-based killings, most of which take place in broad daylight. “Also, the Navalpattu police station is one kilometre away and the All Women’s police station is five kilometres away. If the government and authorities are supportive, couples need not fear for the safety of their lives here,” he points out. AKS shelter will house couples for a period of one week, during which time they’ll be given free food and accommodation in addition to counselling and guidance on how to register their marriage, and find employment. This period is more than enough, explains advocate Porkodi. “Thozhar Gunasekar always says the first few days after an intercaste couple has eloped is the golden time of their life, akin to the golden hour doctors refer to when there has been an accident of some sort. The decisions that they take during this period will affect their entire life. Therefore, during this one week, members from AKS, all of us advocates, will help them register their marriage and also give them valuable inputs to take it forward from there. Usually, young couples who come to us are pretty clueless on what needs to be done. They only know that they love each other and want to be together. It is easy for them to get misguided,” she explains. Porkodi, however, adds that youngsters today are better informed, and know enough to bring the right kind of documents that are required for registering their marriage. Gunasekar says that previously, he has housed couples for even more than a month. “Some have also stayed with me for 3 to 6 months, those are exceptional cases. Before they leave, we make sure they are equipped enough mentally to start a new life,” he shares. Elaborating on the exceptional cases, Gunasekar explains that in some cases, under-age couples, too, have sought him out for support. “Sometimes, either the girl or the boy will be a few months away from turning 18 or 21 respectively. In such cases, they end up staying longer, until they can register their marriages. We do so if going back is not an option for them,” he explains. The very fact that caste killings still remain rampant in Tamil Nadu necessitates such shelters. And for those running it, the experience can be bittersweet. Sharing an anecdote from his own life, Gunasekar say, “Just when the Illavarasan-Divya case had happened, a couple from Pochampalli, a few kilometres away from Illavarasan’s village, had come to me for help. Their case too was the same, the girl was from the Vanniyar caste and the boy a Dalit. Fearing a communal clash, they sought my help, having obtained my contact from a friend. I housed them for about 6 months and registered their marriage. When things looked calmer, they left, but they never got back to me after that. Sometimes, you want to know if things worked out with the couple you’ve spent so much time with. They didn’t attend my calls either. It can be disillusioning. But these are only exceptions." 2 arrested for attacking, beheading trans woman priest in Thoothukudi

Thoothukudi police confirm that the main accused surrendered before the local court on Monday and his aide was arrested on Tuesday.
Three days post the horrific incident when a trans woman priest in Thoothukudi temple was attacked and decapitated, police have arrested both the accused. Speaking to TNM, Thoothukudi police confirm that main accused Maruthu, a 24-year-old, who had taken a sickle and allegedly murdered the victim inside the temple sanctum, had surrendered before the local Vilathukulam court on Monday. Maruthu’s aide Snowlin, who is second accused, was nabbed by the police on Tuesday.  According to reports, the deceased, Rajathi, was a 38-year-old priest at a Mariamman temple in SS Manikapuram. She was performing pooja on Friday when the main accused Maruthu and his aide had visited the sanctum of the temple and allegedly murdered her. He had also allegedly placed her decapitated head in front of the temple. Sources say that Maruthu and Rajathi were previously in a relationship and had been having altercations after a fall out between them.  The land where the temple is located belongs to Maruthu’s grandmother and he had been appointed as Secretary of the temple earlier. However, he had lost the post this year. Police also say that Rajathi had also sold off two of the three water lorries - which was jointly owned by the both of them, without consulting Maruthu.  “On interrogation Maruthu said that he had a few motives. The first was that he was removed from the Secretary post in the temple. The second issue he said was the water lorries incident when Rajathi sold the vehicles without asking him. There were several altercations between the duo and Rajathi was being threatened by Maruthu for the past one year. Rajathi warned him that she would cut his head off and place it before the temple if he troubled her. Affronted by this threat issued by a trans woman, Maruthu decided to attack her, he says,” Thoothukudi Deputy Superintendent of Police Prakash told TNM.  “We have registered a case under sections 302 of the Indian Penal Code (murder) and slapped sections under the Goondas Act on the two,” the DSP added.

Marking a new milestone in Apollo Hospital’s journey, a new commemorative postal stamp on Preventive Healthcare was released by Tamil Nadu Governor Bunwarilal Purohit on Monday in Chennai. The stamp honours and acknowledges the pioneering efforts of Apollo Hospitals’ Chairman Dr Pratap C Reddy in preventive healthcare in India. Established over 35 years ago in 1983 by Dr Pratap, Apollo became one of the first corporate hospitals in India to make advanced medical care accessible to all, in addition to introducing the practise of ‘master health check’ in the country. Lauding Apollo’s contribution, Governor Bunwarilal had said, “Preventive Care was first pioneered in India by Dr Prathap Reddy and today I am happy to commend his dedication to Disease Prevention through this special stamp.” Having completed 20 million health checks in these past 36 years, Apollo recently launched South East Asia’s first ever Proton Cancer Care Therapy centre in Chennai. This centre was inaugurated by Vice President Venkaiah Naidu in January this year. In 2009, Government of India released a commemorative stamp felicitating Apollo’s pioneering spirit. The stamp was launched on November 2, 2009 by A Raja, the then Union Minister of Communications and IT, Government of India, and MK Stalin, the then Deputy Chief Minister of Tamil Nadu. Later in 2014, a stamp was released by Department of Posts, Philately Section, to celebrate the 15th anniversary of India's first successful liver transplant performed at Apollo Hospitals. According to a release on their site, Sanjay Kandaswamy, then a two-year-old boy from Kancheepuram district in Tamil Nadu was the first child in India to have received a successful liver transplant on November 15, 1998 with his father being the donor. The surgery was performed at Indraprastha Apollo Hospitals, New Delhi. 17-year-old Sanjay too was present during the launch.

Union Minister Piyush Goyal, who had arrived in Chennai on Tuesday afternoon, announced the alliance in the presence of Tamil Nadu Chief Minister Edappadi Palaniswami, Deputy CM O Panneerselvam, BJP state chief Tamilisai Soundararajan and Union Minister of State Pon Radhakrishnan.  Speaking to reporters, Piyush Goyal said, “All parties in alliance in Tamil Nadu will work together to strengthen the National Democratic Alliance and our confidence is all 40 seats in Tamil Nadu and Puducherry will be won by NDA in the Centre under the leadership of Prime Minister Narendra Modi.” The BJP, PMK and the AIADMK will also contest together in the by-elections in 21 constituencies in Tamil Nadu.   Paying tribute to the late Chief Minister Jayalalithaa, Piyush Goyal said, “We are starting our campaign with full confidence and will sweep the state of Tamil Nadu as a mark of respect to honour Jayalalithaa.” He also recalled his last interaction with her, stating, “I fondly remember my last interaction with her in July 2016 when I called on her when we discussed power sector reforms. She was loving, caring. We had a fruitful discussion. They have come alive with my good friends – Edappadi Palaniswami and O Panneerselvam. We are working to continue the legacy that honourable Amma did for Tamil Nadu.” When asked about seat-sharing talks with prospective ally Vijayakant’s DMDK, Piyush Goyal said, “All in due course – you will keep hearing good news.” However, sources privy to details of the meeting held in Chennai between both parties further tell TNM that potential ally DMDK will be offered only three seats. Puthiya Tamilagam will be getting one seat while one seat for the Tamil Manila Congress. Earlier in the day, the AIADMK sealed an alliance pact with the PMK. The PMK will contest from seven Lok Sabha seats. The Ramadoss-led party will also be allotted one Rajya Sabha seat. BJP chief Amit Shah, who was scheduled to arrive in Chennai on Tuesday morning, cancelled his plan as talks with the PMK were yet to be finalised.

Four Chennai college students arrested for damaging MTC bus with swords

The police on Tuesday arrested four college students in Chennai for allegedly damaging an MTC bus in broad daylight. The incident had taken place a few days ago, on February 13, and it has been reported that police were able to identify the miscreants with the help of CCTV footage from the area. The incident took place when bus route number 27H that plies between Anna Square and Avadi, was stopped by a group of four students at Mannurpet near Ambattur Industrial Estate in Chennai. Infuriated when the bus driver refused to stop the vehicle, the students began attacking its windshields, breaking glass panels. According to a report in Times of India, the four students belong to Pachaiyappa’s College and their actions were triggered as a result of gang rivalry with Presidency college students. The report also mentions that the students were brandishing swords during the incident. The arrest was made based on conductor Pallavan’s complaint. The arrested four have been identified as Siva Bharathi, aged 20, Saravanan, aged 20, Gopi, aged 19 from Ayapakkam near Ambattur, and Yuvaraj, aged 20 from Thiruvalangadu in Tiruvallur. Students belonging to these two colleges share a long history of gang rivalry, often resulting in bouts of public vandalism and display of machismo in public. In September last year, a shocking video of young men brandishing knives and dragging it across the length of the road while riding an MTC bus made the rounds. The men, believed to be students of Presidency College, were hanging off the footboard of the bus, and were holding billhooks in their hands. The city police arrested four students on charges of rioting later that month. In January last year, two groups of students, allegedly from Pachaiyappa’s and Presidency colleges in Chennai, vandalised the Pattaravakam railway station in the city, injuring three people and chasing away commuters. The railway police had arrested Mohan Raghupathy, a final year BSC Botany student of Pachaiyappa’s college in relation to this incident.
