DMK suspends man caught on video assaulting women shopkeepers

A group of men, including DMK leader P Saravanan were caught on camera beating women in Pudukkottai district, Tamil Nadu.
Two days after a video showing an altercation between a gang of men beating three women in Tamil Nadu’s Pudukkottai district went viral, the DMK man seen in the video has been suspended from the party. An announcement in the party mouthpiece Murasoli carried a disciplinary action statement from K Anbazhagan, the General Secretary of the DMK. “P Saravanan, Thirumayam Zonal Secretary from Pudukkottai South district, has been temporarily suspended from primary membership of the party and all party posts for behaving in a manner that breaches party discipline and bringing disrepute to the party,” the statement read. According to the police, the men had won a bid to sell coconuts near the local Bhairavar temple in Thirumayam area and had attempted to stop the women from selling coconuts at their shop. The attack, caught on camera, showed two women standing in front of a petty shop, trying to fight the agitated men who were threatening them. With the escalating altercation, one man began to take items from the shop counter and threw them on the street while the three women at the shop attempted to stop him. The men then began to thrash the women. Following the attack, the three women - identified as Vasuki, Gowri and Rajam - were admitted to the local government hospital with injuries. The women alleged that the men had taken Rs 20,000 kept at the shop. Speaking media persons from the hospital, Vasuki said, “DMK zonal secretary Saravanan brought his brothers Sivaraman and Kumaresan and his sons Vijayaraghavan and Lakshmanan to destroy the shop. They said the Rs 20,000 I had kept in the shop was to buy alcohol. They said they were going to end my chapter. They said they would completely destroy everything in some time and beat us. They hit me with an iron rod. There was a rod of thorns there, they picked it up and beat me.” The men were booked for attempt to murder under Section 307 of the Indian Penal Code. While the others are absconding, the rival shop owner Sivaraman has been arrested by the Thirumayam police.

DMK’s alliance talks with VCK, MDMK, others come to a halt as DMDK negotiates seats

TNM had earlier eported that the DMK had asked the Congress to give up two of its seats in order to accommodate the DMDK's demand for 5 seats.
The DMDK's indecisiveness over which major Dravidian party to ally with in Tamil Nadu, has brought the alliance talks of the DMK to a screeching halt. The party, led by MK Stalin has received wishlists from smaller parties including the VCK, MDMK, CPI and CPI (M) but is yet to call them in for official discussions. TNM had earlier reported that the DMK had asked the Congress to give up two of its seats in order to accommodate the DMDK's demand for 5 seats. But the Congress is likely to refuse this, despite being the party which is insisting on the alliance with the DMDK. The DMK had announced last week that the Congress will get nine seats in Tamil Nadu and one in Puducherry. "They have not called us for any discussion yet. It was supposed to happen on Wednesday," reveals a VCK leader.  Currently the smaller parties are all demanding two seats each but the DMK can at the maximum offer only one seat. The MDMK which was demanding four seats has now said that it must atleast get two. The CPI, CPI (M), VCK, IUML and TVK have all demanded two seats as well."All these parties can be given only one seat because the DMK is looking to contest atleast 25," points out a source in the DMK. "Except the TVK the other may get one each. We will not be giving the TVK any seats now but we will tie up with them for Assembly polls," he adds. But if the DMDK is ready to join the alliance, the seats for the smaller parties may further reduce. The Congress, meanwhile, continues to insist that the DMDK is of great importance to the alliance. "The DMDK is definitely important and their inclusion will make a difference to the alliance. But at this point talks are still underway," points out a Congress leader.  But the DMK, is not completely onboard. "The Congress wants to make it look like a numerically bigger alliance," says the DMK source. "But we are not sure how it will translate on ground." Meanwhile, the DMDK is also holding talks with the ruling AIADMK as it negotiates seats to join the alliance that includes BJP, and the PMK.

How Rs 1800 cr Athikadavu-Avinashi project will tackle water needs in Tamil Nadu

Tamil Nadu Chief Minister Edappadi Palaniswami on Thursday laid the foundation stone for the Athikadavu-Avinashi drinking water supply-cum-irrigation scheme in Tiruppur. The project, which aims at managing the water resources in the Kongu region of Tamil Nadu, will be built at an estimated cost of around Rs 1,800 crores. The project aims to divert the surplus water of Bhavani river to the lakes, ponds and other water bodies in the drought-prone regions of Coimbatore, Tiruppur and Erode districts as a boost to their ground water tables. Around 1.5 tmc of surplus water will be pumped from the Kalingarayan anicut and used to fill the 32 tanks of the Public Works Department, 42 tanks of the Panchayat unions and 971 ponds in the three districts. What is the Athikadavu-Avinashi Project? River Bhavani, a tributary of Cauvery, is a perennial river that rises in the Nilgiris. The river reaches Pillur dam before joining Cauvery in Erode district in Tamil Nadu and continues its journey to drain into the Bay of Bengal. Bhavani river majorly flows through Coimbatore and Erode districts and is a major resource for irrigation in West Tamil Nadu. The Bhavani river is fed by the rains received mainly during the southwest monsoon, which causes the river to swell during June-September season and flood its banks. Though Pillur dam and Bhavanisagar dam help in avoiding high water flow in the river during monsoon, more often than not, the dams also reach full capacity, leading to flooding downstream due to the shutters being opened. In order to avoid flooding and wastage of water due to dams reaching full capacity, the Athikadavu-Avinashi project was proposed in 1957 by the then MLA of the region Marappa Gounder. Since then, various parties have promised the implementation of the project in their election manifesto, but the scheme failed to take off on ground. Who will benefit from it? The project is expected to fulfil drinking water and irrigation needs of more than 35 lakh people living in and around Tiruppur, Erode and Coimbatore districts including Annur, Avinashi, Sevur, Kunnathur, Perundurai, Kangayam, Uthukuli, and Nambiyur areas. Recent developments In 2016, the then Chief Minister J Jayalalithaa assured that the project will be completed soon. In 2017, the project underwent some changes and Chief Minister Edappadi Palaniswami said it will be completed in 30 months. Rs 250 crore was allocated towards the project in the Tamil Nadu state budgets for the years 2017-18 and 2018-19 respectively.  In 2019-20 budget, Tamil Nadu Finance Minister O Panneerselvam announced an allocation of Rs 1,000 crore to the project and also added that a solar-power project worth Rs 132.8 crore will also be set up as a part of the scheme.

Breaking taboos: A panel discussion in Chennai on 12 stigamatised topics

Taboo Chennai will traverse through topics ranging from menstruation to homophobia, from modern-day untouchability to marital rape.
What if you had a friend, same gender as your partner, with whom you shared things that are generally considered intimate? Does that fall under emotional infidelity? While we say untouchability is no longer practised in the country, would we share a meal with our house help on the dining table in the house? How about young fathers who just want to be stay-at-home dads? Do they not get bombarded with questions? Would we rent out our house to an inter-faith couple? These and more are the topics that a bunch of panelists will discuss at the Sathyam Cinemas in Chennai on March 2, Saturday. Taboo is a platform, specially curated by Aura, an event management establishment, in partnership with Success Gyan, that will allow discussions on topics that are generally stigmatised in our societies, ranging from menstruation to homophobia, from modern-day untouchability to marital rape. There will be also be a discussion on mental health issues, though the name of the discussion 'Mental aa', seems ill-suited. The event, as the organisers put it, is a safe space to ‘speak the unspoken’. Aarti Madusdan, one of the curators of the event says, “We picked topics on the basis that they would resonate with most of us. We don’t necessarily vocalise all of our thoughts. There’s absolutely no judging, no right or wrong here. We just want to put it out there saying, ‘hey, there are different points of views, let’s talk about them.’” Aura’s CEO Siddharth Ganeriwala,  shares that he has always been plagued by why society meanders its way around certain topics instead of being open by them. “Coming from a conservative Marwadi family, I have seen woman in my house not entering the kitchen or places of worship while on their period. While this might be common in most households, based on beliefs, I was surprised as to why it was a hushed topic. It shouldn’t be so,” he begins. Siddharth further adds that it was this though process lead to the idea of Taboo. “We had our first event in Colombo in January 25 this year. The response was brilliant, over 1000 people attended,” says Siddharth. Some of the Taboo topics that Colombo opened up to were ‘Ending Corporal Punishment: How and Why’, ‘Flying The Rainbow Flag: Panel Discussion on the Legalization of Homosexuality’, ‘Wrap-it-up: Discussion on Contraception & Pre-marital Sex’ amongst others.  Taboo Colombo The panels too are made up of a diverse mix of speakers explains Aarti. “For instance, for the topic called Bleeding Ban in Chennai we have a young speaker like Nanditha Hariharan and also someone like Dushyant Sridhar who speaks with his knowledge from the scriptures. Similarly for the topic on Stay at home dads we have one father who is at home taking care of his child and also a woman whose husband is a stay-at-home-dad. The idea is to get an understanding of both sides. We want to diversify our panels as much as possible.” The organisers also tell us the sessions will also have ‘fishbowl conversations’ where one person from the audience will be invited up on stage to join the panelists and share their views on the topic. Taboo in Chennai will discuss Homophobia in organisations, stereotyping kids, live-in relationships, virtual identity vs real identity, and more. Siddharth tells us the topics were specifically selected for Chennai, to suit its audiences. “In Colombo we did have a few similar topics but the idea is to curate content based on demography. We also wanted to include a session on premarital sex in Chennai and while we did have psychologists and other experts who can talk on this topic, we didn’t get the right amount of speakers. We hope to bring it back in the next edition,” he shares. With as many as 50 speakers, has a varied mix of 12 topics that’ll progress simultaneously in three different cinema halls inside Sathyam - Season, 6 Degrees and Serene on March 3 from 9.30 am to 1.30 pm. YouTube removes 11 video links of IAF pilot Abhinandan on IT Ministry's request

Google-owned YouTube on Thursday removed 11 objectionable video links of Indian Air Force (IAF) pilot Abhinandan Varthaman after the IT Ministry asked the video streaming platform to do so. An IT Ministry official told IANS that it had asked YouTube to remove 11 video links related to Wing Commander Varthaman who was captured by the Pakistani army on Wednesday after his MiG plane was shot down and fell across the border during a dogfight."We comply with valid legal requests from authorities wherever possible, consistent with our long-standing policy and act quickly to remove such material," a Google spokesperson said in a statement."Data on government requests to remove content from Google services is updated periodically in our transparency report," the spokesperson added. The captured IAF pilot will be freed on Friday "as a peace gesture", Pakistan Prime Minister Imran Khan announced on Thursday."As a peace gesture, I announce that tomorrow (Friday), and as a first step to open negotiations, Pakistan will be releasing the Indian Air Force officer in our custody," Imran Khan told the Assembly.  The Pakistan PM added, “I address the Indian government, do not force us for retaliation. We are prepared for any eventuality and response. I beseech India not to force us down the path of war. Our efforts to de-escalate should not be considered our weakness. We are indulging our efforts to maintain peace in the region.” India had earlier demanded the immediate release of the Indian MiG-21 Bison pilot - who shot down a Pakistani F-16 - and ruled out talks on the issue, saying Pakistan cannot use it as a deal. "India also strongly objected to Pakistan's vulgar display of an injured personnel of the IAF in violation of all norms of International Humanitarian Law and the Geneva Convention. "It was made clear that Pakistan would be well advised to ensure that no harm comes to the Indian defence personnel in its custody. Wing Commander Abhinandan's family to receive him at Wagah border

Hours after Pakistan Prime Minister Imran Khan informed the country's National Assembly that Indian Air Force pilot Abhinandan Varthaman would be released on Friday, the Wing Commander's family flew out from Chennai to New Delhi. Wing Commander Abhinandan's father retired Air Marshal Varthaman and his mother with three other family members flew from Chennai to Delhi on Thursday night. Early on Friday morning, the family left from New Delhi to Amritsar and will be present along with Indian armed forces to meet the Wing Commander at Wagah Border. The family that had requested privacy, did not speak to the media while on their way to the Chennai airport. Official sources told IANS that the Border Security Force (BSF) had not been communicated the exact time and sequence regarding the release of the captured IAF pilot as of late on Thursday evening. The sources said that the pilot is likely to be brought by Pakistani authorities from Rawalpindi to Lahore and handed over first to the International Committee of Red Cross (ICRC) under rules of the Geneva Convention before being brought to the JCP at around 3 pm to return home. Wing Commander Varthaman will be debriefed by defence and security officials after his return. Air Vice Marshal RGK Kapoor had told the media on Thursday that the Indian Air Force is happy and looks forward to the return of Wing Commander Abhinandan Varthaman. When asked by a reporter on whether India looked at Wing Commander Abhinandan’s return as a goodwill gesture, Air Vice Marshal Kapoor said, “We are happy that our pilot, who had fallen across the Line of Control and was in custody of Pakistan, is being released, we're extremely happy to have him back. We only see it as a gesture which is in consonance with all Geneva conventions.”  Throughout Thursday, many politicians and other well-wishers met the family at their Chennai residence. Speaking to media persons outside Wing Commander Abhinandan's residence, Tamil Manila Congress chief GK Vasan said, "I met the highly patriotic family and thanked them for their service. I wish that Wing Commander Abhinandan returns with good health and continues in high service for the country. The father told me he is going to Delhi tonight and then onto the Wagah Border tomorrow to meet his son."  The developments have come as a relief to India, which has been waiting for news about the Wing Commander. Visuals last showed the IAF pilot with the Pakistani army, sipping a cup of tea.  Pakistani newspaper Dawn reported that an eyewitness saw a parachute descend towards the ground and the pilot, Wing Commander Abhinandan emerged safely when he was subsequently captured.

State Election Commission to notify TN local body polls by May 31

The local body election has been stalled since October 2016 due to court proceedings and ward delimitation work carried out by the state government.

After multiple delays, the State Election Commission (SEC) of Tamil Nadu has submitted in court that it will issue a notification for the local body elections in the state by May 31. According to reports, the submission was made for a contempt plea filed by DMK’s Organising Secretary RS Bharathi, which was being heard by justices M Sathyanarayanan and M Sundar. The court was informed that ward delimitation works as per the 2011 census have been completed and that the SEC would notify the local body elections by May 31. In September 2017, the then Chief Justice of the Madras High Court, Indira Banerjee had ordered the SEC to complete the election to local bodies by November 2017. However, the SEC did not comply with that order, due to which the DMK filed a contempt of court petition in the Madras High Court. The SEC challenged the contempt plea, which the court has been hearing for the past year. When the case was about to conclude, Justice Indira Banerjee was elevated to the Supreme Court, following which the case was referred to the current bench. Tamil Nadu’s local body election was supposed to take place in October 2016, but was stalled by the Madras High Court after the DMK questioned the manner in which the entire process was carried out. Immediately after that, the state government began ward delimitation works based on the 2011 census. Due to this delay, Tamil Nadu has been functioning without 200 ward councillors and 12,524 panchayat leaders in the state. The difficulties of functioning without local-level leaders in the state was evident during the relief operations after Cyclone Gaja in November 2018. The absence of local body leaders was felt by people in the affected areas when relief works were on in full swing and a lot of people struggled to get the benefits.

How economic and environmental concerns are stalling mega power projects in TN

Across the country, 16 UMPPs were planned. Of this, only two were actually built and both are stranded assets.
It has been five years that a proposed 4,000 ultra mega power project (UMPP) in Tamil Nadu’s Cheyyur received an environment clearance but the construction of the plant has not begun yet.  Putting a dampener on the proposed power project, the Union Ministry of Environment, Forests and Climate Change (MoEFCC), on January 23 demanded a completely fresh application for the project's environmental impact assessment. The plant had received an environment clearance in 2013. However, this will not be valid anymore as the project proponent wanted to change its source of coal from imported to domestic. The Cheyyur Tamil Nadu Power Ltd. (CTNPL) is a wholly owned subsidiary of Power Finance Corporation (PFC). The Rs 25,970 crore-project has been running into several controversies since it was proposed. While conservationists slammed the project say it has the “potential to irreversible damage to Odiyur Lagoon,” which is located near the proposed plant, financial experts said it was just too expensive. Despite getting an environmental clearance in 2013, there is no sign of physical constructions even after nearly six years. The project proponent, in December 2018, submitted an online application to the MoEFCC to change its source of coal from imported to domestic. This could be to cut coal costs, as a study from the Institute of Energy Economics and Financial Analysis deemed the project financially unviable, primarily due to the high costs of imported coal. “Coal constitutes 55% of the annual expense for the plant. If the global markets could sustain current coal prices in the $65 per ton range delivered, the price would still be more than twice as high as Coal India’s price of $25 per ton,” read a 2015 report, adding that this does not include “likely increases to coal costs that will occur as India and the world adopt more stringent carbon policies”. Domestic coal, with a lower calorific value, generates more fly ash than imported coal. Subsequently, the land requirement for the ash dyke almost doubled from 1,058 acres to 2,007 acres. The ash generated from coal plants is mixed with water and the sludge is dumped in ash dykes. Across the country, these ash dykes are a threat to the community living around it, the wetlands and other water bodies and to the general ecology. “Large ash dykes are disasters waiting to happen,” said wildlife and conservation biologist Ravi Chellam. While environmental norms dictate that all fly ash generated be made available for manufacturing of cement and other industries, nearly a third of the fly ash in the Tamil Nadu is dumped in ash dykes near villages, decimating local livelihoods and ecology. According to the latest annual report of the Central Electricity Authority, Tamil Nadu generated 10.42 million tonnes of fly ash but could utilise only 6.99 million tonnes. Challenging the 2013 environment clearance given to the plant, the Bombay Natural and History Society challenged the expert appraisal committee observation that migratory birds are found to be negligible in this (Odiyur) lagoon saying that there at least 77 species of water birds. “Among these, there are eight species which are on the threatened list of 42 bird species of India as per Birdlife International/IUCN’s (2011),” read their 2014 report. While noting that the physical construction still hasn’t begun even after five years of obtaining the environment clearance, an expert appraisal committee noted that several parameters would change with the use of domestic coal. “It has been informed that the project configuration, layout and other technical parameters will also be revised. Accordingly, the committee is of the opinion that a fresh EIA and Public Hearing may be required,” read the minutes of the committees meeting on January 23. “In the last five years, the baseline status in the area may have changed and new industries may have come up. Presently, the EC is valid till September 2020. It may not possible to complete the construction within the validity period, even if it is extended for a further period of three years,” it added. Despite switching to cheaper domestic coal, the ultra mega power project is unlikely to make financial gains. “Ultimately coastal barging of coal from North East India to TN is only marginally less expensive than using entirely imported thermal coal. The cost of transporting coal 1,600 km is prohibitive, particularly now that wind and solar energy is consistently below Rs3/kWh with zero tariff indexation for 25 years. And renewable energy will get 5-10% cheaper every year going forward as economies of scale and continued technology improvements are made,” wrote Tim Buckley, the director of energy finance studies from IEEFA, to The News Minute. Officials from Coal India Limited said that the move makes sense. “Indian coal is not just cheaper but its availability is a lot more stable. This change is a good move as it also saves a lot of foreign exchange for the country,” said one official, requesting anonymity. As of February 14, India has coal stocks for 14 days of consumption, while their ideal target is 12 days. Across the country, 16 UMPPs were planned. Of this, only two were actually built and both are stranded assets, said Buckley, emphasizing the financial unviability of large coal-fired power plants. “The Tata Mundra 4.0GW plant in Gujarat needs a massive 30-year consumer subsidy and a major bank loan write down to even allow it to be remotely gross cash flow breakeven. Private capital has learned the hard way from this decade long thermal power investment debacle, and the NPAs in the public banking sector are hard to overlook,” he said. T Pandian, a retired headmaster in a school in Gengadevankuppam near Cheyyur, describes his village as green, peaceful and fertile — dotted with palm trees, banana plantations and other farming lands. He fears all of this could be destroyed if the power plant comes up. His village is on the path of the proposed conveyor belt that would carry coal from the proposed harbour to the plant. The conveyor belt will be 5 kms long and will be covered. However, he does not trust the authorities. “The belt will leak coal dust all along the way and will destroy our farming lands. There is no way that the authorities will ensure its safety,” said the 67-year-old, who is now a farmer. As part of the environment clearance, the project developers will have to conduct a public hearing. “I will attend the hearing and make sure that my and my village’s concerns are addressed,” he said.

Passengers on board the Chennai-New Delhi flight on Thursday night were quick to identify the couple travelling with them and burst into cheers and claps as they walked towards their seats. Simhakutty Varthaman and wife Shobha Varthaman were travelling to New Delhi to receive their son, Wing Commander Abhinandan Varthaman, who is scheduled to return to India on Friday. His MiG-21 Bison aircraft shot down a Pakistani F-16 in an aerial engagement but also received hits and landed across the LoC. On Thursday, Pakistan Prime Minister Imran Khan announced in the Pakistan National Assembly that the Indian pilot will be released on Friday as a ‘gesture of peace’. According to reports, Abhinandan will be brought to the Wagah-Attari joint check post around 4 pm on Friday. Apart from the Indian Air Force who will receive the pilot at Wagah border, hundreds of people have started converging at the Wagah border, waving the Indian flag and raising chants of ‘Bharat Mata Ki Jai’ to welcome the pilot back home. The pilot’s father had refused to speak to the media following Abhinandan’s capture and on Thursday night, he told media houses that he just wanted to see him first. “I just want to see him first. I can only talk after that,” Veteran Air Marshall Varthaman told the Hindu. Wing commander Abhinandan Varthaman was one of the pilots in the package of 8 Indian aircraft which fought the package of 24 Pakistani aircraft which invaded the Indian airspace on Wednesday. While the pilot shot down an F16 that was part of the Pakistan package, his Mig 21 was hit by a missile following which he had to eject and land across the border in Pakistan-Occupied-Kashmir. The pilot was taken into custody by the Pakistan army on the same day. On Thursday, Pakistan announced they would return him by Friday. Pakistan PM Imran Khan’s announcement to release the pilot comes after massive pressure from the international community to adhere to the Geneva Conventions. India had also taken a tough stance and had refused to negotiate his release.

Vaiko, the chief of Marumalarchi Dravida Munnetra Kazhagam (MDMK), was detained by Tirunelveli police on Friday for keeping up with his tradition of showing his opposition to Prime Minister Narendra Modi by displaying black flags and balloons. Prime Minister Modi is scheduled to arrive at Kanyakumari on Friday, to launch government schemes in Tamil Nadu. In an attempt to express his staunch opposition to Prime Minister Narendra Modi, a group of men led by Vaiko gathered in Kavalkinaru, near the Kanyakumari-Tirunelveli border and raised slogans. Vaiko also released tens of black balloons in the air while his supporters showed black flags and indulged in a protest. Speaking to reporters during the protest, Vaiko said that the Prime Minister has betrayed the state by not listening to the people’s demands and was instead doing things which would make the people lose their lands and livelihood. Taking the examples of neutrino and hydrocarbon projects, Vaiko alleged that Modi is engaging in these things to help corporate honchos like Adani and Ambani rake in crores of rupees. “He burnt social justice and brought in 10 percent reservation, just to secure the votes of those in northern states, thereby destroying what Periyar, Kamarajar, Anna and Kalaignar fought for… 89 Tamilians died in Gaja and not a single word of condolence he has expressed. What is he coming to Tamil Nadu for? … I promised that I will show black flag to Narendra Modi whenever he comes to Tamil Nadu for government events. I promised it during Gaja, standing in the middle of fallen coconut trees and cries of women who had lost their livelihood. I have kept my promise from that day. We don’t have a problem if he comes for BJP events, but we oppose him coming for government events,” Vaiko said. As Vaiko continued to protest against the Prime Minister, the Panagudi police took him into custody and have detained him in a private marriage hall in the area amidst tight security. The police confirmed the detention to TNM but refused to comment further on the issue. During Vaiko’s protest, a minor scuffle broke out between his supporters and BJP supporters who raised slogans against Vaiko. Following this, police deployment was beefed up in the area. Prime Minister Modi is visiting Kanyakumari to inaugurate government schemes including highway projects worth almost Rs 3,000 crore and flag off the new train between Madurai and Chennai -- Thejas Express. Chief Minister Edappadi Palaniswami, Deputy Chief Minister O Panneerselvam and union minister Pon Radhakrishnan will also participate in the event. Initially, the Prime Minister was set to address a BJP rally after inauguration the schemes, but in the wake of Indo-Pak tensions, the BJP rally was cancelled on Thursday morning. This is not the first time Vaiko is being detained for protesting against Prime Minister Modi. In January, Vaiko was detained for engaging in a similar protest outside the Periyar bus stand in Madurai, on the day when Prime Minister was visiting the city to lay the foundation stone for the new AIIMS hospital that was coming up in Thoppur, in the outskirts of Madurai.

DMDK to go with AIADMK alliance, to get 5 seats: Sources to TNM

Despite its plunging vote share, both the AIADMK and the DMK have been trying to rope in Vijayakant’s party into their respective alliance.
After days of driving a hard bargain, Vijayakant’s DMDK will be a part of the AIADMK alliance that includes the BJP and the PMK for the upcoming Lok Sabha Election. AIADMK sources told TNM that 5 seats will be allotted to DMDK. The alliance is expected to be formally sealed on Saturday. The DMDK had earlier been insisting that it should be treated on par with the PMK, which had been allotted seven Lok Sabha constituencies and one Rajya Sabha seat. However, the DMDK has been forced to settle for less after negotiations with the DMK failed. The AIADMK-led alliance in Tamil Nadu will now see BJP contesting in 5 seats, PMK in 7 and DMDK in 5. With the DMDK on board, the AIADMK is likely to drop smaller parties like the IJK and PT that it had earlier intended to give one seat each to. The ruling party will end up contesting around 20 seats in the state. Despite its reduced vote share, the reason both the DMK and the AIADMK have been trying to rope in the DMDK, is simply because many believe the polls could go down to the wire. Even a vote share of around 2% could be decisive in the elections. Vijayakant had formed the DMDK in 2005 and in the 2006 Assembly Election, the party managed to win one seat- that of the party leader. It, however, managed to poll and impressive 8.38% votes in its electoral debut. Thereafter, in the 2009 Lok Sabha Elections, DMDK saw its vote share increase to 10.38% but has since seen its vote share plummet in subsequent polls. In the 2014 Lok Sabha Election, Vijayakant’s party’s vote share reduce to 3.6% and it further reduced to 2.39%. The DMK had refused to allot the DMDK not more than 5 seats, and had also insisted that the Congress give up two seats to make space for Vijayakant’s party. However, with Congress refusing to do so and with DMK not entirely on board with the DMDK, the seat sharing talks failed. This even as the DMDK continued to negotiate for seats with the ruling AIADMK in Tamil Nadu.   In the past week, a number of political leaders have called on Vijayakant, who recently returned from the US following treatment for health problems. While Union Minister and BJP leader Piyush Goyal had visited Vijayakant at his residence on February 19, the DMDK leader insisted that the party be given as many seats as the PMK. Days later, former Tamil Nadu Congress Committee chief S Thirunavukkarasar attempted to rope in the DMDK.  Thereafter, DMK President MK Stalin paid a ‘courtesy call’ to Vijayakant. A source in the DMK had earlier told TNM that its efforts to negotiate with Vijayakant was on the insistence of the Congress. The source said, "The Congress is insisting that the DMDK should join the alliance, as it is a matter of perception. They want our side to look like they the most formidable alliance and numerical strength." And while DMDK continued to negotiate with the Dravidian heavyweights, Vijayakant on February 22 announced that the party would be giving out applications to members who are looking to contest in the Lok Sabha Elections from all 40 seats. The move was read as an attempt drive a hard bargain with the Dravidian parties.

How ‘influencers’ who claim to be LGBTQI+ allies harm people with unscientific claims

The discourse in the queer movement has moved from acceptance to demanding our constitutional rights. And influencers must amplify and enable marginalised voices using their visibility.

Every few months, a good chunk of my time is spent in explaining the basics of gender and sexuality – not to homophobes, but to people claim to be ‘LGBTQI+ allies’ and ‘influencers’, who do more harm in the name of helping the queer community. The Tamil media at large – print and visual – seem to have many ‘allies’ on the surface. But their allyship, in many cases, doesn’t translate to their work and their workplace. The terms to refer a queer person are still largely demeaning, and the kind of reporting regarding queer issues is hetero-centric and moralistic. While reporting on issues about queer people has increased, the people who the media believes are the ‘voice of the queer community’ makes me question their judgment. A case in point is Dr Shalini, a well-known public personality and psychiatrist in Tamil Nadu. She is vocal about many social issues, has a regular media and public presence, and has branded herself as an advocate for LGBTQI+ rights. However, her argument and language are outdated and outright homophobic, biphobic and transphobic. ‘Benevolent’ discrimination is still discrimination Dr Shalini’s primary argument for homosexuality is the ‘genetic modification of the fetus in the womb’ hypothesis. While this is only one of the many hypotheses that exist as a ‘reason’ for homosexuality, she seems to be consistent in having her argument regarding homosexuality based on this, for at least a decade now, if one goes by her blog posts. While the research regarding this hypothesis is based on limited ‘subjects’ (in sample size and diversity), they also establish that the hormonal theory of sexuality is not the only reason for the genesis of a person’s sexuality or gender identity. In her blog, Dr Shalini says, “But now, we have some information. Very interesting one at that. At formation, all babies are originally female, irrespective of their chromosomes. For the first 6 weeks of life inside the uterus, all babies are female. If the child happens to have a Y chromosome in its genetic makeup, then this child’s body forms organs called the Testes. These testes secrete a hormone called testosterone. This hormone then converts the baby’s body into a male. It travels all through the baby’s body and rewires every cell from its original female form to a male form. This entire process is called Masculinisation.” “Most importantly, the testosterone rewires the brain of the little baby and upgrades it into a masculinised Male Brain. Rarely in some cases, the testosterone fails to masculinise the baby’s brain. In these children, the brain remains female as it was originally, whereas the body changes to male – complete with the testes and penis. Because the brain and the mind are female, this child though born with a male’s genitals, thinks of itself as a female. Hence this child prefers all feminine activities, prefers playing with girls and dressing up like them. But when it comes to sexual orientation, they are attracted to males, because in their minds they remain female forever,” she adds. The second hypothesis she puts forth for homosexuality is sexual abuse in childhood. She also goes to the extent of suggesting to parents to take their gay children to psychiatrists, to see if they are ‘naturally' gay or have been 'turned' gay due to sexual abuse, and then go on about accepting their sexual orientation. This is nothing but a call for conversion therapy, disguised in the language of concern. In a Facebook post, she says, "If your son or daughter has homosexual orientation, don't overreact immediately and scare them; instead, you must take them for a psychiatric evaluation. For some people, such same sex attraction is initiated because of childhood sexual abuse. Such homosexuality can be cured with treatment." There have been many instances where Dr Shalini also has put forth partially scientific and outright unscientific claims for homosexuality and transgender identity. She makes sure to send the message that heterosexuality is the default and other sexualities are anomalous and need scientific research for the cause of ‘deviation’ from heterosexuality. She applies the same incomplete scientific hypotheses for trans women and completely discards trans men, persons with intersex variations, sexuality of trans persons, and other gender diverse individuals. When a claim is half-truth, let us also remember that it is half-lie. The issue in the argument that persons like Dr Shalini make is that ‘being gay is natural but an anomaly, and hence they shouldn’t be discriminated against.’ This argument is flawed because when we talk about social justice and human rights, it is based on extending equal rights to all individuals. And the queer community has always been a victim of bad science. This pathologizing of queer identities only puts us under more risk and enables discrimination at various levels. Such approaches only encourage policies that are intrusive and invasive to queer persons, like the Transgender Persons (Protection of Rights) Bill, 2016 which conferred the authority to decide ‘who is a transgender person?’ to a district level screening committee. Public personalities as experts who aren’t The real-life implications of what these opinion makers and influencers say are harmful to the queer community. They appear on mediums that are accessible to everyone and the misinformation and stereotypes affect us at every step of our lives. In a YouTube video discussion published by Galatta in September last year, right after the Supreme Court judgement on Section 377, Dr Shalini, social activist Shalin Maria Lawrence, and television anchor-filmmaker Lakshmy Ramakrishnan, talk about homosexuality. The 16-minute video is the most vile and uninformed discussion one can have around homosexuality. Dr Shalini says in this video, “If a boy has elder brothers and if he is the third or fourth child formed in his mother’s womb he has higher chances of becoming homosexual. The earlier babies hormones change the environment of the uterus.” In this discussion, Lakshmy Ramakrishnan says she isn’t familiar with ‘homosexual issues’ as her expertise is on family, women, and children. This raises questions about her integrity, and that of her arbitration-based show, Solvadellam Unmai, that used to air on Zee Tamil. In 2015, Lakshmy Ramakrishnan had two lesbian women on her show, where she shamed and moral policed the women for their ‘sexual deviation’. The show was condemned by the queer community and activists. But with her own admission now, the question that Lakshmy Ramakrishnan needs to answer is about her ethics of being an ‘arbitrator’ for the issue when she clearly wasn’t equipped to deal with it. Why it’s important to call out ‘bad allies’ We have sparse queer representation in our media and pop culture in India. Most of the time, these are one-dimensional, and the representation does not come from queer persons. During my teen years and early adulthood, I had to scavenge for resources that would have a positive portrayal of someone who is gay. Tamil cinema and TV do not portray someone like me, even in a superficial way. The most popular portrayal of gay men is as a source of laughter and ridicule. Even today, the access to positive gay representation in Tamil media is almost nil. In such a scenario, I remember watching one of the episodes of Kathai Alla Nijam by actor Lakshmi (not to be confused with Lakshmy Ramakrishnan) on Vijay TV, in the early 2000s if my memory serves right. This particular episode dealt with homosexuality, and while I do not remember the entirety of the show, I remember two silhouetted women, narrating their stories. I felt positive after watching those women talk about themselves, although I believe the entire narration wasn’t positive. Later, the title montage of the show also included a silhouette of two women getting close. Maybe the creators of the show thought it would add a dramatic effect to their ominous title song. Nevertheless, it helped me personally and till today, I haven’t seen any other positive portrayal of gay or lesbian persons on Tamil television. While the argument that Tamil media does not represent any person fairly may be true, the representation of heterosexual desires is so normalised that we don’t even realise that the mere existence of such a character in our media screams of heterosexual privilege. And it wouldn’t be an overstatement to say that positive queer representation does make a huge difference. Now, I do not know if this representation would change the general perception around the LGBTQI+ community, but for me these are signals to other queer persons out there, telling them that they aren’t alone. And it is important to send that positive message that would help empower them rather than push them back. However, our ‘influencers’ who claim to be allies are stuck in the past, and media houses are apathetic. Neither seem to care to learn about our lives or the correct language while writing about us, which is a huge disservice to the community. The deception of famous ‘allies’ Like any movement, allies play an important role in the struggle for LGBTQI+ emancipation. And this is where it becomes important to understand what role our ‘allies’ play. Their active public image of being ‘queer friendly’ deceives queer individuals and their families, many of whom reach out to them during crises. It is important for persons like Dr Shalini, Shalin Maria Lawrence. and other social activists who claim to be the ‘voice of the queer community’ to first understand the conversation that the community drives. The discourse in the queer movement has moved from acceptance to demanding our constitutional rights. And the best way of activism for these influencers would be to amplify and enable the marginalised voices using their visibility. From taking a jibe at the previous union governments for their alleged inaction on terrorism to telling the opposition parties to not play politics and weaken the country, Prime Minister Narendra Modi went all guns blazing against the UPA government at an event in Kanyakumari on Friday. Speaking at a government event after inaugurating several infrastructure projects in and around Kanyakumari district in Tamil Nadu, Prime Minister Modi’s speech focused mainly on attacking the opposition parties and highlighting what the previous government failed to do. “It makes every Indian proud that the brave Wing Commander Abhinandan hails from Tamil Nadu,” he said, which is in fact the first time, the Prime Minister is publicly mentioning the IAF pilot who was captured by Pakistan.   Hitting out at the opposition parties, Prime Minister said they, in their hatred for him, have started hating the country. “While the entire nation supports our armed forces, they suspect the armed forces. The world is supporting India’s fight against terror but a few parties suspect our fight against terror. These are the same people whose statements are helping Pakistan and harming India,” he said. On February 27, the opposition parties of the country issued a  joint statement in relation to the recent developments in the India-Pakistan border. "The meeting of 21 parties expressed their deep anguish over the blatant politicization of the sacrifices made by our Armed Forces by leaders of the ruling party. National security must transcend narrow political considerations. The leaders observed that the Prime Minister has, regrettably, not convened an-all party meeting as per the established practice in our democracy," read a portion of the statement.  Adding that the statements made by these parties are being used in Pakistan for their own benefit, Prime Minister said, “Modi will come and go, India will remain. Please stop weakening India to strengthen your own politics.” Strong stand against terrorism Prime Minister Modi said that India has been facing the menace of terrorism for years now but will no longer remain helpless in the wake of terror. He also added that the country will return the damage done by terrorists with interest. “From 2004 to 2014 there were several terror attacks. The nation expected perpetrators to be punished but nothing happened. 26/11 happened, India expected action against terrorists but nothing happened,” he said, indicating the failure of UPA government which was in power at the centre. He also took examples of the response meted out by the Indian armed forces after the Uri attack in 2016 and Pulwama attack recently. “There was a time when the news reports would read- Air Force wanted to do surgical strike after 26/11 but UPA blocked it. Today, we are in an era where the news reads- Armed forces have full freedom to do what they want. Influence of terrorists and terrorism has been curtailed and it is going to be curtailed even more,” he said.  Adding that the recent events have brought the nation closer, Prime Minister Modi said that he bows down to every Indian who has supported the armed forces in the past few days. The event was attended by the Tamil Nadu Governor Banwarilal Purohit, Chief Minister Edappadi K Palaniswami, Deputy Chief Minister O Panneerselvam and union minister Pon Radhakrishnan, who is also the Member of Parliament from Kanyakumari Lok Sabha constituency. One of the projects inaugurated by the Prime Minister today was the proposed railway line between Rameswaram and Dhanushkodi, which was destroyed during the super cyclone in 1964. “This line got damaged after the disaster of 1964 but for over fifty years, no attention was paid to this line. But, better late than never,” he said. He also spoke about PM Kisan scheme by which farmers are given Rs 6,000 per year, in three instalments, as support money. He said that the first instalment of the scheme has already been received by more than 1.1 crore farmers within 24 days of announcing the scheme.  The scheme is modelled after Telangana's Raitha Bandhu scheme. Other schemes praised too He also mentioned that due to his government’s diplomatic efforts taken up with Sri Lanka since May 2014, several fishermen who were arrested by Sri Lanka were released. Putting on record that India’s ranking for ‘Ease of Doing Business' has risen by 65 places, Prime Minister Modi said that his government has put its faith on the talent of Indian youth. “That is why, the Mudra Yojana was launched to give wings to the spirit of enterprise of young India. 15 crore people have got loans totaling worth over Rs 7 lakh crore. Tamil Nadu is one of the top states under this scheme,” he added. ‘People wanted a bold govt’: PM Modi Referring to the clear majority that BJP got in the 2014 Lok Sabha polls, Prime Minister Modi said that no other party had achieved that feat in 30 years in Parliament. He also stated that this was a sign from the voters about the kind of government they preferred. “The people’s message was clear- they wanted a Govt that takes bold and tough decisions. People wanted honesty, not dynasty. People wanted development, not decay. People wanted progress, not policy paralysis. People wanted opportunities, not obstacles. People wanted security not stagnation. People wanted inclusive growth, not vote-bank politics,” he thundered. Slamming the DMK-Congress combine in Tamil Nadu for the upcoming polls, Prime Minister Modi said that India remembers 2009 and how the two parties (then the UPA) allotted portfolios after the elections. “Ministers were being picked not by the Prime Minister but by those who had nothing to do with public service. There was telephone bargaining for minister posts,” he said in reference to the Nira Radia tapes. Explaining that his government is fulfilling the dreams of former Chief Minister of Tamil Nadu C Rajagopalachari (Rajaji) by creating an economy that is reform-oriented and people-friendly, Modi said that he was not in public life to further his dynasty. “My family is 130 crore Indians. I will live for them, I will die for them. I am not in public life to further a dynasty. I am here to do whatever I can for the growth of India,” he said.

Like father, like son: Wing Commander Abhinandan’s father served as MiG-21 pilot too

Wing Commander Abhinandan Varthaman is the third generation of IAF pilots from his family.
His poise and grit after being captured by Pakistan moved a nation, that prayed for his speedy release. IAF Wing Commander Abhinandan, who has spent over 48 hours in Pakistan’s custody, will be released on Friday. He had been captured by Pakistan military personnel in Pakistan Occupied Kashmir after he ejected from the MiG-21 Bison aircraft he was flying was shot down. On Wednesday, Wing Commander Abhinandan along with other IAF pilots had given chase to Pakistan Air Force F-16 jets that had violated Indian air space. Before his fighter jet was brought down, Wing Commander Abhinandan had managed to bring down PAF’s F-16 jet.  Wing Commander Abhinandan was commissioned to the Indian Air Force in 2004 and was flying a MiG-21 Bison when it was shot down during an aerial engagement on Wednesday, just a day after India carried out airstrikes on Balakot in Pakistan to destroy terror camps belonging to Jaish-e-Mohammed (JeM). Wing Commander Abhinandan is the son of retired Air Marshal Simhakutty Varthaman, who also flew the MiG-21s and retired five years ago. Abhinandan's grandfather was also in the IAF. An alumnus of the Sainik School at Amaravathinagar, Coimbatore, retired Air Marshal Simhakutty joined the IAF as a fighter pilot in 1973. Having flown 40 different types of aircraft with over 4000 flying hours to his credit, Abhinandan's father has a wide range of experience both in Operational, Flight Testing and Instructional Flying. During the 1999 Kargil conflict, S Varthaman was the Chief Operations Officer of Gwalior Air Force Station. He is credited for using his flight test experience to coordinate the upgradation of the Mirage 2000 aircraft, which was crucial in the success of the air campaign during the war. During the December 2001 terror attack on the Parliament, Operation Parakram was launched. Simhakutty Varthaman was in command of an operational air base in the western sector during this operation, as per the database. Simhakutty Varthaman is credited with establishing the Base Air Defence Centre during his tenure as wing commander at the Maharashtra Air Defence Sector of South Western Air Command. He is the recipient of the Vishist Seva Medal in January 2002 for commanding a MiG-21 fighter squadron in the East, where his unit achieved the distinction of having flown 9500 sorties without a single accident and ensuring quality training of pilots. As a COO, he is credited with coordinating the entire magnitude of operations of Kargil at the Gwalior Air Force Station and the Mirage fleet's victory. In 2011, S Varthaman took charge as the Air Officer Commanding-in-Chief of the Eastern Air Command. He retired in November 2012, according to the IAF database.  As per the Air Force Association Tamil Nadu Branch, Wing Commander Abhinandan's father Air Marshal Simhakutty Varthaman took charge as its President in September 2013. Retired Air Marshal Varthaman was the Chief Test Pilot of Aircraft and Systems Testing Establishment, and Chief Flying Instructor at Fighter Training Wing, Hakimpet. Abhinandan's sister Aditi lives in France and has married a French national, Varthanams’ family friend told PTI.

Tamil Nadu tops number of PG medical seats in the country

The record high follows the decision by the Board of Governors of the Medical Council of India to convert 384 diploma medical seats to postgraduate seats.

Post graduate medical seats in Tamil Nadu witnessed a record high from 1,250 in 2018-2019 to 1,758 in 2019-2020, following the Medical Council of India's decision to convert diploma seats. An additional sanction of 124 post graduate degrees have also been made for the academic year between 2019 and 2020. While the state originally had 1250 postgraduate medical seats up for grabs in 2018- 2019, it had requested an additional 124 seats. These seats were subsequently sanctioned by the Medical Council of India in two phases. With the conversion of 384 postgraduate diploma programmes to full time postgraduate seats, the total number of postgraduate medical seats is at 1,758. According to one report in The New Indian Express, the six colleges where the diploma seats underwent conversion include: Madras Medical College where the number of seats have now risen to 433, Stanley Medical College to 204, Kilpauk Medical College to 121, Madurai Medical College to 184, Thanjavur Medical College to 102 and Coimbatore Medical College to 33. Speaking to the newspaper, Dr A Edwin Joe, Director of Medical Education said that the move also made the Madras Medical College, Chennai the college with the most number of postgraduate degree seats - from 250 to 433 - doubling the number of its undergraduate seats. According to the Director of Medical Education, Tamil Nadu has additionally applied for a further sanction of 350 undergraduate MBBS seats for the academic year between 2019 and 2020. While Tamil Nadu has highest number of state-run medical colleges in the country, proposals for medical colleges in Perambalur and Ramanathapuram districts are pending.

No interim relief for Sterlite to access plant: Madras HC

The Court said that the state government, which shut the Sterlite copper plant in May 2018, would be held responsible for any environmental hazards that occurred while the plant was under its care.
Justices M Sathyanarayanan and B Nirmal Kumar of the Madras High Court on Friday declined to provide interim relief to Vedanta’s Sterlite Copper for accessing its plant in Thoothukudi district, Tamil Nadu. The plant was shut by the state government in May 2018, following tensions over the police shooting of 14 civilians during the anti-Sterlite protests. Sterlite had moved a petition at the Madras High Court, challenging the series of closure orders passed against the plant in April 2018. On February 18, the Supreme Court upheld its decision to issue closure orders to the plant, noting that the National Green Tribunal (NGT) did not have the authority to repeal the government order against Sterlite. Recording an undertaking from Advocate General Vijay Narayan on the matter, the Court, however, cautioned the state that it would solely be held responsible for any environmental mishaps that may take place, while the plant was in its care. CS Vaidyanathan, senior counsel for the Tamil Nadu Pollution Control Board also contended that contrary to Sterlite's submissions, the government had the wherewithal to maintain the plant under its care. It is to be noted that in June 2018, a month after the plant was shut, a sulphuric acid leak broke out at the plant, prompting Sterlite to seek permission to access the plant for maintenance. The copper smelter has told the Madras High Court that the sulphuric acid leak in the plant, which the district administration had termed 'minor,' could pose 'grave risk and danger' to the unit and the area surrounding it. According to one report in Bar and Bench, senior counsel Aryama Sundaram who appeared to make Sterlite's case on Friday argued that the Tamil Nadu government was embarrassed and that the move to shut the plant was politically motivated. The counsel reportedly cited that the state-owned Thoothukudi Thermal Power Station caused 70 percent of the sulphur dioxide emissions in the area. While the state government, the Tamil Nadu Pollution Control Board and the Tamil Nadu Electricity Board have been asked to respond, the matter was posted for further hearing on March 27.

AIADMK seals LS poll pact with Puthiya Tamilagam, to give one seat

According to the poll pact, Puthiya Tamilagam would be given one LS seat in exchange for the party's support to the AIADMK in the bye-polls pending in the state.

The ruling AIADMK announced its poll pact with Dr K Krishnaswamy's Puthiya Tamilagam party on Saturday ahead of the upcoming Lok Sabha elections. In a meeting at the AIADMK headquarters in Chennai's Royapettah, AIADMK Coordinator and Deputy Chief Minister O Panneerselvam announced that the AIADMK was entering into an alliance with Puthiya Tamilagam."According to the agreement entered into today, it has been decided that Puthiya Tamilagam would be provided with one Lok Sabha seat under the AIADMK-led alliance. In 2019's bye-polls for the 21 vacant legislative assembly constituencies in the state, it has been decided that Puthiya Tamilagam would lend its full support to candidates of the AIADMK," announced Deputy Chief Minister O Panneerselvam. This is the fourth party in the AIADMK-BJP alliance along with S Ramadoss’ Pattali Makkal Katchi. The party is also reportedly in talks with Vijayakanth’s DMDK. Speaking at the event, Krishnaswamy said, "I am happy to announce that Puthiya Tamilagam has entered into a grand, winning alliance led by Indian Prime Minister Narendra Modi and BJP President Amit Shah at the national level and Chief Minister Edappadi Palaniswami and dear brother O Panneerselvam at the state level." Krishnaswamy also said that Puthiya Tamilagam would contest on its own party symbol in the Lok Sabha polls. While Krishnaswamy himself is expected to contest on the ticket, he added that the constituency would be announced shortly, even as the Deputy Chief Minister attempted to move him away from media persons asking questions of the duo. The Puthiya Tamilagam party, founded in 1997, primarily seeks to protect the rights of the Devendra Kula Vellalar community in the state. Devendra Kula Vellalar, or Pallar, are part of the Scheduled Caste List in Tamil Nadu. However, many people in the community, led by leader Dr K Krishnasamy, have demanded that Devendra Kula Vellars be removed from the SC list, claiming that this is an ‘imposed identity’. The party has oscillated between going with the AIADMK and DMK in the past. In the 2014 Lok Sabha polls, the party chose to go with AIADMK's arch rival, the DMK and came a cropper in the one seat that was allotted to it. The party had earlier joined hands with former Chief Minister J Jayalalithaa's AIADMK in 2011 for the state assembly elections, winning two of four seats. The 2019 alliance is suspected to have been motivated partly by Prime Minister Narendra Modi’s move to raise the issue of the Devendra Kula Vellalar community at BJP’s public rally in Madurai this year. In August 2015, BJP President Amit Shah had supported the demand from some sections of the Devendra Kula Vellalars to recognise them as a distinct sub-sect under the Most Backward Class category at a public meeting in Madurai. Following this, a delegation of community members had met Prime Minister Modi in September 2015, seeking to rename their community. At a public rally in January this year, the prime minister assured the community that he was sensitive to their demands and requested the state government and the National Commission for Scheduled Castes to review the matter.

Chennai woman murdered by man for cancelling his wedding with daughter

Revathy, a domestic worker in Guindy, had called off her daughter’s wedding with Vinod after she discovered that he was into drinking and gambling.
In a horrific crime in Chennai city, a 41-year-old domestic worker was murdered by a man, after she refused to give details of her daughter’s whereabouts. Revathy, who worked in an apartment complex in Chennai’s Guindy area, was returning from work on Friday night when 30-year-old Vinod accosted her, demanding the phone number and address of 21-year-old Jeevitha, Revathy’s daughter. After an argument broke out between the duo, Vinod, who was on his bike, slashed her with a knife and fled the scene. Revathy died on the spot. He has since been caught by the police. According to the Guindy police, Revathy, a single mother, had called off Vinod’s wedding with Jeevitha, which was scheduled to take place in November last year. “Vinod and Jeevitha had been in love for five years. They got engaged in March last year with the consent of both families. However, shortly after the engagement, the mother discovered that Vinod had many bad habits like smoking up, drinking and gambling. She didn’t want to spoil her daughter’s future so she called off the wedding. This enraged Vinod as he was preparing to get invitations printed for the wedding,” said one investigation official from the Guindy police station. However, the police, who had previously been informed about Vinod’s behaviour by the family, merely let off Vinod with a ‘warning’. In November last year, the family had approached the All Women's Police Station in Guindy to report Vinod who kept pestering the family after the wedding had been called off."The AWPS warned him and there was no problem. He left them alone at that time. One month back, he reached Jeevitha's workplace and tried to contact her again. In order to stop her daughter from being bothered by Vinod, Revathy admitted Jeevitha in a hostel three days ago. Unable to contact Jeevitha, Vinod kept torturing Revathy for her contact details and finally killed her as he believed she stood in the way of their union,” said the officer. The officer added, “He came to bother them only two- three times. It would have been good if they had reported him again. Either the mother or the daughter could have come and told us that he has started troubling them again.” Vinod was arrested on Saturday under Section 302 of the Indian Penal Code (Punishment for murder).

Kalaimamani awards: Parai artistes allege discrimination and ‘modern untouchability'

The Kalaimamani awards have almost always remained synonymous with controversy. The latest one – announced for the years 2011 to 2018 – has kicked up a fresh row. Announced after a gap of 8 years, the awards must have left folk artistes on cloud nine – being perhaps the only recognition that comes their way. The folk artistes are recognised by the government by way of district level awards like Kalaimani, Kalaisudarmani, Kalaivalarmani, Kalainanmani and Kalaimudhumani. Kalaimamani is the State level recognition for them. Sources say the district level awards have also not been given away for the past few years. So, the latest announcement of the awards has come as a breath of fresh air for the folk artisets who have otherwise remained invisible. However, parai artistes have expressed resentment over the little recognition of their art form in the latest list. They allege that the art form has once again been neglected in the selection of awards, betraying a ‘willful discrimination and modern untouchability.’ Leading the chorus is Manimaran – the acclaimed parai artist who runs Buddhar Kalai Kuzhu. Buddhar Kalai Kuzhu had almost singularly worked to put parai on the mainstream map by conducting regular classes on the folk art form and holding annual camps. Over the last decade or so, parai has emerged from being relegated as an instrument solely for the Dalits and meant for funerals, to become an art form for the annihilation of caste. Besides Buddhar Kalai Kuzhu, many other art groups and initiatives like the Casteless Collective by director Pa Ranjith have contributed to this transformation of parai. But Manimaran alleges that parai still finds it difficult to break the glass ceiling of government awards. “For the first time, a parai artiste has indeed been conferred a Kalaimamani award. Panaiyur Raja from Madurai has won for the year 2017 and while this is certainly historic, we are not able to fully rejoice for two reasons," he says. Panaiyur Raja is the only artiste among a bunch of talented, deserving parai proponents to get the award. Also, he has been awarded in the category of Kombu Thappattai art form, 'markedly different from the Thappu that he performs.’ “Kombu is something like a woodwind instrument, not what Raja performs,” says Manimaran. Raja, when contacted, sought to brush it aside as ‘administrative error and that the government has promised to set it right.’ At 49, Raja has been playing the parai for over three decades, making him one of the finest artistes in Tamil Nadu. “He certainly is a fine artiste and deserves the award, but there are also many others like MSV Thangavel from Dindugul, Velu from Madurai, my own teacher Azhagarsamy, John Peter etc. I think along with Raja, many others should have been awarded the Kalaimamani,” Manimaran reasons. He also points out how awardees from other categories are often in large numbers. “Of the 201 awardees announced recently, 51 are from films. 20 from music, and 13 Bharatanatyam artistes. So it is not that our demand is misplaced. Parai is no longer the instrument of ignominy. It is no longer associated with a particular caste. There are people from across all castes who wish to learn parai and become performers. It can no longer be an act of tokenism to recognise parai artistes. By doing so, the government is only exhibiting a modern form of untouchability,” he alleges. Refuting arguments that parai artistes need to apply for Kalaimamani awards, Manimaran says not all awardees are selected on the basis of the applications. “How many of those who have won the awards recently would have actually applied? How do you expect the invisible parai artists performing in some village to understand these nuances?” he asks. Writer Ilaiyabharathi, who also served as member secretary of Tamil Nadu Eyal Isai Nataka Mandram (in charge of Kalaimamani awards) from 2006 to 2011 tends to agree: “It was a mistake and it should be rectified. Parai has found a new lease of life in the last few years and it should be duly recognised by the government. It will be good for the government to come forward and recognise [arai artists too in large numbers just as it does for other art forms” he says. Manimaran feels it is still not too late. “The government can still add some names from not just parai but those art forms that have not been recognised in this list. It is never too late to recognise talent.”

Where is Mugilan? Politicians press TN govt to find missing activist

Over two weeks since the disappearance of Tamil Nadu-based social activist Mugilan, a number of political parties came together in Chennai on Saturday to demand he be found. Mugilan, has been missing since February 15. What has added to the mystery is that Mugilan disappeared soon after he alleged in a press conference that senior police officers were involved in the May 22 shooting of 14 unarmed civilians during the anti-Sterlite protests in Thoothukudi. Activists who have called attention to his disappearance have alleged that this is not a coincidence. Speaking at a protest meeting against the state, DMK Rajya Sabha MP TKS Elangovan said, “This is not one person's problem. It is a problem that has affected a group of protesters who point out the mistakes of the government. If Mugilan doesn’t return tomorrow or doesn’t return by March 4th as the government has assured the court, this protest will take many forms. It will give rise to a people’s movement.” Human rights lawyer and activist Henri Tiphagne filed a habeas corpus petition in the Madras High Court shortly after Mugilan went missing. The court issued notices to the Commissioner of Police, Chennai and the Superintendents of Police of Kanchipuram and Villupuram districts based on the petition. According to the complaint petition, Mugilan was travelling from Egmore in Chennai to Madurai in the Nagercoil special train on the night of February 15, after he held a press meet in Chennai about the Sterlite shooting. His phone lost connectivity around 1: 45 am on February 16, alleges the petition. Special investigating teams must be formed to find him.” Velmurugan of TVK reiterated that the parties were getting ready to take the protest to the next stage. “We suspect that Mugilan has been made to disappear deliberately. The Tamil Nadu government and the Madras High Court has the duty to and moral obligation to answer our question as to where he is,” he said at the meeting. Human rights NGO Amnesty International also issued a statement, urging authorities to investigate Mugilan’s disappearance. Meanwhile a social media campaign has also been ongoing with the hashtag #WhereIsMugilan with demonstrations in USA and Australia.
