Tamil Nadu declares state holiday in April for poll day

In addition to polling for the 39 Lok Sabha constituencies, Tamil Nadu will simultaneously vote in 18 assembly bye-polls due in the state.

The Tamil Nadu government has passed an order making poll day, Thursday, April 18, a holiday in the state. Tamil Nadu will witness polls to 39 Lok Sabha constituencies as well as 18 assembly constituencies in the state. A recommendation to this effect has also been made to the Election Commission in the state. According to one report in The New Indian Express, the government order, signed by Tamil Nadu Chief Secretary Girija Vaidyanathan said, "The Governor of Tamil Nadu hereby declares April 18, the date on which the polls for the General Elections and bye-elections to 18 assembly constituencies will take place in Tamil Nadu, to be a public holiday." The declaration was reportedly made under Section 25 of the Negotiable Instruments Act, 1881. Tamil Nadu will go to polls on Thursday, April 18, 2019 for the 39 Lok Sabha constituencies across the state. The Lok Sabha Elections will take place in a single phase in the state and as well as the Union Territory of Puducherry. Along with the Lok Sabha elections, the EC has also decided to hold bye-polls for the 18 assembly seats out of 21 seats that have been lying vacant for some months now. While 18 MLAs were disqualified by the Madras High Court in October last year under the Anti Defection Law for declaring their support to AMMK’s TTV Dhinakaran, MLAs M Karunanidhi (DMK, Thiruvarur), AK Bose (AIADMK, Thirupparankundram) died in office. Hosur MLA and Minister Balakrishna Reddy was disqualified following his three-year imprisonment in a criminal case. However, Ottapidaram, Aravakurichi and Tirupparamkundram assembly bye-elections will not be held on April 18 since there are cases related to these assembly seats pending in the court. Results for both contests would be announced on May 23. The bye-poll constituencies that will go to polls on April 18 are Poonamallee (SC), Perambur, Thiruporur, Sholingur, Gudiyattham (SC), Ambur, Hosur, Pappireddippatti, Harur (SC), Nilakkottai (SC), Thiruvarur, Thanjavur, Manamadurai (SC), Andipatti, Periyakulam (SC), Sattur, Paramakudi (SC) and Vilathikulam.

Media reports had stated that there were at least 9 maternal deaths in Tamil Nadu due to the transfusion of stale or contaminated blood in three government hospitals.
On Tuesday, newspapers across the state carried front page reports that there were at least 9 maternal deaths in Tamil Nadu, due to the transfusion of lysed blood in three government hospitals. According to medical practitioners, 'lysed' essentially means components of the collected blood have broken down. This could happen because it turned stale due to exposure to inappropriate temperatures during storage or due to contamination. Doctors treating the expectant mothers in the Dharmapuri, Hosur and Krishnagiri government hospitals allegedly certified this 'spoiled' blood safe and the resultant transfusion led to immediate death or complications during delivery, resulting in the loss of the mother's life. This news comes just months after a pregnant woman was administered HIV positive blood at a government hospital in Virudhunagar district and adds to the allegations of negligence by medical professionals during transfusions. It further raises important questions about the state of infrastructure for storage of blood and procedures followed before transfusion. However, medical practitioners say that state health officials are allegedly attempting to play down the problem at hand and make blood bank technicians and doctors scapegoats for crumbling infrastructure. No clarity on number of deaths The news of maternal deaths is based on a regular audit conducted by the Tamil Nadu State AIDS Control Society and Tamil Nadu State Blood Transfusion Council. While Times of India has reported that at least 15 pregnant women have died in four months, The New Indian Express has stated that the number stands at 9 over the last year. Given the discrepancy, officials in the National Health Mission and Directorate of Medical Service, when contacted by TNM, allege that the deaths have been 'grossly misreported'. But a short conversation reveals that even health authorities lack clarity on the matter."First of all it was not lysed blood," says Dr N Rukmini, Director of Medical Services. "When blood is not compatible, there is a possibility of a transfusion reaction. The body goes into shock and reacts adversely. There have been only three such cases in six months. Reports of there being 15 maternal deaths are wrong and if it were true there would have been protests in the state," she points out. A highly placed official in the National Health Mission, however, quotes the number of deaths related to transfusion as 7 in six months. He too, however, remains defensive on the subject."As of now, after ruling out other possibilities seven deaths have been linked to transfusions and blood quality not being right," says the official, who did not want to be named. "We have tried to find the cause and the reports show that there have been oversights in the blood bank. There are 600 maternal deaths every year and of this there are about 50 for which I can't pinpoint the cause. Deaths due to transfusion reaction form a minuscule amount," he argues. While officials are dismissive over the issue, medical practitioners like Dr Ravindranath from the Doctors' Association for Social Equality say this only exposes the negligence of the government. "How does it matter if it is one death or seven? Does the loss of life only have value in numbers?" asks Dr Ravindranath. "This entire incident exposes the government's carelessness and in order to shift blame that are making scapegoats of the hospital and blood bank staff," he alleges. Criminal complaint against staff According to documents available with TNM, Health Secretary Beela Rajesh has directed the Health Department to initiate disciplinary action and file a criminal complaint against three doctors and multiple other blood bank officials and staff involved in the transfusions. The move appears to show that the deaths are a more serious issue than authorities are letting on. The official from the National Health Mission however asks, "If they (blood bank authorities) don't switch on the refrigerators (where blood is stored), what can we do?" Dr Rukmini, when asked if the situation was not worrisome, says, "Transfusions are still happening and we can't stop it. We have to be more careful and give repeated training to the people handling the blood." But the Tamil Nadu Government Doctors Association (TNGDA) has already voiced its opposition to the decision on a criminal complaint."TNGDA vehemently opposes the decision of the Government for hasty action. The order for criminal action is unheard of and that too after a team visit and very preliminary inquiry.  Such criminal action is a retrograde step and will make all medical officers incharge to resort to defensive actions," says the association's statement. It further points to flaws in the process. "An audit after months based on records is too incomplete and that too after 15 deaths (as official sources claim) is too lethargic. If at all any death diagnosed of due to transfusion reaction should have been investigated in detail with a team of specialists next day or two and samples from the said blood bag should have been done," it points out. Sources in the Medical Council of India also tell TNM that such action against the medical professionals are uncalled for and that a thorough probe must be conducted. The Health Department confirms that the Directorate of Medical Services and Directorate of Medical Education will be forming a team within a day to enquire the matter further. But Dr Ravindranath points out that the larger problem is being ignored. The larger issue "Government labs for blood banks and the kits they are given are not of good quality for testing. If the Health Department is saying that the blood was not compatible then that is also an infrastructural issue. Currently, they conduct slide tests to check compatibility and not the more sophisticated tube test because that would mean an additional expense for the government and they don't want to spend for the people," he says. "The World Health Organisation says that transfusion should be 90% components of blood but here we give up to 80% whole blood. In addition to this, there is clearly rampant corruption in procurement of blood bags and kits. Will the government also audit all this?" he asks. But despite campaigning for the Lok Sabha polls being underway across the state, most political parties have been silent on the matter except the DMK, which blamed the government for the deaths. The administration led by Edappadi Palaniswami is yet to give a reassurance to people on the matter and promise quality treatment in government hospitals."Would the number of women who have been affected matter if one of them was a Minister's pregnant wife?" asks Dr. Ravindranath. "Since it is just a poor woman who can't afford treatment at a private hospital, her life lacks value."

A day after the body of a seven-year-old girl child was discovered in Tamil Nadu’s Coimbatore district, local police have confirmed a case of sexual assault and murder. The horrific incident came to light after Vani* went missing on Monday. When initial efforts to search for the child in the neighbourhood yielded no results, the parents of the child approached the local police station. Vani's dead body was found by a search team in an alley near the couple's home on Tuesday morning. On receipt of the autopsy report, the police altered the initial 'missing' report to include sections of the Protection of Children from Sexual Offences (POCSO) Act, 2012. Speaking to TNM, investigating officials said that the child had been sexually assaulted multiple times. Police also confirmed that the altered FIR now mentions Indian Penal Section 376A (Punishment for causing death or resulting in persistent vegetative state of victim) in addition to 5(l) (Whoever commits penetrative sexual assault on the child more than once or repeatedly), 5(m) (Whoever commits penetrative sexual assault on a child below twelve years) and 6(Punishment for aggravated penetrative sexual assault) of the POCSO Act. According to one report in The Hindu, a certificate issued by the Forensic Sciences Department of the Coimbatore Medical College Hospital cited 'ligature strangulation' and 'smothering' as the cause of death. Five accused have reportedly been picked up for questioning. Speaking to the media on Wednesday, the parents of the child conveyed that they suspected four men from their neighbourhood. “They would speak to the child when she walked on the street.” said the parents. The police had earlier told TNM that the child's body was found in a roughed up state, with her clothes in a state of disarray. The police had also suspected internal injuries. As in a major percentage of cases of child sexual abuse, the police suspected the perpetrator to be known to the girl and from the neighbourhood. Soon after the incident was reported to the police, the family of the victim and residents of the locality began protesting outside the government hospital on Tuesday afternoon. They alleged police inaction in finding the culprit. The agitation was led by the victim’s mother. “I searched everywhere for my child. She only plays around this locality and doesn’t go anywhere else,” the mother had told the media. “When we found her there were wounds all over her body and so much blood. We still don’t know who did this,” she said. On Wednesday, protests intensified in Coimbatore even as the parents of the child refused to take her body, demanding that the accused be arrested. According to reports, the parents were convinced after the police showed them a video of the suspects in custody. Meanwhile, the All India Democratic Women's Association called for dedicated teams to probe missing of children.

Madras Round Table 1 is back with their annual fundraiser and this time it is to ensure more children gain fair access to quality education in the city. The fundraiser, aptly titled ‘Keep Them In School Campaign’, will help a select few schools spruce up their infrastructure. MRT1 has selected a total of 5 schools from across the city – Government Girls School, Avadi; Government Girls School, Perambur; Panchayat Union School, Thoraipakkam; Adhidravidar School, Kolapanchery and Lady NYE HSS, Taramani – to benefit from the crowdfunding. The money raised will go towards building infrastructure and equipping classrooms with better facilities. Tarun Reddy, present chairman of MRT1, India’s very first Round Table that was established in November 1957 in Chennai, says, “Certain schools wanted furniture, paint work or renovation. The all-girls school had provisions for 90 odd toilets but only 20 or so are functional. They have almost 3,500 girl students. The funds, 100% of what has been raised, will be given to these schools for undertaking such works.” MRT1 will also follow up on these projects to make sure they are completed, he adds. The fundraiser will have a show put together by renowned fashion designer Tarun Tahiliani, who agreed to hop on board as a favour to his close friend Sindoori Reddy. Sindoori is Apollo Hospital’s COO for the southern region and Tarun Reddy’s wife. Tarun Tahiliani with Aditi Rao Hydari Tarun Tahiliani’s latest collection will be on display at ITC Grand Chola on March 30. “A fundraiser has to be a spectacle. This is not like Fashion Week where buyers quickly go through a small collection. This is not a crowd that goes to fashion week every day either. We need to wow them with something fantastic,” says Tarun, in between going through sketches and making sure all the arrangements are in place for the fundraiser. The show will have a total of 80 garments from Tarun Tahiliani’s Spring Summer 2019 collection in addition to couture pieces. Tarun Tahiliani, who calls the fashion show a hook to pull people in for the cause, says, “It is very nice to be able to use our fashion once in a while to help such causes. Education has always remained close to my heart.” Tarun fondly recalls his father Admiral RH Tahiliani’s contribution towards education and adds that education was a cause he has always been interested in. “My father has been actively involved in making sure education reaches many people. Almost 2,500 children get educated at the Balvantray Mehta Vidya Bhawan Anguridevi Shersingh Memorial Academy that was run by him. When he died, one-fourth of his estate went to the school as donation. He always said education was important, that it was the future of the country,” shares Tarun. Sale of tobacco products to kids continues at many places in TN, finds study

A recent survey conducted by Consumer Voice, New Delhi in association with Consumers Association of India (CAI) has found street vendors selling tobacco products to kids outside many schools in Tamil Nadu. Vendors also seemed to be actively luring minors by selling tobacco products alongside other items such as candies, toys and other non-tobacco products. The study, ‘Big Tobacco: Tiny Targets’, was conducted across 487 points of sale around 243 schools in 20 cities across six states - Gujarat, Madhya Pradesh, Assam, Tamil Nadu, Telangana and Delhi – in November-December 2017. Published on Tuesday, it observed that out of the 487 points of sale, 46% (225) were found to be selling tobacco products to kids. When it comes to Tamil Nadu, the study surveyed 34 schools - 10 each in Pudukottai and Coimbatore and 14 schools in Chennai. Out of the 68 points of sale found in the state, 34 were selling tobacco products to kids. In Chennai, of the 14 schools surveyed, investigators say 10 were open about tobacco sales, while others sold it surreptitiously. Of the 34 violative points of sale observed in Tamil Nadu, only four had warning display boards. Further, with loose cigarettes being sold at 88% of the 34 points of sale, the purpose of pictorial warnings on packets of tobacco products was significantly diluted. Even on the national level, 90.9% of the 225 points of sale were found to be selling beedis as single sticks, making it cheap and accessible for children and the youth. Unlike the other states where mobile vendors were largely responsible for sale of tobacco products to minors, in Tamil Nadu, street vendors were largely the culprits. Incidentally, Tamil Nadu is the only south Indian state to report increase in tobacco consumption between Global Adult Tobacco Surveys. According to the Global Adult Tobacco Survey 2 (GATS2), overall use of tobacco went up to 20% in 2016-2017 from 16.2% in 2009-10.  Under Section 6(b) of the Cigarette and Other Tobacco Products Act (COTPA), the sale of tobacco products is prohibited in an area within a radius of 100 yards of any educational institutions. The Act also bans the sale of tobacco to and by minors. Section 77 of the Juvenile Justice (Care and Protection of Children) Act, 2015 also criminalises distribution of tobacco products to children. Despite the same, it was found that vendors continued to advertise tobacco products around schools – tobacco was advertised at 34% of the 225 violative points of sale across India. Advertising was found to be targeted towards minors too. At the 225 tobacco points of sale observed in India, 91% of displays were at one meter - a child's eye level; 90% of displays were beside candy, sweets and other items for children; and 54% of the points of sale had no visible health warning. Street vendors were the most common form of seller with them dominating 56.6% of the 225 points of sale. The survey recommends urgent action from the government agencies to stop tobacco companies from targeting children, stricter enforcement of COTPA rules and vendor licenses to confirm COTPA compliances. Incidentally, India was among the first countries in the world to ratify the WHO Framework Convention on Tobacco Control (FCTC) in 2004.

44 complaints filed by ECI against TN political parties

The Election Commission of India (ECI) has filed 44 complaints against Tamil Nadu’s political parties recording various electoral offences until Wednesday. Chief Electoral Officer of Tamil Nadu Satyabrata Sahoo disclosed the details in a press meet on Thursday, where he also spoke about the number of nominations that have been accepted by the ECI. “Till now 44 cases under Representation of People Act, section 171 (Wearing garb or carrying token used by public servant with fraudulent intent) of the IPC and Motor Vehicle Act have been filed by the ECI,” he said. Of the 44 cases, 10 cases have been filed against the DMK, nine cases against the AIADMK, three cases against PMK, two cases against BJP and 17 cases against independent candidates. Nominations filed The last date for filing nominations for the Parliamentary Elections and the bye-polls in Tamil Nadu ended on March 26. The ECI had allotted March 27 for the scrutiny of the affidavits and the last date for withdrawal of nominations is March 29. Speaking to the media on Thursday, Satyabrata Sahoo said a total of 1,587 nominations were filed across 39 constituencies in Tamil Nadu. Of the 1,587, 932 nominations have been considered valid and accepted and 655 nominations have been rejected by the ECI. While Karur parliamentary constituency saw the highest number of accepted nominations at 43, Nilgiris saw the lowest number of accepted candidates at 10. Similarly, the ECI received 518 nominations for the bye-polls to 18 Assembly constituencies in Tamil Nadu, which is also scheduled to be held on April 18. Of the 518, the ECI has accepted 305 nominations as valid and rejected 213 nominations. Perambur Assembly constituency saw the highest number of accepted candidates with 51 while only eight candidates were accepted from Gudiyatham, making it the least. Cash and jewellery seizure The CEO also said that Rs 50.7 crore cash has been seized across Tamil Nadu after the Model Code of Conduct came into effect and jewellery worth more than Rs 69 crore has been seized by the officials till Wednesday. Seized gold jewellery accounted for 223.5 kilograms and silver jewellery weighed 346.7 kilograms. Recent news reports also stated that Tamil Nadu topped the list of seizures of money, alcohol and jewellery made in the run up to the elections, followed by Uttar Pradesh and Andhra Pradesh.

Chennai man accused of sexually assaulting puppies arrested

The accused, 30-year-old Bhaskar, was caught after another resident allegedly saw him sexually assaulting a calf on Tuesday.
Over a week after a resident of Madhavaram in Chennai accused a man of sexually assaulting puppies, the police on Wednesday arrested a 30-year-old man in relation to the case. The arrest happened after another resident of Madhavaram allegedly found the accused, Bhaskar, sexually assaulting a calf on Tuesday, and complained to the police. “Bhaskar began walking away when he realised there was someone watching him. A resident of the area followed him to his house and later informed us. We reported the incident to the Madhavaram police and this was added to the existing FIR under his name. This time, with help from Joint Commissioner (North) of the police, there was immediate action,” says Sai Vignesh, an animal rights activist. An FIR has been filed under section 294 (doing obscene act in a public place) of the Indian Penal Code. Bhaskar lives in Madhavaram, and residents and Sai Vignesh allege that he is a repeat offender. He was produced before a Magistrate Court where directions were issued for him to be treated for his mental illness. However, Sai Vignesh alleges that portraying the accused as mentally ill is a 'ploy' by his parents to ensure he is not punished. Last week, another Madhavaram resident, Ilavarasi had complained about Bhaskar to the police for allegedly sexually assaulting 15-day-old puppies in her area.  Ilavarasi had said that her complaint was treated lightly by the police, though she provided CCTV footage to them as proof. In the footage, a man can be seen unzipping his pants. However, Ilavarasi had told TNM that the police stalled saying they could not see the crime clearly in the footage. While an FIR was filed later, no action was taken until now.

While the recent case of a 7-year-old girl being raped and murdered in Coimbatore has sent shock waves across the state, news has now emerged that the child may have been sexually assaulted in the past.  Speaking to TNM, Deputy Superintendent of Police Mani said, “There may have been chances of the child being sexually assaulted prior to this incident. We will only know when the investigations are complete.” The body of the girl was discovered on Wednesday and police on Thursday confirmed a case of sexual assault and murder.  Mohan, State Member, Tamil Nadu Commission for Protection of Child Rights in an interview to the press said, “The police have now formed 10 teams for investigating the case. They have detained a few so far. Based on the post-mortem report, we will be able to gauge better.” Police are also looking to see if the perpetrator might have been someone close to her or from her neighbourhood. Speaking to the media on Wednesday, the parents of the child conveyed that they suspected four men from their neighbourhood. “They would speak to the child when she walked on the street,” said the parents. Saravana Bhavan founder P Rajagopal sentenced to life for murder, SC upholds conviction

Eighteen years after the abduction and murder of a man in Tamil Nadu, the Supreme Court on Friday upheld the conviction and life imprisonment of P Rajagopal, the founder of the Saravana Bhavan chain of hotels.  The apex court’s order comes 10 years after the Madras High Court’s sentence. Owing to medical grounds, the SC bench has given Rajagopal time until July 7 to surrender.  The case dates back to 2001 when P Rajagopal, also known as Annachi, hired eight henchmen to abduct and murder Prince Santhakumar. This as Santhakumar, a math teacher had married a woman named Jeevajyothi, who was the daughter of Rajagopal’s employee Ramaswamy. Jeevajyothi was a woman Rajagopal wanted to marry and make her his third wife. Ramasamy and his family shifted to Chennai sometime before 1999 and he started working in Saravana Bhavan as an Assistant Manager. Meanwhile, he engaged Santhakumar to take math tuition for his son. Later, Ramasamy left for Malaysia and his daughter Jeevajyothi, fell in love with Santhakumar. Ramasamy did not agree to the marriage as Santhakumar was a Christian, but the couple registered their marriage in April 1999. A few months later, the newly married couple approached Jeevajyothi's uncle and Rajagopal for a loan to start a travel agency. Rajagopal, who then became obsessed with her, started calling her on a daily basis and gifting her expensive things like jewellery. According to reports, Rajagopal had pursued Jeevajyothi, who was then 20, to become his third wife. This was reportedly based on an astrologer’s advice. The man then tried to drive a wedge between the couple, first by making a doctor tell Jeevajyothi that her husband needed to undergo an HIV test. At one point, he gifted her a phone. In 2001, Jeevajyothi threatened to go to the police as Rajagopal started interfering in her life more. He then told her that he would 'manage police with money' and boasted that his second wife too had married him under duress, but she was living a 'queen's life after'. Rajagopal also announced to Santhakumar that he intended to marry his wife. When the couple tried to move out of Chennai to an unknown location, Santhakumar was assaulted by Rajagopal and his henchmen. Though the couple went and lodged a police complaint, they were continuously harassed. In October 2001, Santhakumar was abducted and his wife taken to a village in TN to remove 'witch craft' effects on her. Though Rajagopal's henchman and second accused Daniel claimed that he had killed Santhakumar by leaving him tied to a railway track, Santhakumar was spared. He contacted his wife and the couple confronted Rajagopal. On 26 October 2001, Jeevajyothi, Santhakumar and her family were taken to Tiruchendur. Somewhere along the way Santhakumar was separated from the rest of the family and murdered. His body was found in the hill station of Kodaikanal. Three years later, in 2004, the hotelier was found guilty by a sessions court and sentenced to 10 years rigorous imprisonment. While the Saravana Bhavan founder went on to challenge his conviction, the prosecution sought an enhancement of his punishment. The Madras High Court, in 2009, set aside the sessions court’s punishment, pointing out that a conviction under Section 302 (murder) of the IPC justified life imprisonment. The judgment by Justice Banumathi and Justice PK Misra on 19 March, 2009 had noted that the prosecution had proved that 'Rajagopal either because he was advised by an astrologer that his business and prosperity would increase if he takes Jeevajyothi as his third wife or maybe he was besotted with Jeevajyothi, notwithstanding that she had already married Santhakumar'. The Election Commission of India has allotted the 'gift pack' symbol to TTV Dhinakaran’s AMMK, days after directions from the Supreme Court. The ‘gift pack’ will be the common poll symbol for the party’s contestants in the upcoming Lok Sabha and state bye-elections. Since the AMMK is not a registered political party, the apex court noted that candidates who emerge successful at the ballot would be considered independents. In a statement issued by the EC on Wednesday, the autonomous electoral body said that the gift pack symbol was picked by the party “...to state that on the basis of the choice of the symbol proposed by the petitioner, the Commission has decided to allot the common symbol ‘Gift Pack’ to all the candidates contesting on behalf of the petitioner group as mentioned in the Order of the hon’ble Supreme Court for the current General Elections to the House of the People, 2019 in all 39 Parliamentary Constituencies in the State of Tamil Nadu and 1(One) Parliamentary constituency in the Union Territory of Puducherry, and Bye-election to the 18 Assembly Constituencies in the State of Tamil Nadu and 1 Assembly Constituency of Puducherry,”(sic) it read. The confusion over a party symbol arose soon after the Delhi High Court ruling in February which dismissed Dhinakaran’s claim to the two-leaves symbol, stating that it belonged to the ruling AIADMK in the state. Following this, Dhinakaran petitioned the Supreme Court, seeking the pressure cooker symbol for his outfit in the upcoming elections. However, the EC responded in court stating that several others may have asked for it in different constituencies. Despite launching his party in March last year, RK Nagar MLA TTV Dhinakaran had not registered AMMK with the Election Commission yet since this would mean giving up claim over the two leaves symbol. In order to ensure a level playing field, the apex court directed the EC to allot one of the common symbols available with the EC.

A case of bribery has been filed against Tiruchendur DMK MLA Anitha R Radhakrishnan for allegedly distributing cash to women in front of DMK Rajya Sabha MP Kanimozhi. According to a statement from the Election Commission, which took cognizance of the matter, the MLA was seen ‘distributing cash to ladies performing 'aarti' at a private event, in the presence of Ms. Kanimozhi.’ However, the video has been doing the rounds on social media well before the notification of polls. A statement from the EC read, “Based on the viewing of a video clip showing a sitting DMK MLA, A Radhakrishnan of Tiruchendur Assembly Constituency, distributing cash to ladies performing 'aarti' at a private event, in the presence of Ms. Kanimozhi, the police have registered a case.” The viral video shows the DMK MLA standing beside Kanimozhi even as women perform ‘aarti’ for the DMK’s Lok Sabha candidate from Thoothukudi. The DMK MLA proceeds to hand out cash to each of the six women seen in the video, even as they bless Kanimozhi and shower flowers on her entourage. However, it is not uncommon to place cash on the plates of women performing the ritual aarti.   The police have registered a case against the DMK MLA and seven others under Indian Penal Code Sections 171H (Illegal payments in connection with an election), 171E(Punishment for bribery) and 143(Whoever is a member of an unlawful assembly, shall be punished with imprisonment of either description for a term which may extend to six months, or with fine, or with both). “Detailed enquiries are being conducted to come to a logical conclusion as per law,” said the EC statement. In the run up to the Lok Sabha elections, the state EC has been cracking down on cash distribution in recent weeks. However, since this video in question has been circulating well before the notification of polls and the commencement of the Model Code of Conduct, it remains to be seen what action can be taken against the MLA. In a grim reminder of the situation in the state, the EC statement also showed that Tamil Nadu continues to top the list of states with highest cash seizures with a whopping Rs 129,907 crore being seized by the EC sleuths on Thursday.

“Declare all corrupt judicial officials anti-nationals”. This statement was not made by a political leader or by someone on social media. The observation was by the Madras High Court during the hearing of a writ petition on Wednesday. Justice SM Subramaniam was considering a petition challenging the prolonged suspension of a village administrative officer (VAO) in Tamil Nadu involved in a criminal offence when he spoke against the inherent and normalised state of corruption in India.  “Every common man, in our great nation, is facing corruption from his/her birth to death. Bribing the public authorities start right from the child in mother’s womb. Even for getting the benefits of government welfare schemes, people have to bribe the public officials,” observed Justice Subramaniam.  While dismissing the plea of the (VAO) accused of corruption, Justice Subramaniam observed that the judiciary, too, is not exempted from corruption. He said, “Corrupt judicial officers are to be declared as anti-nationals, so also the public servants. They are anti-nationals because they are obstructing the developmental activities of our great nation.” Justice Subramaniam went on to observe, “Terrorists are declared as anti-social elements. Thus, persons corrupt and acting against the developmental activities of our great nation are also to be declared as anti-nationals.” The High Court judge further stated, “These anti-nationals do not care about the development of our Great Nation. They are interested in their self-development alone. Nothing wrong to become a rich. However, the process of being adopted for achieving one's ambition or goal must be through the way, which would not affect the interest of our nation and, also would not infringe the rights of all other co-citizen.”   ‘Corruption tantamount to denial of rights’ While criticising the corrupt ways of the public officials, Justice Subramaniam noted that corruption tantamounts to denial of one’s rights. Drawing instances from various walks of life, Justice Subramaniam said that a pregnant woman has to bribe hospital staff and doctors to get basic medical treatment and that different amounts are taken as bribes from men and women. “Even in examinations, evaluation of answer sheets, providing internal marks, everywhere, bribe to the officials are common,” he added. Making a critical note of the sexual favours demanded in lieu of bribe in educational institutions and public offices, Justice Subramaniam added that the worst form of corruption happens at the burial ground. “Unless the public servant in the burial ground maintained by the state or local bodies are bribed, the dead body will not get appropriate timings for burial. The right of decent burial is also denied,” he stated. Justice Subramaniam also equated the minority of non-corrupt with ‘Pandavas’, and the majority corrupt with 'Kauravas'. “This Court is of the fond hope that the minority non-corrupt will certainly win the battle against the corruption...,” he said. “Though cases are booked and corrupt officials are prosecuted under the Prevention of Corruption Act, such actions are a mole in the mountain. Large scale corruptions are, though noticed, not prosecuted. For that also, bribes are offered,” he pointed out. He also pointed out that a state must establish a sound and sufficient Vigilance and Anti-Corruption Wings for the effective and efficient implementation of Anti-Corruption laws.

A total of 845 candidates will be contesting from 39 Lok Sabha seats in Tamil Nadu, according to the final tally announced by  Chief Electoral Officer Satyabrata Sahoo. The Election Commission of India released the final number of candidates contesting from each constituency for the upcoming Lok Sabha polls and Tamil Nadu assembly bye-polls on Friday. The ECI had given time till 3 pm on Friday for the candidates to withdraw their nominations for the elections scheduled to be held on April 18. Of the total 845 candidates, 779 are male, 65 are female and one is trans gender candidate. Similarly, for the bye-polls in 18 Tamil Nadu assembly constituencies, a total of 269 candidates have been announced in the final list. According to the data shared by the CEO, Karur Lok Sabha constituency will see the highest number of candidates contesting for the polls with 42 candidates. Nilgiris constituency will have 10 candidates contesting from it, making it the least in the state. Similarly, for the assembly bye-elections, Gudiyatham assembly constituency will have the lowest number of candidates at seven and Perambur will have the highest candidates for the bye-polls at 40. Cash and gold seizure According to the data of the ECI as on March 29, the officials across Tamil Nadu have seized 72.94 crore cash since the Model Code of Conduct came into force. The quantity of gold and silver seized till Friday stood at 608 kilograms collectively worth Rs 74.47 crore. While the quantity of gold seized is 261 kilograms, silver seized stood at 346.7 kilograms. According to the ECI data, Tamil Nadu still remained at the top spot in the total value of restricted items seized in the run up to the elections as on Friday worth Rs 153.32 crore apart from Gujarat, which saw drugs worth Rs 500 crore seized.

With Tamil Nadu going to polls in less than a month, high drama unfolded at midnight on Saturday even as sleuths from the Income Tax Department arrived at the home DMK leader Durai Murugan in Vellore. The officials were attempting a search of the premises when Durai Murugan and those present along with him informed the search team that they would not be allowed inside. The DMK leaders pointed out that the search team did not have jurisdictional authority in the area. According to reports, a flying squad team of the Election Commission and officials of the IT Department arrived at the home of DMK Treasurer Durai Murugan around 10 pm on Friday evening. Since neither he nor his son and the party's Lok Sabha candidate for Vellore were present, they were made to wait. The duo, who arrived at their home two hours after the search team landed asked to examine the search warrant along with the DMK’s legal team. According to one report in The New Indian Express, the search was to be carried out under Article 131 of the IT Act. “A three-member team was present at the house when we returned from election campaign. When we asked what they had come for, the official said they were from the Income Tax department and wanted to search the house. However, the search warrant they carried denoted cash movements (flying squad search) under the jurisdiction of Arakkonam parliamentary constituency, and it was not applicable to conducting search at the house.This attempt is politically motivated and the officials are not abiding by the laws. We are ready to cooperate with the search if it is legally carried out, ” the newspaper quoted Paranthaman, joint secretary of DMK’s legal wing, as saying. With a new search warrant being issued for the Vellore jurisdiction, a new team arrived at the Katpadi home of the DMK leaders and conducted a search of the premises at 3 am. Two more officials reportedly joined the search team at 5: 45 am. The Election Commission has been leading a crackdown on cash distribution across the state even as the Model Code of Conduct is in place across the country. In the run up to the Lok Sabha polls, Tamil Nadu has witnessed the highest amount of cash seizures in India. IT raids have happened in many places in Karnataka too. Houses and establishments of politicians from the JD(S) and people close to HD Kumaraswamy were raided this week. The Chief Minister sat on a dharna condemning the move and calling it vindictive action.

Chennai Metro to extend service timings from Monday to Saturday

In a move to encourage usage of the Chennai Metro, the CMRL has announced an extension of services from the four terminal stations in the city. Trains will commence service at 4.30 am while the last train will depart at 11 pm, beginning on Saturday. However, the trains will arrive at a frequency of one train per 30 minutes between 4.30 am and 6 am and 10 pm to 11 pm. “The first train from the Airport Metro, Washermanpet Metro, St Thomas Mount Metro and Central Metro terminals will be at 4.30 hours to and last train from above terminals shall be at 23.00 hrs. The frequency of train services shall be every half hour from 4.30 hours to 6.00 hours in the morning and from 22.00 hours to 23.00 hours at night,” read a statement from CMRL. While the headway during peak hours from 8 am to 11 am and 5 pm to 8 pm will be five minutes, other times that are considered non-peak hours will be operating at a frequency of seven minutes. However, the CMRL said that the new timings will be applicable only between Monday and Saturday. "Existing time table will be followed for Sunday with train services commencing at 7.58 hours to 22.01 hours,” it said. According to one report in The Hindu, CMRL officials conducted a meeting on Friday to work out ways to deal with extending service time. The discussion included the 'additional manpower' that would be required at the stations for security purposes. Citing a study carried out by the CMRL, the newspaper also reports that the metro authorities predicted that the extended service would aid passengers using the service from Chennai Egmore, Chennai Central and Chennai Airport.

How the media turned Saravana Bhavan Annachi’s crime into salacious gossip

In 2001, the Tamil media went on a slut-shaming spree from the moment the story of the murder emerged.
Jeevajothi. That was a name that captured the imagination of the public in Tamil Nadu in 2001, invoking different feminine personas for her. It was an eventful year for the state as J Jayalalithaa had to step aside from the Chief Minister’s chair and name O Pannerselvam for the post. It was also the year that saw the statue of Kannagi, an epic heroine from Tamil literature who epitomized an avenging wife, being removed from its pedestal on Marina in Chennai, rather surreptitiously, raising a public outcry. If the 20-year-old Jeevajothi was likened by some to Kannagi for taking to task an extremely rich restaurant owner, P Rajagopal, then 54 years old, for murdering her husband, it was the kindest of all epithets heaped on her. For otherwise, the Tamil media went on a slut-shaming spree from the moment the story of the murder emerged. Till then, Rajagopal was a man with humble beginnings who rose to dizzying heights in business. His story was portrayed as a rags-to riches success tale in newspapers. But Jeevajothi turned that exalted image upside down, prompting Tamil magazines to investigate the salacious side of the rapacious restaurant chain owner. Media trial of Annachi and Jeevajothi Soon, skeletons started tumbling out of Rajagopal’s closet. The media found out that he had a second wife, living in a posh bungalow, and that she was once the wife of an employee. One of the magazines even tracked down the former husband, then doing some menial work somewhere far away from the humdrum of Chennai. The story was well received as details around ‘Saravana Bhavana Annachi’ and his intimate affairs hit the public domain. (Annachi, meaning elder brother in Tamil, is a sobriquet given to businessmen, particularly grocers, from the Nadar community). Till then, the newspaper reader only knew Annachi as an astute businessman and a strict disciplinarian, who took care of his workers and their families kindly, even arranging foreign trip as incentives for good work. He was known for his simplicity, benevolence, religiosity – he was an ardent devotee of Kirubananda Variar, whose photograph adorned the wall of every restaurant he owned – and his culinary knowledge, all of which had been written about extensively. So, when new insight was given to his private affairs, the public turned voyeuristic. It was in that process that Jeevajothi’s name too was sullied. She was portrayed as a Saravana Bhavan employee’s young daughter who had given in to Annachi’s demands, and that he was unable to let her go because he had fallen for her. There was another theory that he wanted to take her as his third wife as per an astrologer’s advice that forecast a glorious future in business. But the dominant trope of the day was that he fell for Jeevajothi’s charms. Rumours circulated that there were many more employees’ relatives who were being specially cared for by Annachi, which besmirched the reputation of every worker in his restaurants. Footfalls started declining for the first time. The manner in which Jeevajothi’s past was recounted in the pages of the Tamil newspapers and magazines also highlighted the arrogance and sense of entitlement that Annachi had displayed after making money in abundance. For he had refused to take ‘no’ as an answer from the young woman and even conspired to eliminate her husband, Prince Santhakumar, whom she had married against her parents’ wishes. A business empire which stood strong Till then, Saravana Bhavan was the No. 1 restaurant brand, patronised by the middle and even upper-middle class. Its popularity, in part, stemmed from the perceived hygienic surroundings in which the vegetarian food was prepared and the cleanliness of the staff, which Annachi was apparently very particular about. The quality of the food served was highly rated by diners, who would flock to the restaurants. Finding a table during peak hours was a challenge, but they would not mind waiting. Most neighbourhoods in Chennai had their own branch, besides multiple towns and cities, and even overseas where patrons started casting suspicious looks at the bearers and other staff. When the story unfolded, it became clear that Annachi had the police in his pocket. It was an open secret at that time that policemen were not charged at his restaurants – it was a common sight to see men in uniform placing their orders, finishing their meals and leaving without paying the bill. So Jeevajothi’s complaints were not entertained by the police, and Prince Santhakumar was killed and the body was dumped in Kodaikannal. But by the time the case was heard by a court in Poonamalee and the verdict was delivered in 2004, the Tamil magazines and newspapers had lost interest in the story of Annachi. The salacious stories of his secret pursuits had been enough for people to make up their minds about him. He was demonized and the women who were named were slut-shamed as one publication after another vied to get the next big newsbreak in 2001. Apart from depending on police inputs, many publications went about their own investigations, tracking down people who would tell a story. Say, like how Annachi, who started out as a cleaner at a restaurant after dropping out of Class 7 in an obscure town, reached Chennai to start his own restaurant, and veered away from his path of business growth to cast his eyes on his employees’ wives. The media narrative had been so engrossing and curious that The New York Times revisited Annachi’s life in 2014 and published a story under the title ‘Masala Dosa To Die For.’ By then, New Yorkers had become familiar with the vegetarian fare that he had been serving Chennaiites since 1981. Between 2001 and 2019, his business empire has been taken to further heights by his two sons who have started several branches overseas, though the restaurants in Chennai have lost to many newcomers. Annachi has led a normal life for the past 18 years, except for some brief periods of incarceration. As he is locked up at the age of 71 for his crimes, Jeevajothi has reason to rejoice. She has moved on with her life, and has settled into her own married life. But not much is known about the other woman, the second wife, whose photograph had appeared in the newspapers at that time. It seems like the media has also moved on, for we still don’t know what happened to the other characters who were key figures in the media circus 18 years ago. Views are the author's own. Tamil Nadu’s Chief Electoral Officer Satyabrata Sahoo said that Income Tax officials searches conducted in DMK leader Durai Murugan’s house were initiated based on information provided by the police. The search, which began in the wee hours of Saturday ended later in the day, with the officials seizing Rs 10 lakh as alleged ‘excess cash’ from the leader’s house in Vellore. Searches were also conducted in the colleges run by Durai Murugan Educational Trust and in the farmhouse of a close aide. Durai Murugan’s son Kathir Anand is contesting from Vellore Lok Sabha constituency in the upcoming polls. Around 10 pm on Friday, a team of officials from the Election Commission and Income Tax department landed up at Durai Murugan’s house in Vellore. Since Durai Murugan and his son were not available, the team waited for around two hours till the duo reached home. Durai Murugan, his son and DMK’s legal team examined the search warrant in possession of the search squad, which indicated cash movements under the jurisdiction of the Arakkonam parliamentary constituency, under which the house does not fall. Hence, the legal team entered into an argument with the search team, following which they returned with a new warrant which authorised the search in Vellore constituency around 3 am on Saturday. The search, which lasted for more than 10 hours on Saturday, saw Rs 10.50 lakh of alleged ‘excess cash’ being seized from Durai Murugan’s house, according to reports. While Durai Murugan slammed the searches and called it a ‘conspiracy’ by political opponents, the CEO told the press that it was done following information provided by the police. According to the data with the Election Commission of India, Rs 91.01 crore cash and 684 kilograms of precious metals have been seized by the officials across the state. The total value of the precious metals seized is around Rs 88.27 crore and the total value of cash, liquor, narcotics and metals seized in Tamil Nadu as on Saturday stands at Rs 185.4 crore.

Tamil Nadu Chief Minister Edappadi K Palaniswami promised on Saturday that the Godavari and Cauvery rivers would be linked to solve the water crisis faced by the delta districts in the state. He was visiting Nagapattinam and Thiruvarur districts, which are a part of the Cauvery delta in Tamil Nadu, for election campaigning. Speaking to the voters in Thiruvarur district, the Chief Minister said that Tamil Nadu was tired of fighting battles for water legally and that the two rivers in South India would be linked at a cost of Rs 60,000 crore. Furthermore, he said that a team of retired engineers are studying ways to conserve water that flows into the sea, and that the government will ensure that all water bodies are desilted and maintained properly to prevent water from wastefully draining into the Bay of Bengal. He also said that the Rs 2,000 monetary assistance would be provided to the families belothe w poverty line would be continued even after the polls. Slamming the DMK for its cadres resorting to violence in shops, Palaniswami also spoke about the Kodanad controversy. According to reports, he said that those involved in Kodanad deaths have murder cases against them and since DMK President MK Stalin tried to get them out on bail, it seems that he is their gang leader. When he speaking at Amaravati in Andhra Pradesh, he stated that the project would help save around 1,100 tmcft of Godavari water which is flowing into the sea, and use it to irrigate the fields of Tamil Nadu. He added that this project would be implemented using steel pipes to interlink the rivers, as canals lead to loss of water due to evaporation.

The police on Sunday arrested 34-year-old Santosh Kumar for raping and murdering a 7-year-old girl child from Coimbatore, almost a week after the crime came to light. Speaking to TNM, Deputy Superintendent of Police of Coimbatore, Mani, said, “He was the girl’s neighbour. He will be taken before the Judicial Magistrate late on Sunday or early on Monday. He has confessed to the crime and a case has been registered under IPC section 376A (causing death of rape victim) in addition to 5(l) (Whoever commits penetrative sexual assault on the child more than once or repeatedly), 5(m) (Whoever commits penetrative sexual assault on a child below twelve years) and 6 (Punishment for aggravated penetrative sexual assault) of the POCSO Act.” Late on March 25, a missing complaint was filed at Thudiyalur Police station by the child’s mother, a resident of Pannimadai. Soon after, early on Tuesday, the mutilated body of the child was discovered by the police in an alley close to her house in Pannimadai. Autopsy report suggested the child was raped before being smothered to death. Santosh Kumar, a resident of Thondamuthur in Coimbatore, moved to live in with his ageing grandmother in Pannimadai about three months ago. This is where he sexually abused the child before finally raping and killing her in cold blood. Santosh Kumar is employed as an interior worker. His grandmother passed away earlier this week, due to age related ailments, the same night the crime came to light. The police do not suspect any foul play in her death. “She was ill for about a month and her death was due to natural causes,” said DSP Mani.

Eight people from All India Forward Bloc, including the President of the former Bharatiya Forward Bloc, KA Murugan, were arrested in Madurai Airport on Saturday for raising slogans inside a flight. According to reports, the incident happened on an IndiGo flight from Chennai to Madurai. As the descent was announced, Murugan and a few others got up from their seats and started raising slogans. They were demanding that the Madurai airport be renamed after Muthuramalinga Thevar. Despite multiple requests from the flight crew, the group did not lower their voices. Hence the crew intimated the airport about it and the men were arrested after the flight landed in Madurai. Confirming the arrest, a police officer from Perungudi police station in Madurai told TNM that an FIR has been registered against eight men under sections 147 (Punishment for rioting), 290 (Public nuisance), 341 (Wrongful restraint), 342 (Wrongful confinement), 153A (doing acts prejudicial to maintenance of harmony) and 505(1)(b) (with intent to cause, or which is likely to cause, fear or alarm to the public, or to any section of the public whereby any person may be induced to commit an offence against the State or against the public tranquility) of the IPC. The police officer said that the accused were part of All India Forward Bloc. Bharatiya Forward Bloc was a political party in Tamil Nadu which merged with the All India Forward Bloc before the 2006 elections, and KA Murugan and the other arrested men were all part of Bharatiya Forward Bloc. The demand for the Madurai airport to be named after Pasumpon Muthuramalinga Thevar is a longstanding one. Various political parties have asked for the central government to consider the demand in the past, for which the union government had also replied that the matter would be considered if the state government passes a resolution in the Assembly recommending the same. Various Thevar outfits including All India Forward Bloc had called for a bandh in February, asking for their demand to be met.
