Private companies should declare holiday on April 18: TN IT Employees Union to EC

The Union of IT and ITes Employees (UNITE) has written to the Election Commission of India to issue a notification to all private companies in Tamil Nadu to mandate compulsory holiday on April 18 - polling day. In a letter addressed to Chief Election Commissioner of Tamil Nadu on Saturday, Bharanidharan, President of UNITE and Alagunambi Welkin, its General Secretary, requested the Election Commission to make sure all private companies in the state follow the instructions issued as per GO Ms No 201 that has declared a public holiday on April 18.  Stating that Tamil Nadu has around 7 lakh IT employees and that majority of them were from different states in the country, UNITE has also asked for flexible leaves for those applicable. While Government of Tamil Nadu has declared a public holiday on polling date, April 18, under section 25 of Negotiable Instruments Act, 1881, UNITE alleges that not all private companies allow their employees to take off from work. “As per the order IT/ITes employees needed to provide a paid holiday but majority of companies were planning to operate on polling date and even instructed employees about working day. In past general elections also there were many incidents reported about IT/ITes companies operated on polling date. In Tamil Nadu alone there around seven lakh IT employees working in various parts of the state as majority of this IT/ITes employees were intra state migrants so this holiday is mandate for expressing their fundamental right,” reads their letter. UNITE has also put forward four specific requests to EC in this regard. In addition to issuing notification to all private companies in the state to mandate compulsory holiday on polling date, they also request Election Commission to instruct IT/ITes companies and its employers’ body NASSCOM to provide flexible leave for inter-state migrant employees on polling date. In order to make sure the order is implemented, they also request for EC to form squads to monitor the implementation of holiday and to take stringent action against the violators.

As the blistering April sun hits the shores along Panaiyur on East Coast Road, fisherfolk are listening in rapt attention as one campaign vehicle after one another passes by. The voters from the Chennai South Lok Sabha constituency have seen heightened activity in their area since polls were announced. "They seem to remember us only when it is election time. When we were shooting from the rooftops about demands as a fishing community no one paid heed. There is only so much you can cheat at the ballot so obviously they need us now," says an agitated Rathnaprabha, a member of the populous fishing community from the southern stretch of the city. She says, “The fishing community continues to be battered with every natural calamity, whether it is Ockhi or Gaja. We are the first ones to be affected. But the newspapers come and look at us from the outside and it looks to them like nothing is wrong. But look at our damaged boats and nets. We risk our lives to contribute to the economy but our needs are not fulfilled or prioritised.” In November 2017, members of the fisherfolk community wrote to the Centre, seeking to be included in the Scheduled Tribe list. The move was motivated by the community’s demand to assert it rights in Coastal Zone Regulation issues. With the development of private companies and key PSUs along the coasts, the fishing community has protested about the effects to its livelihood. Chennai South has been an important constituency for the city, representing six assembly segments: Virugambakkam, Saidapet, T Nagar, Mylapore, Velachery and Sholinganallur. The parliamentary constituency has alternated between the ruling AIADMK and the DMK since 1962, with a string of Congress MPs from 1977 to 1989. Over the last two decades, however, the DMK's TR Baalu has emerged victorious from the constituency four times: 1996, 1998, 1999 and 2004. While Baalu moved to Sriperumbudur constituency in 2009, C Rajendran of the AIADMK defeated DMK’s RS Bharati in the Lok Sabha polls held that year. The seat was retained by the AIADMK in 2014, with Fisheries Minister D Jayakumar's son Jayavardhan Jayakumar winning comfortably. A full five years later, the constituency, plagued by environmental and safety issues, will witness a contest between sitting MP Jayavardhan and DMK newbie Tamilachi Thangapandian, daughter of former Minister Thangapandian. (Painted stork at the Pallikarnai marshlands, balajis22_g/ Wikimedia Commons/ CCBYSA4.0) Never ending woes of the Pallikaranai marsh Speaking to TNM, environmental conservationist S Kumararaja of the Save Pallikaranai Marshland Forum says that the segregation of waste in the area could be an effective solution to alleviate water woes in this part of the city. In October 2018, the city experienced an unexpected, manmade water crisis when private water tankers and packaged drinking water companies decided to strike, plunging many parts of the city into a drought. Companies had taken issue with the Madras High Court directing authorities concerned not to grant a license, no objection certificate (NOC) or permission to commercial establishments/persons to extract groundwater for commercial usage without inspecting the water flow meter, that allows for fixed water extraction. The shrinking Pallikaranai marshland, in particular, has come to be exploited by private water tankers. “1000 acres of the Pallikaranai marshland is protected area now. We have been fighting for this since 2002. Only if the land receives protection under the Forest Act will it be unexploited. We are seeking another 600 acres to be placed under the ambit of the Act. Recently, a private brick manufacturing company has been given permission and they are dumping their unsegregated waste. The current MP has managed to get Rs 1,200 crore for solid waste management in the area but works have not been carried out yet,” he explains. The surplus water from 16 lakes in the city drains into the marsh, points out Kumararaja. “If wastes are dumped here, like heavy metals, they pollute the water and empty the borewells with their nickel and iron content. It changes to hard water. If the garbage is duly segregated, it can be made into manure and used well. Groundwater is severely affected,” he says. Speaking to TNM, Chennai South MP Jayavardhan Jayakumar says the focus is on 'holistic, long term solutions’. “For solid waste management, around Rs 1,200 crore worth of projects have been sanctioned for my constituency. Within a period of two to three years, there wouldn't be a problem with garbage segregation. The entire system would be taken care of. Pallikaranai marshland is going to be a part of the preservation. There's going to be a plan which will come up there at the cost of Rs 320 crore.” he says. However, Murali, an auto driver from Adyar, laments that even the good policies brought under the present dispensation have failed. “Before the plastic ban, everybody was ready to implement it. There was so much talk about what to use instead of plastics. But three months later, nobody cares. Every day I get plastic covers and parcels, people are using it. The authorities should have taken strict action and set an example. That would have taught a lesson but now it is too late. Everyone takes it casually,” he says. Tamilachi Thangapandian, who reminds voters she is from Neelankarai and thus easily accessible, says that women’s safety is a priority. Citing the naming of the survivor in the Pollachi sexual assault case, Tamilachi says, "DMK doesn't put forth these issues only for elections. Whenever women face humiliation, DMK voices out for them." Arthi, a software engineer at a private company along Chennai’s IT corridor on Rajiv Gandhi Salai, is making her way home as two-wheeler cadres of the DMDK distribute pamphlets on the road on behalf of the AIADMK MP. She says she commutes by the MRTS across the road on a daily basis and can only hope to wrap up work before the sun goes down. “It is very creepy when you are not travelling as a group. The MRTS complex covers Thiruvanmiyur, Kasturibai Nagar and Indira Nagar stations and there are large parts not monitored by CCTV camera. During late night or odd hours, it is not an option for women. But we are forced to use it. Even recently, a girl was robbed and sexually harassed there. It stinks of urine all the time and drunk men use it as an overnight shelter. The train may have a ladies’ compartment but the station is a common space and must be safe for all,” she says.

'Planned RSS conspiracy': Stalin on outrage over Veeramani’s Lord Krishna comments

A day after Dravidar Kazhagam leader K Veeramani was booked for his remarks against Hindu deity Krishna, DMK chief MK Stalin reacted to the development, stating that the leader’s comments were taken out of context. Speaking to news agency ANI, Stalin said that Veeramani’s comments were being propagandised for elections by media outlets and RSS-like organisations. However, Stalin said Veeramani’s statement was taken out of context. At a recent meeting of the Dravidar Kazhagam, Veeramani was responding to an article in the Tamil weekly Tughlaq, which alleged that cultural decay began in the era of Tamil rationalist thinker Periyar. “He (Veeramani) did not speak this at an election campaign. He spoke at Periyar Thidal, the headquarters of the Dravida Kazhagam. He did not speak with the intention to humiliate or insult. He has spoken giving some examples. But during election time, few media outlets and organisations like the RSS have portrayed it in a wrong way in order to take false propaganda to the people. This is a planned conspiracy. It is not true. If it had been true, I have already stated that it is wrong. As far as the DMK is concerned, if I have to state it clearly, it is Anna's principle of one race, one God. Even Kalaignar, in the film Parasakthi, would have clearly said in a dialogue, 'DMK's goal is not that temples should not be there; it is that temples should not become a haven for evil.’ That's the basis on which the DMK exists today.” Stalin said. Citing a personal example, the DMK chief said, “90% of the DMK is Hindus only. To be even more explicit, my partner also goes to temples without fail in the morning and in the evening. I have never called her and said, 'Why are you going? Don't go. It is wrong' So it is a false propaganda for election, nothing else.” At a meeting held at Periyar Thidal, the headquarters of the Dravidar Kazhagam recently, K Veeramani was discussing a March 27 article in the Tamil weekly Tughlaq which carried an image of Dravidar Kazhagam founder and rationalist social reformer Periyar above the headline, 'Reasons for cultural decay'. The article had spoken about cultural decay beginning at the time of Periyar and alleged that the rationalist thinker’s speeches had led to bad consequences for society. Countering the article, Veeramani spoke about the concept of chastity being unequal for men and women and how Periyar had pioneered gender equality. In that vein, he asked, "It is only because Periyar insisted on that belief (equality of genders), that women have bravely gone to schools, become aware, become educated and have come to occupy top positions. If not, how would their oppression be?” He then went on to compare Krishna to the accused in the Pollachi sexual assault and extortion case. Veeramani was reportedly booked for these comments by the Central Crime Branch(CCB) based on complaints from the Hindu Makkal Katchi and Thirumoolar Thiruthondu, a religious outfit. According to The Hindu, Veeramani was booked under Indian Penal Code Sections 153 (Wantonly giving provocation with intent to cause riot), 153A (Promoting enmity between classes), 295A (Deliberate and malicious acts, intended to outrage religious feelings), 298 (Uttering, words, etc., with deliberate intent to wound the religious feelings of any person), 505 (1)(b), (Inducing any person to commit an offence against the State or against the public tranquility) and 505(1)(c)(statements creating or promoting enmity, hatred or ill-will between classes).

20-year-old college student found murdered near Pollachi, accused at large

A 20-year-old woman was found dead on the side of the road near Gomangalam town with her neck slashed on Saturday evening. The Coimbatore police are yet to track down the accused. According to the police, Vidya*, a second-year undergraduate student in a college in Coimbatore had boarded a bus to her hometown on Friday afternoon. She had called and informed her mother about the journey while on the bus. However, she did not reach home on Friday and her worried parents filed a missing person complaint with the police station in Coimbatore city on Saturday morning. On Saturday evening, Gomangalam police received information that the body of a young woman has been found on the side of the road near Poosaripatty village with her neck slashed. The police rushed to the spot and conducted an inquiry with the people there. One of the villagers identified the body as that of Vidya, following which her parents were informed and the body was sent to the hospital for an autopsy. An FIR has been registered at Gomangalam police station under section 302 (murder) of the IPC. Speaking to TNM, a police officer from the station said that the body is yet to be handed over to the family of the woman and that the police is investigating the case. Four special teams have been formed by Coimbatore SP Sujith Kumar to nab the culprits behind the murder and the police are analysing the CCTV footage near her college to find any leads to the murder. The murder comes even as the recent spate of sexual crimes in Coimbatore has caused a situation of panic among the people in the region. It was only a month ago that the police arrested four men for allegedly running a sexual crime-extortion racket in Pollachi. The case sparked outrage among the public and was handed over to the CB-CID for investigation. The police officers investigating that case were also recently transferred following lapses in following set guidelines while investigating sexual crimes. Photojournalist attacked at Cong rally allegedly for clicking pictures of empty chairs

A video which has gone viral shows some alleged Congress cadres assaulting and thrashing the journalist at the Congress event in Virudhunagar.
A photojournalist working for a Tamil publication was attacked allegedly by members of the Congress at a party rally that was being held in Tamil Nadu’s Virudhunagar on Saturday. The meeting was being held to explain the Congress manifesto for the upcoming Lok Sabha polls and was led by the President of Tamil Nadu Congress Committee KS Alagiri. Manickam Tagore, the party's candidate for Virudhunagar parliamentary constituency and former MLA from DMK Thangam Thennarasu were also present at the meeting. According to reports, RM Muthuraja, a photo journalist working for the Vikatan group, was present at the public meeting in Virudhunagar on Saturday evening. He was clicking pictures of the event when he noticed several empty chairs at the rally. When he tried to click some pictures of them, some members of the Congress spotted him and attacked him. A 1-minute long video of the attack has gone viral on social media. The video shows some people, allegedly members of the Congress, slapping and hitting Muthuraja, who tries to defend himself. The anchor on stage, who was heard welcoming people to the rally, turns his attention to the scuffle, which soon involves around 10-15 people, and is heard asking, “Who is that?” Other journalists present at the spot rushed to Muthuraja’s rescue and defended him. In the video, someone is heard saying “How can you lay your hands on a journalist?” A scuffle then broke out between the cadres and the journalists which reportedly went on till Manickam Tagore reportedly came down from the dais to intervene and stop the scuffle. The Congress leader then took Muthuraja to a private hospital nearby. He later apologised and expressed regret for the incident, the journalists present at the spot later stated. A few days ago, the police booked AIADMK workers who attacked a TV journalist for filming the people waiting for biriyani and cash distribution in a rally in Tirupattur near Vellore. The rally was organised in support of Agri Krishnamoorthy, the AIADMK candidate from Thiruvannamalai parliamentary constituency.

Married man in TN stabs to death a college student he wanted to marry

The accused, Satish has been married for three years and still demanded that the victim, Pragathi, marry him.
The Coimbatore police arrested a 27-year-old man on Sunday for allegedly murdering a 20-year-old college student. The accused, Satish Kumar who is already married, allegedly killed the woman, Pragathi, because he was against her family's decision to find her a groom. According to the police, Pragathi and Satish had been in a relationship and wanted to get married but the victim's parents were against it. The two families were not inclined towards the pairing and Satish Kumar was eventually married off to another woman three years ago. Despite this, he continued to pressurise Pragathi's family to get her married to him and they refused."The victim and Satish have been in touch even after he got married but she was planning on moving on and getting married herself. The accused did not want this to happen," says Inspector Vairam, who is investigating the case. "So, before she left to Dindugal which is her hometown, he called her and they met. He then stabbed her in the neck with a knife and killed her," he explained. Pragathi was a second-year undergraduate student at a college in Coimbatore and had boarded a bus to her hometown on Friday afternoon. Class 9 student allegedly drugged and raped by three men in Puducherry

Three men in Puducherry have been arrested on charges of raping a Class 9 student from the union territory. The horrific incident came to light after Nisha*, who had been missing from her home, returned in a semi-conscious state on Saturday evening. The girl was rushed to the hospital where it was discovered that she had been drugged and raped by three men, including her boyfriend. According to reports, Nisha was invited by her boyfriend Naresh, 19, to a friend’s house on Saturday. Nisha was then allegedly given a drink laced with a drug, following which she was raped by Naresh. Even as Nisha was unconscious, she was allegedly also raped by Naresh's friends, 32-year-old Raja and 19-year-old Suriya. Meanwhile, Nisha's friends had registered a missing complaint with the police station as she had not returned home for a long time. On Saturday evening, Nisha walked back to her house in a semi-conscious state. Her parents rushed her to the hospital where it was discovered that she had been drugged and raped by the three men. The police nabbed the trio soon after, remanding them to the Cuddalore Central Prison. All three accused have been booked under Indian Penal Code Sections 366 (Kidnapping, abducting or inducing woman to compel her marriage, etc.), 376 (Punishment for rape), 376(d) (Whoever being on the management or on the staff of a hospital, takes advantage of his official position and commits rape on a woman in that hospital) and 506/2(Punishment for criminal intimidation) in addition to Sections 3(1)(x) and 3(2)(v) of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989. Since the student is a minor, the men have also been booked under POCSO sections 5(g)(whoever commits gang penetrative sexual assault on a child) and 6 (Whoever, commits aggravated penetrative sexual assault, shall be punished with for aggravated rigorous imprisonment for a term which shall not be less than ten years but which may extend penetrative sexual assault to imprisonment for life and shall also be liable to fine). Ground report: Farmers’ water woes, cash may influence outcome in Thiruvarur

Only two parties have come to power in Thiruvarur — the DMK and the CPI. Could the winds change this time around?
Thiruvarur, the constituency where DMK patriarch M Karunanidhi was the sitting MLA at the time of his death, is gearing up for the bye-elections. The granary of the state, Thiruvarur was represented by Karunanidhi for close to seven years before his death, but the woes of farmers in the constituency are many. “We are planning to boycott the polls this time,” says Thavasumuthu, a farmer in Kekkarai, Thiruvarur.  “Kekkarai has around 400 families whose survival depends on agriculture and 600 acres of farmland. This expanse of land is irrigated by just one canal, which is supposed to bring water from the Odampokkiyaaru river. For the past 15 years, we have been fighting tooth and nail to draw the attention of the authorities towards the canal, which has not been maintained at all. Now it is filled with silt, aquatic plants and garbage too, which is hindering the flow of water. Nobody has even done basic desilting in the canal," he says. The canal The canal is the only source of water to irrigate 600 acres of agricultural land in Kekkarai, which is otherwise arid. Farmers can’t fit a motor to ensure that their fields are irrigated as electricity is erratic.”We don’t know how long it will take for a normal application to be processed so we can get pump sets. Tatkal charges for a new connection start at Rs 2.5 lakh per connection. How can we even afford that?" he asks. He points out that if the canal is de-silted, rainfall received on one day is sufficient for Kekkarai’s farmers to irrigate their lands for a week. Water woes The situation is similar across the constituency.  Varadharajan, the State Joint Secretary of the Thamizhaga Cauvery Vivasayigal Sangam tells TNM that historically, Thiruvarur has been a region where farmers have been protesting over water. “Back then, the protests were demanding water for fields. Of late, farmers have been protesting to protect their agricultural land itself. The hydrocarbon projects in this region have created panic among them," he says.  The process to build a hydrocarbon well in a field involves pumping out all the groundwater in and around that area. This leads to the land drying up, and it becomes unfit for farming. It also reduces the monetary value of the land in case the farmer wants to sell it. Toxic chemicals are also released as a byproduct of the project. An abandoned hydrocarbon exploratory well Thiruvarur is an important district in the Cauvery delta region. The main crop in the region is paddy and is widely cultivated. Agriculture in this region is largely dependent on the water from the Cauvery river, which has been erratic due to the river-water sharing dispute between Tamil Nadu and Karnataka. The Supreme Court verdict too hasn’t entirely addressed the woes of Thiruvarur. "The district has around 1,200 water bodies. Reclaiming them and maintaining them properly itself will ensure that we do not have to depend on the Cauvery river or the rains for the crops. Though hundreds of crores are being allocated for the Kudimaramathu scheme, there is no visible improvement. There has always been a shortage of water for agriculture, but we have never faced problems of drinking water scarcity. It is all changing now," says Varadharajan. Another issue that plagues the agricultural sector in the town is the lack of alternate employment opportunities. There is no means for farmers in Thiruvarur to earn money apart from selling their produce. If crops fail, then their survival becomes difficult. The demand to set up industries which require agricultural produce as inputs has been a long-standing one in the constituency. Electoral outlook The people of Thiruvarur have a soft corner towards their former legislator Karunanidhi. The former Chief Minister was a two-time MLA from the constituency, and his journey began and ended in Thiruvarur. He was the sitting MLA of Thiruvarur at the time of his death in August 2018.  Deivasigamani, a retired PWD engineer and farmer says that it was due to Karunanidhi's efforts that the town got its own medical college. “Until then, we had to go to Thanjavur for major health issues. It is solely because of Kalaignar that we got our own medical college in Thiruvarur. Also, the Central University of Tamil Nadu was also a gift to the town from Kalaignar. Who would have thought we would get such a good university in this town?” However, not everybody feels the same way about Karunanidhi’s tenure. “He did a few good things for Thiruvarur, but I personally feel he could have done much more. For example, the Ring Road project outside Thiruvarur town was a project that was launched during DMK's rule in Tamil Nadu. Land acquisition has been completed, but landowners have not yet been paid. The project now is not stalled,” Varadharajan says. Kekkarai farmer Thavasumuthu, however, is only weighing his current options. While he says Modi government’s scheme is good, he is not kind. Referring to the farmer assistance scheme of providing Rs 6,000, he says, “What exactly can a farmer do with Rs 6,000 a year?” Taking the example of Telangana and Andhra Pradesh for its farmer-friendly welfare schemes, he wants the state government to work for the farmers in the delta region.  Varadharajan also echoes this sentiment of the present government being inadequate when it comes to the plight of the farmers.  “Recently, the state government announced districts which are drought-hit. Thanjavur and Nagapattinam were on the list, while Thiruvarur wasn’t. How is it geographically possible that the two districts which surrounding Thiruvarur are arid and Thiruvarur isn't?”  Thiruvarur post-Kalaignar  Only two parties have come to power in Thiruvarur — the DMK and the CPI. Could the winds change this time around? AMMK functionary Siva Rajamanickam tells TNM that the party' s candidate S Kamaraj, who is also the Thiruvarur District Secretary of the party, will surely win the polls. “People here know that Kamaraj is a good man. He had a clean record and he is not a new entry in the region," he says. S Kamaraj had contested on an AIADMK ticket in the 2016 Assembly elections from Mannargudi and lost to DMK's TRB Raaja. Meanwhile, Varadharajan says that money has become a major deciding factor in the elections in recent times. "Irrespective of party lines, all of them pay cash to voters. Hence all this contempt against parties for unfulfilled promises may be forgotten in the last three days due to cash. So all these complaints don't really matter," he says. This sentiment is echoed by Vetrivel, who runs a tea shop near the bus stand. "That is indeed the mood now. People look for who pays the most and then go and cast their votes. When the parties pay to bring an audience to their public meeting, they will pay much more for votes. This has been happening for at least the last two elections as far as I remember," he says. There is one section of Thiruvarur which is not happy with DMK candidate Poondi Kalaivanan. Maari*, a mechanic and a traditional DMK supporter, says that he might vote for someone else this time since he does not like Kalaivanan personally. "I have heard stories about him. Hence I would rather vote for a candidate with a cleaner criminal record," he says. Women in the house and old people may go with the symbols rather than looking at each candidate as an individual, he says. But the DMK hasn’t been forgotten. In an exclusive interview to The News Minute on Sunday, DMK chief MK Stalin stated that the results of the 2019 Lok Sabha elections in Tamil Nadu will not be based on 'alliance arithmetic'. The statement by the Tamil Nadu Leader of Opposition comes in the wake of AIADMK posturing itself as a mega alliance with parties like the PMK, DMDK and the BJP opting to ally with them. In an interview to a Tamil channel recently, Chief Minister Edappadi Palaniswami had pointed out that the vote bank of the individual parties in the alliance was sure to secure them a victory. When asked if he sees this as a possibility, Stalin said, "There is no chance for this to happen. It may seem like a large alliance but even before the day they came together, they were criticising each other. Not just criticism, their comments were derogatory and they (PMK) were alleging corruption in the government. They said these things to the people and even went to court and the Governor with evidence of corruption. They have gotten together for a political benefit, not because of ideology. They are an alliance of thieves." When asked about his own alliance and the decision to join hands with MDMK, a party that has been critical of him, the DMK chief said the animosity was not due to ideological differences."When problems are based on seat sharing issues and not ideological differences, that can be mended," he told TNM. Stalin was amongst the first regional leaders who endorsed Congress President Rahul Gandhi as a Prime Ministerial candidate. When asked why the Gandhi scion is his first choice, the DMK chief pointed to his party's long-standing relations with the national party."Congress is an all India party. That is why Kalaignar was the first to announce that Indira Gandhi should be Prime Minister. Then he announced that Sonia Gandhi should be Prime Minister. It is based on this that I have made this announcement," he explained. When pressed for a reason for his belief in Rahul, he said, "The manifesto released by Congress is indicative of his abilities." The DMK has from day one opposed the National Eligibility cum Entrance test in Tamil Nadu. The party has maintained that there should be the basis but the 12th standard board exam scores for the selection of medical students. They have even promised to get rid of NEET if elected to the Parliament. The Congress manifesto, however, while promising to scrap NEET, says that an alternative state level exam will be conducted. Stalin initially said that the Congress manifesto is a reflection of the DMK's demands as well but finally concurred to say, "We will sort out the issue after the elections." Further, referring to the upcoming bye-election in 18 districts he alleged that the Election Commission is working hand-in-glove with the Central government to ensure that DMK does not come to power in the state."That is why they are delaying the elections in 3-4 more constituencies," he said. "They are afraid we will topple the AIADMK government."

In a big blow to the Edappadi Palaniswami-led AIADMK government in Tamil Nadu, the Madras High Court quashed land acquisition proceedings for the controversial Rs 10,000 crore Chennai-Salem expressway proposed last year. On Monday, a Bench of Justices TS Sivagnanam and V Bhavani Subbaroyan of the Madras High Court provided a point-by-point takedown of the claims made by the state government and the National Highways Authority of India which had pushed for the project, from early last year. In a 117-page verdict, the court disagreed with the stand of the government to mutate revenue records and transfer government lands, even prior to the issuance of notification under the Land Acquisition Act. Accordingly, the court ordered the reversal of all mutated land records and communications issued to landowners within a period of two weeks. The ‘Chennai-Salem Greenfield Corridor’, under the Bharatmala Pariyojana, was proposed by the state government with the aim to cut down travel time between Chennai and Salem. Its sudden proposal, and prompt approval by the central government in February last year had raised eyebrows. Soon, the 277.30 km highway became mired in controversy with farmers and residents in the villages along the highway protesting against the loss of their agricultural land. Pointing out the flaw in the argument of the NHAI, the court said that the benefits of the project were illusory. “It is hard to believe that a small businessman in Vandavasi or Polur would stand benefited on account of this express way, where the traffic is zipping in speeds over 120 kms and to reach the small towns and villages, one has to travel several kilometres to take a spur and drive back to these small towns. Therefore, the projection made by NHAI, as to the benefits of the project highway appears to be illusory. The financial consequences were not analysed by the Consultant and the prejudice, which will be caused to the common man using any of the existing roads was never factored by the respondents." said the court. ‘Scrap the report’ Tearing into the pre-feasibility report prepared for the project which contained references to unconnected places like China and Bengaluru, the court pointed out that it was essentially a “cut and paste” job. “Presumably, the person who prepared the report had earlier prepared similar reports and some of the materials which according to him would have been “stock” materials which were “cut & pasted” from earlier report. Even if that had been done, before the Consultant/their authorized signatory affixes their seal and signature, utmost care should have been taken to ensure that the report contains details concerning the project.” said the court, unconvinced by the arguments of the NHAI. Soon as the pre-feasibility report for the project was made public, social and environmental activists had pointed out that that standard procedures for appraisal and approval for projects this size may have been bypassed in favour of a hurried clearance. Scrapping the report, the court observed, “We may not agree with the contention of the learned counsel for the petitioner that the report is plagiarized, but what is evident is that there has been non-application of mind and presumably, the report was required to be prepared within a short period for reasons best known.” With the project consultant's admission that Google Maps was relied on for preparing the report, the court said, "This will go to show that the entire length of the proposed alignment has not been physically verified or visited. Sample surveys are stated to have been conducted. It is not clear as to whether personnel were deputed for collecting the data of PCUs or the data available in the toll plazas were collated." “In any event, given the distance to which the proposed highway is to be formed and considering the terrain in which it is proposed to be formed, consultant could not have made any justifiable study to reflect the true picture within less than 60 days.” the court added, opining that more thorough study was required. Toll collection As per the between the toll operator and the NHAI, if a new road affects the collection of tolls then the agreement is liable to be extended for a period up to 50% to 100% of its original period. "Therefore, the existing toll operators on the three toll roads will continue to collect toll far beyond their original period, which will ultimately affect the travelling public. The NHAI has stated that the road is an access control road to mean that the road is accessible only at designated spots which appears to be in four to six places between Chennai and Salem,” said the court. ‘Doesn’t matter if some farmers are okay’ While the furore over the Chennai Salem Expressway witnessed a number of protests, detention of journalists and arrests of activists, the government had maintained that some residents and farmers in the areas were willing to be a part of the project. Rejecting this contention, the court said that it was “not concerned with those people who are willing to run the risk and it is up to them to seek sane advice.” It said, “We are more concerned about the innocent people who are not aware of their rights, all that they know is that they will not be able to survive without their agricultural lands. The nature of attachment to the land is inseparable. Early on Monday morning, a Periyar statue near Aranthangi Government Hospital in Tamil Nadu’s Pudukottai district was found vandalised. The statue of the late DMK leader, that was instituted outside the Government Hospital in 1998, stood beheaded – the head lay in pieces on the ground. The incident has shocked and angered many in the area. We have accessed CCTV footage that has captured 50-metres away from the statue. Another team is investigating the other entry and exit points.” Adding that this is an unprecedented incident in Aranthagi, DSP Ravindran says the incident might have taken place between 12.00 and 4.00 am on Monday. However, a similar case of vandalism was reported from Alangudi in Pudukottai, about 30 kilometres away from Aranthangi in March last year. Here too, Periyar’s statue was found beheaded with the head placed intact near the body.   Over a year ago, another case of vandalised Periyar statue was reported from Vellore. This act came soon after BJP leaders in Tamil Nadu celebrated the fall of the Communist government in Tripura, while issuing a warning to Dravidian parties in 2018. This incident resulted in a fallout and within hours, petrol bombs were hurled in a BJP office in Coimbatore. Two men, Muthuraman and Francis, were arrested for the statue vandalism and four members of Thanthai Periyar Dravidar Kazhagam (TPDK) were arrested for the bombing incident.  Born Erode Venkatappa Ramasamy and fondly referred to as Thanthai Periyar, the political leader from Tamil Nadu played a pivotal role in shaping and defining the Dravidian movement. He is also known as the Father of the Dravidian Movement.

Sleuths had suspected that DMK treasurer Durai Murugan and his son Kathir Anand had money stashed in their properties to bribe voters. While the searches didn't yield results in their residence, over Rs.11 crores were found in properties and buildings linked to DMK functionaries. Pictures from a cement godown where cash was seized showed that bundles of new currency notes of various denominations were stuffed inside gunny sacks, big shopping bags and cardboard boxes. I-T officials believe that the cash may have been intended for distribution to voters. The Chief Electoral Officer of TN Satyabrata Sahoo said that the search was conducted based on the information received by the District Electoral Officer of Vellore. Stating that a report will be given to the Election Commission if the seized money is related to the polls, CEO Satyabrata Sahoo said that appropriate action will be taken by the Election Commission based on the report submitted by the Income Tax department.

Tamil Nadu Chief Minister Edappadi K Palaniswami visited Nilgiris on Monday to campaign for AIADMK candidate M Thyagarajan.
The flying squad of the Election Commission of India on Monday seized Rs 17 lakh, which was being transported without proper documents by a car. The vehicle was, incidentally, travelling close to the convoy of Chief Minister Edappadi K Palaniswami. Sources in the District Election Office in Nilgiris said the seizure was made in Elanalli junction by a team of nine members, headed by Nisha, the Deputy Tahsildar. The owner of the car claimed that the Rs 17,11,853 belonged to a needle manufacturing and trading company, and was being delivered to it. However, as there were no documents, the officials seized the cash. Speaking to TNM, Suresh, the District Electoral Officer, said that the amount has been sent to the state treasury. “Since the cash seized is over Rs 10 lakh, we also alerted the Income Tax department about it. The money will be released after a due probe into the source, destination and documents,” he said. Brushing aside the claims that the car belonged to the Chief Minister's convoy, the officer said that it was moving only close to it. “An FIR will be filed only after a thorough investigation is done in the matter," he added. CM Edappadi K Palaniswami reached Nilgiris on Monday to campaign for AIADMK’s M Thyagarajan, who is contesting from the Nilgiris MP seat. He is going up against DMK's A Raja. Tamil Nadu ranks first in the amount of cash without proper documents seized from vehicles after the Model Code of Conduct kicked in. Till Sunday, Rs 160 crore has been seized in cash across the state. The value of all seizures, including gold and silver jewellery, stand at almost Rs 400 crore. Andhra Pradesh, with Rs 114.18 crore cash seizure stood second as on Sunday.

AIADMK said the DMK has violated the model code of conduct ahead of the Lok Sabha elections and the bye-elections to be held in the state.
The ruling AIADMK on Monday lodged a complaint with the Election Commission against newspaper and television advertisements issued by rival DMK for violating the code ahead of the Lok Sabha elections and the bye-elections in the state. In its complaint, the AIAMDK said the DMK has issued election campaign advertisements to Sun TV and Kalaingnar TV alleging the state government intentionally opened fire at the protestors against Sterlite Copper smelter plant in Thoothukudi last year. The AIADMK said the DMK has violated Election Commission's order that states no political party should use funeral photos, coffins and dead bodies in their campaign. The ruling party in Tamil Nadu has urged the Election Commission to direct the TV channels not to air such advertisements and also issue a show cause notice to DMK President MK Stalin and his sister Kanimozhi, who is the party’s Lok Sabha candidate from Thoothukudi constituency. In May last year, on the 100th day of protests against the Sterlite copper plant in Thoothukudi over environmental damage, 13 demonstrators were shot dead in police firing. The AIADMK-run government had ordered that the plant be shut down, Vedanta, the parent company of Sterlite, has move court against the closure. The AIADMK also complained to the poll body about DMK's ads in newspapers not carrying the latter's permission number and also using the picture of Anitha, a girl student who committed suicide two years back over the NEET issue. In 2017, medical aspirant Anitha killed herself, and in 2018 another aspirant Pradeepa, too, took her own life because they weren’t able to clear NEET despite scoring high marks in board exams. The state has been demanding the scrapping of NEET ever since, saying it is discriminatory towards students from marginalised backgrounds. NEET features in the manifestos of both AIADMK and the DMK – while the AIADMK has promised exemption from the exam until the state is better equipped to prepare students, the DMK has promised abolition of the medical entrance test.

However, farmers who protested against the Salem-Chennai expressway are prepared to file a caveat in the Supreme Court if the TN government decides to appeal the Madras HC decision.
As the Madras High Court quashed the land acquisition proceedings for the proposed Salem-Chennai eight-lane expressway, farmers who protested against the project are heaving a sigh of relief. The proposed project was all set to acquire 1,900 hectares along the districts of Chennai, Kanchipuram, Tiruvannamalai, Krishnagiri, Dharmapuri, and Salem. However, the project, which raised eyebrows for its sudden proposal and prompt approval, met with many protests by farmers living along the proposed route.  Speaking to TNM, Chandrakumar, a farmer who coordinated with other farmers who were at risk of losing their prime agricultural lands, says the news comes as a relief. “I had not eaten all of last night in anticipation of the judgement. This is definitely good news. We can breathe easy now. This was a fight not just for the protection of our lands but also for our future generations. We have shown that if we fight bravely, we can win our rights.”  On concerns regarding the Tamil Nadu government and the National Highway Authority of India opting for an appeal, Chandrakumar says that the farmers would soon be filing a caveat in the Supreme Court. “We have also spoken to PMK leader Anbumani Ramadoss. He has said that he would also file a caveat in the Supreme Court.”  The Madras High Court’s verdict was on a bunch of petitions filed by farmers and the PMK, which is now in the AIADMK-led alliance ahead of the Lok Sabha elections. PMK was among the first parties to protest land acquisition for the Rs 10,000 crore project. Meanwhile, Aiyandurai, leader of the All India Farmers Mahasabai, points out that while the high court verdict gives hope, political parties in the state are reluctant to call out the systematic capitalist looting of the country. “Industrial policy is introduced and discussed in the Lok Sabha and the state assembly. But the lawmakers sitting there have failed to secure our rights so it fell to the court. But even in issues such as Neutrino and Sterlite, we saw different courts say different things. The Madras High Court verdict makes reference to the Environmental Impact Assessment. If the EIA had been duly conducted, maybe the court would have said it is okay to take our lands.” he says.

Opinion polls predict comfortable win for DMK alliance in Tamil Nadu

While Puthiya Thalaimurai and Times Now gave the DMK over 30 seats in Tamil Nadu, Thanthi TV's poll predictions varied a bit.
With less than ten days for Tamil Nadu to go to polls, media houses are busy publishing the results of the opinion polls. According to various opinion polls published by news channels, DMK-led alliance in Tamil Nadu is predicted to win a majority of seats (more than 30) in the general elections. Puthiya Thalaimurai, a Tamil news channel, has predicted that the DMK-Congress alliance will gain over 30 seats out of the 39 Lok Sabha seats in Tamil Nadu. For its opinion polls, Puthiya Thalaimurai-APT conducted the survey across 20 constituencies across the state between March 22 and April 2. Of the respondents to the survey, 64.87 per cent were men, 34.92 per cent were women and 0.21 per cent belonged to the third gender. Of the respondents, almost 42 per cent said that they would vote for the DMK-led alliance while 27 per cent said they would vote for the alliance led by the AIADMK. Puthiya Thalaimurai is owned by TR Pachamuthu, who is contesting as part of the DMK alliance. Performance of PM Modi- PTTV- APT survey For the purposes of the survey, Tamil Nadu was divided into five zones based on the geographical location of the constituencies. The survey pegged broad questions like the voter preference for a second term for PM Modi-led government at the centre and issues that could determine the outcome of the general elections. Fifty-five per cent of those who responded to the survey said that Narendra Modi's performance as the Prime Minister of the country over the past five years has been bad. While 14 per cent of the respondents said they were satisfied with his performance, 10 per cent of the respondents said the tenure was good. Biggest factor which could influence elections The respondents chose unemployment and farmers' issues to be the biggest factors that could decide the outcome of the general elections. While 36.11 per cent of the respondents chose unemployment factor, 25.70 per cent picked farmers'issues to be the issues that would assume precedence this poll season. The other factors included NEET, Sterlite, labourers issues, corruption and hydrocarbon. Eight per cent of respondents refused to offer a comment for this question. Rahul Gandhi vs Narendra Modi The survey said that more than 50 per cent of the respondents preferred Congress President Rahul Gandhi to be the next Prime Minister of the country while only 22 per cent wanted Narendra Modi back on the Prime Ministerial chair. Around 13 per cent answered that they don't know whom they preferred and 10 per cent of the respondents said that they wanted persons other than Rahul Gandhi and Narendra Modi to become the Prime Minister of India. Similarly, more than 70 per cent of the survey respondents said that they wanted to see a new government at the centre and 21 per cent said that they wanted a government led by Prime Minister Modi back at the centre this time. Other polls Thanthi TV has given the DMK alliance a clear lead in 10 Lok Sabha constituencies. According to Thanthi TV's survey conducted in collaboration with Krish Info Media, the constituencies in which DMK has a clear lead include the ones where its senior leaders are contesting from like Nilgiris (A Raja), Thoothukudi (Kanimozhi Karunanidhi), Chennai - Central (Dayanidhi Maran), Chennai- North (Kalanithi Veerasamy), Sriperumbudur (TR Baalu) and Trichy (S Thirunavukkarasar, Congress). AIADMK has clear lead in one constituency Tiruppur as per the TV channel's opinion poll. Apart from the above, while the DMK is expected to have a slight lead over its rivals in 13 seats, the AIADMK is expected to have a slight edge over DMK in seven seats excluding Puducherry. The fight is expected to be neck and neck in eight seats including Dharmapuri and Madurai. Times Now-VMR survey, meanwhile, has predicted 33 seats to the UPA in Tamil Nadu and six seats to the NDA.

Water is the most pressing concern for residents in Chennai Central as DMK’s Dayanidhi Maran and PMK’s Sam Paul battle it out in the Lok Sabha Election.
Plastic water pots of every hue, giant blue drums and bubble tops crowd the corner of Chennai’s Jaganathapuram, 3rd street. Women filling up their pots of water take a moment’s pause as DMK’s campaign vehicle passes by with Chennai Central candidate Dayanidhi Maran waving and smiling at them, seeking their votes in the upcoming Lok Sabha Election. When the campaign marches ahead, the women turn their attention back to their empty pots. “There is no water. We don’t have piped water, we don’t have a borewell. It’s been three days since we got water. We have just gone and filled water. We are all suffering,” says Anitha, a resident of Jaganathapuram in Chetpet. And with summer here, residents say they are at the mercy of water tankers. Juliet, another resident says, “How many ever times we call the water tanker, they don’t answer the phone. I had to spend Rs 300 to get water. We work as domestic workers in houses, how do we do this?”   Water is the most pressing concern for residents not just in Chetpet but across the Chennai Central constituency, which comprises of six Assembly segments – Anna Nagar, Chepauk, Egmore, Harbour, Thousand Lights, and Villivakkam. Considered a DMK bastion, Chennai Central was won by AIADMK’s SR Vijayakumar, who defeated sitting DMK MP Dayanidhi Maran by a margin of over 45,000 votes, in 2014. With all six Assembly segments now held by the DMK, the ruling AIADMK has chosen to give up the Chennai Central seat to its ally PMK. The party has chosen to field businessman-turned-politician Sam Paul, who is making his electoral debut. What I am looking at is the professionalisation of the system and there should be transparency brought about by it.” On solving the water crisis, the PMK candidate points to the efforts by the AIADMK government to build a fifth reservoir to meet the city’s drinking water needs. He adds, “The sixth reservoir we are insisting be built in Thiruvallur district. Apart from this, the Godavari linking project will get an additional 200 TMC to Chennai. There will be a permanent solution to the water problems like the electricity problems were sorted out.” Sam Paul is counting on the strength of his alliance that includes the AIADMK, BJP, and the DMDK to take on his main opponent – two-time MP Dayanidhi Maran, whose father Murasoli Maran had won the Chennai Central seat three times in a row. The former Union Telecom Minister, who has the BSNL telephone exchange case pending in court, refused to be interviewed. On the campaign trail, Dayanidhi reminds voters about the schemes he brought in during his tenure – such as lowering mobile telephone rates. While hitting out at the BJP-led Centre for demonetisation, Dayanidhi also attacks the Edappadi Palaniswami government in Tamil Nadu, pointing to the way his granduncle, the former Chief Minister and late DMK President M Karunanidhi was treated after his death. “What did Karunanidhi ask for? Did he ask for cash? He asked for 6 feet of land next to my leader Anna. Is that wrong for a five-time CM to ask? Deputy Chief Minister O Panneerselvam, who was campaigning for Sam Paul in Pulianthope on Friday, reminds voters about the schemes continued by the AIADMK government. “We are still doing good. There has been no reduction of schemes. Why? If we don’t bring the schemes to the people, our god Jayalalithaa is looking down upon us. We are running this government in fear,” he says. And while the two parties bank on the appeal of their late leaders, some people in the constituency appear uncertain. “There is no Karunanidhi, there is no Jayalalithaa. We don’t know whom we will vote for,” says Ilavarasi. With the demise of two Dravidian leaders, her sentiment is shared by many others. Nagarani says, “We used to vote for MGR when we were young. But now there is no MGR, no Amma, so we’ll vote for whoever does good work.”

As the mercury levels are constantly hitting the roof in Chennai, the city is staring at a possible scenario of severe water shortage in the coming days. In fact, many parts of the city are already coming to terms with the stunted supply of water from the Chennai Metrowater Board. Nithya, a resident of Velachery, tells TNM that the people living in her locality have been facing water issues since the beginning of March. "Earlier the supply used to be erratic. But gradually water stopped coming and we had to depend on water tankers. Nowadays, the situation is so grim that it takes one week for the CMWSSB to send water tanker to our locality after booking," she says. She adds that the situation in the coming days could be worse, especially with elections round the corner. Anitha, a T Nagar resident says that though the apartment in which she lives has never before depended on Metro water and has always used water from the borewell, this summer even that has caused issues. "The water in the borewell is quite less this time and we have been rationing it for the residents of our flats. We now supply water only from 6.30 am to 12 noon and for half an hour in the evening," she says. Adding that the apartment has deepened the borewell to 350 feet recently, she says that even that will not ensure round the clock supply. "We might get water for an hour extra in the evening. That's all we are hoping for after the new borewell connection starts working," she says. The restriction in water supply to the city's residential quarters can be traced to the abysmal water levels in the reservoirs that provide water to Chennai. On Monday, water at Poondi reservoir stood at 303 Mcft against the full level of 3,231 Mcft and water level at Sholavaram stood at 35 Mcft against its full capacity of 1,081 Mcft. Redhills lake had around 260 Mcft of water against its full capacity of 3,300 Mcft while Chembarambakkam reservoir painted a pathetic picture with just 7 Mcft of water as against its full level of 3,645 Mcft. Veeranam lake, which gets its inflow from Mettur dam had 543.08 Mcft of water on Monday. The water levels at Chennai's reservoirs last year were much higher in comparison. On the same date in 2018, Poondi had 1,365 Mcft of water and Cholavaram had 83 Mcft of water. Redhills and Chembarambakkam had 1,751 Mcft and 1,144 Mcft respectively. Acknowledging the draining water levels, a senior officer from the Chennai Metro Water Supply and Sewerage Board (CMWSSB) said that Chennai's reservoirs are indeed holding dead storage. He says that water level in Veeranam is decent for now. "Chennai's demand is around 830MLD in peak season and now we have restricted it to 550 MLD. We will further bring it down to 500 MLD in the coming days," he says. However, he seems not too concerned about the water shortage that Chennai is staring at. "Right now we have sources to supply around 480 MLD of water which are not rain dependent. This is apart from the four lakes bordering Chennai. This includes water sourced from desalination plants, Veeranam, quarries and underground and agricultural wells," he says. Adding that Chennai has faced worse situations before, the officer says that now the CMWSSB is confident of dealing with the situation at hand. "Back then we didn't have even the desalination plant to tap water from. Now we have good, reliable resources to fall back on. So I am not too worried. However, CMWSSB will be exercising prudence in the coming days with regard to water supply," he says. Explaining to TNM that one of the major problems is water not reaching the narrow streets of the city, the officer says that the CMWSSB has roped in smaller vehicles with vertical sintex tanks of 3,000 litres capacity to supply water in narrow streets. "We will set up more such smaller capacity vehicles to ensure that everybody gets water," he adds. He also says that the Board will restrict water supply to once in three days in worst case scenarios from the alternate day supply that is taking place at present.

When MGR turned away Indira Gandhi from contesting the Thanjavur Lok Sabha bye-poll

Stripped off her MP seat in 1978, former Prime Minister Indira Gandhi was looking to contest from Tamil Nadu’s rice bowl- Thanjavur with the support of then CM MG Ramachandran.
Over the last week, much has been written and said about Congress President Rahul Gandhi's decision to contest from the Wayanad constituency in Kerala. Critics have said Rahul is unsure of victory in Amethi and is relying on minority votes, while his party is hoping that his decision to contest from Wayanad will energise the Congress machinery in the south. Be it either reason, the Gandhi scion's nomination from Kerala comes 40 years after his grandmother Indira Gandhi was denied the same in the neighbouring state of Tamil Nadu. It was the year 1979. Prime Minister Morarji Desai failed to prove majority in Parliament and had given in his resignation to President Neelam Sanjeeva Reddy. A caretaker government was tenuously in place at the Centre. Congress (I) leader Indira Gandhi had only the year before that, been stripped off her MP post. Within weeks of winning the Chikamagalur bye-election, in December 1978, the 'Iron Lady' was expelled by Parliament and arrested for breach of privilege and contempt of House. She was also battling the taint of having extended the state of emergency twice in the country. And now, when it became clear that the only way back to Parliament was a safe seat, she chose Tamil Nadu. Indira Gandhi had set her mind to contest from the state’s rice bowl - Thanjavur. The state was then ruled by AIADMK's MG Ramachandran, a supporter of Indira. According to the book MGR, A Life authored by R Kannan, he supported her previous election in Chikamagalur both politically and financially. This time, however, Indira's decision proved to be MGR's 'waterloo moment'. While he initially welcomed the idea, a week after the plans were in place he turned her away from the constituency, forcing her to beat a hasty retreat. What happened? Reports from 40 years ago suggest that the people of Tamil Nadu had a soft spot for Indira Gandhi despite her 'non-democratic' actions. She was fondly referred to as 'Indiramma' and was still supposed to be the favourite of the masses. In the deep south, her alleged act of tyranny - the Emergency, was justified by MGR as an event that brought discipline and order in the country. And why wouldn't he? The Indira government had dismissed the ruling DMK in 1976, paving way for his victory. The Thanjavur Lok Sabha seat was initially held by AIADMK's SD Somasundram but he had resigned to join the state government, leaving it vacant. He had won the seat, defeating a DMK candidate, with a margin of close to a lakh in the 1977 General Elections. And the AIADMK readily agreed to offer the seat to the Congress (I) and support its candidate in the bye-election on June 17. It seemed the ideal seat for Indira Gandhi to make her comeback. Her advisors were skeptical that Chikmagalur where she had won in 1978 from would be problematic because then Karnataka Chief Minister Devraj Urs was opposed to Sanjay Gandhi being politically active. And Rae Bareli was not an option considering she was routed in 1977 in a crushing defeat for the Congress. Moreover, both MGR and actor Sivaji Ganesan were reportedly willing to campaign for her and their popularity amongst the public made Indira's supporters believe she would score an easy victory. But a month ahead of the election, things took a sudden turn."On 19 May, Indira Gandhi, MGR and Tamil Nadu Congress (I) strongman G Karuppiah Moopanar met in Delhi. The following day, newspaper reports said she would contest from Thanjavur," reads R Kannan's biography of MGR. But the same day, according to the book, MGR met Morarji Desai. "...Desai told him to choose between him and Indira Gandhi, but had no problems with his support for Congress (I). Boxed into a corner, just when the formal announcement was awaited, a day before Indira Gandhi’s visit to Madras, MGR declared that if she contested, it could give rise to a ‘serious law and order problem’ and he wanted to avert ‘another Madurai." He was referring to the violence that broke out in the town when Indira visited in 1977. It had led to police firings as well. According to an India Today story from 1979, "Feelings against Mrs Gandhi run high in former chief minister M Karunanidhi's DMK camp because she had dismissed their government in 1976. If the election fever were to heighten political passions there, MGR may not have been able to deal with the situation unless he had the unreserved support of the Centre which controls the para-military law and order enforcing organisations." MGR, according to his biography, insisted that his decision was not based on arm twisting by Desai."On 22 May, MGR denied that there was ‘any connection or relationship’ between the decision and his meeting with Desai. He also argued that Desai could have easily stopped him from supporting the Congress (I) itself, and described the Congress (I) hand symbol as ‘this hand is the hand that feeds, that embraces, that blesses and [is the] mother’s hand'," reads R Kannan’s book. But the damage had been done. Indira went on to contest from Medak in Andhra Pradesh and eventually become Prime Minister again in 1980. And though MGR claimed that Indira's life would have been in danger if she contested from the seat in Tamil Nadu, she was unwilling to immediately forgive him. Instead she chose to ally with the DMK, a party that had bitterly opposed her in the past. And despite tumultuous years that followed, this decision was another significant step in the forging of what would eventually become a strong relationship between the DMK and the Congress.  MGR, A Life was published by Penguin Random House, 2017. TN govt ordered to set up toll-free line for sexual crime complaints by students

The Madras High Court has ordered the government of Tamil Nadu to set up a toll-free number for reporting instances of sexual crimes in schools and colleges. The court passed the order on Tuesday while hearing a writ petition filed by a headmaster of a government girls’ school who had been transferred, and wanted the transfer revoked. While the judges dismissed the petition, calling it frivolous, they also decided to speak about sexual crimes in schools and colleges. (Incidentally, the petition does not have anything to do with sexual harassment.) The court ordered the school education department to set up a toll-free number for receiving complaints of school and college students about the instances of sexual harassment they face. Slamming the authorities for not being sensitive to the increasing number of sexual crimes involving school children, the judges said that the action taken to address such issues are not consistent. “They (the authorities) are pretending to be sensitive, but actually not. If at all, the genuinity in sensitiveness is to be established, consistent and constant actions are to be initiated. No such actions are initiated. Contrarily, they are closing the issues by taking action in a particular case alone,” they said. Stating the importance of an accessible platform to report such crimes, the order said, “If any such incidences are noticed, then the parents, public, students must be in a position to immediately register a complaint in a Toll Free Telephone Number, which is to be provided by the Education Department of the State.” The judgment also added that immediate inquiry must happen within 24 hours in the event of receiving such complaints. Directing the government of Tamil Nadu to set up the toll-free number within eight weeks from the date of the order, the court said that the same has to be displayed in schools. “The 1st respondent (Government of Tamil nadu) is directed to display the said Toll Free Telephone Numbers and the details of the authorities in the Notice Board of all the Schools, Educational institutions across the State of Tamil Nadu in Bold Letters in a visible place, which would be accessible to the parents, students and the public in general,” read the order.
