Nirmala Sitharaman uses Tamil poem from Sangam era to explain govt-taxpayer relationship

It had been over one and a half hours since Finance Minister Nirmala Sitharaman began presenting her budget for the Financial Year of 2019. The country waited with bated breath for her to give the slightest hint at how the government will alter the existing tax regime and what it means for the common man. And when the minister finally delivered the overview of the Modi government's tax policy, it was not through mere numbers but with a Tamil poem from the Sangam era. The Finance Minister chose the 184th verse of the reportedly 2,200 year old 'Purananooru', which describes how a king should act, and how he must treat his subjects, through poems collected over a long period. The Purananooru has a total of 400 verses with details on who gave the advice and to which king. The verses deal with a wide range of subjects including - wars, greatness, generosity, ethics and philosophy. The verse quoted by the Finance Minister, was advice given to the King Pandian Arivudai Nambi. "At this juncture I find wisdom in Purananooru, which is a Sangam time Tamil literature piece. It is a work by Pisirandaiyaar. It is a long verse and I am only picking up some lines from the beginning, middle and end. It is called 'Yaanai Pugundha Nilam' or a land where an elephant gets in," she stated, before launching into the verse. காய் நெல் அறுத்துக் கவளம் கொளினே, மா நிறைவு இல்லதும், பல் நாட்கு ஆகும்; நூறு செறு ஆயினும், தமித்துப் புக்கு உணினே, வாய் புகுவதனினும் கால் பெரிது கெடுக்கும்; அறிவுடை வேந்தன் நெறி அறிந்து கொளினே, கோடி யாத்து, நாடு பெரிது நந்தும்; மெல்லியன் கிழவன் ஆகி, வைகலும் வரிசை அறியாக் கல்லென் சுற்றமொடு, பரிவு தப எடுக்கும் பிண்டம் நச்சின், யானை புக்க புலம் போல, தானும் உண்ணான், உலகமும் கெடுமே. The Minister began smiling as she asked the House for the meaning of the verse. As most members of Parliament remained silent, Tamil Nadu MPs A Raja and Dayanidhi Maran were seen smiling in the House. "It means just a few mounds of rice from paddy that is harvested from a small piece of land, would be sufficient for an elephant," explained Niramala Sitharaman. "But what if the elephant itself enters the field and starts eating? It would eat far less than what it would have gotten, as it will trample on most of the field with its feet. The advice given to Pandian Aruvudai Nambi is valuable advice that this government appreciates," concluded the minister. Explaining the context, Sangam Literature enthusiast and translator Chenthil Nathan says the verse is apt for collection of tax. "Here, the minister means –  collect taxes judiciously, don't overdo taxation. If you do, it will not be of use to the ruler and at the same time country too will be ruined," he elaborates. In his blog, Chenthil translated the poem thus: If mature rice is harvested and consumed, a ma’s* yield will last many days; even a hundred sei** (goes waste) if a single elephant enters it to eat, as its legs trample more than what it eats; if a judicious ruler collects as per rule, his country yields a lot and prospers; if ruler becomes weak, surrounded  by fawning ignoble kith and kin, hankers after wealth mercilessly,   like an elephant overrun field, neither does he consume,  but his country is ruined too. The minister in line with the verse, then went on to explain that while direct tax revenue had increased, the government remained committed to reducing the tax burden on small and medium income-earners. "This includes self-employed as well as small traders, salary earners, and senior citizens. Only when their annual taxable income exceeds 5 lakh, they are required to pay any income tax," she said. Nirmala Sitharaman is not the first minister to use Tamil literature as part of the budget speech."In the past, former Finance Minister P Chidambaram has often quoted the Thirukkural in his speeches," says Chenthil, "But never the Purananooru." The Finance Minister who is originally from Trichy received shouts of praise from the House, soon after she read out the Tamil verse. The usage of a poem from the Sangam era has special significance at a time when the BJP is being accused by the DMK of attempting to suppress the Tamil Language and impose Hindi on the state of Tamil Nadu.

Explainer: The Madras High Court quashes TN’s exemptions to Land Acquisition Act

Previously, Tamil Nadu had received exemptions from the Centre’s Land Acquisition Act through which it has been acquiring land for various development projects.
In a significant setback for the Tamil Nadu government, the exemptions it enjoyed from the Centre’s Land Acquisition Act was quashed by the Madras High Court on Wednesday. The exemptions enabled the state government to acquire land for various developmental projects in the past. The retrospective nature of the verdict means that the land acquired by the state since September 2013 will be considered illegal, except where the land has already been put to use. The Land Acquisition Act, enacted by the UPA government in 2013, was established with the aim to ensure a "humane, participative, informed and transparent process for land acquisition." Choosing to stick with the Act, it was operationalised by the Modi government in December 2015 after the Centre notified rules under the Act. However, Tamil Nadu had taken advantage of Section 105 of the Act which stated that the provisions of the Act do not apply in certain cases or with certain modifications. This included exemptions for laying of national highways under The National Highways Act, 1956. Why is Tamil Nadu exempt? In Tamil Nadu, three legislations had thus far empowered the state government to acquire land— Tamil Nadu Acquisition of Land for Harijan Welfare Scheme Act, 1978, Tamil Nadu Acquisition of Land for Industrial Purposes Act, 1997 and Tamil Nadu Highways Act, 2001. In 2014, Tamil Nadu amended the Central Act for the state, by inserting Section 105A. The amendment stated: Provisions of this Act not to apply to certain Tamil Nadu Acts or to apply with certain modifications.—(1) Subject to sub-section (2), the provisions of this Act shall not apply to the enactments relating to land acquisition specified in the Fifth Schedule. The state-level amendment, which received Presidential assent in 2015, enabled the use of the three state legislations to side-step rigorous provisions under the Land Acquisition Act. The petitioners, Caritas India, a disaster relief NGO, argued that the amendments were unconstitutional and should not have received Presidential assent. On Wednesday, a Division Bench of Justices S Manikumar and Subramonium Prasad held that the three legislations were in conflict with the Land Acquisition Act. Holding that as per Article 254 of the Indian constitution, a Central Act would take precedence over a state Act, the court said, “In order to revive these acts, the State must reenact these statutes, in accordance with Article 254(2) of the Constitution of India, and obtain the assent of the President. Merely, by inserting Section 105-A and the 5 th Schedule, in the new Act, these impugned enactments do not get revived. Since this had admittedly not been done, the Acts remain repugnant, and Article 254(1) renders them inoperative.” Ramifications  As per the ruling, this would mean a number of land acquisition procedures for developmental projects undertaken by the state government over the last six years would now be deemed illegal. This includes the Rs 69,000 crore Phase II of the Chennai Metro Rail Limited. Spanning 119 km across 128 stations, the project is estimated to take up 120.98 hectares of land. However, officials had assured citizens that only 27.19 hectares of this would require private land, with the rest being government land. While the state government may approach the Supreme Court, it may also be recalled that in April this year, the Madras High Court quashed land acquisition proceedings for the controversial Rs 10,000 crore Chennai-Salem expressway proposed last year. In a 117-page verdict, the court disagreed with the stand of the government to mutate revenue records and transfer government lands, even prior to the issuance of notification under the Land Acquisition Act. The expressway between Chennai and Salem districts had caused furore among residents and farmers along the proposed route, sparking protests in many parts of the state.

Rajiv Gandhi case convict Nalini gets parole to arrange daughter's wedding

Rajiv Gandhi assassination case convict Nalini Sriharan stepped into the Madras High Court on Friday with high security to argue for a six-month parole to organise her daughter's wedding. Based on the prosecution's arguments, however, the court denied her request and granted her one-month parole with multiple conditions. In April, she had filed a habeas corpus petition in the Madras High Court seeking ordinary leave for six months. In her plea, Nalini had said every life convict was entitled to one month of ordinary leave after completing two years in prison and she had not taken the leave even once during the past 27 years she had spent in jail. The Madras High Court, in June, allowed Nalini to argue her parole case in person and ordered the Vellore Central Prison authorities to produce her on July 5. She had earlier been granted a 24-hour parole in March 2016 to attend her father's last rites. In court on Friday, Nalini argued that she has been unable to attend to any of her daughter's need owing to her imprisonment. Her ward currently lives in London with her grandparents. And that as a mother she wanted to perform her duties. The prosecution lawyer A Natarajan however, maintained that a prisoner convicted for life can only get parole of one month at a stretch. Justices M M Sundaresh and M Nirmal Kumar who listened to both sides, then agreed that Nalini can only be given a one-month parole. The court further ordered that she give information regarding where she will be staying and who she will be staying with. Police were further directed to conduct inquiries to confirm the same. In addition to this, Nalini has been warned against giving interviews or meeting media persons and told her not to meet any members of political parties. In 2016, she was granted parole two time. First to attend her father's cremation and later for the final rites. Even then, she had requested for a three-day parole but was only granted 24 hours by Justice R Mala. Nalini, her husband Murugan and five others are serving life imprisonment in the case related to the assassination of former Prime Minister Rajiv Gandhi by an LTTE suicide bomber during an election rally in Tamil Nadu on May 21, 1991.

Leader of the Opposition in Tamil Nadu and DMK chief MK Stalin has slammed the Union Budget presented by Finance Minister Nirmala Sitharaman, calling it ‘an arrangement of decorative words.’ In particular, Stalin drew attention to the 10 per cent hike in customs duty on newsprint, stating that it was done with the intention to weaken democracy. On Friday, the government announced a 10 per cent customs duty on newsprint and 5 per cent import duty on printed books. In addition to this, imported newsprint, the uncoated paper used for printing of newspapers and lightweight coated paper used for magazines would now attract 10 per cent customs duty, according to one report in The Hindu. Previously, there was no import duty on newsprint. “The imposition of customs duty of ten per cent on the import of the newsprint, required for printing newspapers is a ploy to dismantle print media once and for all and disrupt the spread of news and opinion. The tax burden has been mounted to suppress and weaken one of the pillars of democracy,” Stalin said in a statement on Friday. According to one report in The Print, the customs duty would affect the Indian newspaper industry, which had already been struggling with high newsprint prices after China decided to stop production of newsprint. In January last year, China banned the low-quality paper on which newspapers are printed in an aggressive push to combat pollution in the country. The BJP government did not increase the income tax exemption limit for the middle class but gave tax benefits to the corporates, said Stalin. He also termed the Union Budget a mere arrangement of 'decorative words' and 'announcements' which did not respect the federal structure of the nation. The Budget announced a hike in excise duty and cess on petrol and diesel, respectively, by Re 1 per litre. Slamming this, Stalin said that the increase in petrol and diesel prices will result in a rise in the cost of essential items and transport costs for the common man. Stalin said the announcement to raise Rs 50 lakh crore for the Indian Railways by private participation was like handing over the common man's transport system to rich people. The DMK leader said the policy announcement of the Central government reducing its stakes in public sector undertakings (PSUs) to under 51 per cent showed that the BJP government will close down the PSUs. According to Stalin, the Budget has not allocated any amount for linking the rivers Cauvery and Godavari or for any river linking project. (With IANS inputs)

No accepting gifts, bouquets, dowry: Madras HC reminds TN cops

Imploring police officials in the state to maintain a clean record, the Madurai Bench of the Madras High Court on Friday directed the Director General of Police to issue a circular to all police officers in the state, reminding them to not accept gifts, bouquets or dowry. A circular is to be issued by the DGP within six weeks.  According to one report in The Hindu, the court observed that Tamil Nadu Subordinate Police Officers Conduct Rules, 1964, categorically states that behaving unbecoming of a government servant itself is misconduct. Rule 4, dealing with 'Gifts, Rewards and Dowry,' states, "Save as otherwise provided in these rules, no Police Officer shall, except with the previous sanction of the Director General of Police, accept or permit any member of his family, to accept from any person any gift of value exceeding Rs. 5,000/- (Rupees five thousand only)." However, a casual meal, lift or other social hospitality shall not be deemed to be a gift, it notes. The court reportedly said, “A government servant must have a clean record of service. His behaviour both inside and outside the office and while performing or not performing his duty must be good. A public servant is expected to maintain good conduct in public. It is not as if a police officer, who is off duty, can involve in some criminal case or commit certain misconduct.” According to one report in the Times of India, Justice SM Subramaniam was hearing a petition which was filed by sub-inspector of police S Thennarasu who moved the HC seeking to quash an order of deferment against his promotion to the post of inspector of police as a criminal case had been registered against him. "In respect of the Conduct Rules, it is visible in the public domain that a large number of flowers and bouquets are shared by way of gifts in the police department and it is telecast through various television channels also. Thus, the DGP is bound to remind the Conduct Rules to all the police officials, so as to ensure that such costly flowers and bouquets or similar articles of trifling values are not presented to any police officials," the newspaper quoted the judge as saying.

By Steevez Rodriguez Reports have come in that by 2020, about 21 major Indian cities would run out of ground water. But Chennai has fast-forwarded itself to 2020 already and has little or no groundwater available for the people to use. With monsoon failing in 2018, little or rain through 2019, inadequate and inefficient water distributing and storage system, concrete covering most of the land area with voracious constructions across the city not allowing rain water to seep underneath, rising population density have all added up to this catastrophe. Like most of the global citizens, Chennai’s own have overlooked the adverse effects of climate change that looms larger than life over everyone with every passing day. A faster rate of “development” promised by governments have just speeded up the level of destruction. With every possible reservoir dried out and depleting ground water levels across city, people have finally woken up to see the calamity they face. Metrowater (the government agency supplying water to the city) lorries are the only source of water running around the city. With large tanker lorries and smaller trucks with Sintex water tanks loaded, the city tries to meet its water needs with the multiple trips these vehicles make through the day. On average, the filling station starts to function by around 5 am every morning and pushes upto 2 am in the night. The smaller trucks are an emergency measure to tackle the water shortage and are employed on a contract basis. Many hotels, restaurants, schools, colleges were shut down for a few days as they were not able to meet their requirements. Information technology companies with their big buildings and a high number of employees aggregated at a single place, have given their staff members the option of working from home. Most of the apartments function with a daily routine of over minutes of water discharge. The situation has gone on to become a grim joke, with briyani sellers luring in customers by giving them freebies of the most wanted commodity; Water. Chembarambakkam lake is the major reservoir that provided water to people of Chennai. AIADMK's Mohammad John, N Chandrasekaran party's picks for Rajya Sabha

The party has decided not to renominate party veteran V Maitreyan who completes his six-year term in July.
The AIADMK has announced its nominees for the Rajya Sabha polls to be held from the state on July 18. On Saturday, the party said it would be fielding former Backward Classes and Minorities Welfare Minister Mohammad John. The former Ranipet MLA also serves as the Deputy Secretary of the party's Minority Welfare Wing. N Chandrashekar, who serves as the party secretary for Mettur, Salem has also been nomination as Rajya Sabha candidate."We inform that as per the pre-poll arrangement for the recently-held Lok Sabha elections, the one remaining seat has been assigned to the Pattali Makkal Katchi (PMK)," the party's press release reiterated on Saturday. The announcement came after a meeting of the party leadership at their headquarters in Chennai's Royapettah.  AIADMK MPs T Rathinavel, V Maitreyan, KR Arjunan and R Lakshmanan will be retiring from their six-year term on July 24 along with D Raja of the CPI. DMK’s Kanimozhi was elected to the Lok Sabha from the Thoothukudi parliamentary constituency in the recently-held General Elections and her seat too is up for polls. The AIADMK chose not to renominate any of its Rajya Sabha MPs, including veteran party leader V Maithreyan who had aligned himself with O Panneerselvam soon after he rebelled against the VK Sasikala faction in the wake of former Chief Minister J Jayalalithaa’s death. Barring the four retiring MPs, the AIADMK currently has eight Rajya Sabha MPs and one Lok Sabha MP— OP Raveendranath Kumar (son of Deputy Chief Minister O Panneerselvam). On Monday, the DMK nominated advocate P Wilson and M Shanmugam, General Secretary of the party's Labour Progressive Front (LPF). As per the pre-poll agreement, the third seat will be given to MDMK chief Vaiko. On Friday, the 75-year-old leader was convicted in a sedition case dating back to 2009. However, legal experts have opined that this would not be an impediment to his return to the Rajya Sabha after 15 years.

Missing TN activist Mugilan found in AP, video shows him in police custody

Nearly five months after Tamil Nadu-based social and environmental activist Mugilan disappeared, he has been spotted at a railway station in Andhra Pradesh. Mugilan was spotted by passenger at the Tirupati railway station on Platform No 1 at around 7 pm. The passenger, reportedly an acquaintance of Mugilan’s family, alerted the local police and then informed the activist’s wife. Mugilan’s family and friends from Tamil Nadu have informed the Tamil Nadu police.  A video that has surfaced online, purportedly shot by the acquaintance on the railway platform, shows a bearded Mugilan being escorted by the police even as shouts slogans against the nuclear power plant in Kudankulam. As the police officers ask Mugilan to come along with them, the activist appears to protest being manhandled. “Don’t destroy, don’t destroy! Nuclear waste in Kudankulam! Don’t create nuclear waste in Kudankulam! Don’t destroy Tamil Nadu!” he raises slogans. The video also shows a limp Mugilan exhausted and out of breath, even as he is escorted by police personnel.  The confirmation regarding Mugilan’s re-appearance came after human rights lawyer and activist Henri Tiphagne verified the initial information. Speaking to TNM, Henri said, “He was found at 7 pm at the first platform of the Tirupati railway station. We have verified the information. He was taken into custody of Andhra Pradesh police. We don’t know how he came there and whether he is still in the custody of the Andhra Pradesh police (as in the video). The CBCID, which is handling the case, has been informed. In the press meet, Mugilan named the two senior police officers and accused them of being complicit when miscreants torched government vehicles and destroyed CCTV cameras. Mugilan’s disappearance prompted a months-long social media campaign asking with the hashtag #WhereIsMugilan with demonstrations in the USA and Australia. Politicians from the state had demonstrated against his disappearance, even as human rights NGO Amnesty International urged the authorities to investigate his disappearance.

Another Pollachi horror: 9 men held for sexual abuse of 16-year-old

The latest incident comes months after a horrific sexual assault and extortion racket came to light in Pollachi in February.
A horrific case of child sexual abuse has come to light in Pollachi in Coimbatore district where a 16-year-old child was abused by as many as nine men. According to reports, the child was abused by her 27-year-old neighbour Ammanullah when she went missing from home. Ammanullah is said to have called his friends over to abuse the child. The child, who eventually managed to escape, informed her grandmother about the incident. Following this, they lodged a complaint. According to the Times of India, the child has been sexually assaulted by the men in different places over the past two years. The accused men have been booked under Section 366(a) (Act endangering life or personal safety of others) of the Indian Penal Code as well as Section 6 of the POCSO Act. The other accused have been identified as Bagavathi alias Mohammad Asif (27), Mohammad Rafiq (28), Syed Ibrahim (25), Mohammad Ali (28), Arun Nehru (28), David alias Senthilkumar (30), Irsadh Basha (28) and Mohammad Khan (44). Another accused Prabhu is yet to be nabbed. A Hindu report states that the child, a class X dropout, has been living under the care of her grandmother ever since her mother's death when she was 2-years-old. In February this year, a horrific sexual assault and extortion racket in Pollachi came to light when a college student complained to the district police that four men— Thirunavukarasu, Sabarirajan (alias Riswandh), Satheesh and Vasanthakumar— forcibly removed her clothes in a car and videographed the act. The survivor alleged that they also snatched her gold chain and forced her to make physical relation with them, and threatened to upload the video on the internet. The probe into the case led the police to a wider network of men who regularly befriend women online, sexually assault and film them to blackmail them later. In March, soon after the issue witnessed protests across the state, the Tamil Nadu government had recommended the transfer of the case to the CBI.

Private water tankers to go on indefinite strike from July 8 in TN

Even while Chennai is waiting to receive its 10 MLD/day water from Jolarpet via train from July 7, the Tamil Nadu Private Water Tanker Lorry Owners’ Association has announced an indefinite strike beginning July 8. The announcement came soon after close to 40 water tankers were reportedly seized at Parivakkam village in Tiruvallur district where villagers alleged that they are plundering their groundwater. The private tankers were tapping water from farm wells in the area. In June this year, the Madras High Court had reiterated that tapping groundwater water illegally was equivalent to theft. The Times of India quotes P Saravanan, coordinator of Tamil Nadu Water Lorry Owners’ Association, as saying, “This is not the first such incident. We are harassed almost every day by the government, revenue officials and police for drawing water from villages. We only serve the people and supply water to areas where the government is unable to. A few days ago, tankers were seized at Bangarampettai. In Tiruporur, about 10 tankers were seized. Last week, notices were issued to private tanker owners in Erode asking them to not draw water from villages. Unless the government resolves this issue, we will go ahead with the strike.” Earlier, in May as well, the TN Private Water Tanker Lorry Owners’ Association had called for a strike. The Association, however, called it off at last minute, hoping to gain an audience with the Chief Minister. The Association, which has 15,000 water tankers functioning across the state, has close to 5,000 tankers supplying water to Chennai from Chennai, Thiruvallur and Kancheepuram districts. According to a report in News18 Tamil, the Association’s state president, Nijalingam, has said that due to insufficient groundwater, private water tankers have not been able to draw water from anywhere. He also adds that their requests to meet with the authorities have also not been heeded and if the government were to point out places from where they can draw water, they will be able to function without a hitch.

The Union Ministry has informed the Madras High Court that the two bills sent by the Tamil Nadu government to exclude the state from the National Eligibility-cum-Entrance Test (NEET) have been rejected by the President. This notice comes two years after the state government sent two bills - Tamil Nadu Admission to MBBS and BDS Courses Bill, 2017 and the Tamil Nadu Admission to Post Graduate Courses in Medicine and Dentistry - to the President of India seeking to exclude the state from the NEET for admission to MBBS (Bachelor of Medicine and Bachelor of Surgery), BDS (Bachelor of Dental Surgery) and postgraduate courses. A division bench, comprising Justices S Manikumar and Subramonium Prasad, had sought a clarification on whether the bills were withheld or rejected. The Bench was hearing a plea in the matter on Friday when the counsel for the Union government stated thus. The submissions were made based on a Public Interest Litigation (PIL) filed by the Tamil Nadu Students Parents Welfare Association, represented by PB Prince Gajendra Babu and U Mustaffa. The petitioners were seeking direction to the state government to complete the procedures for obtaining the presidential assent for the bills on or before August 15, 2017. According to a report in the New Indian Express, the Bench has now directed the Home Ministry to file an affidavit by July 16, along with details of receipt of the bills and the date of rejection, as submitted by counsel of the Union government. Lion-Muthu Comics, started in 1972 as Muthu Comics by M Soundrapandian, has been translating and publishing comics from around the world into Tamil.
In the south Tamil Nadu town of Sivakasi, with its sun-baked soil and matchbox factories, the town that is the heart of fire-cracker industries, a quiet printing press brings to life the adventures of a British undercover agent with a unique ability, and an Italian cowboy with a sharp sense of justice. Lion-Muthu Comics, started in 1972 as Muthu Comics by M Soundrapandian, has been translating and publishing comics from around the world into Tamil, for a small but close-knit reader network. When Soundrapandian, who comes from a family of printers, started Muthu Comics, he did so by introducing the most successful series in the UK at that time called The Steel Claw. In Tamil, the character was called 'Irumbukkai Mayavi' who would go on to become a big hit with their readers. S Vijayan, Soundrapandian’s son who currently runs the comic book house, says, “45 years later, even today, we have readers fondly remembering the character. He was a secret agent who lost his right hand and quite recently we republished the books." Vijayan in his office The Steel Claw, created by Tom Tully and Jesús Blasco, was England’s most popular comic series from the 1960s and '70s. An undercover agent who loses his right hand in a laboratory mishap, Steel Claw gets his name, quite literally, from his prosthetic steel hand. Later, in another lab accident, he gains the ability to become invisible, with the exception of his steel claw, for a short period of time if high voltage electricity passes through his body. Equipped with inbuilt weapons in his prosthetic hand, Steel Claw aka Irumbukkai Mayavi, becomes an invincible secret agent. From Vijayan's table which has an assortment of comic books, we pick up Mayatheevil Maayavi (Adventures of Steel Claw on a Magical Island) in its shiny reprinted cover to devour later. Vijayan, who still has his enthusiasm and craze for comics intact, started his own line of  publishing called Lion Comics in 1984. “I would go to my father’s office every evening when I was 12 or 13 years old to observe. I was barely a 17-year-old teenager fresh off school when I started on my own. I only trusted my own instincts as a reader to experiment. I basically did what I thought would click from a reader’s point of view,” he shares, remembering his early days. Three years later, after graduating with a B Com in 1987, Vijayan began taking care of his father’s Muthu Comics as well. In the late '70s, Muthu Comics ventured into American titles, and when Vijayan began Lion Comics, around 1985 they started looking at other European works.  “We brought in some more European titles, Italian and French. We found that there was an ocean of comics in the French and Italian languages. Among the Franco-Belgian collection, the famous ones that people know are Tintin and Asterix but we ventured beyond mainstream comics. It gave us a huge range to pick from,” says Vijayan. The cowboy character named Tex Willer, created by Gian Luigi Bonelli and Aurelio Galleppini and first published in 1948, is immensely popular in the country even today. Tex, says Vijayan, is one of his most favourite comic book characters. Tex was introduced in Tamil by Lion Comics around 1985. “He is still one of our flagship characters. He’s a lot like our Rajinikanth character and there’s no age restriction to get to it,” he adds with evident affection. Original artwork for Tex Willer done in-house But what comes as a total surprise is a confession about their readership base. “I believe the relationship we have with our customers has been very close-knit, very mutual. We’ve grown with them and they’ve grown with us. The teenagers who picked up Tex are the ones in their 30s and 40s today. We’ve also ventured beyond what is considered usual for a comic strip. Our comics too have unique storylines, ones that defy popular belief that comics are for children. For instance, two years ago, we published a graphic novel, a French award-winning novel from 2012, called Brodeck Report. Our Tamil title was Nijangalin Nisabdam published in 300 pages, black and white. It was a very dark story about life after WWII in a small village. On paper that is a subject that no one will relate to here. But it was one of our most successful comics. Bluecoats, a parody on war too was most popular. People still think comics are only about Calvin and Hobbes etc but that isn't all,” he says. He also vouches that his reader's knowledge in subjects relating to the world would surprise many. Vijayan personal favourite remains to be Lucky Luke, a popular cartoon character from France, created over 70 years ago, still going strong, selling over 300 million copies in its International versions. With over 300 titles to their name so far, Vijayan tells us that they don’t just have a good readership in the state but across the world as well. “In Bengaluru, there’s a good number of readers. In Sri Lanka we have a very passionate readership. Our readers are also from the USA and UK. In fact we have a dedicated reader in the Middle East who subscribes to our comics every month. He spends Rs 4000 every month just on courier,” he chuckles. For a readership base of close to 500, Lion-Muthu Comics functions with three translators, Vijayan included. When asked about it, he laughs. “We still have same the translators on board. There is a woman translator who works on French to English translations for us. She’s been doing it for 20 years and prefers to remain unnamed. It’s a hobby for her. My dad’s friend Karunai Anandham, who is now 75, works on English to Tamil along with me. Sometimes I might have to rejig his writings to suit modern readers. We have two translators in Italy who do the translations for us in English. We have our own printing press and that’s all,” he says modesty, adding, “If we’ve changed our translators, our readers will know.” The process of translating and printing these International comics involves a tedious process of obtaining the copyrights first. While earlier they received the original bromide prints via air mail and then workd on translations, today the process has been made simpler with electionic files says Vijayan.  Wouldn't it be easier to create content locally? We have had Dina Thanthi's Rani Comics that ran briefly, Kumudham's Maalai Madhi that stayed a little longer and the more popular Amar Chitra Katha Comics the are published even today with locally made content. "Creating comics is a labourious team work. Countries abroad set aside teams, budget and time for creating such content like how we would do so for our films here. For instance, for Tex Willer, they had close to 20 different teams of artists working together. There was a German artist who took 7 years to complete a story once and they gave him the time. Things are not the same here," he says. Sustaining for close to 50 years, as the longest surviving comic books publishers in Tamil, Vijayan says that the secret is to be a reader first. “You need to be a reader first, to pick out stories that will work. We have a very small print run. Unless it is very personalised, we cannot reach out to our readers who have access to everything. Very recently we did a series called Baraccuda. A six-part story that has fantasy, pirates, magic. We are also experimenting with new content to keep our reader's interest." Lion-Muthu Comics maintains a very close bonding with its readers with Vijayan stating that they’re one big family. “Every Sunday, there’s a blog that I write on and there’s so much of activity with more than 100 readers logging in for a live chat. The kind of conversations we have are very exciting. I get an idea about my audience. There are plenty of talented writes, those from movies field, media field, literary field… half of Sunday is for interacting and a lot of friendships are made,” he smiles. Every August, the group convenes after the Erode annual book fair. “We’ve been doing it for the past four years and we also schedule a special issue launch during this period. It’s like a family get-together. You should drop in sometime,” he adds. Even while the comics publishing field remains less profitable, with GST cruelly cutting in on their margins, Vijayan says that his printing press helps him sustain his passion. “We also do printing and juggle a lot of hats. You don’t chase numbers here but only sit back and wait for them to come. When we had our good days, we’ve even printed 20,000 copies for each title during the '70s and '80s.” The publishers now work on a subscription basis. Caste killing: 55-year-old TN man admits to killing pregnant daughter and husband

Days after a Dalit inter-caste couple in Thoothukudi were brutally murdered in their beds, the father of the murdered woman has allegedly admitted to committing the crime. Pictures from the crime scene show horrific images of blood and chopped limbs. A machete was used, according to the police, to saw into the wrists and necks of husband and wife in the wee hours of Thursday.  But while the 55-year-old accused Alagar claims to have committed the crime alone as an act of vengeance against the couple for marrying out of caste, relatives of the murdered man claim that hired assassins were involved. The victims Solairaj and Jothi were both 24-year-old and had fallen in love while working in a salt pan. While Solairaj belonged to the Paraiyar community of Scheduled castes, Jothi belonged to the Pallar community. When Jothi's family opposed the marriage, she left her house to get married to Solairaj in April. Even then, her father issued threats and warned the couple of violence if they went through with the wedding. The police on being informed, let the father off with just a warning. The couple got married and Jothi was three months pregnant at the time of the murder. And while the injuries to the victims were fatal and barbaric, the police maintain that it is a crime by a single man."At around 4am on Thursday morning, Alagar has entered the house where the couple was sleeping in the porch. There was no electricity. He used an 'Aruval' (machete) to murder them," says Superintendent of Police Arun Balagopalan. "He has confessed to the crime and says that he did it alone," he adds. Alagar has been booked for murder and under the SC/ST Act. However, relatives of Solairaj remain uneasy."There are some eyewitnesses in the village who say that a group of men were seen fleeing from the spot on bikes. We do not think that a 55-year-old could have easily overpowered two young people this way," says Antony, Solairaj's uncle. "Infact the perpetrator has not even entered through the door. He has jumped into the house. We are not very satisfied with the investigation," he adds. Moreover, Solairaj's relatives point out that the crime could have been prevented if the couple had got police protection or the father  was detained when they first approached authorities."But they didnt' specifically ask for protection," says the Superintendent of Police. "And in such cases we usually just let people off with a warning," he adds. But anti-caste activists point out that the police's action are contradictory to directives from the Madras High Court. After the ruling in the Manmeet Singh vs State of Haryana case in 2016, the Madras HC ordered for the formation of a Special cell in all districts to handle matters concerning inter-caste couples. The state government even filed a status report to the court in July 2018, confirming the establishment of the same."The cell is required to give protection to couples who had concerns on safety and to provide counselling to the parents involved," says Pandian, the director of  Social Awareness Society for Youth (SASY). "The police is in contempt of court. If they had acted as per the rules, the couple would have been alive."

3 workers dead after under-construction building collapses in Madurai, owner arrested

A building collapse on Pasumpon Street in Checkanurani, Madurai on Friday left three dead while four others caught in the rubble were injured. While one person was found dead the same day, two others were found on Sunday. The incident took place around 5.30 pm on Friday when seven workers were working at the under-construction building. Reports say that the labourers were working on the newly elevated second floor of the proposed residential building. The police have now arrested 43-year-old M Madhavan, the building’s owner, for further enquiry. While 45-year-old A Kasinathan’s body was found from under the rubble on Friday, two more bodies, that of Kasinathan’s son 21-year-old K Arunkumar and 37-year-old Balamurugan aka Balu, were found on Sunday morning. Kasinathan hailed from the neighbouring Thengalpatti village. Four other workers rescued from under the debris have been identified as Rajesh, Karthik, Murugan and Muthupandi, all from the surrounding villages. They are currently undergoing treatment at the Madurai Government Rajaji Hospital. The sudden collapse caused commotion and unrest in the area on Friday following which Fire and Rescue services along with police and revenue officers rushed to the spot to begin rescue operations. Based on a complaint filed by Rajesh, Madhavan has been arrested under IPC sections 304 (ii) (culpable homicide not amounting to death) and IPC 337 (causing hurt by act endangering life or personal safety of others). Madhavan, a resident of Checkanurani, is a mason who undertakes building projects and rents out and sells finished houses. Speaking to TNM, Usilampatti DSP Raja says, “We are looking into whether Madhavan had plan approval for the two-storeyed building. Sometimes people have permit for just one floor and tend to build more floors illegally. We’ve asked his father to bring it to us. We will know further details on what caused the collapse after investigations.”

Activist Mugilan arrested in rape case after being found in Tirupati

According to reports, in April, a woman from Namakkal district alleged that the activist had sexually exploited her in 2017.
The CB-CID on Sunday, arrested activist RS Mugilan in connection with a rape case registered against him in Karur district. The activist who went missing nearly five months ago, was handed over by the Tirupati police to the Tamil Nadu CB-CID on Saturday. He is yet to reveal any details regarding his whereabouts during this period, says the police.  According to reports, in April, a woman from Namakkal district alleged that the activist had sexually exploited her in 2017. The 37-year-old approached the Kulithalai all-women police station in Karur district and complained that Mugilan allegedly forced her to have sex with him after falsely promising that they would get married. She allegedly was closely associated with him as she was part of protests he participated in.  In the complaint that she submitted two months after the activist's disappearance, the woman stated that the alleged incident took place in February 2017, during a protest at Neduvasal in Pudukottai district against the hydrocarbon project. She allegedly stayed in a lodge with him and complained that she had been sexually exploited on multiple occasions. She further urged the police to take action against him. Mugilan, who is also the Coordinator of Tamil Nadu Environment Protection Movement, was travelling from the Egmore railway station in Chennai to Madurai in a special train on the night of February 15, after he held a press meet in Chennai about the shooting of 13 civilians during the anti-Sterlite protests. In the press meet, Mugilan named two senior police officers and accused them of being complicit when miscreants torched government vehicles and destroyed CCTV cameras. His disappearance prompted a months-long social media campaign asking with the hashtag #WhereIsMugilan with demonstrations in the USA and Australia. Politicians from the state had demonstrated against his disappearance, even as human rights NGO Amnesty International urged the authorities to investigate his disappearance.  He was finally spotted at a railway station in Andhra Pradesh at the Tirupati railway station on Platform No 1, at around 10 30 am on Saturday. According to the CB CID, a passenger had jumped onto the tracks and was shouting slogans against the TN state govt and the Centre. After much difficulty he was removed from the tracks and taken to the RPF police station. He then identified himself as Mugilan. Mugilan was later brought to the Vellore station by the Andhra Pradesh based RPF. According to the CB CID, they got in touch with the Andhra police and requested custody.

Saravana Bhavan founder Rajagopal fails to surrender, gets admitted to hospital

P Rajagopal, the owner of the Saravana Bhavan chain of restaurants, failed to surrender before the police on Sunday. He was sentenced to life by the Supreme Court for the abduction and murder of a man and the court had given him time till July 7 to surrender to the police. According to reports, Rajagopal got himself admitted in a hospital on Thursday, days before he had to turn himself in to the police. He has filed a petition in the apex court seeking an extension to the deadline given to him to surrender, over his health issues. The petition is lined up to be heard on Monday. Rajagopal was sentenced to life imprisonment by the Madras High Court in 2009 for hiring henchmen to abduct and kill a man named Prince Santhakumar in 2001. Prince Santhakumar was married to a woman named Jeevajyothi, the daughter of one of the employees of Rajagopal. Rajagopal wanted to marry Jeevajyothi as his third wife based on the advice of an astrologer. He pursued Jeevajyothi despite her resistance and when she threatened to go to the police, he told her that he would manage the police with money. He had also told Santhakumar about his intention to marry his wife Jeevajyothi, after which the couple planned to move out of Chennai. Rajagopal and his henchmen had assaulted the couple continuously since then. In October 2001, Jeevajyothi, Santhakumar and her family were taken to Tiruchedur, when Santhakumar was separated from the family. He was murdered and his body was found in Kodaikkanal. In 2004, a sessions court found Rajagopal guilty of the crime and sentenced him to 10 years of rigorous imprisonment. Rajagopal went on to challenge this verdict in the Madras High court which, in 2009, enhanced the punishment to life imprisonment. This verdict was also appealed against by Rajagopal in the apex court, which upheld it in March 2019. In a relief to Chennai residents, the private water tankers who had announced an indefinite strike from Monday dropped the plan after authorities intervened. The plan to go on strike was shelved after the Tamil Nadu Water Lorry Owners’ Association had discussions with the officials late on Sunday, as per reports. The water tankers’ association had announced its decision to go on an indefinite strike after around 40 water tankers were allegedly seized in Parivakkam village in Tiruvallur district after the villagers claimed that they were exploiting groundwater. However, the strike has been called off after the government reportedly promised to help the tankers source water in the coming days. Chennai, which is struggling to cope with the severe water crisis in the city, gets its water from Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB). This summer, as CMWSSB is trying hard to cater to the heavy demand for water across the city, the private water tankers have come to the rescue of Chennai’s water-starved citizens. Around 5,000 private water tankers ply in the city, supplying water to its residents. These lorries generally take water from private wells on the outskirts of the city and in the nearby districts of Kancheepuram and Tiruvallur. Earlier in June, the Madras High Court had reiterated that illegally taking groundwater from wells would be tantamount to theft. Recently, it also ordered the district collectors in Tamil Nadu to ensure that all private water tankers are registered with the district authorities. This is not the first time that the private water tankers have called for a strike. In May, hours after announcing a strike hoping to meet the chief minister and placing their concerns on record, the association called it off.  Recently, people from many villages in Tiruvallur district protested against private water tankers drilling bore wells in their villages and drawing water from them to be supplied to Chennai’s shopping malls.

Nearly five months after Tamil Nadu-based social and environmental activist Mugilan disappeared, he was spotted at a railway station in Andhra Pradesh. Mugilan was spotted by a passenger at the Tirupati railway station on Platform No 1 at around 7 pm on Saturday. The passenger, reportedly an acquaintance of Mugilan’s family, alerted the local police and then informed the activist’s wife. Mugilan’s family and friends from Tamil Nadu have informed the Tamil Nadu police. A video that has surfaced online, purportedly shot by the acquaintance on the railway platform, shows a bearded Mugilan being escorted by the police even as he shouts slogans against the nuclear power plant in Kudankulam. As the police officers ask Mugilan to come along with them, the activist appears to protest being manhandled. “Don’t destroy, don’t destroy! Nuclear waste in Kudankulam! Don’t create nuclear waste in Kudankulam! Don’t destroy Tamil Nadu!” he raises slogans. The SP also said that the RPF personnel who detained him did not know it was Mugilan and only learnt this later. "He staged a small dharna in front of a train, which is when the RPF stepped in and detained him," the senior police officer said."There was no arrest made in Tirupati at all, till he was handed over to the CBCID. We do not know what action they took," he added. The CB-CID is also on the lookout for him in connection with an alleged rape case. In April, a woman had lodged complaint with the Kulithalai police in Karur district alleging that he had cheated and raped her. Mugilan, who is also the Coordinator of Tamil Nadu Environment Protection Movement, was travelling from the Egmore railway station in Chennai to Madurai in a special train on the night of February 15, after he held a press meet in Chennai about the shooting of 13 civilians during the anti-Sterlite protests. In the press meet, Mugilan named two senior police officers and accused them of being complicit when miscreants torched government vehicles and destroyed CCTV cameras. Mugilan’s disappearance prompted a months-long social media campaign asking with the hashtag #WhereIsMugilan with demonstrations in the USA and Australia. Politicians from the state had demonstrated against his disappearance, even as human rights NGO Amnesty International urged the authorities to investigate his disappearance.

On July 2, Avinshu Patel – Avi – wrote two Facebook posts, one in English and one in Hindi. Both were suicide notes, that explained how he was bullied for the way he walks and talks, for the way he presents himself. “I’m gay,” he said in one of the posts. “Everyone knows I’m a boy, but the way I walk, think, feel, talk...it’s like a girl. People living in India don’t like this,” he wrote in another. The next morning, the 20-year-old’s body was found on the Neelankarai beach by the police. “Avi called me around 5 pm on July 2,” says Avi's friend from Mumbai, “We hadn’t spoken for about a month since we had a fight, but he suddenly called me. He was very out of sorts, and he told me he was going to kill himself. I tried to talk him out of it, but he wouldn’t listen. I then called up his colleagues and friends in Chennai and asked them to track him down.” But no matter how many times his colleagues at Bounce Express Salon and Spa – where Avi was a trainee – tried to call him, Avi did not pick up. By 10 pm, he had switched his phone off and was untraceable. The next morning, when his manager tried to call him again, the phone was picked up by a police officer who said Avi had been found dead. “He was the brightest trainee in his batch,” says Sandeep Singh, the COO of Bounce, “He had been working with us for just three months, but because he was so talented, we were giving him advanced training to become a nail artist. He wasn’t facing any problems at work, in fact he was doing very well. It came as a shock.” Avi’s body has been taken back to his home in Mumbai by his parents. His death has once again brought to the fore issues of bullying and discrimination that queer people face on an everyday basis. For queer people who face discrimination and violence in several walks of life, it’s important to have accessible mental health support, and other resources.
