'EWS quota in Tamil Nadu education unlikely this year': TN govt official to TNM

The Tamil Nadu government is unlikely to implement the 10% reservation for economically weaker sections (EWSs) for the academic year 2019-20 across universities in the state. Sources in the Department of Higher Education tell TNM that the Tamil Nadu government is yet to make any headway regarding a decision on the implementation of the quota in the state.  The decision comes despite the University Grants Commission (UGC), asking 13 universities across the state to implement the quota this academic year. In a circular issued by the UGC additional secretary Dev Swarup, direction was given to university authorities to bring the quota into force after consultation with the state government, say official sources. They were reportedly also told to display information regarding the scheme on their official websites. "It is not compulsory for us to implement this quota and as of now there is no chance that it will be enforced," says a senior official from the Higher Education Department. "We have requested for legal input from the Attorney General on the matter and haven't take a decision yet,” said the official.   He further points out  that Tamil Nadu already has 69 % reservation and therefore the state is in a uniquely complicated position in terms of implementing the EWS quota. "The admissions are already over for this academic year and after the all-party meeting that was recently held, it was decided that legal recourse was necessary in this situation," he adds.  In July, political parties in Tamil Nadu presented mixed reactions on the 10% reservation for Econimically Weaker Sections of society, as proposed by the Central government.  While a majority of the parties that attended the all-party meeting like the DMK, the MDMK and others opposed the move, some parties voiced their support. Speaking to reporters after the meeting, Deputy Chief Minister O Panneerselvam stressed that after discussing with the legal experts, the government will take a decision that will not impact the existing 69% reservation in the state.  Educational institutions meanwhile have told the media that admitting new students after the beginning of the academic year, will prove to be a long-winded process.  Speaking to ToI, regarding the circular, Anna University Vice Chancellor MK Surappa said, “As per the Supreme Court’s order, the engineering admissions are closed before July 31. To admit students after the cut-off date, we need permission from the apex court."

The Crime Branch-Criminal Investigation Department (CB-CID) has seized two Digital Video Recorders (DVRs) and documents from the SRM Institute of Science and Technology after a seven-hour raid on its premises on Tuesday. The raid is a part of the CB-CID investigation into the student suicides that rocked the institute. The educational institution is under scanner following a three student suicides reported from inside the campus in Kattankulathur near Chennai. Between the last week of May and July third week, three students studying engineering in the college had killed themselves inside the campus due to various reasons. While the institute issued a statement expressing anguish over the incidents and stated that the campus provides support and guidance to the students who are in need of counseling, the police at Maraimalai Nagar station were tasked with investigating the suicides which happened in a span of 60 days. Read: ‘Copycat’ suicides in SRM Institute: What colleges, families and friends must do On Tuesday, a team of 30 officers from the CB-CID led by the Superintendent of Police S Mallika conducted raids in the SRM Institute of Science and Technology as a part of the investigation. In the raids which lasted till around 6pm in the evening, two DVRs and some documents were seized from inside the college campus. Speaking to TNM about the raids, a senior CB-CID official said that the raids are a part of the investigation into the cases. “Since the incidents happened here, (Kattankulathur campus) we inspected the campus and the spots. We have questioned around 25 witnesses in the campus including professors and housekeeping staff. The probe will continue,” the official added. On July 17, two days after the third student killed himself, the Tamil Nadu Director General of Police JK Tripathi ordered CB-CID probe into the suicides, thereby transferring all the cases from Maraimalai Nagar police to CB-CID. A group of over 10 men allegedly hacked and killed a man, M Dhananchezhian, at Govindhavadi Agaram in Kancheepuram district on Tuesday. Close to 10 people, including the family members of the deceased, were attacked and injured in the melee. Baluchettychatram Police have detained two from this gang and are currently on the look out for the rest. According to reports, police suspect previous enmity between Dhananchezhian's brother Mahadevan and another man named Purushotaman to be the cause of this violent incident. Reportedly, this rowdy gang feared police action over a pervious incident. The men were drunk and had also smoked ganja, according to TOI. The Hindu states that Dhananchezhian, who ran a grocery shop in Govindhavadi Agaram, was a village head a few years ago. He, along with his brothers Sanjeevirayan and Mahadevan, organised the temple festival and Purushotaman created a ruckus during this festival. A money dispute led to a heated argument and an alleged brawl between Purushotaman’s and Mahadevan’s gang on Monday night at the latter’s house. On Tuesday morning, things escalated when Purushotaman returned with his gang in search of Mahadevan at his house fearing police complaint for the previous day’s incident. Not finding Mahadevan at his house, Purushotaman and his gang barged into his relatives Dhananchezhian and Sanjeevirayan’s house and began allegedly attacking their family members. It is being reported that village members too tried to intervene even as tense moments prevailed in Govindhavadi Agaram on Tuesday. While the injured were rushed to the government hospital by some of the villagers, Dhananchezhian succumbed to his injuries. Purushotaman allegedly has a criminal record and according to the police has been involved in a case of murder, three attempt to murder cases, and two cases of criminal assault. The police have collected evidences from the scene of attack and are on the look-out to apprehend the entire gang.

Microgravity used to create cells with stem cell properties may aid in cancer research

Researchers at Indian Institute of Technology Madras (IIT-M) have found that subjecting cancer cells to microgravity results in the formation of giant cancer cells with stem cell properties. In a statement issued here on Tuesday, IIT-M said these cells can conceivably be used for cancer research and drug development. Stem cells are difficult to isolate and grow. Cancer stem cells (CSCs) generally make up just one per cent to three per cent of all cells in a tumour. Research is being conducted all over the world to extract and culture CSCs for cancer understanding and drug development, the statement said. The research was led by Professor Rama S. Verma of the Stem Cell and Molecular Biology Laboratory, Bhupat, and Jyoti Mehta School of Biosciences, Department of Biotechnology, IIT-M."We have shown that simulated microgravity can be used for development of stem cell structures for drug testing, instead of animal models. CSCs are important in cancer research because they not only instigate formation of tumours, but are also involved in recurrence of tumours after cancer treatment," Verma was quoted as saying in the statement. He said the stem cells obtained using microgravity can also be used to understand the nature of the cancer cells, their proliferation and cell death pathways, which in turn can help in identification of target zones for drug development. In an earlier study, the IIT Madras team had found that colorectal cancer cells died under simulated microgravity but once the microgravity condition was removed, they resurrected. This meant that while microgravity conditions destroyed full-grown cancer cells, they must have allowed stem cells to live, or perhaps converted the cancer cells to stem cell-like forms."Either way, these stem cells can be used for cancer research and drug development," said Verma.

Woman falsely accuses husband of raping daughter, Madras HC takes action against her

The Madras High Court on Tuesday ordered action against a woman under the Protection of Children from Sexual offences (POCSO) Act, for falsely accusing her husband of raping their daughter. Justice Anand Venkatesh, quashed all charges against the father who was accused and cautioned that this decision will be a lesson for those who attempt to misuse the Act. According to the court order, the couple got married in 2003 and had two children aged 11 and one and a half. In 2018, the woman alleged that the father had raped the 11-year-old girl and impregnated her. She further claimed that the pregnancy was terminated with the use of 'native medicine'. Based on a complaint from her, a case was filed for an offence under Section 6 of the POCSO Act. The father was however granted anticipatory bail after the minor daughter was questioned by the High court. The young girl denied allegations of rape or any sexual contact with her father.The father then appealed to the court to quash the case and stated that the complaint against him was false and had been filed by his wife due to personal dispute. On further investigation, the court concurred with his appeal."This Court summoned the 164 statement recorded by the learned Additional Family Court Judge, Egmore, from the victim girl. While questioning, the victim girl has clearly narrated the entire incident and it can be seen that the wife was attempting to take the daughters into her custody and for that purpose she has cooked up a false story against the petitioner," reads the order copy."The victim girl has gone to the extent of saying that she and her younger sister wanted to go with their father, when enquired by the learned Judge," it states. The girl further told the High Court that she had not undergone any treatment at a hospital to abort a child, as alleged by the mother. Angered by the direction the case had taken, Justice Anand Venkatesh noted, "This case has shocked the conscience of this Court and it is unbelievable that the mother just for the sake of taking custody of her child, can go to the extent of making such serious allegations against her husband by alleging that he is having physical contact with his own daughter." He pointed out that 'cheap tactics' had been adopted to make the husband fall in line."There were instances when the attention of this Court was drawn to similar such incidents, where false complaints were given as if the husband has committed an offence under POCSO Act against the daughter and it was informed to this Court that such cheap tactics are adopted in the family court cases, just to arm twist the husband and make him fall in line. This Court was not willing to believe that such instances can happen and this case is an eye opener for this Court. This Court was made aware, the extent to which POCSO Act can be misused," he stated. Finally the judge declared that the prosecution against the petitioner should not continue even for a minute more and ordered that the FIR against him be quashed. The judge added that the woman should not be let off and she should be made to 'suffer the consequences for having given a false complaint against her husband at the cost of her own daughter'."The police is directed to immediately proceed against the 2nd respondent under Section 22 of the POCSO Act for having given a false complaint and take action against her in accordance with law. This case should be a lesson for all those who attempt to misuse the provisions of this Act, just to satisfy their own selfish ends."

At a panel discussion moderated by actor Vinodhini Vaidyanathan, comedians discussed the challenges in doing Tamil stand-up comedy.
Tamil stand-up comedy is a growing platform in Chennai. While it is relatively new compared to English stand-up comedy, performing in one’s native language is surely finding a strong footing in the country. A panel discussion titled “Madras Uncensored: Behind the phenomenal growth of Tamil stand-up comedy” organised as part of the Madras Musings-Chennai Heritage Lecture Series on Monday, acknowledged this expanding industry in the city. Actor and theatre personality Vinodhini Vaidyanathan was in conversation with Annamalai L, Founder of Tanglish Comedy, comedians Jagan Krishnan and Guru Nicketan, on a range of topics from the origins of Tamil stand-up to the challenges they face with respect to language, censorship and more. Going Tanglish Annamalai founded Tanglish Comedy in 2016. When he started out, it was a movement of sorts in the Tamil stand-up comedy scene. The group meets regularly and invites new talents to perform for a small audience at select venues across the city. Over the years, their audience and talent base have grown phenomenally.  “Pattimandram (debate) is a great example where speakers would intersperse their speeches with comedy. Speakers like Cho and Gnani too had their own style of comedy which was more of satire,” said Annamalai. Jagan agreed with him, saying, “We may not have had the typical stand-up grammar like how our English counterparts had, but we have since adopted it.” Jagan, who does both Tamil and English stand-up, understands the difference between the two sharply. “It is not possible for you to just translate your set from English to Tamil. Of course, when I made the switch, I had to learn this for myself. Humour is tightly wound with the language in which it is conveyed. For instance, my piece on Ilaiyaraaja fans just cannot be performed in front of an English audience. The references and the jokes would entirely be lost,” he explained. Actor Vinodhini, who received appreciation for her role in the recent Tamil-Telugu psychological thriller Game Over, steered the discussion towards how Tamil stand-up comedians make a living, especially when English stand-up comedians seem to be having a wider reach. Annamalai opined that since the corporate crowd usually prefers performances in English, owing to its multilingual crowd, it is easier for stand-up comedians in English to make money than a Tamil artist. “But organisers have also accommodated ‘Tanglish’ performances and things are now changing,” he adds. Jagan joked that he usually puts the question (of language) to the audience and more often than not, he would end up performing in Tamil with the audience's consent. Does the audience go by the comic or the content? Vinodhini also talked about the perils of the audience choosing the comic over the content. “Do you think it is a worrying trend?” she asked the panel. Guru, who is most popular among the college crowd, explained that it was more of a validation trap. “People tend to brag as soon as they’ve bought tickets to a particular comedian’s show," he said, stressing that the audience too had the important responsibility of supporting the art and not just the artist. Annamalai asserted that content matters during the early days for an artist, and that it also helps s/he gain recognition over a period of time. “Maybe shows are sold for the comedian now but a true comedy fan will prefer going to a show that promises him or her a good time. I believe we need more comedians to come up and for the audience to evolve,” he said. But why do comedians tend to swear so much, sometimes sounding deliberate during their performances? According to Guru, the college crowd tends to lap it up when there’s swearing involved. While Jagan added that every comedian will have a clean set for 10-15 minutes, Annamalai closed the topic with - “I believe people are okay with swear words but we’re warned sometimes by organisers to stay away from discussing these three - sex, religion and politics,” he said, laughing along with the crowd. Taking comedy seriously The panel also discussed the quality of content in today’s stand-up performances. “International comedians like George Carlin tend to discuss more serious issues with their comedy. Do you think we are still scratching the surface with memes and comedy on Athi Varadhar and thermocol?” asked Vinodhini. “Jagan has spoken about such topics but he is best known for his Harris Jayaraj video. Right now, it is more of pandering to the audience. New comics have great content but will it sell?” Annamalai responded with another question. Jagan, on the other hand, explained that he found it too hard to make comedy out of issues that he found serious. “One cannot be forced to make comedy out of serious issues. I know a lawyer called Vikas who does stand-up and he does great political comedy. People do not know him yet. But I personally believe it is all about evolving as an artist. Richard Pryor had an epiphany on stage before he changed his comedy style. It is all an evolution,” he said. On the topic of censorship, the participants also spoke about the Manoj Prabhakar-Mahesh Babu controversy, where the former was threatened and forced to apologise for a joke on the actor. Sharing his own experience, Guru said, “When I performed a set on menstruation, I was asked how I, being a guy, could be talking about it in the first place.” Annamalai also added that self-censorship too was possible for an artist. “But with our low levels of ‘soranai’ (sense) we tend to use all that censorship too to expand our material next time,” laughed Jagan. The session ended with performances by the artists.

Hindu Munnani members held for assaulting pilgrims walking to Velankanni Church

The Tamil Nadu police, on August 19, arrested six men belonging to the Hindu Munnani after they allegedly assaulted Christian pilgrims in Vellore district. The pilgrims were making their way from Karnataka to Velankanni church in Nagapattinam district by foot. The accused, says the police, abused the pilgrims and tore apart a poster they were carrying with images of 'Mother Mary' and 'Jesus Christ'. The incident took place at 9pm on August 18 in Natrampalli, when the group of 40 pilgrims - 35 men and 5 women were walking to their place of rest for the night. According to the police, the pilgrimage was an annual occurrence and this was the first time that it had led to an untoward incident. "The six men, verbally abused the pilgrims and tore their poster. While doing so, the two groups got into a tussle. The fight would have escalated if the local inspector did not intervene, " says Deputy Superintendent of police (DSP), Murali. "The pilgrims were taken to their accommodation but were not willing to complain initially. It took upto 6 hours to convince them to give a formal complaint," he adds.  When the pilgrims conceded, the police immediately swept into action and the six accused were arrested by the next morning. He further added that reports that claimed that the pilgrims had preached Christianity were false."They were merely walking through the area with a poster. They were neither preaching or trying to convert anyone. The attackers were fanatics. There is no motive," says the DSP. "They were local men and the inspector had seen them himself, making us easy to arrest them. The men are between the ages of 20 and 50," he adds. The accused - Singaravel, Charmudi, Prabhu, Sivakumar, Elango and Mani have been booked for non-bailable offences including section 153 A (by words, either spoken or written, or by signs or by visible representations or otherwise, promotes or attempts to promote, on grounds of religion) of the Indian Penal code.

TN private water tankers call off strike after successful talks with state govt

The strike announced by private water tankers across Tamil Nadu has been withdrawn on Wednesday evening. Speaking to TNM after two rounds of talks with the representatives from the state government, the President of the Tamil Nadu Private Water Tankers Association Nijalingam said that the district administrations of three districts – Chennai, Kanchipuram and Tiruvallur – have agreed to grant licenses to tankers operators within two days after which they can tap groundwater in a hassle-free manner. “They have also said that they will release the seized lorries within two days and withdraw the complaints filed on the drivers," he added. He also stated that for the rest of Tamil Nadu, the government has assured licenses within 2-3 weeks so that the lorries can extract groundwater to cater to the demands of the people in those areas. The Tamil Nadu Private Water Tankers Association, which has around 5,000 tanker lorries in Chennai enrolled in it, had announced strike from Wednesday after multiple complaints against the drivers and the owners for illegal tapping of groundwater. The association had also stated that the government and the police were not cooperating with their operations.  This is not the first time that the private water tankers have threatened to go on a strike in the state. In July, the association announced a strike after 40 water tankers were seized by the police in Parivakkam village in Tiruvallur. The lorries were allegedly tapping water from agricultural wells in that area. In May, though the strike was announced, it was called off at the last moment, in the hope of a meeting with the Chief Minister of Tamil Nadu.

Burglars targeting the elderly? TN police advise on how to stay safe

After a video of an elderly couple defending themselves in Tirunelveli went viral, another incident was been reported from Orathanadu in Thanjavur district.
A video of an elderly couple from Tirunelveli defending themselves against masked intruders went viral in the state a little over 10 days ago. Tamil Nadu Chief Minister Edappadi Palaniswami also presented them with special bravery awards on Independence Day, appreciating their presence of mind and bravery. A similar incident has now been reported from Orathanadu in Thanjavur district on Tuesday. Palaniappan and Indira, residents of Draupathi Amman Koil street in Orathandu were shocked to see a burglar emerge from their house while they returned after attending a family function. The couple, with help from relatives and neighbours, caught the thief red-handed and took him to the police station where he was discovered to be a history-sheeter.  Instances such as these have turned the spotlight on the elderly being an easy target for burglars. While nuclear families are the norm in cities, in villages, elderly parents end up living alone when their children move to the cities in search of employment. But not all of them might be physically capable of warding off intruders, like the Tirunelveli couple. Thanjavur SP SS Mageshwaran agrees. “It is less common to find elderly couple living alone in rural areas. They are usually living very close to relatives. What happened in Tirunelveli, where the couple were living away from the village, is a rare setting,” he says. Orathanadu inspector Pruthiviraj says, “Elders tend to stay alone for the sake of their children’s convenience but we generally insist on them living along with family. It possible for misfits to make a note of such houses, where older people live alone, and then target them later. We always advise them not to store valuables in the house and to always live near relatives, if living with their grown up children is not possible.” Pruthiviraj also notes that elderly women are common targets for chain snatchers. “We also tell them not to wear heavy jewellery while they out on their own for their own safety,” he adds. Tirunelveli DSP R Ponnarasu has a few suggestions on safety measures. “We are installing CCTV cameras in all areas. We are suggest that they download and use the Kavalan app. It is very simple and efficient to use. If they send an SOS message on the app, we will immediately dispatch help,” he says insisting that the app is very user friendly. Ponnarasu further adds, “We also advise them against letting strangers inside the house. Gas agents, and other handymen will have to be known or verified persons. In a heart-wrenching video that has emerged online, a group of men from Tamil Nadu’s Vellore district are seen lowering the body of a dead person from atop a bridge. The body was placed on a stretcher and precariously lowered to the ground from the top of the bridge. Garlands that were draped on the body fell to the ground as the bier was slowly lowered. While a dozen men work the ropes from the 20-foot high bridge, a handful of them receive the body, standing amid the bushy undergrowth in Narayanapuram village. The men are then forced to carry the dead body to a funeral pyre in a crematorium some distance away. As the men prepare to cremate the body, the man who is purportedly shooting the video says that this was unfolding in Vaniyambadi taluk in Vellore where the Dalit colony in the village does not have a crematorium of its own. "This is our crematorium. We lower the body like this each time. We don't have a crematorium,” he is heard saying. The awful scene, denying dignity to the dead, is the story of Dalits in the village denied access to a public road and a crematorium by caste Hindus in the area. According to one police official speaking to the Hindustan Times, the caste Hindus, mainly Vellala Gounders and Vanniyars, reportedly prevented Kuppan's body from being taken through a stretch of their land. The incident took place on Saturday, August 17 but the video went viral on Wednesday. 55-year-old Kuppan had passed away in an accident the previous day. Kuppan's relatives allege that the caste Hindus encroached upon the path meant for the Dalits to transport the bodies. They had bought lands surrounding the path and did not want corpses to be carried through the area, allege relatives. 21-year-old Vijay, a nephew of Kuppan told TNM, "For over 20 years now, we have had trouble accessing the grounds we traditionally used as a crematorium. Members of the dominant caste own the land now and don't let us enter the area with corpses. Caste Hindus have a seperate ground that we can't use for cremations. Before the bridge came into existence 15 years ago, we used to just leave the body in the water. But now we lower it down the bridge to cremate it. We have appealed to various district authorities for years now to help us, but to no avail." The newspaper reports that soon after the bridge over the Palar river was built, caste Hindus took over the path to the river where Dalits cremate their dead. They have prohibited Dalits from using the path.  “Due to lack of space in the village crematorium, we have been cremating our dead on the banks of the Palar river for the last four years,” a Dalit villager told the newspaper. “Though it was common pathway and we used it since our ancestors’ days, they fenced it recently. When we requested them to open the fence, they were not ready. So, we were forced to carry the body around and lower it from the bridge,” a relative named Kumar told HT.

The scared villagers of Pannimadai in Coimbatore, who bore witness to the fatal atrocities of an elephant, have named the tusker ‘Maranam’, meaning death in Tamil. Though intrusion of elephants from the forest ranges of Coimbatore into the villages is nothing new, ‘Maranam’ has been named so after it left two men dead in separate incidents in nearby villages in the last ten days. The first victim of the tusker was an inebriated truck driver, Ganesh (27), who was attacked near Pannimadai village on Sunday night. He was allegedly taking a walk on the road after consuming alcohol when the incident happened. Though he was rushed to the Coimbatore Medical College Hospital, he did not respond to treatment and died there. A day later, the elephant struck a 36-year-old Premadas, who was consuming liquor with his friend Vignesh in the border area of the forest in Kathirnaickenpalayam. While the elephant chased the duo, Premadas was attacked by the tusker. The man died on the spot while Vignesh escaped with minor injuries. Speaking to TNM about, Gopalsamy, a villager in Pannimadai said that the tusker has indeed spread fear among the villagers. “Most people in our village are daily wage labourers, who return home late in the night. Now we are scared to step outside after nightfall,” he said. Gopalsamy added that the forest officials, who have been apprised of the issue, are trying their best as well. “If they drive it into the forest on one side, it comes out on the other side. What more will they do? They do come to the spot immediately after we call them. The name ‘Maranam’ was kept by the villagers because it has taken the lives of two men and seems like a rough animal,” Gopalsamy said. D Venkatesh, the District Forest Officer of Coimbatore Forest Division told TNM that teams from the Tamil Nadu Forest Department are watching the movements of the elephant, and are ready to drive it into the forest. “It hasn't come out of hiding the last two nights. It is close to the forest boundary, and our elephant drivers are experts at sending animals back to forests. They are constantly watching the tracks,” he said. Explaining the move, he said that it is the department’s practice to inculcate negative conditioning to elephants. “If we adopt this concept, the elephant will get used to the fact that it is not allowed to venture outside into the village freely, and will gradually stop visiting that area. It is on this basis we have deployed teams to watch it, and drive it back when it comes out,” he added.

The Madras High Court on Thursday granted three weeks extension of parole for S Nalini, a convict in the Rajiv Gandhi assassination case. This, after she approached the court on Tuesday seeking extension of her parole by a month. Her original parole period was to end on August 25.  The HC had earlier granted 30 days parole for Nalini to make arrangements for her daughter's wedding. In a fresh appeal to the court, however, the convict claimed that she could not complete the tasks required for the marriage despite her best efforts. The plea was admitted by a division bench of Justices MM Sundresh and M Nirmal Kumar.  Nalini's parole period had begun on July 25. She was escorted out of the Vellore Central Prison’s women’s cell accompanied by a posse of police officers. This is the first time that Nalini, who was accused number one in the case and has served 28 years in prison since 1991, is out on a long parole. She had earlier been granted a 24-hour parole in March 2016 to attend the last rites of her father.  In April, Nalini had filed a habeas corpus petition in the Madras High Court seeking ordinary leave for six months. In her plea, Nalini had reasoned that every life convict was entitled to one month of ordinary leave after completing two years in prison and she had not availed the leave even once during the past 28 years she had spent in jail. The Madras High Court, in June, allowed Nalini to argue her parole case in person and ordered the Vellore Central Prison authorities to produce her on July 5. The court, however, finally granted her only a month of parole.  These developments come even as other the other convicts - Murugan, Santhan, Robert Payas, Ravichandran, Jayakumar and Perarivalan along with Nalini, await a decision by Tamil Nadu Governor Banwarilal Purohit on their release, as recommended by the state government under Article 161 of the Constitution.

A month after TNM first reported on the plight of a Tamil couple fighting for custody of their children in the United Kingdom, Mohammed and Jasmin have now written to the Indian Consulate in Birmingham, asking them to mount a diplomatic protest. The reason: the local government in Birmingham, UK is mulling the possibility of granting British citizenship to the children who are now under foster care. This would mean that the couple could lose their children to the British system forever. Alarmed by the prospect, both the father, who is in the UK at present and the mother, who lives with her sister in Singapore, have also written to the Family Court in the English city against the move.  The parents’ protest is critical considering that, if the children are given UK citizenship, the Indian Consulate in Birmingham will have no further access to them. Currently, the Indian Consulate is providing legal and consular support to the parents.  The couple, originally from Nagapattinam, went to the UK and overstayed their visa. While seeking support from the Birmingham City Council after Mohammed lost his job, the couple’s children, a six-year-old son and a four-year-old daughter – born after 13 years of marriage – were taken away by the authorities. The couple was accused of 'using their kids' to seek financial support. It has been over four years since the parents have had any contact with their children – now 10 and eight years old – in person or over the phone.  In a letter to the Family Court in Birmingham, Mohammad has said, “I am extremely concerned to see that the Local Authority is now saying that they will apply for British citizenship for my children.”  “This is a purely malicious move on their part to thwart the chances of my children being returned to India. Consular access is said to have been given to my children, and it is the accepted position that my children are Indian nationals. While the issue of their repatriation to their homeland of India is pending before this Hon’ble Court, the Local Authority ought not to take any action to change the status of my children by applying for British citizenship for them. This would be prejudicial to the determination of their very rights and interests which are under active consideration by this Hon’ble Court,” he said.  Significantly, during the initial hearings, the Family Court had said that Mohammed was trying to prolong the case in order to seek citizenship for his son.  “The entire basis of the Indian Consulate's intervention in this matter by attending court hearings and seeking consular access to the children is that they are Indian nationals. The Birmingham Council must not be permitted to go behind the back of the Indian Consulate and change my children's nationality. In a similar case in Norway concerning Indian children, when the Norwegian authorities tried to extend the visas of the children while their repatriation was being discussed with the Indian Consulate, the Indian Ministry of External Affairs issued a protest. I request that my children be given the same consideration and a diplomatic protest be lodged without delay,” Mohammad has said in his letter to the Consul General of India in Birmingham Now it appears that the local authorities are willing to grant citizenship to the children they have placed under the foster care of a Pakistani family. The family has protested this too, stating that the children's ethnicity and Tamil Muslim heritage were not accounted for despite assurances from the court. A letter from social worker Emma Rushton who has been allocated the children's case said that the authorities intend to seek British citizenship for the children – and has stressed that a trust in Birmingham are the ‘corporate parent’ of the two children. “The legal advice obtained is that the process is generally straightforward given that Birmingham Children’s Trust are corporate parent for the child and hold parental responsibility to make decisions relating to their immigration,” (sic) the letter said. Arguing that the local authority cannot apply for citizenship for the kids since immigration falls under the Home Office, Mohammed said, “In these circumstances the offer of citizenship is only and solely with a view to further cutting my children off from their family and from any hope of being repatriated to their homeland of India. My children are being made scapegoats of the system.” Soon after the publication of TNM’s report on the issue, the Indian Consulate in Birmingham had responded stating, “CGI Birmingham has been extending all possible legal and consular support to Shri Mohamed Yusuf, and is in constant touch with all relevant authorities including City Council of Birmingham.”  In July, Consular access was provided by the authorities and two officials from the Indian Consulate visited the children. Given that the Indian nationality of the children has been acknowledged with such consular access, the couple have also asked that no action be taken to issue visas or citizenship to the children while the issue of their repatriation to India is pending. Leaders from Tamil Nadu have reacted to the late-night arrest of former Union Minister P Chidambaram on Wednesday, with the DMK calling it an act of political vendetta. The AIADMK, meanwhile, has expressed its wish that the law be allowed to do its job. Chidambaram was arrested amidst high drama on Wednesday night with officials of the CBI scaling the walls of his home and whisking him away in a car sometime later. Congress cadre staged a demonstration before the Jor Bagh residence of the senior party leader who had returned home after a press conference at the AICC headquarters. Calling it political vendetta, DMK chief and Leader of Opposition in Tamil Nadu MK Stalin said, “I have clearly come to know that these events are happening for political vendetta. P Chidambaram is a legal expert. Therefore, he will definitely face this legally.” VCK chief Thol Thirumavalavan said the arrest was motivated by the intention to undermine the Congress. “This is an act of vengeance. By deliberately arresting P Chidambaram, the senior Congress leader, they have undertaken a political act to weaken and undermine the Congress. By going through the back entrance, scaling the walls and breaking his door, they have carried out an act that humiliates democracy and the rule of law. VCK strongly condemns this act by the BJP,” he said. Speaking on behalf of the AIADMK government in the state, Tamil Nadu's Minister for Tamil Official Language, Tamil Culture and Archaeology Mafoi K Pandiarajan said, “He was the Finance Minister of this country. The respect due to him should be given. That is our position. If he has done wrong, law will do its job. Amma's government will never accept someone being treated with political vendetta. There is no role in this for us.” Stating that the high drama around his arrest could have been avoided, BJP chief Tamilisai Soundararajan said, “Chidambaram has been arrested after a big confusion. He is the reason for the confusion. He could have approached it legally and honestly. Last night's drama could have been avoided if he had faced the summons. He has a set very bad example in how he has approached the case.” Meanwhile protests erupted in different parts of Tamil Nadu against the arrest of P Chidambaram. In Chennai, Congress party workers assembled in front of TNCC headquarters Sathyamoorthy Bhavan, Anna Nagar and in Adyar and raised slogans against the arrest. The protest march near Sathyamoorthy Bhavan was led by senior Congress leaders Kumari Ananthan, Krishnasamy and Gopanna and the protests in Adyar were led by Karate Thiagarajan. The leaders and main functionaries who were protesting in front of the Sathyamoorthy Bhavan engaged in a road roko too after which they were detained by the police near Anna Salai as they allegedly did not have the required permission for the protest. Protests were organised in Coimbatore, Madurai, Karaikkudi and Trichy also. In Coimbatore city and outskirts, separate protests were organised under senior leaders of the party.

Barely a day after a shocking video of a group of men lowering a dead body from a bridge in Tamil Nadu went viral, the Vellore district administration has allotted half an acre of land to the Dalit community in the area to be used as a resting place for their dead. Speaking to TNM, Tirupattur Sub-collector Priyanka said that the district administration has allotted half an acre of poramboke (common) land on Thursday as burial and cremation ground for those from the Dalit community. “We conducted an inquiry with people from the Dalit community and the land owners who had allegedly blocked the path to the riverbed. On Saturday, there was no issue or any sort of confrontation between the owners of the land and the men who were carrying the body,” she said. Priyanka said, “Their request was that they needed a separate cremation ground. They could have told us on Saturday itself and we would have allocated immediately since we give top priority to burial and cremation grounds. But on Saturday, no altercations of any sort happened, and hence the news did not reach us.” While Vijay, the dead man’s nephew, told TNM that no altercations had taken place on Saturday, he added that there have been such incidents in the past. “In our community, we cremate the eldest son and bury all others when they die. When the bridge was new, around 10 years ago or more, the elders from our community tried taking a dead body to the other side of the river to cremate, and at that time, some altercations happened between our elders and the land-owners there. Since then, our community people have always lowered the dead bodies from the middle of the bridge when the need to cremate arises,” he said. He further pointed out that though the bridge ends on government land, they have to cross private patta land owned by caste-Hindus to access the riverbank. Vijay also confirmed that a piece of land has been allotted to their community after the video went viral. The incident happened in Natrampalli, around 20 kilometres from Vaniyambadi in Vellore district on Saturday. A 55-year-old Dalit man named Kuppan had an unnatural death and the people from his community wanted to cremate him on the riverbank, the path to which goes through private patta land. The video of the men lowering the dead body from the top of the bridge went viral on social media, sparking outrage about the lack of dignity in the death of people from the Dalit community. Speaking about why they made the video, Vijay said, “We wanted to emphasise that we need a separate area to conduct the last rites. The burial ground we had earlier was quite full and now when we dig beyond two feet, there is only rock. When we bury like that, dogs dig into the ground and create a mess. Therefore, we made the video and circulated it.”

E-commerce giant Amazon which has doubled its last mile delivery network in Tamil Nadu on Thursday announced the launch of its largest "delivery station" in the state. Located in Chennai, the new station will enable Amazon to strengthen its last-mile delivery network and ensure faster deliveries across the city. Delivery stations enable Amazon Logistics to supplement capacity and provide flexibility to Amazon's delivery capabilities to support the growing volume of customer orders. The company also announced the expansion of its delivery network in Tamil Nadu including cities and towns like Namakkal, Tiruchengodu, Sivakasi, Krishnagiri and Tiruvallur, to name a few."We have doubled our last mile delivery network in the state and also opened Tamil Nadu's largest delivery station spread across 24,000 square feet of space," Prakash Rochlani, Director, Last Mile Transportation, Amazon India, said in a statement."This expansion will further create thousands of work opportunities for individuals in Tamil Nadu as we continue to remain committed to our long term investment in infrastructure and technology in the state," Rochlani said. The growth of the delivery network will enable Amazon to penetrate further into smaller towns across Tamil Nadu and have a direct delivery presence in more than 1200 pin codes of the state with a significant number of customers now being able to enjoy one-day and two-delivery promises. After lawyers protest, Madras HC judge withdraws comments on women ‘misusing’ laws

Two days after a group of lawyers wrote to the Chief Justice of the Madras High Court Justice Vijaya Tahilramani, protesting Justice Vaidyanathan’s remarks on a recent judgment, the latter judge has withdrawn his remarks. While passing the verdict in a case where a professor of the Madras Christian College was accused of sexual harassment, Justice Vaidyanathan had made obsservations on how women ‘misuse’ laws like the dowry prohibition laws to ‘teach a lesson’ to men.  On August 16, the judge dismissed a petition filed by a professor of the Madras Christian College against the IC's findings that there was a prima facie case of harassment by him. When delivering the judgement, Justice Vaidyanathan made unrelated remarks about Christians ‘indulging in compulsory conversion’. He also spoke of a ‘general feeling’ among parents of girl children that co-educational Christian institutions were highly unsafe for the future of their children. Observing that judge's conduct was unbecoming of someone sworn to uphold the Constitution and the laws, the letter from lawyers said, “Two sweeping and strong observations were made damning (a) a minority religious group, viz. Christians and educational institutions run by them; and (b) women who complain of violence against them. The observations of the judge on both the subjects amount to transgression of judicial discipline because once a case is decided, a judge ceases to have jurisdiction to express opinion on issues that did not arise in the case.” Eminent lawyers including R Vaigai, Anna Mathew, Sudha Ramalingam, K Prema, B Anitha and Akila RS were signatories to the letter addressed to Chief Justice Vijaya Tahilramani. Pointing out that Justice Vaidyanathan's personal opinions find its way into his judicial orders, the lawyers categorised his transgressions under abuse of office, propagation of communal hatred, gender bias and judicial bias. The lawyers expressed fears that the remarks raised questions about the integrity of courts as well as created the false impression that all of judiciary shared the view. They demanded that no litigation concerning the two issues be posted before Justice Vaidyanathan and that he ought to recuse himself if such a matter comes up in order to 'preserve the appearance of impartiality of judiciary.' On Thursday, the judge stated that he would delete the problematic portions of his judgement and issue an amended order.

TN serial killer who targeted elderly farmers in Madurai nabbed

In April this year, Usilampatti town in Tamil Nadu’s Madurai district woke up to the shocking news of an elderly farmer’s murder. Sixty-year-old Vellaisamy Elumalai, who was sleeping outside in his farm, was found in the morning lying in a pool of blood, bludgeoned to death. Even as a police investigation into the murder was underway, the small town, less than an hour from Madurai city, saw a second murder on May 30. This time, it was 84-year-old Ayyavu alias Gurunathan from Linganayakkanpatti village who was found with his face smashed in. The back-to-back murders baffled the police in the district who were yet to zero in on any suspects. After three months, a third murder was discovered in Vikkiramangalam hamlet. Sixty-five-year-old Paulsamy had also been sleeping outside in his farm when he was murdered in the wee hours of August 3. The police now say that they have cracked the case after they apprehended a 38-year-old man on August 13. They suspect that the man was behind the killing spree, terrorising rural neighbourhoods in the area in the past few months. The accused, T Velmurugan of Govinthampatti village in Theni district, is an ex-convict who had already spent 10 years in prison for twin murders in 2002. He was convicted in 2004 and released towards the end of 2013. Speaking to TNM, Uslimapatti DSP Raja says, “Velmurugan is an ex-convict. He was found roaming around the area during the incidents. When the last murder took place, he had fled after stealing a cell phone. He has a tendency to kill elderly people in the middle of the night. His father left him when he was a child and so he has an inexplicable anger towards those who are older than 50. By his own admission, he roams around in the night through the fields and sleeps during the day. He would wake up an elderly man, asking for food. When they’d chase him away thinking he was there to rob them, he would attack and kill them.” “We cannot say that he’s mentally unstable. We had a psychologist during the enquiry as well and Velmurugan spoke coherently,” adds the DSP. Velmurugan’s mother, who still lives in Govinthampatti, reportedly told the police that her son was fine after his release from prison in 2013 but that he had left home in a couple of years. In 2002, Velmurugan was convicted of the murder of an elderly couple in Madurai. The couple, 65-year-old Mokkai and his 55-year-old wife, had been murdered by Velmurugan in a manner similar to that of the recent murders. Following his release from prison, Velmurugan was unemployed. Police allege that he would roam around and ask people for food, and if they refused and behaved rudely, he would attack or kill them. Describing how they linked the three murders, the police said that all the victims – elderly farmers – were strangled and had their faces smashed in. All of them were over 60 years of age. All of them had been sleeping outside on a rope-woven cot in their farms. All murders took place in the wee hours of the night. Housekeeping services on Southern Railway trains to continue after cash infusion

The Southern Railway has taken back it's decision suspending housekeeping in most of its trains, after the Ministry of Railways sanctioned a last-minute payment to continue the services.  The Principal Chief Mechanical engineer of the Southern Railway sent a letter to all divisions stating that the order issued for suspending On Board Housekeeping Services (OBHS) on 86 trains is withdrawn. “This is to advise that as a onetime measure Finance has agreed for clearing the past bills as a special measure,” read the letter. On August 16, the Southern Railway hit by a find crunch and unable to pay its contractors had issued a directive, cancelling OBHS on 86 trains, excluding long distance trains. The OBHS that were planned to be dropped due to cash crunch included change in linen, cleaning of coaches and pest control in trains. The Southern Railway also claimed that an ‘alarmist situation’ has been portrayed by the media regarding the cancellation of housekeeping services inside trains. “There was a funds mismatch issue, which has been sorted out and bills over Rs 50 crores are being processed for payment,” it said. This despite many media reports quoting sources in the Railways who clearly said that there was a fund crunch. In its letter to the Union government, Southern Railways had stated that the funds in hand were not sufficient to continue the services and that the amount would be enough only to make payments till August-September 2019. The emergency situation arose after the Ministry failed to respond to a request for cash infusion in last month’s meeting.
