Don't allow protests on Babri Masjid demolition anniversary: PIL in Madras High Court

A Public Interest Litigation (PIL) has been filed in the Madras High Court that seeks to ban protests by Muslim organisations on December 6, the anniversary of the demolition of the Babri Masjid. The mosque was demolished by right wing Hindu groups on the date in 1992, leading to violent communal riots across the country. The plea seeks directions not just to ban any form of demonstrations on December 6 this year but any observance of the day in future. According to one report in The Hindu, the PIL has been filed by K Gopinath, a lawyer and president of the Hindu Munnetra Kazhagam outfit from Tiruppur district in Tamil Nadu. The PIL, which is set to come up before a division Bench of Justices R Subbiah and P Velmurugan on Friday, wants to specifically ban protests by Tamil Nadu Muslim Munnetra Kazhagam (TMMK) and Social Democratic Party of India (SDPI). These organisations have reportedly called for a protest meet on the day. On November 9, the Supreme Court delivered its verdict in the long-pending Ayodhya dispute. In a unanimous judgment, a five-judge Constitution bench awarded the disputed land to the Hindu parties and ordered that alternate land in Ayodhya, measuring five acres, be given to the Muslim parties. The apex court also directed the Centre to formulate a scheme for a Board of Trustees for the construction of the temple at the disputed site. Gopinath argued in his petition that protests were 'unwarranted' since the judgement had been delivered by the highest court in the country and a Constitution bench. He contended that this was binding on all people.

Tamil Nadu Chief Minister Edappadi K Palaniswami flagged off India’s first set of retrofitted electric auto rickshaws at the Secretariat. Earlier this year, the government of Tamil Nadu had inaugurated electric buses as a part of the fleet of Metropolitan Transport Corporation (MTC). ‘Makkal’ auto or people’s auto is a scheme that already exists is various cities in Tamil Nadu in autos that use fossil fuels. The newly launched version of ‘Makkal’ auto or ‘M-Auto’ as it is called will be auto rickshaws that run on electricity. The auto rickshaws are touted to be eco-friendly with solar panels fitted on top of the vehicles. It takes 30 minutes for the battery system inside the auto rickshaws to charge completely and once fully charged, it can cover a distance of upto 100 kms, as per  reports. Retro-fitted by Mauto Electric Mobility, these auto rickshaws can run at a top speed of 60 kms per hour. As per a report in Deccan Chronicle, the electric vehicles are cost effective. An auto rickshaw fitted with a normal engine that uses petrol, diesel or LPG costs Rs 400 for 10 kilometres, while the same distance costs Rs 40 in an electric vehicle. In the new fleet that has been flagged off by the Chief Minister on Friday, the autos have been retro-fitted with electric engine-motor system in order to not add to the existing vehicle population in the city.  On Friday, the Chief Minister also inaugurated the Pongal gift scheme for the ration card holders in the state. The gift package this year will have a kilogram of raw rice, 1 kg sugar, two-feet-long sugarcane and a packet with 20 grams of cashew nuts, 20 grams of raisins and five grams of cardamom. The ration card holders eligible for the gift hamper will also receive Rs 1000 in cash as Pongal gift.

Residents near Foreshore Estate in Chennai, near the Adyar Estuary were in for a shock on Friday, when the sea water began to froth as it reached the shore. Similar to scenes observed on the lakes of Bengaluru, what seemed to be foam, flew onto the beach from the sea, leaving a bed of white pollutants behind. But even as the city's residents expressed shock on social media over the occurrence, environmentalists tell TNM that this is a yearly phenomenon during the monsoons. The frothing occurs during the rainy season due to the presence of non-biodegradable and detergent-like effluents coming from municipal and industrial wastes."When there are rains, there is increased inflow into sewage treatment plants (STP) as the stormwater also enters the sewage network," explains Pooja Kumar of the Coastal Resource Centre. "Let's say there is an STP that can treat 100 litres an hour, and it receives 100 litres of sewage plus 100 litres of rainwater. The STP is capable of only handling half that volume. So what it released is essentially untreated sewage or partially treated sewage. Our sewage contains detergents which tend to foam up when the water is agitated. When there is sudden flow in a waterbody with many blockages, there are plenty of places of turbulence which increases the agitation and creates the conditions for creating foam,” says Pooja. “It is not necessary that there is an excess discharge of sewage. This phenomenon is a result of a volumetric increase of sewage as a result of dilution with rainwater. Rainwater also washes out various contaminants from the surfaces it touches, including roads, roof-tops and open earth," she adds. Last year too, there were multiple reports of foam forming thick blankets on the city's coast from Ennore to Tiruvanmiyur. While the Tamil Nadu Pollution Control Board (TNPCB) has collected samples from the frothing water every year, they are yet to release any information on the pollutants in the water and suggest an action plan to prevent it. Environmentalists, however, have pointed out in the past that the froth is a result of illegal outfalls along the Adyar river which are discharging sewage. However, the TNPCB alleges that agricultural activity is responsible for the pollution."This is happening at the mouth of Adyar river and we see it every year at this time, due to increase in agricultural activities," says M Malayandi, Joint Chief Environmental Engineer. All the excess fertilisers and pesticides used on the fields is getting washed into the stormwater drains and making its way to the sea finally. We are currently here at the spot to study the situation. An immediate solution would be to switch to organic fertilisers. "

HC pulls up Chennai civic bodies for allowing unauthorised construction along ECR

The city corporation and the Chennai Metropolitan Development Authority (CMDA) have both been pulled up and fined by the Madras High Court, for failing to take action against unauthorised constructions along the Muthukadu coastline. The bench pointed out the connivance of the authorities in these constructions and directed them to pay Rs. 25,000 as penalty for dereliction of duty. The court referred to the recent Supreme Court judgement in the Kerala high rise apartment complex case and stated that just like the illegal buildings constructed in Kochi’s Maradu, unauthorised buildings along ECR also will not survive. The matter came to light after the court began hearing pleas from the residents of the buildings, seeking re-classification of Akkarai and Sholinganallur villages on the East Coast Road, which have been declared no-development zones under CRZ-II guidelines. However, the court pointed out that hundreds of buildings had come up in a no-development zone and very close to the Bay of Bengal, and several of them without the requisite authorisation. The bench comprising Justices M Sathyanarayanan and N Seshasayee, further pointed out that the civic bodies, despite issuing notices between 2015 and 2017 to all 798 owners along the coast, failed to follow up on the matter. One of the bungalows in Muttukadu in fact was pulled up for having been constructed extremely close to the sea, and the bench ordered for their power and water supply to by discontinued. Another bungalow, owned by an automotive company was instructed to remove boulders placed to prevent soil erosion. Coming down sharply on the authorities who had watched on as the violations continued, the court observed that they had totally 'abdicated their duties and responsibilities' and had actually aided the construction in a protected zone. The Bench ordered personal appearances of the secretaries of municipal administration, member-secretary of the CMDA and the Commissioner of the Chennai Corporation. The Rs. 25,000 fine imposed meanwhile will be used to provide basic amenities to schools run by the Corporation. Speaking to TNM, Corporation Commissioner G Prakash said, "There are some cases of blatant violations and others which fall under a grey area. So, this will require a special team to look into the matter full-time and study the violations. We are going to formulate our framework accordingly. The officials who began this process may have retired or been transferred. The team has to study the background of the court cases and judgments regarding the violations. After that, we have to see which buildings should be demolished and which ones have to be sent notices. We will definitely follow the court's mandate. The 2017 survey will be taken as the basis of our study."

‘Enai Noki Paayum Thota’ review: GVM’s film is stylish but has little substance

Gautham Menon’s thrillers increasingly feel like he’s remaking the same template over and over again.
After three long years, Gautham Menon’s Enai Noki Paayum Thotta is finally here. The film begins with lines from Bharathiyar’s famous ‘Naan veezhven endru ninaithayo?’ (Did you think I will fall?) poem, and the director could have been talking about himself, considering all the struggle that he’s been through. And to his credit, the film does not feel dated at all. But, that’s not necessarily a compliment – Gautham Menon’s thrillers increasingly feel like he’s remaking the same template over and over again, moving a few pieces on the chessboard to make it look fresh every time. Here, too, there’s a police officer. One damsel dies. The other is in distress. There are lines about her beauty (although it was Helen of Troy and not Cleopatra who was described as the ‘The face that launched a thousand ships’ – sorry to be pedantic). There are gangsters (one is predictably named Pandian). There’s violence. There’s an upper class family. There’s wonderful music (Darbuka Siva’s music is one reason why the film was never forgotten despite the delay). Great frames. There’s a flashback. There’s even a throwaway homophobic joke. There’s a voice-over nearly all through the film, like an annoying member of the audience who’s already watched the film and is keen to explain every scene happening right before your eyes. There are people casually mixing English with Tamil lines. These old GVM tropes are set within a new story. Raghu (Dhanush) finds himself staring at a bullet that’s approaching him; the story unfolds from that point of danger, taking us to how and why he got there. Megha Akash plays Lekha, a young actor who’s forced into the profession by her guardian Kuberan (a creepy Senthil Veerasamy); he’s named after the god of wealth and is full of avarice. The romance is like a soap bubble – light, beautiful to watch, insubstantial. Perhaps it’s excusable because the protagonists are so young (look at the sparkling conversations in Thanneer Maththan Dhinangal though), but would it have been too much to include one genuine conversation between the two? There’s suspense. Raghu’s older brother chose to leave him when he was young. And he’s now somehow mixed up with Lekha. The two threads intersect and BOOM, you expect a mighty revelation. But when it comes, it’s quite tame and remains underexplored. M Sasikumar is usually the sickle man, here, he’s the slick man. It’s fun to watch him in a role that requires sophistication – the scene with him and Lekha at the hotel room especially stands out. There’s tension, a bit of humour, and some paisa vasool moments for the audience. But he’s gone too soon. Dhanush can play any age he wants and as Raghu, who’s just passed out of engineering, he’s every bit convincing. Only, I kept wishing that I could put the distracting voice-over on mute and watch him perform. Like that scene when he sees Lekha after a long time or the part when he learns of the death of someone he loves. He doesn’t say anything, his shifting emotions just reflect on his face. The voice-over slows the film down even as the screenplay tries to race ahead. As in his other thrillers, the Gautham Menon heroine here too is someone to be cherished but largely helpless. The hero still cares for her though she’s not “pure” in the way our heroines are required to be. We get a small lesson on consent. Good. Nice. Okay. Ticks all the boxes. The fight sequences are choreographed well, the one in the lift especially. The climax on the foot bridge, too, has us on edge. But as snazzy as these sequences are, they cannot compensate for a thin plot. Is it watchable? Yes. But does it leave us wanting to watch it one more time like a Khaaka Khaaka? Nope. Gautham Menon needs some new ammunition for his next; this gun has been fired one too many times and has no bullets left. Dalit woman in Kancheepuram found dead with burns and bruises, boyfriend held

Two days after a 20-year-old Dalit woman was found dead in a private garden in Tamil Nadu's Kancheepuram district, the police have arrested a 24-year-old man in connection with the case. Rajesh, hailing from a dominant caste group, was allegedly in a relationship with the woman, who was found dead on Wednesday. Speaking to TNM, an officer at the police station said that Rajesh had been arrested and work is on to remand him. “Since investigation is in progress, we cannot exactly tell about other suspects in the case,” the officer said. The woman, who lived in Aandi Siruvallur village near Walajabad, had gone to work on November 21 and did not come back home. Her family lodged a missing persons complaint at the Kancheepuram Taluk police station on November 23. However, she was found dead at a private garden near her house on Wednesday, allegedly with burn marks and bruises on her body.   Preliminary investigations revealed that the woman had been in a relationship with Rajesh. Rajesh, who lived in the neighbouring village, had allegedly told the woman’s father on November 21 (the day she had gone missing) that he would drop her back home. However, the woman did not reach home that night. According to her father’s complaint to the police, Rajesh and his daughter were in a relationship and he had told his daughter to forget Rajesh since he belonged to a dominant caste group. “The day my daughter was found dead, my wife and I confronted Rajesh and initially he blamed my daughter for her own death. But a while later he said that my daughter died because of him and challenged me to do whatever I can,” read the complaint. The complaint also stated that when the woman went missing, one of her siblings contacted Rajesh to check if she was with him. At that time, Rajesh allegedly told the woman’s brother that she was indeed with him. The police have registered an FIR under Section 306 (Abetment to suicide) of the IPC and Section 3 (r)(s)(v) and (a) of the SC/ST (Prevention of Atrocities) Act and are investigating. The police is also awaiting autopsy results of the woman to ascertain whether she had been raped before her death. Since the woman's death comes at a time when a government veterinary doctor was also found dead in Hyderabad, social media users have expressed their shock and anger at the lack of safety for women in the country.

MK Stalin slams Centre, TN govt over IT industry layoffs amid economic slowdown

Stalin further said that the state government should take proper measures to avoid job cuts in IT firms in Tamil Nadu.
Tamil Nadu Opposition Leader and DMK chief MK Stalin has slammed the state and central governments over the level of unemployment, in view of reports regarding layoffs in the Information Technology sector. In recent weeks, IT majors have announced restructuring of firms, laying off thousands of workers. Even as he flayed the central government over an economic crisis of unprecedented proportions, Stalin said that the state government should take proper measures to avoid job cuts in IT firms in Tamil Nadu.“The AIADMK’s administration, in which the state government has not even thought about creating more job opportunities for youngsters, comes as a curse to the state. The IT firms in Tamil Nadu have already been giving some fake reasons to fire many of its employees from their workforce. Meanwhile, there are reports that point out that due to BJP’s poor economic plans, over 40,000 IT employees will lose their jobs in the country,” he said in a statement. On Friday, India’s GDP growth rate for the September quarter, released on Friday, slumped to 4.5%, its lowest since January-March 2013 — marking the fifth successive quarter of decline. Reacting to this development, Stalin took to Twitter and said, “GDP at 4.5%. Lowest economic growth rate in six years! This is not just an #EconomicSlowdown, this is an economic crisis of unprecedented proportions. The Govt needs to stop deflecting and start reflecting on its economic strategy.” Further, he condemned the state and central governments for not showing any interest in preventing unemployment. “It is dangerous to think that the state and the central governments have been playing this game without any concern for the youngsters who are considered the future of this country. Therefore, I request the AIADMK in the state and the BJP at the Centre to immediately take proper steps to solve unemployment and the problem of IT employees being fired in bunches.”

‘Don’t hold local body polls sans delimitation’: DMK moves SC, faces flak

The main opposition party in Tamil Nadu, the DMK, moved the Supreme Court on Thursday regarding the long-pending local body elections in the state. The party asked that the state government be directed to carry out a ward delimitation exercise in view of the newly-created districts in Tamil Nadu.  The DMK has reasoned that there is no clarity among political parties and citizens as to which areas belong to which wards in these new districts. This will lead to confusion in the conduct of polls, the party has said. However, the DMK approaching the Supreme Court has been slammed by the AIADMK as a tactic to delay the conduct of polls. Speaking to reporters on Friday, DMK chief MK Stalin justified the party moving the Supreme Court, stating, “The Tamil Nadu government has not done ward delimitation until now, as per the High Court's directions. The state government has not carried out delimitation in the wards in newly-created districts. The AIADMK government is yet to implement reservation for women and Scheduled Castes and Scheduled Tribes across town panchayats, district panchayats, municipalities and corporations. This is the status as of now.” However, in March this year, the State Election Commission (SEC) of Tamil Nadu had submitted in court that it will issue a notification for the local body elections in the state by May 31 as the ward delimitation exercise had been completed as per the 2011 census. However, multiples excuses have been forthcoming from the government every time questions have been raised on the conduct of the polls. Since then, Tenkasi, Kallakurichi, Tirupattur, Ranipet and Chengalpet have been created as new districts in the state. Recently, the Chief Minister had said that the creation of these new districts had no relation to the local body polls as polls will take place per last year's reclassification of wards. Stalin alleged that DMK’s decision to approach the apex court is being spun by the media.  He said, “From Chief Minister Edappadi Palaniswami to the junior-most minister, they are continuously telling the lie that DMK is trying to stop the local body elections by going to court. This is a planned conspiracy. While we can say that they (the AIADMK) are doing this for political reasons, we cannot accept the fact that even media is pretending that there is no relation between this (narrative) and the ruling party. This is amusing and worrying.” When asked about the allegations, Tamil Nadu Fisheries Minister D Jayakumar said, “The Election Commission is doing all this work right now. We have to conduct the elections as per the Supreme Court order. At such a stage, they have called for delimitation. This is a betrayal of democracy. At first, they were scared. Now the kitten has come out.”

Party-hopper Radha Ravi, notorious for his misogyny, joins BJP

Tamil actor and former AIADMK MLA Radha Ravi joined the BJP on Saturday. Radha Ravi, who also heads Kollywood’s Dubbing Artistes Union, met with the national ruling party’s Working President JP Nadda. The actor-politician is a well-known party-hopper from Tamil Nadu, having switched between the AIADMK and the DMK multiple times. JP Nadda arrived in Chennai on Saturday to oversee party works of the BJP in the state when the actor met him and joined the party. Speaking to TNM, Radha Ravi confirmed that he had indeed joined the party and would soon reveal the reason, refusing to divulge other details.  Less than six months ago, in June this year, Radha Ravi had rejoined the AIADMK after he was suspended from the DMK following his derogatory remarks against top actor Nayanthara in March. “Nayanthara acts as a ghost, and then she goes on to act as Sita as well. She acts as Sita! Earlier, to play the role of a goddess, they would look for [someone like] KR Vijaya. Now, anyone can be cast to play a goddess. They can cast someone who you want to pray to when you look at them, they can also cast someone you want to call towards you when you see them!” he had said at an event, making sexist comments to slut shame the actor. Radha Ravi who used to campaign for DMK previously joined AIADMK in the early 2000s due to a difference of opinion with the DMK leadership. During the 2002 Assembly elections, he was fielded by the AIADMK from the Saidapet constituency. In the 2006 elections, however, he was not re-nominated. While he rejoined AIADMK in 2010 he remained inactive in the party until he moved back to DMK in 2017. In 2018, Radha Ravi was accused of sexual harassment by women from the industry, brought to light by singer Chinmayi during the #MeToo movement. His tenure as President at the Dubbing Union and General Secretary at Nadigar Sangam too have been riddled with controversies.

Salem villagers allege pollution in Cauvery by Chemplast Sanmar, NGT orders study

The villagers allege that manufacturing units owned and operated by Chemplast Sanmar are discharging hazardous effluents into the dam and contaminating the water.
For residents of Gonur and Veerakkalpudur villages, a recent order from the National Green Tribunal (NGT) is reason to cheer. Their fight against a corporate giant that allegedly discharges poisonous effluents into their lifeline, river Cauvery, just got a boost in a recent NGT order.  On November 25, the NGT ordered the setting up of a Joint Committee to investigate the allegations that the effluents from Chemplast Sanmar factories on the banks of Cauvery in Salem district are contaminating ground water in the region.  Taking the fight to NGT According to the petitioner K Gemini, a resident of Gonur village in Salem district, the residents of Gonur and Veerakkalpudur are completely dependent on river Cauvery for drinking water.  It all began in 1964 when the government of Tamil Nadu gave permission to Chemplast Sanmar Limited to set up three units within a radius of 500 metres of Cauvery and Mettur dam to manufacture polyvinyl chloride. “But the company started drawing more water from the river, and also started discharging effluents from its factories into the river area. The company says it has a ‘zero discharge’ industry, but it still dumps poisonous effluents into the river,” K Gemini alleges. He adds that in the last six months, the incidences of skin diseases and cancer have shot up among the residents of the two villages. Gemini also alleges that recently, Chemplast Sanmar has started operating a plant which produces hydrogen peroxide, near Mettur Dam. “Who is giving permission to operate hazardous industries near a water source? Many women in our village have health issues, and we fear that these industries are having adverse effects on our health. We approached the police and the Tamil Nadu Pollution Control Board many times, but got no response,” he says. This compelled Gemini to approach the NGT.  NGT’s fact-finding committee The case was initially heard in September, and the NGT set up a Joint Committee consisting of a senior officer of State Environment Impact Assessment Authority (SEIAA) Tamil Nadu, a senior scientist from Central Pollution Control Board (CPCB) and a senior scientist from State Pollution Control Board (TNPCB) to look into the petitioner’s claims.  The Joint Committee conducted field inspections and monitored the region, and submitted a report to the NGT. In its report, the committee confirmed that the water samples taken from the open wells and borewells in the region showed contamination. However, it has stated that the source of contamination could not be ascertained for sure and required further study. “In spite of continuous rain fall in the area, the concentrations of TDS and chloride were found as high as 3396 mg/L & 1100 mg/L which confirms the sources of contamination in the area which requires detailed hydrogeological study to identify the sources of contamination (sic),” reads the report submitted by the committee to the NGT.  New committee to identify source of contamination Due to the recommendation of further study to identify the source of pollution, its extent, and to study the safety measures adopted by the Chemplast Sanmar, the NGT on November 25 ordered the setting up of a new committee.  This new Joint Committee will consist of a member from National Environmental Engineering Research Institute (NEERI), IIT Engineering Department, Chennai; the Director of Safety and Occupational Health from Government of Tamil Nadu; a senior official from CPCB; senior official from TNPCB; and a member from National Geophysical Research Institute. The NGT also directed the committee to study the ground water contamination allegedly caused by Chemplast Sanmar's activities, and also the safety measures taken by the company to dispose of hazardous waste at its landfill. The committee will also look into the possibility of such landfills causing any further degradation of the soil, and if there are any remedial measures that can be taken. The Tribunal has given three months for the new committee to submit its report and has posted the case for February 23, 2020 for its next hearing.

17-year-old girl raped in Coimbatore, police in search of main accused

Four other men who took videos of the crime, which took place at a park near Seeranaickenpalayam, have been arrested.
The Coimbatore city police are searching for two men who raped a 17-year-old girl in a park in Seeranaickenpalayam area on November 26. The 17-year-old girl is a Class 11 student at a school in Coimbatore. “On November 26, she wanted to celebrate her birthday with her boyfriend. They couple went to a park near Seeranaickenpalayam where they bumped into six men. The men first attacked the boyfriend, stripped him and videographed him. They then chased him away,” a police officer said. The gang’s attention then turned to the teen girl. They allegedly threatened her to strip to which she refused. “When she refused, they hit her and made her lie down on the ground and videographed her. When she again refused to strip, two men in that group raped her and others took pictures and videos of the act,” the officer added. The girl then went to her cousin’s place and stayed for two days and then filed a complaint with the police on November 28. Four men were arrested on Saturday, identified as Rahul, Prakash, Karthikeyan and Narayanamoorthy, all aged between 22 and 25 years. They have been remanded to judicial custody. The two men who raped the girl have not yet been caught, and the Coimbatore City police have formed special teams to nab them. The police registered an FIR under sections 5u (Penetrative sexual assault in a child and making the child parade naked in public), 6 (Punishment for aggravated penetrative sexual assault), 9g (Punishment for gang sexual assault), 10 (Punishment for aggravated sexual assault), 13 (Using child in media for sexual gratification), 14 (Using child for pornographic purposes) and 17 (Abetment of POCSO offence) of the Protection of Children from Sexual Offences (POCSO) Act.  (With inputs from Sudhakar Balasundaram)

National Investigation Agency (NIA) on Saturday carried out searches at two locations in connection with a case earlier this year regarding an alleged conspiracy by the Islamic State (IS) Daish module in Tamil Nadu and Kerala. An NIA spokesperson in Delhi said that the anti-terror probe agency carried out searches at two locations, one each in Thanjavur district and Tiruchirapalli city of Tamil Nadu based on warrants issued by NIA Special Court(Ernakulam). The official said that during searches at the houses of two associates of the arrested accused persons, namely Alavudeen, a resident of Thanjavur and S Sarfudeen, a resident of Tiruchirapalli. The agency seized several documents including two laptops, six mobile phones, eleven SIM cards, one pen drive, one hard disc, one memory card, five CDs/ DVDs, one axe besides from their premises, which will be submitted to the NIA Special Court. The digital devices will be sent for the forensic examination."The suspects are being examined to ascertain their association with the arrested accused persons besides their involvement in any unlawful activity, intended at furthering the objectives of ISIS/ Daish," the spokesperson added. The NIA has registered the case taking suo-motu on May 30 this year against six accused persons from Coimbatore, based on the information that the accused persons and their associates have been propagating the ideology of the proscribed terrorist organization ISIS/ Daish on social media with the intention of recruiting vulnerable youth into the ISIS/ Daish and carrying out terrorist attacks in Kerala and Tamil Nadu. The official said that it was learnt that some of the accused persons and their associates were following the Sri Lankan ISIS/ Daish leader Zahran Hashim and his associates, over social media, with the intention of furthering the objectives of the ISIS/ Daish in India. Earlier, the NIA has carried out searches on June 12, at the houses of six accused persons in Coimbatore and based on the incriminating facts revealed, two accused Mohammed Azarudheen and Shiek Hidayathulla were arrested. According to NIA officials, Azarudeen, alleged head of the IS Tamil Nadu module was a Facebook friend of Zahran Hashim, one of the suicide bombers in the Easter Sunday terror attacks in Sri Lanka in April this year.

Even as heavy rains have been predicted for Chennai, an orange warning has been issued for Tamil Nadu on Saturday and Sunday by the India Meteorological Department. An orange warning is issued by the Met Department urging district authorities to be prepared.   On Saturday, the weather agency said that heavy rainfall at a few places with very heavy rainfall at isolated places was very likely over Tamil Nadu, Puducherry and Karaikal. Speaking to reporters in Chennai, N Puviarasan, director of the Agromet Advisory Service Unit at the Regional Meteorological Centre (RMC), said, “On account of the atmospheric low pressure near the Bay of Bengal and the Kanyakumari sea, the next two days will witness moderate rains in most districts.” He added, “Today, coastal district and interior districts will see heavy rains and very heavy rains in some parts. Five districts have had very heavy rainfall over the last 24 hours while eight districts have experienced heavy rainfall. Because of wind speeds between 40- 50 kmph, fishermen are advised not to venture into the sea near the Kanyakumari sea and Maldives.” For Sunday, the RMC predicted, “Scattered heavy with isolated very heavy rain is likely to continue over coastal and adjoining districts of Tamil Nadu, Puducherry and Karaikal and extends upto western districts of Tamil Nadu (Nilgiris, Coimbatore,Tiruppur and Erode districts). As far as Chennai is concerned, the sky condition is likely to be generally cloudy till Monday. Moderate to heavy rain is likely to occur. Rains under the influence of an active easterly wave are predicted across the state. Very heavy rainfall was recorded on Friday at KM Koil, Cuddalore with 118 mm. This was followed by heavy rains at Lower Anaicut, Thanjavur (116.80 mm) and Lalpet, Cuddalore (83.80 mm). According to the Tamil Nadu State Disaster Management Authority, a rain holiday was declared for schools in Chennai, Chengalpet, Pudukkottai, Sivaganga, Nagapattinam, and Kancheepuram on Saturday.

With an orange warning issued for Tamil Nadu for the weekend, rains continued to lash many parts of the state on Sunday. Rains continued through the night and December 1 dawned with very heavy showers in parts of the state. According to the Saturday 10.00 pm weather bulletin from the Regional Meteorological Centre, “Scattered heavy with isolated very heavy rain is likely to continue over Coastal and adjoining districts of Tamil Nadu, Puducherry and Karaikal on December 1.” The heavy and very heavy rainfall is also expected to extend upto Nilgiris, Coimbatore, Thiruppur and Erode that form the western districts of Tamil Nadu. Thunderstorm with lightning is likely to continue in Tamil Nadu, Puducherry and Karaikal until Monday. Heavy rain is likely to occur at isolated places over coastal Tamil Nadu, Puducherry and Karaikal on Monday while heavy rain is likely to occur at isolated places over Tamil Nadu on Tuesday and Wednesday. Warning for fishermen Squally weather with wind speed reaching 40-50 kmph is likely to prevail over Comorin, Maldives and adjoining Lakshadweep area and therefore fishermen have been advised not to venture out into the sea on Sunday. The bulletin explains, “A low-pressure area has formed over southwest Arabian sea and adjoining equatorial Indian ocean and likely to become more marked during the next 48 hours. Another low-pressure area is likely to form over the Southeast Arabian Sea and adjoining Lakshadweep area during the next 24 hours. It is likely to become more marked during the subsequent 24 hours.” Rainfall received Talaignayar in Nagapattinam district recorded the highest amount of rainfall on November 30, with 16 cms of rain. Mayiladuthurai also in Nagapattinam came second, recording 14 cms of rain, followed by Pudukottai town in Pudukkottai district and Kodavasal in Thiruvarur district with 13 cms each. According to a report from RMC, most districts in the state have recorded deficit rainfall from October 1 to November 30 this year. Vellore in Tamil Nadu and Puducherry have recorded the most deficit during this period. While Puducherry’s normal rainfall is 640.6 mm, during this period, it recorded 34% less at 425.8 mm, whereas Vellore where normal rainfall is 295.2 mm, recorded only 194.3 mm. However, quite a few districts in the state saw good rainfall during this period. Nilagiri recorded 63% more receiving 659.2 mm rainfall as opposed to its normal levels of 403.2 mm, Ramanathapuram recorded 48% more with 575 mm of rainfall as opposed to 388.5 mm. Thirunelveli recorded 38% more with 509.3 mm rainfall against its normal recording of 368.6 mm. As for Chennai, it recorded a deficit of 30%, receiving only 417 mm rainfall against 596.9 mm during this period. However, as of 6.00 am on Sunday, Sholinganallur in Chennai has recorded the highest amount of rainfall at 112 mm. According to The Hindu, the Chennai Corporation received most of the complaints related to waterlogging from zones such as Adyar, Perungudi and Sholinganallur. TOI reports that the rains affected traffic movement in areas like Nungambakkam, T Nagar and Anna Nagar. Several other places in the state too recorded flooding on the roads. Man arrested for kidnapping and sexually assaulting Class 11 student in Tiruvallur

Tiruvallur police on Friday arrested a 25-year-old man from Tiruttani for kidnapping and sexually assaulting a minor for a period of 10 days. The accused has a previous criminal record — he is also a seasoned bike thief who already has a few complaints registered against him in this regard. Based on a missing complaint filed at Kanakammachathram police station in Tiruvallur by the girl’s father, the police have arrested the man, identified as Dilli. An FIR under Section 366a (inducing any minor girl under the age of eighteen years to go from any place where she may be, forced or seduced to illicit intercourse) under the Indian Penal Code of the IPC in addition to Sections 3 and 4 of the POCSO Act have been registered against him. Speaking to TNM, Tiruvallur SP Aravindhan says, “He already has complaints of bike thefts registered against him in Kanakammachathram police station and also in Tiruttani. When he came to know that the girl’s father had filed a missing complaint, he abandoned her at a spot in Poonamallee and fled. He was then caught by the police at Arcot Kuppam near Kanakammachathram.” On November 20, after being abandoned by the accused, the minor girl, a class 11 student found her way to Tiruvallur All Women’s Police Station. Following inquiries, she revealed her ordeal which helped the police nab Dilli. Dilli had befriended the minor and on the pretext of marrying her, took her to Ambur, Vellore and Tiruvannamalai. According to reports, he had sexually assaulted her several times in these areas for a period of ten days. Dilli had also stolen bikes and sold them to make quick money. Upon inquiry, Dilli confessed that he was alerted by his father Ezhumalai that the girl's parents had filed a police complaint. He, therefore, decided to drop her off and flee. Dilli's father is currently absconding. On November 26, a minor girl was raped by two men in Coimbatore, while celebrating her birthday with her friend. The Coimbatore city police are currently searching for two men who raped the 17-year-old. Four others, who had sexually assaulted the girl, have already been arrested.

Chennai doctors undertake risky simultaneous surgeries, save Burmese-Tamil woman

In a 16-hour surgery, doctors performed both a liver transplant and bypass heart surgery simultaneously on a 70-year-old Burmese woman of Tamil origin.

When 70-year-old Hla Hla Sein Sakinar, a Burmese woman of Tamil origin, first went to the doctor ten months ago in her hometown of Yangon in Myanmar, she never thought her journey to recovery would bring her all the way back to the land of her ancestors. However, months after she was first diagnosed with liver disease, her search for better health brought to Chennai’s Chettinad Hospital. What was unique about Hla Hla’s condition was that not only did she require a liver transplant, but also required a cardiac bypass surgery for her heart. “She came to us with end-stage liver disease. When the liver is affected to such an extent, it becomes incredibly intolerant to almost all anaesthetic medication and chances of severe bleeding occurring during the surgery are extremely high,” explains Dr Karthik Mathivannan, Head & Clinical Lead, Chettinad Institute of Liver Sciences who oversaw the woman’s operation. Her liver, however, wasn’t the only complication. Hla Hla also required cardiac bypass surgery. This procedure is done when there is either a complete or partial blockage in the arteries which supply blood to the heart muscles. Blockage in these vessels could result in the death of these muscles which is clinically called a heart attack. “No cardiac surgeon would take up a patient for surgery if the patient didn’t have a healthy liver,” adds the doctor. However, after considerable study of Hla Hla’s status, doctors at Chettinad Hospital in Chennai opted to take her up for the risky procedure. In a 16-hour surgery, Dr Sanjay Theodore, a minimally invasive cardiothoracic surgeon and the director of the department of Cardiothoracic surgery along with Dr Karthik and his team simultaneously performed two procedures. While Dr Karthik performed a live liver transplant, Dr Sanjay and his team performed a cardiac bypass surgery. Hla Hla’s 30-year-old niece donated part of her liver to her aunt. “After the surgery, she is slowly making progress in her recovery. We were referred here by her doctors in Myanmar who said that doctors in India have more experience with taking up such risky cases,” says the woman’s daughter Fathima Thanthanstayt to TNM. “This is the first such successful combined procedure in south India. This is unprecedented, so starting from pre-op, a lot of planning and coordination went in between the liver and cardiac teams to work simultaneously. The patient needed psychological motivation, we restricted her diet, encouraged her to walk more. We prepared for multiple outcomes during surgery and the most challenging task was to remove the entire clot from the portal vein to re-establish blood flow,” stated the doctor.

Over the last week, a barrage of allegations and insults have been traded between the AIADMK and DMK, both accusing the other of unwillingness to contest in the upcoming local body elections in the state. However, on Thursday, DMK - Tamil Nadu's main opposition party - moved the Supreme Court requesting that ward delimitation be extended to newly created districts, thereby effectively delaying the polls further. While the DMK has attempted to reason out that there was a lack of clarity on which areas belong to which wards in the new districts, sources tell TNM that this move has been carefully planned with the 2021 Assembly polls in mind. While the ruling party's spending ability, both in terms of propaganda and 'bribe' to residents, was quoted as one concern, the larger issue at hand, say party insiders, is how the result of the local body polls will affect the next government which comes to power."We are just one year away from an election and even if the AIADMK wins 50-60% of the positions in the local body polls, it will problematic when DMK comes to power. It will be difficult to implement any schemes in the Panchayat or ward levels," says a DMK source. "Unlike other posts, you cannot hold re-election for local body and panchayat in the five year period. So DMK will only lose out if these elections happen," he adds. Moreover, the DMK aims to ensure that the AIADMK either splinters further or loses its base in the state after the 2021 elections."Such a scenario is not possible if the AIADMK has panchayat and ward level leaders. They will always be able to generate support at the ground level for their own causes," he adds. Meanwhile, talk of DMK Youth Wing Secretary Udhayanidhi Stalin eyeing the post of Chennai Mayoe were negated."He is 43 years old right now and will be 44 by the time of the Assembly polls and 50 by the next election. He wouldn't want to limit himself to a Chennai based role. He will look to gain a pan Tamil Nadu role that will give access to more parts of the state," says the source.

Three special teams formed by the Coimbatore city police is still on the lookout for two men accused in the sexual assault of a 17-year-old girl at a park in Seeranaickenpalayam in the district. A total of six men, all daily wage workers were accused, four of whom are already being held by the police. The incident occurred on November 26 and arrests have been made based on a complaint from Class 11 student from Coimbatore who was celebrating her birthday in a park with a male friend. These six men attacked her friend and chased him away following which they disrobed the minor."She began to shout and call attention to her plight. When the accused realised that people were going to be alerted, they made a run for it. Meanwhile her friend came back and took her to his house," says Coimbatore Commissioner Sumit Saran. The next day, the girl returned to her residence and then complained about the incident along with her mother at a local station. Four men were arrested on November 28, identified as Rahul, Prakash, Karthikeyan and Narayanamoorthy, all aged between 22 and 25 years and they have been remanded to judicial custody. The two absconding men are Manikandan and Karthik. Police are confident that they will be apprehended soon."The girl has told us that she was molested and disrobed," says the Commissioner. "So we have filed sections under the Protection of Children from Sexual Offences Act. She is medically fine as of now," he adds. According to the Commissioner, the FIR has been registered under sections 5 (u)  (Penetrative sexual assault in a child and making the child parade naked in public), 6 (Punishment for aggravated penetrative sexual assault), 13 (Using child in media for sexual gratification), 14 (Using child for pornographic purposes) and 17 (Abetment of POCSO offence) of the Protection of Children from Sexual Offences (POCSO) Act.

Arjunan, a resident of Kannan Avenue in Mudichur in Chennai, has been growing worried by the hour. The streets in his area are flooded with rain water since Sunday morning, and Arjunan is anticipating a repeat of the 2015 Chennai floods that ravaged the city. “We have been wading through knee-deep water now. Half the residents – mainly those living in rented homes – have left their houses. What will people like us do? If it is just rain water alone, then there is no problem. But if the reservoir overflows then our situation will worsen,” says the 40-year-old. “We are awake now, but we won’t know what might happen in the night. We won’t know when they will breach the bunds in lakes and ponds to let out excess water. News channels keep flashing that heavy rains are expected to continue. As you can see the weather too is unpredictable. It is worrying,” he adds. Arjunan who also owns a tailoring unit suffered severe losses in 2015 with water entering both his house and unit. Having reported flooded streets to Chennai Corporation on Sunday, Palaniswamy awaits as Corporations workers try and fix the sudden flooding in his street. “So far we’ve never had a problem. They recently laid roads but did not fix storm water drains. New buildings have come up too. Draining of rain water has now become a problem,” he explains. Palaniswamy and Arjunan are among the thousands of Chennai residents who are viewing the city’s current weather with growing concern. December dawned with heavy showers this Sunday and residents of Chennai had every reason to turn anxious. Just four years ago around the same time, the city witnessed its worst flooding, causing severe damage to lives and property. Madipakkam, Palaniswamy Chennai has recorded a deficit of 30% rainfall so far, during the North-East Monsoon season that began on October 1. However, continuous showers for the past two days have resulted in water-logging in many parts of the city. Therefore, when visuals of waterlogged roads and steady showers were shared on social media, memories from the not-so-distant past worried residents who expressed their fears over a repeat of 2015. But experts say that there is no cause for worry just yet. ‘No need for worry’ Explaining how rainfall in 2015 was different from this time around, Weather blogger Srikanth says, “It can’t be 2015. In 2015, we had two or three heavy spells of rainfall before December. December saw the third heavy spell of rainfall in 2015. In 2015 we had rain almost every other day, continuously in November.  This time, November was almost entirely dry. Moreover lakes are not full yet.” He also notes that such heavy rainfall occurring during a short span of time is the consequence of climate change. “Rainfall pattern is going through a change. Rain is concentrated for a fewer number of days and we have longer spells of drought. This is a consequence of global warming and will become a common occurrence. We will have to find ways to work around this,” he points out. An official from Metro Water Department says, “Our lakes are less than half full right now, so there’s no need to panic. When there’s a large quantity of water flowing out from storm water drains and when the sea level too increases, it may take some time for water to drain and recede. Temporary flooding will be there, but it is nothing to worry about.” He further adds that the city is better prepared this time around “Infrastructure is definitely better than it was in 2015,” he says. Reiterating this, Revenue Secretary J Radhakrishnan says that what happened in 2015 will not repeat this year. “We are monitoring the situation round the clock,” he tells TNM, “All districts and corporations are alert – especially to address the inundation of the standard low lying areas. Revenue administration is in touch with all Collectors, PWD, local bodies, Health, Agriculture and Animal husbandry departments, TNEB, TWAD, Metro and transport department among others.” Reservoir levels Water storage levels of past and present too show that there’s no cause for immediate worry. The full capacities of the four main reservoirs that supply water to Chennai are as follows: Poondi can hold 3,231 Mcft, Cholavaram can hold 1,081 Mcft, Redhills can hold 3,300 Mcft and Chembarabakkam can hold 3,645 Mcft. On December 1 in 2015, the storage level at Poondi reservoir was 2,745 Mcft. In Cholavaram it stood at 595 Mcft while at Redhills reservoir water levels were at 2,790 Mcft. Chembarambakkam levels were at 3,141 Mcft. In the aftermath of the 2015 floods, several reports had highlighted how failure to ensure timely release of water from the Chembarambakkam Lake in Chennai during the Northeast monsoon season had resulted in the floods. The storage levels today – on December 1, 2019 – show that the reservoirs are not even half full. Poondi’s level as of December 1 is at 989 Mcft, at Cholavaram the level is 96 Mcft, Redhills reservoir holds 1,639 Mcft and Chembarambakkam has 749 Mcft water. The combined storage levels of all four are at 3,473 Mcft while the combined total storage capacity is 11,257 Mcft. So our reservoirs have only reached 30.85% of the total capacity. Interestingly, levels are higher this time than last year’s storage levels. In 2018, Poondi had 381 Mcft water while Cholavaram had 40 Mcft, Redhills had 1,102 Mcft and Chembarambakkam’s level stood at 185 Mcft.

Tamil Nadu rains: 6 deaths in state, life in Thoothukudi disrupted

The district has been facing rains for three days, with showers intensifying on Saturday evening.
Over the past three days, five people have lost their lives in delta districts of the State in accidents related to heavy downpour. According to TOI reports, Duraikannu, a 70-year-old man from Thanjavur, Kandasamy, a 50-year-old farmer from Pudukottai, Poongothai a 40-year-old differently-abled person from Ariyalur, 50-year-old Ravichandran from Mannargudi, 81-year-old Kandasamy near Nanguneri in Thirunelveli are among the deceased. In Chennai, a man reportedly died in Ambattur after he accidentally fell into a storm water drain.  On Sunday evening, it was announced that schools and colleges in Tiruvallur, Thoothukudi and Ramanathapuram districts. In Chengalpattu, Kancheepuram, Cuddalore and Chennai districts schools alone have been declared an off on Monday Heavy rains in Thoothukudi district has brought regular life to a grinding halt as roads and even railways tracks are submerged in water. In addition to this, the Central Water Commission has warned that water in the Thamirabarani river may flow close to warning level if the downpour continues through the night. The district has been facing rains for three days, with showers intensifying on Saturday evening. Areas including Lourthammalpuram,VMS Nagar, St Mary's colony, Indira Nagar, Ambedkar Nagar and Kurinji nagar faced water inundation with residents even protesting in some parts. Speaking to TNM, District Collector Sandeep Nandhuri says, "The corporation has employed a lot of motors to get rid of stagnant water. High capacity pumps from private companies are being used. Temporary drains have also been set up in the town. We will remove the water that is stagnating." As far as the Thamirabarani is concerned, the District official explains that the river can carry 60,000 to 1 lakh cusecs of water. In Thoothukudi, the entry point for the river is Maradur anaicut and Srivaikundam anicut after it. As of this evening it holds 35-40,000 cusecs of water."As of now Thamirabarani is safe. But if it rains heavily in the night, the river may suddenly swell up and if it touches 60-70,000 cusecs there is a likelihood that it will reach its full capacity. Then people in low lying areas have to be careful and move to relief centres," says the Collector. Thoothukudi has received 19 centimetres of rainfall in Sathankulam and 16 centimeters in the city. A holiday has been declared for schools and colleges on Monday due to water inundation.
