‘Gundu’ review: Dinesh, Anandhi shine in a well-crafted drama on war and love

Review
There are two storylines in the plot – one about the bomb that can explode any minute, and the other a love story.
Irandam Ulagaporin Kadaisi Gundu begins by telling us that there are several bombs dumped in the sea that may reach our shores anytime. Yet, the title of Athiyan Athirai’s film (produced by Pa Ranjith’s Neelam) translates to ‘The last bomb of the Second World War’ – as if there’s only that one unexploded bomb left for us to find. It appears to be a contradiction but if you think about it, the title makes complete sense. The remnants of war are still within us, all around us, and any of these could be the last bomb that you witness, before it shatters your world. Attakathi Dinesh plays Selvam, a lorry driver who works for a scrapyard owned by an abusive boss (Marimuthu). It’s normal for the workers to be slapped around, their wages delayed or denied, and for them to lose their limbs or even their lives. But unlike the others, who keep their heads down because they have to, Selvam is a bit of a rebel – especially when drunk. Dinesh is superb as the fast talking Selvam who bristles with indignation but knows he mustn’t lose his eyes on the prize. He has an emotional connection with the lorry he drives and wants to own it someday. The lorry, interestingly, is called ‘Maayavan’, another name for Vishnu, the god of preservation who intervenes to set right the balance between Good and Evil when Earth is on the verge of collapse. And it falls upon Selvam, in this story, to play that cosmic force. There are two storylines in the plot – one about the bomb that can explode any minute, and another about the opposition to the love between Selvam and Chittu (Anandhi). As in Pariyerum Perumal, Anandhi plays a young woman from a dominant caste whose family is hellbent on “saving” her from the undesirable relationship. But unlike the naïve Jo of Pariyerum, Chittu is aware of what her family is capable of, and fights back every which way. When she strides out of her house in the beautifully shot ‘Iruchi’ song (‘Maavuliyo’ is another favourite), you feel goosebumps rise in your skin – when caste and family honour are inextricably linked to women’s bodies, how else can either be dismantled if the rebellion doesn’t begin with them? She isn’t the only memorable female character though. Tamil cinema is fond of demonising the media, but in Gundu it is two Left-aligned female journalists, Tanya (Riythvika) and Sugi, who have the courage to speak truth to power. It is through them that the idea of forming a sangam (union) comes to Selvam who, by virtue of being the hero, would have otherwise been patronisingly mansplaining such heavyweight ideas to the women in the average Tamil film. Just over a month ago, we had Kaithi, another well-made film about a lorry driver and his sidekick who must make a dangerous trip for a larger cause. And here, too, we have a similar pair – Selvam and Puncture (an amusing Munishkanth) – who find themselves pushed into a mission against their will. The affectionate chemistry between the two keeps us entertained all through. Athiyan brings the two conflicts together, both of them sown by humans who came much before them, making the audience question the pointlessness of it all. I did wish, however, that the conspiracy behind the bomb had been fleshed out more. John Vijay plays the usual leery, sneery villain but we get only a hurried explanation for what he’s after and why. The connections needed to be drawn out better. The ending looks abrupt, suddenly taking the turn of a documentary film to dump a message on the audience when the rest of the film was doing it so artfully. Tenma’s background score is brilliant, building suspense and emotions only when needed and not trying to unnecessarily manipulate how we must feel about each scene. The inclusion of folk arts – in the soundscape and visuals – too works well, telling parallel stories to the one that we’re watching. Gundu ultimately wants to say ‘Make love, not war’. At one point in the film, we’re shown a shot of a temple and a mosque turning into rubble, as a consequence of human actions. If the gods are useless in the face of such violence, who then can change the course of things? Who will remember the words of the Buddha? It’s left to us, Athiyan seems to say, to take on the role of Maayavan and fight on till that last bomb is found and defused. Controversy
Nithyananda has been absconding since mid-2018 when charges were framed against him in a rape case against him.
More than 10 days since various media publications and whistle blowers speculated that self-styled godman and rape-accused Nithyananda was in Ecuador, the Central American nation has denied such a development.  Speaking to TNM, an embassy official in New Delhi said the country denied him protection by refusing to gave him refugee status.  In a detailed statement, the embassy said, "The Embassy of Ecuador categorically denies the statement, wherever published, that self-styled Guru Nithyananda was given asylum by Ecuador or has been helped by the government of Ecuador in purchasing any land or island in South America near or far from Ecuador." According to the embassy, Nithyananda left to Haiti as soon as refugee status was denied. Haiti is an island nation in the Caribbean. "Moreover, Ecuador denied the request for international personal protection (refuge) made by Mr. Nithyananda before Ecuador and later on, Mr. Nithyananda left Ecuador presumably on his way to Haiti," it added. It said that all the information "published in digital and print media in India is based on the information which allegedly has been sourced from https://kailaasa.org, a website which is supposedly maintained by Mr. Nithyananda or by his people". It urged digital or print media houses to "refrain from citing Ecuador in any form in all pieces of information related to Mr. Nithyananda". Nithyananda has been absconding since mid-2018 when charges were framed against him in a rape case that was being heard by a court in Bengaluru. Whistle blowers have speculated that he went to Nepal, where Indians can travel without a passport. And from there, whistle blowers claim he travelled to a South American nation on a fake Venuzuealen passport arranged by one of his followers. Ministry of External Affairs officials earlier said that Nithyananda did not leave the country legally through any of the sea ports or airports in India. A copy of Nithyananda’s passport accessed by TNM shows it was due to expire in September 2018 and was not renewed due to the rape charges. A section of whistle blowers speculates that Nithyananda is currently in the Caribbean nation of Trinidad and Tobago where some of his devotees from India are due to travel shortly via Singapore. Also read: India cancels Nithyananda’s passport, application for a new one rejected Nithyananda is accused of raping his former disciple under the garb of spirituality. The trial for the case which was registered in 2010 began in 2018. Nithyananda has been booked under sections 376 (rape), 377 (unnatural sex), 420 (cheating), 114 (criminal abetment), 201 (disappearance of evidence, giving false information),120B (criminal conspiracy) and other sections under the Indian Penal Code (IPC). He was successful in exploiting legal loopholes and delayed the trial for close to a decade. More recently, he is wanted by Gujarat Police in a child abuse and abduction case. His whereabouts remain a subject of speculation even though his videos surface regularly on social media.  Nithyananda was recently booked by the Gujarat police under sections 365 (abduction), 344 (wrongful confinement), 323 (voluntarily causing hurt), 504 (intentional insult to provoke breach of peace) and 506 (criminal intimidation) of the Indian Penal Code and under Child Labour (Prohibition and Regulation) Act. Two of his associates are also in jail in connection with the same case. There have been reports of Nithyananda approaching Central American nation Belize for citizenship as well. Gujarat Police sources have confirmed to TNM that the Interpol has not been approached regarding Nithyananda as of now as reported by some media outlets.  (With IANS inputs)

‘Jada’ review: In Kathir’s sports drama, the opponents are supernatural elements

Film Review
Perhaps for the first time in Tamil cinema, the genre of a film has been completely changed halfway through its presentation.
It is quite common in Tamil Nadu for filmmakers to create a mishmash of genres to make a 'palatable' product for the audience. But perhaps for the first time in Tamil cinema, the genre of a film has been completely changed halfway through its presentation. Director A Kumaran's latest film Jada, which was touted to be a 'sports drama' with thriller elements starring Kathir of Pariyerum Perumal fame in the lead role, completely veers off its expected path and plunges into a half-baked horror plot, much to the well..horror of its audience. The film begins, predictably, by showcasing the passion that the youth of North Chennai have for football, and how it serves as a deterrent from indulging in the violence that they grow up with. Jada (Kathir) and his six friends, including Messi (Yogi Babu) train under a selfless coach who aims to keep the boys focussed and trained for the Santosh Trophy. But i insists on taking part in a violent local tournament 'Sevens' which as the name suggests, involves seven players in the team. The tournament is hosted by a local goon, whose team is known to go to all lengths to win matches. While the coach attempts to stop him, Jada launches into a monologue about how the poor are oppressed in sports and about the prejudiced selection for state teams. However, just when you assume that the film will focus on the inequality in sports, in terms of caste or class, like a film like Jeeva did, the director cuts into an abrupt flashback. Here, the tournament's past shows a beloved player dying after a ball hits his chest during a match. And clearly, the director has never played a single game of football, because nobody seems to question this extremely odd death. Unperturbed by the lack of logic, the protagonist and team register for the tournament with the aim to put an end to it. Through the first half, the characters fail to engage you or get you invested in their struggles, losses and victory, a necessity for any sports drama to succeed. While the recent Bigil, which posed as a sports drama, too, erred on the side of predictable, it was pulled to shore by Vijay's star power and its scattered but well-intentioned focus on women. In Jada, for almost an hour into the first half, the characters barely play any football. Instead we are diverted into a completely unnecessary romance plot which involves stalking and irk-worthy dialogues on 'pasanga kaadhal'. If you are confused about how to feel, while this 'love' plays out, Yogi Babu does an Arjun Reddy re-enactment to emphasise the toxicity of it. But once he does get the girl (Roshini Prakash) she is all but forgotten through the rest of the film. Memory lapses seem to be the leitmotif in this film, with the director forgetting that he had promised a sports drama in the second half and the team itself forgetting why they entered the tournament in the first place. The treatment of the film changes drastically, with misty dark fields, abandoned dilapidated houses and eerie music replacing football fields and charged players. The director attempts to bring the tension he missed out on building in the scenes in the field, through elements of horror. However, what we finally receive is what seems to be two different scripts, hastily mashed into a single film, that struggles to find a footing. The screenplay, too, is choppy, moving back and forth without logic, creating no room for the audience to share the journey of the characters. Except for one scene where the coach has a touching moment with his deaf and speech impaired son, the rest of the movie leaves you completely unaffected. Kathir, Yogi Babu and Kishore, who plays an important role in the flashback, have all performed very well, despite a script that tests your patience. While Yogi Babu's jokes fall flat, he makes up for it with a convincing performance on the field. He's even given a moment to shine, seconds after he is fat shamed by the audience, a refreshing repartee considering the constant jokes about his appearance. The music by Sam CS is impressive in the second half, lending an element of horror, to an otherwise bizarre combination of sports and ghosts. To summarise, Jada seems to have trained all his life to become a footballer, to be told at the last minute by HR that only the ghostbuster position is available. Court
Pon Manickavel has also been asked to present his arguments to the High Court in writing.
The Madras High Court on Friday directed Pon Manickavel, the former chief of the Idol Wing of the Tamil Nadu police, to hand over all documents and evidence related to cases handled by him and the special investigation team (SIT), to the state government. The court-appointed officer, whose tenure came to an end on November 30, has been embroiled in a legal tussle with the Tamil Nadu government.  The Bench comprising Justices Mahadevan and Audikesavulu issued the directive to Pon Manickavel on Friday. In addition to handing over case files, Pon Manickavel has also been asked to present his arguments to the court in writing. On the day of his retirement on November 30, 2018, the Madras High Court extended his tenure by appointing him as the Special Officer of the Tamil Nadu Idol Wing. The Supreme Court also upheld the High Court's order of extending his tenure until November 30, 2019.  With nine days left for his term to end, on November 22 this year, Pon Manickavel petitioned the Madras High Court to extend his tenure, stating that the government was trying to meddle with the functioning of the SIT. Two days later, on November 24, the Tamil Nadu government approached the Supreme Court and petitioned against Pon Manickavel’s plea for an extension, stating that the Idol Wing was 'non-functional' and that an extension would ‘demoralise’ the state police. As his tenure came to an end on November 30, the government of Tamil Nadu also ordered Pon Manickavel to hand over all the documents in the cases under the Idol Wing. However, Pon Manickavel had refused to hand them over to the government, stating that he was appointed by the court and hence it was ‘legally impermissible’ for the government to issue an order directing him to hand over the files. He also initiated contempt proceedings in the Madras High Court against the government officials. On Monday, the SC stayed the contempt proceedings and upheld the government order, which directed him to hand over all case files to the Additional Director General of Police of the Idol Wing.   On Friday, Madras High Court also issued the same directive to Pon Manickavel. The court also adjourned the matter indefinitely, stating that it cannot decide on the contempt petition against the government until the issue of his appointment was resolved in the Supreme Court.

In a tragic incident, a 70-year-old woman became the victim of a road accident and was killed on the spot in Madurai near the Rajaji Government Hospital. The incident reportedly took place near Madurai’s Panagal Road, close to the Electricity Board office on Friday near the new building of the government hospital. The accused has been identified as 59-year-old Thirunavakkarasu, a bank manager, who was speeding when he collided with an autorickshaw and a two-wheeler before he rammed into the sidewalk where the victim was standing. The identity of the victim has not yet been released. The driver of the two-wheeler, 46-year-old Ayub Khan, and the 55-year-old auto driver named Pushparaj were also injured in the accident. Madurai city police have registered a case against Thirunavukkarasu under section 304-A (causing death by negligence) of the Indian Penal Code (IPC). This incident comes days after CCTV visuals of a 13-year-old girl from Tirupur ran over an elderly man sitting outside her home, when driving. The victim, a 68-year-old man identified as V Gandhimanian, was admitted to the hospital after sustaining several broken ribs and other injuries in the accident. Gandhimanian had been sitting outside his residence, on the side of the road, in Tirupur’s Ramakrishnapuram after dinner when the car ran over him. In the video, the girl steps out of the car after the accident, as a crowd gathers around the scene. The man was subsequently taken to a hospital where he underwent treatment and is recovering. The minor’s family has taken care of all hospital charges and has requested the man’s family to not lodge any official complaints.  However, Gandhimanian allegedly approached the media on Thursday and spoke of the incident as the money provided by the girl’s family was not enough to sustain his hospital expenses.

Onions -- big and small -- are being sold at prices upwards of Rs 140 per kilogram in Tamil Nadu as on Saturday.
Saravana Kumar giving the new phone and a pack of onions to customer
At a time when the country reeling with exorbitant onion prices, a small mobile shop in Tamil Nadu has rolled up its sleeves up to come up with an interesting offer. An announcement by STR Mobiles in Thanjavur district has not only piqued the interest of onlookers but also has spread amusement among people.  STR Mobiles, a mobile sales and service centre in Thalayari Street in Pattukottai, has announced that whoever purchases a smartphone from the shop will be given one kilogram of onions as a freebie.  Presently, one kilogram of big onions is being sold at prices upwards of Rs 140 in Tamil Nadu. Small onions or shallots are being sold at a price starting at Rs 160 in the state. Speaking to TNM, Saravana Kumar, the proprietor of STR Mobiles, says that the reception of this offer has been great. “Nobody in Pattukottai has ever heard of such offers. So people are curious. I have been observing more footfall at the shop since the advertisement was put up,” he says. The ad poster in front of the shop 35-year-old Saravana Kumar opened STR Mobiles around eight years ago in Pattukottai. On an average, the shop sells two mobile phones per day.  “However, on Thursday and Friday, I sold eight phones a day. So I think people like this offer,” Saravana says. He adds that the customers who buy phones in his shop can choose between small onions and big onions for the freebie.  One kg onion packs lined up in the shop When asked about how his family is dealing with the unprecedented increase in the price of onions, Saravana Kumar, the sole breadwinner of the family, says that buying steeply priced onions has meant he takes lesser money back to the household. “It is a tough thing to do. But food is important for us too, and hence I am okay with taking back less money for some time, till the prices come back to normal. That’s all I can do to ensure my family is happy with decent food,” he says.  Meanwhile, R Kamaraj, the Tamil Nadu minister for Food and Civil Supplies told a Tamil news channel that onion prices will reduce in 45 days, and that steps are being taken by the state government to import onions and sell them for lower prices. In addition 9 dengue positive cases have been reported from Thiruvarur in Tamil Nadu.

Even as reports which emerged around mid-November indicated that the number of dengue fever cases being seen in the state of Tamil Nadu were decreasing, two people from Tirupur succumbed to fever on Friday. Doctors and officials have yet to ascertain whether the deceased had tested positive for dengue. Furthermore, a total of nine positive dengue cases have been reported from Thiruvarur district in the state. “The two individuals who were admitted to the government hospital in Tirupur succumbed yesterday evening. They had both been brought in earlier in the week with high fever and were being treated symptomatically. Lab investigations had been sent, but reports have yet to return so at this time we cannot say whether the deaths were due to dengue,” Director of Public Health (DPH) Dr K Kolandasamy told TNM. Meanwhile there have been nine cases of dengue confirmed from Thiruvarur district. “Four people have been admitted to Mannarkudi Government Hospital and another five have been admitted to the Government Thiruvarur Medical College and Hospital. They had all been admitted over a course of about two weeks with similar complaints of high fever with joint pains that didn’t decrease with medication,” stated a Thiruvarur district health official. Earlier in November, Joint Director of Vector-Borne Disease Control Department Dr Krishnaraj had stated that there was a decline in the number of cases of dengue being seen in the state. He also reiterated what the state health minister had earlier said about seeing an increase in the number of dengue cases following the rains, saying that it was not an “alarming” rise. Dengue virus is transmitted by the Aedes aegypti mosquito. There are five different strains of the virus, each of which undergoes frequent adaptation as a result of which it has been difficult for scientists to find an effective vaccine against the virus. There is no known cure for dengue fever since most of the cases tended to be self-limiting, however supportive measures to control any aggressive symptoms are often given. The most common symptoms of dengue are high grade fever, joint pain, muscle pain and general fatigue. Health officials from the state have been actively encouraging the public to take all necessary preventive measures and have been raising awareness about measures to control mosquito populations. Keeping a clean and hygienic environment as well as preventing stagnation of water will help curb the mosquito population. In addition using personal protective measures such as mosquito nets, repellants, creams and coils will also help protect someone from mosquito bites which could potentially cause dengue.

TN local body polls to be held on Dec 27, 30 except in nine districts

Polls
The new announcement comes a day after the Supreme Court ordered the postponement of the polls in nine districts owing to delimitation issues.
The polls for rural local bodies across Tamil Nadu, except in nine districts, will be held in two phases -- December 27 and 30, 2019. These dates are unchanged from the previous announcement made by the State Election Commission on December 2. The State Election Commission (SEC) made the announcement on Saturday, following an order from the Supreme Court to stay the local body polls in nine districts in the state. As per the latest announcement, nominations for the local body polls in 27 districts of the state will begin on December 9, and scrutiny of nominations will be held on December 17. The last date for withdrawing the nominations is December 19. The counting of votes will be done on January 2, 2020. The Supreme Court, on Friday, ordered that the local body elections announced by the SEC be postponed in nine districts in Tamil Nadu that have undergone changes -- Kallakurichi, Tenkasi, Tirupattur, Ranipet, Chengalpattu, Villupuram, Tirunelveli, Vellore and Kancheepuram. The government of Tamil Nadu had created five new districts from four big districts. The Supreme Court order came on a petition filed by the DMK seeking a cancellation of the local body polls in the state, citing non-completion of delimitation in these districts. In its petition, the DMK had also stated that the people living in these districts will be confused due to lack of delimitation and reservation of seats. The plea was heard on Thursday, during which the apex court raised questions about delimitation in the newly-formed districts. It also slammed the state government, asking how it can claim that the voters living in these districts will not be confused about their wards. The state government submitted that the SC, if necessary, can stay the polls in the nine districts alone, while the DMK sought the postponement of local body polls for the entire state to avoid confusion. The Supreme Court then asked the SEC if it is possible to postpone the local body polls in nine districts and conduct the polls as per schedule in the rest of Tamil Nadu. The SEC replied to the Supreme Court that it is possible to conduct local body polls in Tamil Nadu except in the nine districts. Recording the observation, the Supreme Court on Friday ordered that the SEC should conduct the polls in the nine districts within four months after the delimitation and reservation process.

Around 250 children from across Tamil Nadu are expected to participate.
Neelam Educational Centers is among the initiatives of Neelam Foundation, an NGO which works with women and children at the grassroots. Filmmaker and producer Pa Ranjith is among its trustees. The Neelam Educational Centers aim to bring out the talents of children from marginalised groups. The training programmes encourage creativity in children and offer them opportunities that they may otherwise never get. Currently, there are 550 children in the age group of 5-16 years who attend these programmes. Every year, the organisation gathers children from across these educational centers for a camp where they can meet each other and pick up new skills. These include folk art (silambattam, paraiyattam, oyillattam, karagattam, kazhilattam), photography, mime, art and craft, revolutionary songs, rap and gaana, creative storytelling, sculpture making, filmmaking, theatre etc. Speaking to TNM, Founder and CEO of Neelam Foundation Muthamizh Kalai Vizhi says, "The children will be trained by professionals and skilled trainers from the respective industries. We want to give the best for the children and support them for a better tomorrow." This time, the winter camp will be organised in collaboration with the Don Bosco Youth Centre, Taylors Road, Kilpauk, Chennai. Around 250 children from Ramanathpuram, Arakkonam, Jawadhu hills, Vizhupuram, Chengalpet, Vellore, Sathyamangalam, Tiruppur, Pondicherry and Chennai will be participating. The dates of the camp are from December 26 to 30. The five-day residential camp is being organised with the support of 25 volunteers, and on the final day, the children will perform onstage."Every excluded child represents a missed opportunity. When society fails to extend to marginalised children the service and protection that would enable them to develop as productive and creative individuals, it loses the social, cultural and economic contributions that they could have made," points out Muthamizh. The camp aims to educate the children in a fun-filled way, allowing them sufficient play and leisure. Muthamizh says that developing their cultural aesthetics will help children develop their leadership qualities and also boost their self-esteem. The NGO requires Rs 4,50,000 to run the winter camp, which will cover boarding and lodging, food, payment for resource persons, materials and other costs. The case came to light in July 2018 after the minor confided in her elder sister about her ordeal.

The POCSO court in Chennai has reserved the verdict in the case of the 11-year-old hearing impaired girl who was sexually assaulted allegedly by 17 men in Ayanavaram, Chennai. The shocking case came to light in July 2018, after the victim spoke about her trauma to her elder sister. In July 2018, Tamil Nadu woke up to the gruesome story of a minor who was sexually assaulted allegedly by as many as 17 men in her apartment complex in Ayanavaram, Chennai, over a period of time. The men who allegedly sexually assaulted the hearing impaired girl included the elderly liftman in the apartment and many other men in their twenties. The news sent shockwaves across the state and the police immediately arrested all 17 men -- Ravikumar (56), Suresh (32), Rajasekar (40), Erald Bross (58),  Sugumaran (65), Abishek (23), Murugesu (54), Paramasivam (60), Palani (40), Jayaganesh (28), Gunasekaran (55), Babu (36), Deenadayalan (50), Jayaraman (26), Surya (23), Raja (30) and Umapathy (42) -- and invoked the Goondas Act on them in September. Though the Goondas Act on the accused was quashed by the Madras High Court in January, their request for bail was rejected. Babu, one of the accused, died after a brief illness in February. The trial in the case began in the Mahila court in Chennai in January 2019, in which all the accused had their own lawyers representing them. Speaking about the trial, Public Prosecutor N Ramesh told TNM that all the accused were given sufficient time to cross-examine all the witnesses in the case. “From the prosecution side, we have submitted 120 evidences and had 36 witnesses from our side. The defence side had seven witnesses on their side. In fact, the cross-examination of the police officer who investigated the case lasted for almost a month. That is how much time the defence got in the trial,” he explained. The deposition by all the witnesses in the case runs upto 1,500 pages, he said. Describing the trial, Ramesh said that the defence had also resorted to character assassination of the minor survivor, including questioning her "morals" and accusing her of sleeping with many other men. “Many such stories were brought inside the written arguments of the defence during the trial. The doctors had stated in detail about the victim’s injuries but the defence tried to twist it to question the character of the victim and her sister. But despite all that, the prosecution is confident of getting the accused convicted in the case," he added. The arguments in the case concluded on Friday and the Mahila Judge RN Manjula has reserved the verdict without mentioning the date.  Also read: Shocked silence, simmering rage: Chennai gated community grapples with child rape case

Unmarried couples staying in hotel rooms is no crime, says Madras HC

Court
A hotel in Coimbatore had been sealed without explanation after an unmarried couple were found occupying a room during a search by authorities.
Observing that a live-in relationship of two adults is not deemed to be an offence, the Madras High Court has said terming the occupation of a hotel room by such unmarried couples will not attract a criminal offence."Apparently, there are no laws or regulations forbearing unmarried persons of the opposite sex to occupy hotel rooms as guests," Justice M S Ramesh said in a recent order. He made the observations while directing authorities to de-seal a hire service apartment in Coimbatore, which was closed after a police and revenue team conducted a search following complaints of alleged immoral activities and found an unmarried couple and some liquor bottles in a room there in June this year. While live-in-relationship of two adults was not deemed to be a crime, the occupation of hotel room by an unmarried couple would not attract an offence, the Judge said. While that being so, the extreme step of sealing the premises on the ground that an unmarried couple was occupying the premises is totally illegal in the absence of any law prohibiting the same, he said. According to the petitioner, the "My preferred Transformation and Hospitality Private Limited" of Gurgaon in Haryana, it was running Hire Service apartment at the premises in Coimbatore. A search was conducted on the premises by a team from the office of the tehsildar and local police on June 25. The team found liquor bottles in one of the rooms occupied by the guests and in one room two adults who were not married were staying. The premises came to be sealed by the team without any written order against which the present petition was filed. The petitioner contended that there was no justification on the part of the authorities in not giving them an opportunity to put forth their objections. Sealing of the premises without any order was a violation of the principles of natural justice. The petition said such an action has been taken based on the viral news spread on the social media about the premises. The prosecution said the petitioner's premises had not obtained Form D and without details of the guests in the booking registers, illegal activities by the guests were permitted. In view of the objections from the neighbouring womenfolk, action was taken against the petitioner. Justice Ramesh said it was not in dispute that the petitioner had not been put on notice prior to the sealing of the premises and no explanation was called for. Particularly, in the background of the present case that alleged immoral activities in the premises may not be an offence, it would have been just and proper for the respondents to be called for explanation before taking any coercive steps against the petitioner, the judge said."The entire episode of sealing the premises is in total violation of the principles of natural justice," he said. Noting that the state law allowed possession of stipulated quantities of liquor by an individual, the Judge said the consumption of liquor by the guests on the petitioners premises cannot also be termed as illegal.

Light to moderate rain is likely to occur in Tamil Nadu and Puducherry between Sunday and Wednesday, the weather agency said. According to a bulletin from the India Meteorological Department (IMD) on Sunday morning, the low-pressure area over Southeast Arabian Sea and adjoining the equatorial Indian Ocean now lies as a well-marked low-pressure area over the southeast and adjoining southwest Arabian Sea. It is likely to move west-northwestwards and concentrate into a depression (low-pressure system) during the next 24 hours, which means the weather will be cloudy and wet. Thunderstorm with lightning is likely to occur in isolated places over the state. As far as Chennai is concerned, the Met Department said the sky condition is likely to be generally cloudy. Light rain is likely to occur in some areas. While the maximum and minimum temperatures will be between 29 and 25 degree Celsius respectively on Sunday, this is likely to vary between 30 and 26 degree Celsius on Monday. Popular city-based weather blogger Pradeep John, who runs the Facebook page Tamil Nadu Weatherman, observed on Saturday that December is the weakest of the three northeast monsoon months.  According to the weatherman, apart from KTC (Kanchi, Tiruvallur and Chennai)  belt, all across Tamil Nadu coast, right from Chennai to Tirunelveli coast, is likely to experience moderate rains from Sunday morning and also the next three days (Sunday to Tuesday).  “In the day time, the interior parts near the coast such as Vellore, Tiruvannamalai, Villupuram, Ariyalur, Thanjavur, Pudukottai and Sivaganga will get moderate rains here and there. In south Tamil Nadu, Tirunelveli, Theni, Virudhunagar and Dindigul will get some rains, too. In western Tamil Nadu, again Coonoor belt will get rains in the early mornings. Heavy rains, chance is less but if it has to happen, it has to be areas close to the sea in Ramanathapuram, Thoothukudi, ghats in Tirunelveli and the Coonoor belts,” he wrote.

Elections
Polls for rural local bodies have been announced for December 27 and 30 in all but nine districts of the state.
DMK chief MK Stalin said on Saturday that the party is compelled to approach the courts once again, following the State Election Commission’s notification for rural local body polls in all but nine districts.  The  State Election Commission (SEC) announced on Saturday that polls for rural local bodies across Tamil Nadu, except in nine districts, will be held in two phases on December 27 and 30, 2019. While the SEC had already announced polls, the old notification was cancelled and a new notification was issued after the DMK approached the Supreme Court seeking cancellation of polls. The main opposition party cited non-completion of delimitation and reservation of seats for SC/ST and women categories. However, the DMK wants that all the local body elections be held together after the delimitation process is completed.  In a statement, Stalin said, “The notification for polls has been issued without following the Supreme Court's verdict. We are left with no option but to approach the court again seeking justice to conduct polls afterwards delimitation and reservation of seats.” The Supreme Court, on Friday, ordered that the local body elections announced by the SEC be postponed in nine districts in Tamil Nadu that have undergone changes— Kallakurichi, Tenkasi, Tirupattur, Ranipet, Chengalpattu, Villupuram, Tirunelveli, Vellore and Kancheepuram. The government of Tamil Nadu had created five new districts from four big districts. Earlier, the DMK chief had urged the SEC to declare elections for the local bodies after complying fully with December 6 order of the Supreme Court. The DMK told the Tamil Nadu State Election Commission that Supreme Court had directed it and the state government to follow Rule 6 of Tamil Nadu Panchayats (Reservation of Seats and Rotation of Reserved Seats) Rules 1995 while conducting the local body elections. In its petition to the Tamil Nadu State Election Commission, the DMK contended that only after delimitation, identifying reservations for Scheduled Castes, Scheduled Tribes and Women in the local bodies for the state as a whole, polls for local bodies cannot be held. "The state as a whole has to be taken as one unit and reservation should be applied," DMK said. According to DMK, if the State Election Commission or the state government misreads judgement and restricts it to the newly formed districts and fails to follow the directions of the Supreme Court in true letter and spirit, the same would amount to a violation of court orders and would be contemptuous.

Politics
Local body polls in Tamil Nadu are to be held in two phases on December 27 and 30.
Actor Rajinikanth’s political outfit, the Rajini Makkal Mandram, has said that the star has not endorsed anyone ahead of the local body elections in the state. Polls for rural local bodies in Tamil Nadu are due to be held in two phases on December 27 and 30. The actor-turned-politician’s political outfit, the Rajini Makkal Mandram, said legal action would be taken against those who claim they have Rajinikanth’s support. In a statement to the press, administrator of the outfit, VM Sudhakar said, “Our beloved leader Rajinikanth has not given his support to anyone ahead of the local body elections that are due in Tamil Nadu. Therefore, if anyone canvasses for votes using the name of Rajini Makkal Mandram, Rajini Fan Club, the flag of Rajini Makkal Mandram, the symbol, name or photograph of our leader, legal action will be taken.” The actor, who announced his political entry in December 2017, is yet to launch his political party. As anticipation grew regarding his political career, he chose not to contest in the state Assembly bye-elections or the Lok Sabha polls that took place in summer 2019.  Once again, ahead of the long-pending local body polls, questions regarding his political plunge have surfaced. In November this year, when asked whether he had plans to join the national ruling party, he said that attempts to saffronise him would not work. His comments came in the wake of the controversy over BJP’s alleged attempts to saffronise Tamil poet Thiruvalluvar. On November 2, BJP’s Tamil Nadu wing had tweeted a picture of Thiruvalluvar wearing saffron robes, sparking protests from Dravidian groups. Meanwhile the actor's next film, Darbar, is set to release in January, around Pongal. Directed by AR Murugadoss, the film will see Rajinikanth reprise the role of a police officer after almost 25 years. The film is bankrolled by Lyca Productions.

Onion Crisis
Consumers report having had to cut down consumption of onions, a staple in homes.

Onion prices touched an all-time high at the Koyambedu market in Chennai on Sunday with one kilogram costing Rs 160. The price has been steadily rising over the past several weeks due to floods in several parts of the country, including Karnataka and Maharashtra. The cost of drumsticks also peaked, with one kilogram costing as high as Rs 400 in some parts of Tamil Nadu. Speaking to TNM, VR Soundararajan, President of the Koyambedu Wholesale Traders Association and a member of Market Management Committee, said, “The market rate for onions in Koyambedu is about Rs 140 per kg. The retail price is between Rs 150 and Rs 160. Shops are getting onions from Maharashtra and Andhra Pradesh but these are smaller in size.” Prema, a housewife and a regular customer at the wholesale market, told TNM that it is impossible to cook without onions but the prices have forced her to cut down consumption. “Onion and tomato are the main ingredients in most of our cooking, so we cannot cook without these. We are a family of four. Earlier, we used to add onion as per our taste and cook with five to six onions for sambar or curry. These days, I use only one or two. Even small onions (shallots) are extremely costly. We are not able to afford it,” she laments.  With drumstick prices steadily rising over the last month, she notes that she has not used the long green vegetable for her family in nearly two months. “It is non-essential, so we have completely avoided it. But the government must do something about onion prices,” she adds.  According to wholesalers, farmers have been struggling to produce drumsticks this monsoon season, a crop that needs abundant sunlight. Soundararajan says that wholesalers are procuring the onions for between Rs 120 and Rs 140, “which is too high for us and we cannot manage.” Hopes of prices going down, however, are still some weeks away, he reckons. “Prices are expected to go down after January 15 (around Pongal) when the second crop is ready. The crop cycle is 90 days for onions. I expect farmers will quickly sell their produce this time to meet the demand,” he says.

Polls
This comes a day after DMK chief M K Stalin said there was no other option but to approach the court again seeking full compliance of its December 6 order.
Tamil Nadu Chief Minister K Palaniswami on Sunday asserted that the State Election Commission has notified rural civic polls afresh only as per the Supreme Court order and rubbished DMK's allegation of non compliance of court directives. A day after DMK chief M K Stalin said there was no other option but to approach the court again seeking full compliance of its December 6 order, Palaniswami said the top court had ruled that polls to rural civic bodies can be held in 27 districts of Tamil Nadu."Only based on the Supreme Court's directive, the State Election Commission has now notified the polls to rural civic bodies," he told reporters in Coimbatore. As regards local polls in nine other districts, the court verdict said it should be conducted after completion of processes including delimitation in four months, he said."Since the DMK approached the court over civic polls, elections could not be held for about three years since 2016." Similarly, the main opposition was now levelling some charges with an intention of postponing local elections somehow, Palaniswami alleged."The DMK is hesitant and afraid to face polls," he claimed. Hitting out at Stalin for asking if the ruling party had the strength to face polls, he wanted to know why the principal opposition was now afraid to go to the hustings when the apex court has given the go-ahead to hold elections to civic bodies in 27 districts. The Chief Minister, who is also the co-coordinator of the AIADMK, said the SEC had completed exercises including delimitation by following due process and accepted as many as 19,000 petitions in this regard from the general public. A high-level meet held by the DMK in Chennai earlier endorsed Stalin's stand to approach the court again to ensure "compliance of norms," like delimitation in the upcoming civic polls to rural local bodies. The DMK condemned the SEC for "negligent action" in issuing a fresh notification on December 7 for polls to rural civic bodies without allegedly complying with the Supreme Court directives.

Onion crisis
The Chief Minister attributed the rising prices to incessant rains in the states that usually supply onions to Tamil Nadu.

As onion prices shot over the roof across the state, Tamil Nadu Chief Minister Edappadi K Palaniswami has stated that the prices will come down in 20 days.  According to reports, the Chief Minister was talking to reporters in Coimbatore on Sunday when he mentioned onion prices. He said that the yield season in Tamil Nadu is good and the harvesting of onions across the state would begin soon, thus bringing down the prices.  He also stated that the rising prices of onions are not specific to Tamil Nadu, but across the country. He also added that Tamil Nadu has been procuring onions from outside the state to keep up with the demand in onions.  “Since it is the rainy season, we are supposed to get onions from other states. Because it has rained heavily affecting the cultivation of onions, the incoming load has decreased. This has pushed up the prices. This will be alright in the next 15-20 days. In Tamil Nadu, the output of onions is good. In the next 20 days, the prices of onions in Tamil Nadu will fall,” he told reporters.  The increasing prices of onions and other vegetables in Chennai have been a cause of concern for many as the retail selling price of one kilogram of onions touched Rs 160 on Sunday. Similarly, the rates of other vegetables were also on the rise, causing worry to the consumers.  Speaking to TNM about the prices of onions on Sunday, VR Soundararajan, President of Koyambedu Wholesale Traders Association and a member of Market Management Committee said that the market rate of the bulb vegetable in Koyambedu is at Rs 140 per kilogram. He also added that the shops in the central market of Chennai are receiving onion supplies from Maharashtra and Andhra Pradesh, but are smaller in size.

The Chennai police are monitoring at least three gangs that had created, stored and circulated videos of child sexual abuse online, according to a report in The Hindu.  A few days ago, a team of ethical hacking volunteers of the cyber cell of the police, in collaboration with a private agency, found that at least 1,500 persons across the state had downloaded such videos of child sexual abuse over a week in November. The team also traced the IP addresses which were involved in the activity. The Additional DGP (Crime) M Ravi had stated that the department was looking at cracking down on those who had downloaded and shared this material over social media like WhatsApp.  According to the report in The Hindu, M Ravi referred to a viral audio clip in which a policeman is allegedly threatening a youth for watching porn on his phone and called it as fake. He also said that the police have detected three cases of child pornography and have forwarded the details to the concerned officers for action. The details of those involved in the creation, storing and distribution of videos showing sexual acts committed on children have also been forwarded to all the district police offices in Tamil Nadu for inquiry and investigation. M Ravi also rubbished reports of police surveillance on the mobile phone usage of people in the state.  According to the provisions of the Protection of Children from Sexual Offences (POCSO) Act and the Information Technology Act, forcing children into sexual acts, filming it and circulating it are punishable offences.  Responding to the rumour that the police is planning to initiate action against everyone who visited pornographic sites, M Ravi said that it was not possible to do so and that the radar is firmly on those who involve themselves in child pornography. Jayashree, the SP in-charge of Crime against Women and Children has been nominated as the nodal officer for coordinating with the district police offices to act against child sexual abuse material.

TN local body polls: SC to hear DMK, Congress' reservation plea on Wednesday

Court
The parties have petitioned the court arguing that the rural local body polls, due on December 27 and 30 in Tamil Nadu, are violative of SC orders.
The Supreme Court has agreed to hear on Wednesday a fresh plea by the DMK, alleging that the Tamil Nadu State Election Commission had decided to grant quota to women and Scheduled Caste/Scheduled Tribe candidates in local bodies elections on the basis of 1991 census instead of 2011 census. A bench headed by Chief Justice SA Bobde on Monday took note of the submissions of senior advocate AM Singhvi, appearing for the main opposition party in Tamil Nadu, that the state poll panel had decided to grant quota in local body elections based on 1991 Census instead of latest 2011 census as mandated under the law. In its fresh plea, filed through lawyer Amit Anand Tiwari, the DMK has challenged the poll panel's November 7 notification on grant of quota to women and SC/ST candidates in the upcoming local body polls. The Supreme Court had on Friday put on hold the elections for the local bodies in nine new districts in the state, carved out of four existing ones, in order to comply with legal formalities such as delimitation and reservation in four months. The top court, however, had said that the Tamil Nadu State Election Commission could proceed with the elections to all panchayats at village, intermediate and district levels, in the remaining 31 revenue districts of the state. Accordingly, the SEC announced on Saturday that polls for rural local bodies across Tamil Nadu will be held in two phases on December 27 and 30, 2019 except in Kallakurichi, Tenkasi, Tirupattur, Ranipet, Chengalpattu, Villupuram, Tirunelveli, Vellore and Kancheepuram. Earlier, the DMK chief had urged the SEC to declare elections for the local bodies after complying fully with the December 6 order of the Supreme Court. The party contended that the state government had been directed by the SC to to follow Rule 6 of Tamil Nadu Panchayats (Reservation of Seats and Rotation of Reserved Seats) Rules 1995 while conducting the local body elections.
