Jaya probe: Commission asks Apollo why CCTV footage was not preserved despite case

The Arumughaswamy commission, which is probing the death of former Tamil Nadu Chief Minister J Jayalalithaa seems to have hit a roadblock, with Apollo Hospitals saying that will not be able to provide CCTV footage of the former Chief Minister’s time in hospital. The hospital's legal manager and the commission argued over the preservation of footage on Friday, reported the Times of India. The commission reportedly questioned why the hospital did not possess the required footage despite a pending legal case. In response, the hospital's legal manager Mohankumar stated that the hospital did not receive any directive from the police or the courts about preserving the footage, until the commission's letter arrived on September 6. The commission then reportedly pointed out that there were two pending cases in the matter in 2016, and that should have been reason enough to preserve footage. But the hospital argued that both cases, the Madras High Court disallowed the release of any information."The CCTV recordings get overwritten automatically after 30 days. This information was shared with the commission on 11 September," Maimoona Badsha, counsel for Apollo Hospitals, told the media last week. He maintained that this was the policy followed across all of their hospitals in the country. The hospital had informed the commission that would be unable to submit the requested footage as it pertains to the period when Jayalalithaa was in the hospital — between September 22, 2016, and December 5, 2016 — which is beyond the time period for which Apollo Hospital stores its CCTV footage. On September 7, Subbiah Viswanathan, the COO of Apollo Hospitals, appeared before the commission. He claimed that all CCTV cameras were working and were switched off on the request of a government official. In addition to the arguments on the CCTV footage, Apollo also confirmed that Jayalalithaa's toes and legs were not amputated. VK Sasikala's advocate Raja Senthoor Pandian, conducted a cross-examination of a radiologist from Apollo to prove the same.  (With inputs from IANS)

Surprise checks continue at Puzhal prison: Televisions, radios and edibles seized

Authorities at Puzhal Central prison continue to carry out surprise checks in the premises, following the leak of photographs that showed that prisoners were being given special treatment. As part of the latest search conducted on Thursday, officials confiscated electronics, cookers and edible items from several cells, the Times of India reported.  The raid began on Thursday evening and ended late in the night. 29 television sets, 28 radios, four pressure cookers, 200 kg of basmati rice, 50 kg of dal, 75 kg of maida flour, 60 litres of cooking oil and cots were seized. During a previous check, authorities had retrieved TVs, phones and USB chords from prison cells. A report in The Hindu states that cots from some of the cells had been rented out by the staff of the prison hospital. Prison officials, however, have reportedly maintained that there was nothing wrong in certain inmates enjoying differential treatment. Last week, a news report by Tamil newspaper Dinamani published pictures of prisoners inside the Puzhal Central Prison. The inmates are seen in boxer shorts and t-shirts, holding mobile phones, wearing branded shoes and sitting on cosy beds. One photo even showed a table full of home-made food in casseroles for the inmates. Speaking to TNM, Additional Director General of Police (Prisons) Ashutosh Shukla said that the leaked pictures were from the Class-A ward of the prison, where prisoners are allowed access to certain facilities. However, he admitted to irregularities in the usage of cellphones and said an investigation was underway. The officer also said that some prisoners were found charging their cellphones with the help of television sets installed in the prison, which are meant for recreational purposes of the inmates. These television sets have since been removed, albeit temporarily. “The television sets belong to the prison. It is available in all blocks of the prison. We are studying on how to install the television in a way that doesn’t allow charging of cell phones,” he said. Admitting to the laxity of the staff, the prisons chief says that it is not the first time illegal items have been brought inside the prison. “Around 10 days ago, we found that ganja had been smuggled into the prison. A case was registered and the person concerned was also arrested. It is a continuous process of vigilance. If connivance is found, we will take strict action.”

The night of May 12 remains a horrifying memory for the 130 odd LGBTQ members from Chennai, who attended a pride party at a four-star hotel in the city. The party was hosted by Chennai Dost, a well known NGO, at Hotel Ramada Plaza in Guindy and all was fine till 12.15  am, before police officers unexpectedly arrived at the scene for a drug raid. During the raid, they allegedly abused, threatened and humiliated the attendees. Speaking to TNM, 26-year-old Sharan Jayaraman, an LGBTQ activist who had attended the party says, "We were wrapping up the party around 12 am when 20-25 cops barged into the bar. They said it was a drug raid based on a tip off they had received. They seized everyone's phones and made each and everyone strip in groups."  The officers had produced no search warrant and were allegedly abusive towards the attendees. Further, the strip search happened in public view, violating the detainees' right to privacy, Sharan says."During the search, they found 25 grams of dry alcohol and used this as an excuse to search us individually. Five people were taken at once to the smoking zone of the area and asked to strip. Apart from five transgender persons who were assigned lady police officers for the search, the others were all asked to undress in groups. The police said that they had to do it in groups to save time, as we were over a 100 people," Sharan says. Besides the gross violation of privacy, attendees even report that they were verbally and, in a few cases, physically abused during the search."Some of the attendees had not yet got their sex reassignment surgeries done. The officers asked them specific questions about this. Another officer groped a person's chest and posed a perverted question. A few closet members were even threatened to be exposed to the public. This really scarred many people. Several of those who attended work in corporates and were scared that they would lose their jobs, as this happened prior to Section 377 being decriminalised," Vikranth Prasanna, one of the organisers of the event tells TNM. Once the search was completed, it was 4 am and the police left after forcibly procuring personal information such as names, numbers and addresses of all attendees. Human rights violations The incident was under wraps for several months as victims were scared to speak up. However, following the decriminalisation of Section 377, the community plans to file a petition with the State Human Rights Commission. Arun Kumar, an advocate who is closely involved with the issue, tells TNM that the raid was conducted in an illegal manner. The officers did not identify themselves, their department or produce a search warrant before the raid. This is mandatory, as per the law, he says."When we asked, the officer claimed they are from the Narcotics department. But on further enquiry, we found that some of them were from the T Nagar and Guindy police stations. What does the T Nagar police have to do with this? This does not come under their jurisdiction and it is a clear violation of law," Arun Kumar, an advocate who is closely involved with the issue tells TNM. When TNM contacted the Narcotics Control Bureau in Chennai, a senior officer confirmed that no raids from the department had been carried out on the said date. “We are very sure that there were no raids done in Ramada hotel by our department in the said month. We will be enquiring into the incident once we receive a written complaint on the issue,” the officer, who did not wish to be named, said. Aravindhan IPS, DCP of T Nagar, confirmed that there was a raid at the hotel on May 12, and said that they were authorised to conduct the raid. “We received information that drugs were being used at the party and we even saw that someone had dropped some powder like substance on the floor during the raid. The substance has been seized and sent for checking,” he said. The ‘substance’, according to people who attended the party, was dry alcohol. “As for the accusations levelled against the police, the raid was conducted legally and we had formed a team to search the area which included additional officers from the Guindy police. It is not just the narcotics department who is authorised to conduct drug raids here, the local police and Narcotics Intelligence Bureau CID are authorised to do so in Tamil Nadu,” he said. When asked about the strip search of the attendees, the officer first denied that attendees were strip searched, and when confronted with the fact that we had several people who confirmed the same, he said they would look into it.” When TNM contacted hotel Ramada, the manager of Extase, the bar where the party took place, confirmed that there was indeed a drug raid at the venue, and that the attendees were strip searched. However, it wasn't directed at the LGBTQ community, he says."Police had received false information that the hotel was supplying drugs to its guests. This was the reason for the raid. The pride party happening then was just a coincidence. Unfortunately, the attendees were subjected to searches during the raid," he said.   While the raid happened on May 12, the police have so far given no evidence of any narcotic, psychotropic or controlled substances, which would warrant an arrest, being found at the party."The police seized the attendees' phones, so they couldn't call anyone for help. The hotel management too did not intervene, unlike in usual cases. After the raids, phones were returned but personal information was forcibly collected from the attendees. Now, we have even received complaints that two or three of them were called and asked for sexual favours after this," Arun says.

Tamil Nadu Minister Balakrishna Reddy accused of land grabbing

A woman from Krishnagiri district has moved the Madras High Court alleging attempts to grab land by Balakrishna Reddy, who is Tamil Nadu’s Youth Welfare and Sports Minister. According to a Times of India report, Anjana Reddy, who hails from Hosur, has approached the Madras High Court stating that land belonging to her family was illegally transferred to the family of Tamil Nadu Youth Welfare and Sports Minister Balakrishna Reddy. Anjana has claimed that she owns 32. 87 acres of agricultural land in Kempasandram village that originally belonged to her grandfather, Petha Hanuma Reddy, who bought it in 1885. She has alleged that the land has now been transferred to the Minister's relatives by district revenue officials. According to a report in the Deccan Chronicle, the petitioner has stated that even as they have been paying property tax and cultivating land, the Minister, a relative of a certain Hanuma Reddy, who has allegedly been hounding them as well, tried to include names of relatives in the title deeds. An inquiry into the ownership of the land had been ordered by the District Revenue Officer. According to one report in The New Indian Express, the petitioner also sought to quash this call for a fresh inquiry by the DRO. According to one report in The Hindu, Justice Mahadevan of the Madras High Court on Friday ordered maintenance of status quo in the case. This case comes even as a handful of Tamil Nadu ministers are already facing allegations of graft in various departments. Tamil Nadu Chief Minister Edappadi Palaniswami is alleged to have handed out government highways contracts to his kin while Deputy Chief Minister O Panneerselvam is alleged to have amassed disproportionate assets. Health Minister Vijayabaskar was raided by the IT Department and the CBI in connection with the gutkha scam while Minister for Municipal Administration and Rural Development has been accused of irregularities in awarding corporation contracts.

However, TANGEDCO has stated that if the maintenance work is completed before 4 pm, the power supply will be restored immediately. Chennai duo shows how fairytale weddings can be green and completely trash-free

Veena and Sudarshana, who run the Two’s Company, ensured zero waste was generated before and after the former’s wedding.
Big fat Indian weddings are an enormous spectacle, where crores are spent on extravagant settings and elaborate events, often as a badge of honour. Themes run the gamut from in-house weddings to destination weddings. But breaking away from these exorbitant customs that burn a hole in one’s pocket, a new crop of couples have started factoring in the impact such big weddings can have on our carbon footprint and are instead opting for a complete organic wedding, thus making it a personalised affair. The latest is an attempt by two Chennai women in their early 20s, who ensured one of their weddings produced so little trash that it could be collected in a tiny carton box. Veena Balakrishnan and Sudarshana Pai, who run the Two’s Company, decided to lead the way by organising the former’s wedding in a way that would produce zero waste. From plastic-free decorations to handwritten thank-you notes on seed papers, the wedding was the duo’s effort at spreading a green message beyond the venue and sustaining happiness even after the day ended. “We decided to involve our guests throughout the process, including planning the wedding. To reduce the use of paper, we sent out an e-invite. We annotated the invite with a message on how an invitation card would have a more adverse impact on our environment,” Veena tells TNM. The two also sent the guests a survey form, asking them for suggestions to make the wedding more sustainable. “For example, in the survey, we asked them if they preferred beddings over wooden chairs as we did not want to use plastic chairs although they are reusable. A majority of them voted for beddings, and our entire wedding venue had beddings for the guests to sit. This way, we made sure the guests had a fair idea about the event before they arrived at the venue,” Veena explains. Veena and Sudarshana are National Institute of Fashion Technology (NIFT) graduates and the duo set up Two’s Company in April this year after they realised their common passion for sustainable forms of fashion. “Being fashion technology students, we realised how we hoarded our wardrobes with new clothes and wore each one just five to six times in a year. When Veena decided to get married, we thought to ourselves – we want to change how weddings function in India, without actually altering its core essence,” Sudarshana says. Sudarshana (in blue skirt) Veena says it was not hard to convince her husband Vignesh and his family on compromising with some of the traditional ways of conducting a Tamil wedding. “In fact, I realised that people are always willing to do their part in maintaining sustainability, except that, they do not know how to begin or whom to approach. Although we decided to do away with certain unnecessary wedding traditions, we made sure its sanctity was not lost,” explains Veena. The wedding, which was held at the Rinas Avenue in Chennai, consisted of one short ceremony, unlike the traditional three-day Hindu wedding events. Veena says the rituals also made use of minimum disposable items. “To begin with, we made decorations completely plastic-free and used only seasonal flowers sourced from farmers markets. We ensured the flowers were tied together using thengai naaru (coconut fibre) and not plastic ropes or threads,” she says. Through a prior notice on the e-invite, the couple made sure they did not receive any boxed gifts, and that the gifts were sent as cash to select charitable institutions. While women spend a fortune on their wedding attire from branded labels, Veena proudly says that her wedding saree was handed down to her by her family - a magenta drape that was worn by her grandmother almost 50 years ago. “Vignesh also made sure he picked a shirt for the wedding from his existing wardrobe and did not buy anything new. We also cut down cost by not buying any additional gold jewellery and wore the ones handed down to me by my mother,” Veena adds. The wedding meals were served on a banana leaf, with payasam served on areca cups. The couple insisted that no plastic cups were used to serve water and steel tumblers were used instead. “We had extra manpower to ensure that tumblers were washed properly after each use so that it could be reused,” Veena says. Instead of throwing away the leftover food, Veena got in touch with the Robinhood Army, who packed and supplied it to nearby orphanages. “Our caterer was really excited when he learnt about our plan. He agreed to join hands and volunteered to cook extra food along with the excess food to be distributed.” The leftover flowers, which were used for decoration, were given to nearby colonies as garden fertilisers and the waste from dining was dumped into a compost pit that converts into manure. The small amount of trash that was collected at the end of the ceremony was put in a carton box and sold off to a scrap dealer. Veena and Sudarshana say the highlight of the event was the coffee scrub packets given away to the guests as return gifts. “We short-listed a few cafes nearby that served really good coffee and collected the spent coffee ground left behind in the cup after drinking. We sun-dried them and prepared coffee scrub, which was packed using old papers and brown bags. We pinned the bags using a toothpick instead of glue or pins,” she elucidates. For the thank-you notes to the guests, the duo used seed paper that sprouts into a plant. Several guests, in fact, a month later, sent them pictures of the sprouted saplings. While the whole idea of going organic is often associated with the urban elites, Veena says that organising an organic, trash-free wedding is not a cumbersome affair and instead helps one cut down all unnecessary expenditure. “By going waste-free, we did not compromise on the sanctity, fun or happiness shared during the wedding. By adopting simple mindful choices, we created a day that would be remembered for being compassionate towards our society,” she adds.

Chennai based actor accuses journalist Prakash M Swamy of sexual harassment

Gayatri Sai, who was introduced as an actor in Mani Ratnam’s National Award-winning film Anjali (1990), has levelled accusations of sexual misconduct against Prakash M Swamy, a senior journalist from Chennai. The 42-year-old actor went live from her Facebook profile, detailing the kind of harassment she was subjected to by Prakash Swamy over the past two years. In the eight-minute video posted on September 27, Gayatri, who is currently in Chennai, shared that she has lodged a complaint with the police and also posted a photo of the CSR on her profile. Gayatri, who was once Femina Miss Chennai Runner-up, had moved to Hong Kong after her wedding to MR Sainath, a prominent banker, in 1999. A single mother of two, Gayatri alleged that Prakash had sent her dirty WhatsApp messages and also physically abused her on the pretext of helping with her son’s passport. “I had to physically throw him out,” she recounted in the video. She also stated that Prakash began threatening her, saying that he’d expose her to the world as her husband’s killer. “He started threatening saying I killed my husband, who actually died of a massive heart attack,” she said. Gayatri alleged that the police, too, were not helpful. “I then went to the police and lodged a complaint and went and met the JC and sent me to the All Women’s Station and told the police to file an FIR. It was not filed, they gave me a CSR. I was running around asking to take my complaint seriously,” she stated. (sic) Gayatri was then asked to file a complaint with Commissioner since it was a cyber crime. She went on to add that before she could do anything, Prakash had lodged a cyber crime complaint against her and a few other women. Vishwadarshini, who was also named in the complaint by Prakash, said that the complaint that she tried to lodge in July this year (before Prakash's complaint) was not taken seriously by the police. "They didn't take my complaint nor did they give me a CSR," she said to TNM.  The women were then called by the cyber crime department and their profiles were checked. “They found that there was nothing against him. It was all very general. So they said I can go,” said Gayatri in her live video. At this point, Gayatri got in touch with BJP politician S Ve Shekhar who also happens to be Prakash’s friend. Unfortunately, nothing came out of it she said. Gayatri also shared that Prakash had written an article about her in a Tamil magazine. When she confronted the magazine’s editor, he said Prakash was his friend and that they wanted gossip, she said. He also told her that he’s got an audio recording of her in-laws talking, and that he was going to publish it next week. Gayatri went on to add that Prakash Swamy tried to get in touch with her to “sort it out”. Several others also had messaged her to resolve the issue. “My case still lies in the police station, not taken. I tried to go to court. My hearing never came up,” she said in the video. On Saturday Gayatri wrote on her Facebook that she intends to share screenshots of her conversation with Prakash. “I spared him because he tried to apologise in my comments in Facebook but did not stop even after that and I have a screen shot of his apology... I am depressed and the reason for my depression is this man; why is he being saved every time. Will share screen shot of him apologising to me a year back.” Gayatri’s live video has gone viral since. She also has been posting audio recordings of Prakash’s conversations with others on her Facebook page. In one of his posts, before deleting his account, he had posted that “a new version of Sri Reddy was on the prowl in the city.” Prakash’s Twitter bio reads: “Journalist/United Nations correspondent/Judge Emmy Awards New York/Chennai/”. In a statement to IB Times via text message he has said, “All I can say is that this is an attempt to thwart the media person from doing his job and I shall come out with my investigative report soon to expose the culprit whoever it may be. In this connection a Tamil weekly recently wrote that she may have killed her husband in Hong Kong and ran away to Chennai with insurance claims worth ten crore. I strongly deny all her allegations as frustrated and malicious outbursts.”

I-T Dept serves notice to TN highways contractor Nagarajan Seyyadurai under Benami Act

Months after the Income Tax Department raided the properties of Nagarajan Seyyadurai, a highways contractor in Tamil Nadu, he has been served notice under the Benami Transactions (Prohibition) Act, 1988. Following the raids on Seyyadurai’s SPK group, IT officials reportedly recovered Rs 163 crore in unaccounted cash and gold bullion. The Times of India reports that the contractor has been unable to provide proof of ownership for the recovered cash and gold, and was thus issued notice by the IT Department.  According to IT sources quoted by the newspaper, the officials had sufficient evidence to prove that the contractor himself is a benami of "some people." TNM had reported in July this year that the raids had rattled the AIADMK government and Chief Minister Edappadi Palaniswami. The Department of Highways and Minor Ports is a portfolio directly overseen by the Chief Minister. Equally significant is the fact that Seyyadurai’s SPK Group has won over many highway contracts in the last few years, and in March 2018, he incorporated a new company called the SPKAndCo Expressway Private Limited. His partner in this venture is none other than businessman Subramaniam Palanisamy, the father-in-law of Tamil Nadu Chief Minister’s son. In June this year, the DMK had lodged a complaint with the Directorate of Vigilance and Anti-Corruption (DVAC) alleging corruption in the allocation of five highways project contracts to various firms owned by relatives of the Chief Minister. In its complaint, the DMK alleged that government projects such as the six-laning of the Vandalur-Walajabad road, the four-laning of the Tirunelveli-Sengottai-Kollam highway on SH 39 and the maintenance of all State Highways in Ramanathapuram, Thiruvallur, Krishnagiri and Virudhunagar districts had either been awarded to SPK & Company Expressway or to Venkatachalapathy Constructions, reportedly owned by P Subramaniam (EPS’s son Mithun’s father-in-law) as well as his partner Nagarajan. Madras HC orders removal of illegal banners on footpaths after MGR centenary revelry

Days after the AIADMK blocked pedestrian access to footpaths in Chennai, the Madras High Court has intervened, ordering the removal of illegal banners in the city. Ahead of the birth centenary celebrations of former Chief Minister MG Ramachandran at the YMCA Grounds in the city, the ruling party had put up several banners and flex boards that not only forced pedestrians to walk alongside high speed traffic but also created several bottlenecks in the city. Anna Salai, the arterial road that connects the heart of the city to various areas, was seen stashed with row upon row of tall banners precariously placed on footpaths, on either side of the road. In addition to the banners, the wooden poles holding them up were intertwined along the footpath, completely cutting off access. Several bus stops on Anna Salai, from Nandanam to Saidapet, were ‘invisible’ owing to the sheer number of banners that they had been covered in. Commuters were forced to wait for their bus in the sun, outside the bus stops. On Sunday, following a petition by civic activist Traffic Ramaswamy, Madras High Court Justices S Manikumar and Subramonium Prasad reminded the Chennai Corporation of the statute already present with regard to the installation of banners. The special bench said, “When a statutory provision cast duty on the commissioner of Chennai Corporation to remove and confiscate unauthorised banners and hoardings erected in contravention of statute, the said duty has to be discharged in its letter and spirit. The statute does provides for punishment with imprisonment for a term which may extend to three years or fine uptown Rs 10,000 or both.” Further, the Court stated that it had not been notified whether any penal action has been taken on persons who had violated the statute. A permission letter, granted by the Chennai Corporation, which was pasted on one of the banners states, “No digital banners or placards shall be permitted on both sides of the road having a footpath of less than ten feet width. In roads with no separate footpath, a minimum of ten feet width shall be available between the road margin and the digital banners or placards for the use of pedestrians.” The Court directed the Corporation Commissioner to file a report in this regard on October 8.  

Eight killed as car rams into stationary lorry near Trichy on Sunday

The car from Chennai, was on its way to Trichy when the incident happened. Of the 13 people who travelled in the car, five have been admitted to the Trichy government hospital.
A ride to check out the new house they had purchased in Trichy turned fatal for a family of 13 as the car in which they were traveling rammed into a parked lorry, killing eight people in the early hours of Sunday. The accident happened near the Samayapuram Tollgate in the outskirts of the city around 4.15 am on Sunday. The car, a Toyota Qualis, was travelling from Chennai to Trichy when the accident happened. According to the police, the lorry was coming from Nellore in Andhra Pradesh carrying steel load in it. It was parked near the toll gate for the night when the car lost control and hit the lorry. The car shattered into pieces upon the impact, killing eight people on the spot. The Fire and Rescue service personnel rushed to the spot upon hearing the news and rescued five others and sent them to the Trichy government hospital.  The deceased have been identified as Subramani (65), Vijayalakshmi (63), Balamurugan (40), Vijayaraghavan (38), Gomathi (35), Manjunathan (43), Kandasamy (11) and Nivedha (11). Speaking to TNM, Superintendent of Police, Trichy Ziaul Haque said that the five persons admitted into the hospital were safe. “All 13 of them belong to Medavakkam in Chennai and the car was coming to Trichy from Chennai when the accident occurred. We have booked the driver of the lorry and taken him into custody. He will be remanded soon,” he said. The police have also registered an FIR on the lorry driver for parking on the road.

Madras HC directs H Raja to appear for contempt proceedings on Oct 22

Chief Justice of Madras High Court VK Tahilramani has directed the court registry to list suo motu contempt proceedings against BJP National Secretary H Raja before division bench consisting of justices Nirmal Kumar and CT Selvam. According to reports, the court directive came after an advocate objected to the contempt proceedings initiated by the bench saying that only the Chief Justice of Madras HC can initiate such proceedings. The Chief Justice had made a remark in the file and ordered that the bench with Justices CT Selvam and Nirmal Kumar take up contempt proceedings against H Raja. She also ordered H Raja to appear before the court on October 22. The issue began when a video with H Raja badmouthing the Madras high court and the Tamil Nadu police went viral. In the video, an angry H Raja is seen shouting and abusing two policemen who were trying to explain things to him. H Raja allegedly wanted to lead a procession on a route on which the Madras High Court had prohibited processions. The incident that happened in Pudukkottai district during the Ganesh Chaturthi festivities created outrage on social media leading to H Raja denying the video. He claimed that someone had dubbed over the video and that it was not him seen uttering expletives against the police and the court. He also added that he respected the Madras High Court and the Tamil Nadu police. Following this, the police registered an FIR at Thirumayam police station against H Raja and seven others under sections 143 (Punishment for unlawful assembly), 188 (Disobedience to order duly promulgated by public servant), 153(A) (Promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony), 290 (Punishment for public nuisance), 294(b) (sings, recites or utters any obscene song, ballad or words, in or near any public place), 353 (Assault or criminal force to deter public servant from discharge of his duty), 505(1)(b) (Committing an offence against public tranquillity), 505 (1)(c) (with intent to incite, or which is likely to incite, any class or community of persons to commit any offence against any other class or community) and 506(1) ( Criminal intimidation) of the IPC. MGR centenary celebrations: AIADMK cadres break law, use school buses to reach venue

School and college buses were used to transport AIADMK workers from across the city to the venue of MGR Centenary celebrations at the YMCA grounds in Nandanam, Chennai, on Sunday. However, using vehicles belonging to educational institutions for other activities stands in violation of Section 2 (11) of the Motor Vehicles’ Act, which explicitly states that such vehicles can only be used to transport students and staff of the institution in connection with any of its activities. However, the buses were used as ‘private service vehicles’ on Sunday to ferry the AIADMK cadre to Nandanam. While private buses have to pay a tax of Rs 500 per person per quarter, vehicles of educational institutions are only taxed Rs 50 to 100 per person per quarter, according to a TOI report. In order to operate buses of educational institutions privately, a temporary permit has to be obtained from the Regional Transport Office (RTO) functioning under the State Transport Department. Apart from buses, public transport such as MTC and Mofussil buses were diverted from their usual routes to cater to those moving to Nandanam. According to a TOI report, the Metropolitan Transport Corporation (MTC) responded by saying that the routes of public buses were diverted to cater to the excess crowd to Nandanam on Sunday. As a result of excess crowds, traffic on certain parts of the city, including on Marina, was disrupted as over 5000 buses made its way to the venue. Among the places that witnessed the worst traffic were Marina, Perungalathur on GST Road, Anna Salai, Old Mahabalipuram Road (OMR) and Guindy. Apart from the traffic, hoardings by the AIADMK blocked the footpaths of the major roads in the city and were eventually directed to be removed by the Madras High Court.

The Google Doodle on Monday celebrated the centenary of renowned ophthalmologist Govindappa Venkataswamy, known as 'Dr V' among his patients, who flocked to the Aravind Eye Hospital that he founded in Madurai. Born on this day in 1918 in Vadamalapuram, Tamil Nadu, Venkataswamy was permanently crippled by rheumatoid arthritis. However, despite his own health issues, nothing could stop him from what he wanted to be. He attended a school in his village where students had to write on sand which collected from the riverbank as there was no pencil and paper. Later he went on to study Chemistry at the American College in Madurai and earned a degree of M.D. from Stanley Medical College in Madras in 1944. Right after completing his medical school Venkataswamy went on to join the Indian Army Medical Corps. However, a severe case of rheumatoid arthritis nearly crippled him and his career took a setback. He was confined to bed for a year. When he returned to academics, Venkataswamy studied for a degree in ophthalmology in 1951. Facing mandatory retirement at age 58, Dr V began the next phase of his career in 1976, establishing the GOVEL Trust in order to fund the first Aravind Eye Hospital. The 11-bed facility was financed by doctors mortgaging their homes and donating their own furniture. The vision was to devote six beds to those patients who could not pay anything and to cover those costs with the other five beds, serving patients paying only as much as they could afford. Despite his health issues, he learned how to perform surgery to remove cataracts—the leading cause of blindness. Dr V could perform 100 surgeries in a day. Addressing the problem of blindness in a holistic fashion, he set up eye camps in rural communities, a rehab centre for blind people, and a training program for ophthalmic assistants, personally performing over 100,000 successful eye surgeries. In 1973, he received the Padmashree award from the Government of India for outstanding service to the nation. He used to organise eye camps in rural communities, which would serve as a rehab centre for the blind and a training session for ophthalmic assistants, during this period he performed over 1,00,000 successful eye surgeries, the Google blog post said.  

Indian Navy's Chetak chopper crashes at Tamil Nadu's INS Rajali base, crew safe

A chopper of the Indian Navy crash-landed at the INS Rajali naval base in Arakkonam near Chennai on Monday during a training sortie. The crew is safe no casualties have bee reported as yet. The incident took place at around 10.30 on Monday morning when a crew took the chopper out for training. According to reports, the Chetak CH442 chopper crashed when the crew was carrying out a dry winching dual sortie manoeuver. Winching is a manoeuvre in which trained personnel descend from the aircraft into the land or water. Although the crew escaped unhurt, damages to the main and the tail rotors of the chopper have been reported. The Indian Navy is yet to issue a statement on the incident. The Chetak helicopter is a Chetak Helicopter is a two-ton class helicopter suitable for commuting, cargo or material transport, casualty evacuation, Search and Rescue (SAR), aerial survey and patrolling, emergency medical Services, offshore operations and underslung operations.  This crash comes days after an Indian Air Force (IAF) MiG 27 crashed near Jodhpur in Rajasthan. In June, a senior IAF pilot Sanjai Chauhan from the Jamnagar IAF station died after his Jaguar fighter plane crashed in Mundra taluk in Kutch district in Gujarat. Sanjai Chauhan was the one who received Defence Minister Nirmala Sitharaman when she visited the air base a few months before the accident. Three days after this, another Jaguar IAF plane crashed near the Jamnagar airbase. However, the pilot ejected to safety before the plane crashed. In April this year, an IAF helicopter crashed in Kedarnath after it hit the perimeter wall of the Kedarnath temple on its way from Guptkashi to Kedarnath. The six people on board the chopper escaped unhurt but the chopper suffered severe damages.

RTI says funds for AIIMS at Madurai not yet allocated, Tamil Nadu govt denies

An RTI reply has revealed that approvals have not been obtained from the union government for the setting up of an All India Institute of Medical Sciences (AIIMS) in Madurai district of Tamil Nadu. On September 5, Madurai-based RTI activist Hakkim Kasim had sought details regarding the setting up of AIIMS in Madurai’s Thoppur, a plan that has been in the works since former Chief Minister J Jayalalithaa proposed it to the union government in 2016. Responding to this RTI query, the Ministry of Health and Family Welfare said that approvals from the Expenditure Finance Committee and the Cabinet have not been obtained yet. The ministry also admitted that details on “fund allocation, construction company are not available as of now”. This has kicked up a row in the state, with many questioning whether the state-of-the art hospital would, in fact, be set up in Tamil Nadu. According to one report in The Hindu, Hakkim said, “This means that the Union government is not keen to bring AIIMS to Madurai soon. The State government is also not pushing for it.” However, the Tamil Nadu government attempted to reassure citizens, stating that the facility will be set up as planned. Speaking to Puthiya Thalaimurai, Health Secretary J Radhakrishnan said, “According to our information, a preliminary project report comprising details like where the hospital would come up, how the 172 quarters should be designed, where the space for the medical college should be given, etc., would be sent to the Expenditure Finance Committee and then to the Cabinet. Normally, they (the Centre) have six months to do this.” Radhakrishnan also said that Central government officials had assured him that all preparations for the setting up of the hospital would be done well before the six-month deadline. They would also file a detailed project report and issue tenders accordingly, he added.

False ceiling falls on woman's head in Chennai metro, leaves her injured

28-year-old Vijaya was returning to her residence in Chennai's Bharathi Nagar on Saturday after a family trip to Ooty when a sharp blow to her head left her severely injured . The family was exiting the Shenoy Nagar metro station when this shocking incident occurred. And the culprit was a lose tile from the station's ceiling that fell directly on Vijaya, who was left bleeding profusely. The Shenoy Nagar police, which rushed to Billroth hospital to record the victim's statement says she was administered eight stitches to her head following the incident. To make matters worse, this is not the first time that such an incident has been reported. A passenger in the Egmore station had a narrow escape only a few weeks back when a tile fell on him. And this doesn't stop at only tiles. Even glass panels are cracking in the Nehru Park and Pachaiyappa’s College stations When TNM contacted the Chennai Metro rail, an authority dismissed the incident at Shenoy Nagar as minor, claimed that it was a part of the false ceiling that had fallen and stated that the victim only sustained a 'small injury'. But a senior metro rail authority on the condition of anonymity told TNM that these incidents are a result of faulty workmanship and low quality glass fittings."Clearly the contractors that were hired haven't done a good job if parts of the ceiling are crashing down. They could have tried to save money by using smaller quantities of the adhesive which predominantly contains mortar. The contractors were working on it day and night and quality has suffered," he says. "This could however been prevented if necessary quality checks were carried out during either the production or installation stage. Even now, they can do a thorough inspection of tiles to ensure that this does not happen again," he adds. As for the glass panels, the metro rail authority explains that problem arises out of a manufacturing defect, where the tempering of the glass has not been done satisfactorily. In such cases, the glasses crack when the temperature changes. And while the glass may shatter, the chances of it falling are close to zero, he says.   

DMK moves Madras HC on graft allegations against TN Minister SP Velumani

The DMK has moved the Madras High Court, seeking an investigation into graft allegations against SP Velumani, Tamil Nadu’s Minister for Municipal Administration and Rural Development. The allegations relate to the awarding of contracts to ‘benamis’ of the minister in Chennai, Coimbatore, Salem, Tiruppur and Tiruchirapalli City Corporations, Government of Tamil Nadu, Public Works Department, Chennai Metro Rail Ltd and Chennai Smart City Ltd. In a petition submitted to the court on Monday, the opposition party has alleged that these ‘benami’ companies— P Senthil & Co, KCP Engineers Private Limited, Constromall Goods Private Limited, Vardhan Infrastructure, Constronics India, Aalayam Foundation Private Limited and Invicta Meditek Limited— purportedly owned by relatives and associates of SP Velumani have experienced an “astronomical increase in turnover” over two years amounting to crores of rupees. Read: Govt contracts to brother, friends: The allegations against TN minister SP Velumani The complaint reiterates the party’s letter to the Directorate of Vigilance and Anti Corruption (DVAC) in September, that alleged that the minister allowed these companies to bid for the same tender, thereby flouting tender rules. In a fresh contention, the DMK also states that the Public Works Department tasked the Coimbatore City Municipal Corporation with the removal of hyacinth weeds in eight tanks between 2010 and 2017. However, the Kuruchi tank, not in the original list of eight was allegedly contracted to KCP Engineers Private Limited and Vardhan Infrastructure a total of seven times just in one year i.e. 2015. The DMK alleges that the PWD “communicated to the Corporation that no work for the improvement of the tanks took place and instead, the tanks had become a dumping ground for garbage, plastics and constructions.” Monday’s petition, filed by DMK’s Organising Secretary and Rajya Sabha MP RS Bharathi calls for an investigation by a Special Investigation Team, while alleging that the minister has accrued disproportionate assets. This is the DMK’s fourth complaint against a sitting minister of the Tamil Nadu cabinet. The DMK has previously sought action against Tamil Nadu Chief Minister Edappadi Palaniswami, Deputy Chief Minister O Panneerselvam, and Health Minister Vijayabaskar. As in previous complaints, the DMK has pointed to the DVAC not having called the complainant for a preliminary examination. In its latest complaint, the party has also alleged that the anti-graft body was acting to shield its ‘political masters’. ONGC, Vedanta obtain permission to extract hydrocarbons in four TN locations

Vedanta has been given permission to extract oil and natural gas from 3 locations in Nagapattinam and ONGC in one location in Chidambaram.
The Oil and Natural Gas Corporation (ONGC) and Sterlite’s parent company, Vedanta Limited have been given permission to extract hydrocarbon (oil and natural gas) in four locations of Tamil Nadu. On Monday, Union Petroleum & Natural Gas Minister Dharmendra Pradhan signed an agreement, allowing the extraction. While the government has allocated three off shore locations in Nagapattinam to Vedanta for retrieving hydrocarbon, ONGC has been given permission to do the same in Chidambaram. As per the current agreement, 55 places in India have been allocated for extracting hydrocarbon. In May 2017, it was reported that despite several protests, ONGC would continue the hydrocarbon extraction project in Neduvasal and Karaikal. At the time, the ONGC claimed that in Ariyalur and other sites, “the drill site location is selected always away from the habitation, highways, railway lines, schools, hospitals, etc. keeping the minimum distance as per Oil Mines Regulations”. In other districts, ONGC stated that it would commence drilling in the blocks already allocated to it. At the time, nine wells had been proposed in Nagapattinam, six in Ariyalur, five in Thanjavur and one in Tiruvarur. However, ONGC was reportedly planning to skip public hearings, knowing very well that many were opposed to the project. Environmentalists, however, vehemently opposed the project and disagreed with these terms as well. Members from the environmental organisation Poovulagin Nanbargal had stated that community members should be kept in the loop about projects planned in their localities, "Individuals and communities cannot be taken for granted. They must have a say in projects that are planned in their vicinity.” While ONGC alleged that drilling of the proposed wells would not violate any environmental restrictions, several activists, including Chief Coordinator of Anti-Methane Project Federation T Jayaraman, stated otherwise. “With drought taking a toll on farmers, allowing more oil exploration activities would only result in desertification of the region,” Jayaraman earlier told the New Indian Express.

Chennai journalist denies allegations of sexual abuse, says actor Gayatri is blackmailing him

On September 27, Gayatri Sai, a former pageant winner and actor,  leveled grave allegations of sexual misconduct against senior journalist Prakash M Swamy. The 40-year-old alleged that the scribe had sent her inappropriate messages on WhatsApp and molested her under the pretext of helping with her son's passport. She went on to say that she even filed a complaint with the Chennai police but no action was taken. Prakash M Swamy, a United Nations correspondent alleges that Gayatri's claims are an attempt to stop him from publishing an investigative story on the death of her husband Sainath in March 2013. "The first time I met her was in 2013 at a restaurant launch in Chennai. I was living in New York then and gave her my business card after a brief conversation. She was settled in Hong Kong with her husband," says Prakash. "A few months later, she called me and said that she is having some trouble with the Hong Kong embassy which was holding her passport and asked if I could help. I then called the embassy and they revealed that the local police were involved. They didn't divulge too many details, so I didn't want to interfere," he adds. According to the journalist, Gayatri was being held back in Hong Kong following the death of her husband under suspicious circumstances. Sainath and Gayatri got married in 1999 and lived in Hong Kong. The Chartered Accountant who was President of a company named Pacific Basil passed away due to a heart attack at the age of 44. Prakash claims that he had been tipped off that Gayatri had left Hong Kong soon after her husband's death and that there had been suspicions over his hurried cremation. He then asked Gayatri for her inputs on the story, which is when the abuse allegedly began.  Following this, the two have traded insults on social media as well as through personal messages. Over the last five years however, the journalist claims to have met Gayatri thrice, all times at public events. He further claimed that he had never met her alone or visited her at her residence. Gayatri however alleges that he had come to her house. On June 28, Prakash Swamy filed a complaint of cyber bullying with the cyber crime branch in Chennai against Gayatri and some of her friends. The CCB however refused to comment on the matter when TNM contacted them. Prakash says he dropped the complaint, wanting to give them a chance to 'repent'. The police were not willing to confirm this. But two days later, Gayatri filed a complaint of harassment against the journalist."But she failed to provide time, dates or any other satisfactory details. That is why her CSR says 'miscellaneous'," explains Prakash. The journalist claims that even the 'other women' who have allegedly raised complaint of harassment against him, are set up by the actor."My story is 80% done," he says. "And I will publish the truth about her husband's death." Gayatri Sai however continues to demand for Prakash Swamy's arrest and has also sought for various awards he has received, to be taken back.
