Sterlite submits 45,000 letters of support from Thoothukudi residents to NGT panel

Vedanta Private Limited sprung a surprise on activists against the Sterlite Copper Plant on Monday by providing the committee formed by the National Green Tribunal 45,000 representations in favour of the copper smelter. The letter were submitted to the three member committee when it held a hearing in Chennai based on Vedanta's petition to reopen the plant. This submission by Vedanta comes merely a day after the expert panel inspected the Sterlite Copper plant in Thoothukudi. After their visit, they also chaired a public consultation meeting in Thoothukudi, in which they received letters from general public about the future of the plant. The session saw minor altercations and scuffles between groups for and against the plant. Tarun Agarwal, chairman of the three-member committee formed by the NGT had observed at the end of it that of the 2000 odd letters received, a majority wanted the factory to be shut down. Then how were the 45,000 petitions submitted on Monday?"After the plant shut down, stakeholders came up to us and explained that were adversely affected by the move. They wanted a way to ensure that the plant was reopened and asked how they can oppose the move," said M Esakkiappan, Public Relations Officer for Sterlite Copper. "We discussed this and then leaders from every village began collecting letters from residents who didn't want the plant to shut down. We demanded that a copy of the Aadhaar card be given with the submissions to prevent duplication," he added. The petitions they have received is apparently from villagers, their own employees, contract workers, contractors, Truckers Associations, farmer associations and other stakeholders. Many residents of Kumarettiyapuram, South Veerapandiapuram, Silverpuram, Thoothukudi town have all sent in letters supporting the plant. The company blamed its inability to submit these petitions on the first day of hearing on anti Sterlite protestors."Over 4000 people came yesterday to submit their petitions but they were abused and turned away by anti-Sterlite protestors," says the public relations officer. "They were supposed to come in batches. But they were frightened of the other group," he claimed. The anti-Sterlite protesters however dismissed this allegation vehemently."When we asked a few people who came to the Collector's office why they were in favour of Sterlite, they claimed that they had no idea what the meeting was about. They had been brought in by contractors and told to give a copy of their Aadhaar card. We believe they have been paid bribes upto Rs.2000. If this is true, the government should look into this, " alleged Fatima Babu of the Anti-Killer Sterlite People's Movement . "Moreover, we never stopped any pro-Sterlite petitioners. We were offended but not violent," she claimed. Activists further allege that Sterlite has been collecting letters for the last three months and have paid amounts varying from Rs.300 to Rs.2000. The committee headed by Justice Agarwal and members - scientists Satish C Garkoti and H D Varalaxmi meanwhile, only had time to listen to Sterlite's arguments on Monday and the next hearing has been scheduled for October 5. After the hearing that took place from 10.30 am to 2.30 pm at Kalas Mahal, MDMK  founder Vaiko who was representing those opposing the reopening of the plant, told the media, "The tribunal heard what the company had to say. It should give a chance to the voices of those who have lost family members during the protests, farmers, fishermen and real traders. The committee has agreed to hear our arguments first on October 5. I have told the tribunal that Sterlite is an environmental disaster."  

Snip, snip since 1939: Meet Kerala hairdressers, one of the oldest in Chennai

Ensconced in the busy streets of Pondy Bazaar, Kerala Hairdressers is an heirloom craft started by V Sankunni Nair in 1939 and currently run by his grandson, Sandeep.
For Sandeep, monthly visits to his grandfather’s salon in Chennai’s Pondy Bazaar, as a child, were more like a ritual. “My father would buy me an ice-cream after the haircut and one of the employees here would accompany me back home. I never came to the salon otherwise, but I liked the time I spent here,” recalls the now 40-year-old with a smile. Seated on one of the straight-back plain wooden chairs lined on one side of the same salon, Sandeep, who now runs his family’s heirloom business in the city, which reminisces of the bygone years. The wooden-panelled storefront that reads ‘Kerala Hairdressers’ in bold, lucid font, sits on the uneven pavements of Pondy Bazaar, flanked on all sides by stores that offer everything from watches and clothes to scrumptious food. Even among the clutter of nameboards and posters of models in fine-tailored suits, the old-world Kerala Hairdressers has managed to retain its quaint charm since 1939. That Sandeep treats his salon as a place of worship is evident the minute one sets foot inside - prayer chants hum from an audio player, portraits of Hindu gods on the walls are garlanded with freshly strung jasmine buds and a hazy, fragrant smoke from the incense sticks floats in the air. Kerala Hairdressers was started by V Sankunni Nair, Sandeep’s grandfather, who moved from his native town in Thrissur to Madras in the late 1930s. Before he could run his own place, Sankunni worked with the Kerala Hairdressers in Triplicane and later at Malabar Hairdressers, both of which no longer function today.  Sankunni comes from a family of traditional hairdressers known as Valakatharas, who have been in this profession for generations. “I have been told that our families were the traditional hairdressers of the Thampuran Rajas in Kerala,” says Sandeep. So what makes Kerala Hairdressers unique? “This is our kula tozhil (family business). You can call this a family salon while the others are more of beauty parlours,” smiles Sandeep. The salon has distinctive wooden panels and doors made of teak, multi-hued enamelled glass panels with peacocks, Ashoka symbol and elaborate male and female figures replete with salon-style roller chairs. Sandeep tells TNM that he plans to take down the false ceiling to reveal the original Madras roof. But the main attraction is the giant wall clock that is mount above the mirror panels. “This clock was made by Venu mama, who was my grandfather’s customer-turned-best-friend. The clock’s frame was made by Vedhagiri, another close friend of my grandfather. One will not find another clock like this anywhere else,” he beams adding, “Someone from the USA had given me their number in case I ever wanted to sell the clock. I may have no need for that.” This frame was apparently Vedhagiri’s first clock frame. Similarly, a number of other unique accessories, including steel water sprayer, were used in this salon during Sankunni’s days. “Those days, salons used glass bottles. We were the first to use steel containers. The person who made it for us destroyed the mould soon after. I still have a couple of steel water sprayer at my house,” shares Sandeep. Sandeep says in the early ’40s, Madras was ‘the’ place for south-Indian cinema and Pondy Bazaar was its Mecca. “You can imagine the kind of popularity we had back then. Many from the film industry would walk in,” he says. Even today, veteran actor AVM Rajan of Thilana Moganambal fame, actor Sivakumar and editor Mohan are regular customers at Kerala Hairdressers. As someone who has seen the landscape around his shop change, Sandeep shares that the reputation of his salon has remained the same. “When my grandfather used to run the salon, he would open it at 4 am. Even then, people would ask him to open an hour earlier. Today, we open at 7 am and we still have customers asking if we can open at 6 am,” he laughs. Sandeep’s father Aravindakshan, who kept away from the family business, insisted that his son learn the craft if he wished to run the salon. “I was too young to learn from my grandfather, who passed away when I was 13; and my father never learnt the craft. Besides, if you want to learn the craft properly you need to take a couple of beatings or three. Without failing at it, you can never perfect it. So I travelled to Thrissur to learn the trade from my uncle,” explains Sandeep. Even after undergoing apprenticeship under uncle, Sandeep felt something amiss. “Something wasn’t quite right. I was doing well, of course; but I felt it wasn’t perfect. So I prayed to Tirupathi Perumal and tonsured my hair. Surprisingly, I had perfected the art of cutting hair by some miracle soon after,” he adds. For long, such salons have remained exclusive to men. “Back then, most women preferred long hair. They rarely cut or styled their hair. But we never say no if a woman customer walks in, and we do see a few of them come here occasionally. Recently, we had a woman customer. I think it has more to do with styling. We stick to basic haircuts here, so our number of women customers are less,” shares Sandeep. Talking about the hairstyles that were a rage when he took over the business in 1998, Sandeep says, “Then, people asked for either medium or short haircuts. The kind of tools we used was different. Now, I am amused by the kind of styles that are in vogue today. I needn’t have perfected my craft after all,” he laughs. 

Anna would have split from Periyar even if he hadn’t married Maniyammai – here’s why

Anna registered his displeasure every time Periyar took a stand that went against public sentiment.

In a year, it will be 70 years since CN Annadurai parted ways from EVR Periyar. September 17, 1949, witnessed the historic Anna-Periyar split. This event occupies a significant place in Dravidian, Tamil, and Indian history. The most common and stereotypical answer that we get when asked about this rift is that Anna dissented with Periyar’s decision to marry Maniyammai – who was half his age – and exited DK. But was that the real reason for the drift? This accusation made by the then-DMK in 1949 against Periyar is used to defame him till date. There is also a theory which states that this entire controversy could have been avoided if Periyar had adopted Maniyammai instead of marrying her. But history tells us otherwise. History states that Periyar could not possibly have been able to adopt Maniyammai. Even though Periyar forcefully opposed the Hindu religion and its Varnashrama Dharma, he never renounced it. Hence, he was bound by the then-prevailing Hindu Civil Code. According to it, a women can neither adopt, nor can she be adopted. Periyar, who had chosen Maniammai as his successor to administer Dravidar Kazhagam and its assets, had no other option but to marry her. It is not Periyar who is to be criticised for marrying Maniyammai. It is the Hindu Civil Code that is to be berated for not giving women equal rights, on par with men. It is not surprising to see that the present generation is unaware of the then-persisting legal difficulties. But was CN Annadurai, who was celebrated a scholar, unaware of these legal issues – or did he turn a blind eye to them? Anna’s submission to public sentiment It is said that Annadurai felt that Periyar’s decision to marry Maniyammai would bring disgrace to the organisation, as it was against public sentiment. If the Dravidian Movement was to fear public sentiment, it could not have taken any of its progressive stances. However, Anna registered his displeasure every time Periyar took a stand that went against public sentiment. The Blackshirt saga is a classic example of the same. Even though Anna was not personally convinced with Periyar’s decision to convert the ‘Dravida Nadu Liberation Brigade’ to ‘Blackshirt Brigade’, he always pitched in for it. But Anna expressed his discord when Periyar insisted that everyone in DK should wear black shirts, and not just the Blackshirt Brigade. Anna reckoned that wearing a black shirt would distance the organisation from the people. He also felt that, they could appease the people by wearing Tamil Nadu’s culturally accepted dress, white veshti and shirt. On keenly observing Anna’s life and writings, one can easily observe his hesitance in going against people’s sentiments. While in his early public life, Anna detested Kamba Ramayanam and went to the extent of burning it down, in later life the same Anna installed a Kambar statue. In 1947, Anna included the line ‘One community, one god’, in his play ‘Velaikkari’, while Periyar was aggressively advocating rationalism among the public. There is a long list of Anna’s decisions that reveal his reluctance to go against public sentiment. In his play ‘Or Iravu’ written prior to ‘Velaikkari’, zamindars were villainised rather than brahmins. Landlords were the direct oppressors of the oppressed and the backward sections of people. His opposition to landlords in his plays and movies was better received and became more popular among the people. Hence, he history witnessed a mellowing of his anti-brahmin stance. Even before these incidents, Annadurai and Periyar had different opinions on dramas and plays. Anna reckoned that plays and movies were straightforward means to communicate their ideology to the populace. Periyar did not agree, as he believed that these tools of communication would blunt the thinking of the people. In 1949, Anna participated as a special speaker in the Tamil Provincial Dramatics Development Conference. It was convened by the famous theatre group of TK Shanmugam. Periyar considered this conference to be deceitful, as it was convened by theatre groups who predominantly staged plays based on religious and mythical stories. Even before the commencement of the conference he criticised it in his magazine, ‘Kudiyarasu’. He also called it a ‘colossal failure’ at its conclusion. At the same time, Annadurai’s magazine ‘Dravida Nadu’ declared the conference to be a success. Yes! Even though Anna and Periyar were the Leader and General Secretary respectively of the same organisation, two separate magazines were run by them. The rationale being, right from the time Anna came under the leadership of Periyar, there were several disputes between them. There were instances when Anna, due to such tiffs, would leave to Kanchipuram. He would return back to Erode only after receiving a letter from Periyar. Under such circumstances, where Anna was not given the independence of thought, he commenced his own magazine ‘Dravida Nadu’ in 1942. The very existence of a separate magazine for Anna to express his opinion indicated that he was no given the freedom of expression in Kudiyarasu. Indian independence not only led to the separation of India and Pakistan but also of Anna and Periyar. Even though they continued to express their diverging opinions in separate magazines, the issue of Indian Independence resulted in a straightforward clash of their opinions. Periyar took a stance that Indian Independence is merely a transfer of India from the British to the Brahmin dacoits. He also said that true independence has not been obtained yet. He decided to observe the Independence Day as a ‘Day of Mourning’. In addition, he also announced his decision of mourning for the Independence on behalf of DK without consulting Anna, who was then the General Secretary of DK. On the other hand, Anna wrote in his magazine that India has been freed of one of its two enemies and hence it is a day to be celebrated. He took a conscious decision of avoiding the slander of being pro-British. Periyar and Anna embraced Social Justice and Equality as theirs. But they adopted starkly different approaches. Periyar adopted iconoclasm and didn’t think twice about smashing the ideas of Nation, Language and Race. Especially if they were to prove as stumbling blocks for the progress of humanity. Meanwhile, Anna was committed to the ideas of Nationalism, Linguistic identity and racial identity. He firmly believed that the binding forces of these ideas would bring people together and would result in the elevation of the human condition. He had also mentioned that he was open to the idea of being expelled from the organisation for his ideas. It is evident from this statement that he was ready to exit from the organisation back then. At this point of time, there were two factions within DK. Yet he waited for Periyar to expel him from the organisation. But Periyar never did, and neither did their differences settle. The same year, Anna was cryptically criticised in the Dravida Nadu Liberation Conference, which Anna did not attend. Anna replied to those criticisms via his short stories. Thus, the cold war persisted. Why Maniyammai? After proclaiming Anna as the successor of Dravidar Kazhagam in Erode Conference of 1948, Periyar dropped the idea. He did so after confirming his hunch that Anna would take up the path of Electoral Democracy and would give in to compromise. Hence, he attempted to appoint EVK Sampath as his successor and undertook preparations to adopt him. On realising the devotion that EVK Sampath has towards Anna, this plan was dropped as well. In addition, there was a previous instance of a person by name Arjunan, who was about to get adopted but faced an untimely death in 1946. After every possibility was exhausted, Periyar decided to select Maniyammai, as there was no one else who enjoyed the trust of Periyar. Anna then decided to point to this decision of Periyar as a reason to leave the Kazhagam with his supporters. Hence, what history tells us is that Anna would have left the Kazhagam even if Periyar hadn’t married Maniyammai. Puthiya Parithi is a journalist in Tamil Television media. No objection to Lois Sofia going abroad, cops tell TN Human Rights Commission

Lois Sofia was arrested on September 4 after raising anti-BJP slogans at TN BJP president Tamilisai Soundararajan.
Tamil Nadu police on Monday told the Tamil Nadu Human Rights Commission that they had no objection to 28-year-old Lois Sofia returning to Canada to complete her studies. The Tamil Nadu Human Rights Commission was holding an inquiry in relation to her arrest by Puthukottai police on September 4. Investigating officer Thirumalai, along with other officers concerned, told the Commission that they will not prevent her from travelling abroad. The commission has asked for the inspector to give his statement in writing within a week and further order sub-inspector Latha to report for an inquiry to be held on the 26 of October with regards to the arrest of Sofia. Sofia and her advocate, E Athisayakumar addressed members of the media and stated that she had been subject to severe mental harassment by the police following her arrest. Her advocate further added that Sofia has another year of studies left to complete her research in Canada. Lois Sofia was taken into custody after a complaint issued by Tamil Nadu BJP Party President Tamilisai Soundararajan for shouting slogans against the BJP on a flight the two had been travelling in from Chennai. In a video clip which emerged following the incident, Tamilisai is seen outraged and confronting the student over her actions, “When I am taking my bag, a customer shouts 'BJP’s Fascist government down, down'. Is that freedom of speech?" she is heard shouting, even as a police try to pacify her. Sofia was then booked under the Indian Penal Code Sections 290 (Punishment for public nuisance in cases not otherwise provided for), 505 (Statements Conducing to Public Mischief) as well as Section 75(1) of the Tamil Nadu City Police Act, 1888. Following the BJP leader’s written complaint, a trial in the district court remanded Sofia to custody for 15 days.

3700 Yamaha, Royal Enfield, Myoung Shin workers go on strike near Chennai

The Oragadam industrial belt near Chennai, which has units of the some of the world’s leading automobile manufacturers, is now witnessing strikes by over 3,700 workers, belonging to three different companies. Leading automobile manufacturers such as Renault-Nissan, Ford, Eicher Motors, Yamaha, Apollo Tyres, etc. have manufacturing plants in Oragadam. Workers of Yamaha India, Myoung Shin Automotive India Pvt Ltd and Royal Enfield are on strike and demand that their respective managements fulfil a set of requirements. Yamaha India Around 700 permanent employees of Yamaha India are on a sit-in strike at the Yamaha plant in Oragadam since September 20. This came after two employees were fired by the company on September 20, allegedly without providing a reason. This sparked other employees to go on strike inside the premises of the factory, demanding that the management heed to their requests. Speaking to TNM, Bharath Kumar, one of the participants of the strike, said that one of the major demands of the employees is that the company reinstate the two employees who were terminated. “Prakash and Rajamanikkam led our efforts to form a workers union in the company. The management apparently did not like this, and hence revoked their access cards and did not allow them to enter the factory premises on September 20. We support those two men and began a sit-in protest since that day,” he said. Workers in Yamaha India factory in Oragadam during the strike. Image: Bharath Kumar The participants of the strike have been attempting to form a workers union, which the company allegedly has not cooperated with. The workers who were on strike also alleged that the company was not paying them according to the government norms. “As per labour laws, an engineer with six years experience must at least get Rs 30,000 per month as salary. Here they pay a maximum of Rs 17,000 for a worker who has six years experience in the industry,” said Bharath. The workers also alleged that the Sriperumbudur’s Assistant Commissioner of Labour called Yamaha’s management for talks four times since September 20, but the management did not appear for any negotiations with the workers. “Since we are all outside the shop floor, the company is making contract workers and apprentices to do our work. There have been multiple instances of injuries since those workers are not as experienced as we are. But the company is not treating them well and are hiding these accidents from the public,” he added. Saying that the women workers have also expressed solidarity to the cause and joined the protest, Bharath said that the strike will continue until the management decides to hold talks and fulfil their demands. Myoung Shin Automotive India Pvt Ltd Around 140 workers of Myoung Shin Automotive India Pvt Ltd (MSI), an automotive component maker, have also been on strike inside the factory premises for the last 20 days, demanding increment as stipulated by law. Kannan, the district president of CITU for Kanchipuram, said that the company has not provided an increment in salaries in the last 30 months. “The management has held many rounds of talks with the workers' representatives, but till today, no mutual decision has been arrived at. The management must at least abide by the law and give the bare minimum increment to the workers,” he said. Royal Enfield Meanwhile, workers in the Royal Enfield plant in Oragadam are on strike since September 24. R Sampath, the Vice President of the Royal Enfield Employees Union, told TNM that the management first did not let around 120 trainees inside the factory without giving a reason, which then brought to the fore many other issues faced by the workers. “We formed the employees union in April this year, and in July, we gave a charter of wages and a request to the management to give us the legally mandated bonus as per the Payment of Bonus Act. There was no response to this. Then, on August 13, we gave them a strike notice informing them in advance about the intent to protest. There was no response for that either,” he said. Stating that the management did not turn up for consultations called by the Labour Commissioner with both parties, Sampath told that around 3,000 workers decided to go on a strike from September 24 until their issues are resolved. On Tuesday, Royal Enfield issued a statement, stating that they hope to arrive at a mutually beneficial decision on the issues highlighted by the workers. “At Oragadam today, a majority of associate engineers are fully engaged in performing their roles; some of them did not report for work, though they were present in the facility. We have forums that address matters related to the well being of workmen and are working to understand the issue that compelled a few workmen to refrain from reporting for work today. We are hopeful of arriving at a mutually beneficial solution,” read the statement.    TNM reached out to Yamaha India’s management for a comment on the issue, but has not received a response. Vinoth, Yamaha India’s Public Relations Officer (PRO) informed TNM that the company would soon issue a statement on the matter.

Expert panel rules out ‘organ trade’ allegation against TN organ donation authority

A two-member committee appointed by the Tamil Nadu health department has ruled out the possibility of trading of organs during their allocation by the state’s organ donation regulation authority, Transtan. However, according to reports, the committee, headed by Dr Edwin Joe, the Director of Medical Education, has recommended a more transparent system for allotment and use of organs in the state. During the course of its probe, the expert team allegedly discovered clerical errors and lack of adequate communication from a transplant hospital. The committee was appointed by the TN government after allegations of donor organs being given to foreign citizens popped up. As per the allegations, the organs that became available for transplant were given to foreign citizens without offering it to the Indian citizens as per law. These allegations came out after a private hospital in Salem was accused of removing the vital organs of a brain-dead patient from Kerala without the family’s permission. The committee has also recommended three categories of waitlisted patients – one for patients from Tamil Nadu, one for patients from other states in India and one for foreign patients. Until now, the procedure has been that if there are no recipients in Tamil Nadu, the donor organ will be put up in the National registry which will be open for anybody registered for a healthy organ in India. Only if there are no takers in India will the healthy organ be allocated to a foreigner. After Kerala Chief Minister Pinarayi Vijayan wrote to Tamil Nadu Chief Minister Edappadi Palaniswami seeking probe into the allegations on the Salem hospital by the family, a probe was initiated into the incident. According to a news report in The Hindu, the probe confirmed protocol breach in allocation of organs retrieved from the patient by the Salem hospital. The report had found out that the Transtan staff had wilfully put the wrong identification number thereby bypassing the Indian patients who were on the waitlist.

CBI arrests TN Food Safety dept officer in multi-crore Gutkha scam

The CBI on Tuesday arrested Sivakumar, a health inspector with the TN Food Safety department in connection with the multi-crore Gutkha scam. He is the sixth person to be apprehended by the CBI in connection with the case. According to reports, Sivakumar had approached the Supreme Court challenging the transfer of the probe to the CBI. The case was transferred to the CBI by the Madras High Court in May and the agency registered an FIR the same month. Sivakumar has been remanded to judicial custody till October 4. The CBI had, on September 6, arrested five people in connection with the scam. Promoters of Jayam Industries AV Madhavrao, Uma Shankar Gupta and Srinivas Rao, Dr Senthil Murugan of the Food Safety and Standards Authority of India (FSSAI) and NK Pandian, Superintendent in the Central Excise Department were arrested a day after the CBI conducted raids in around 35 locations across the country. Jayam Industries was involved in the manufacture of gutkha before it was banned by the Government of Tamil Nadu in May 2013. Following the ban on gutkha, the company allegedly changed its name to Annamalai Industries and continued its business by bribing the officials concerned. Many officials from the sales tax department, FSSAI, police and the Department of Central Excise and Customs were accused of having received bribes in the case. The scam came out in the open following Income Tax raids conducted on July 8, 2017, at the godown, offices and residences of a pan masala and gutkha manufacturer in Tamil Nadu, for tax evasion to the tune of Rs 250 crore. Meanwhile, the Tiruvallur police has activated a separate mobile number to alert them on the illegal sale of gutkha and other banned tobacco-based substances. The 46-minute film, Unmaking of a Monster directed by journalist Apsara Reddy was screened for a select audience on Tuesday and it provided a 'ringside view' into one of the state's most controversial prison complexes. In attendance at the screening in Madras University were Chennai Police Commissioner AK Viswanathan, Health Secretary J Radhakrishnan, Former DGP Prisons Alexander Jacob, Human Rights lawyer Sudha Ramalingam, directors Vetrimaran and Gowthaman , actor Gauthami, students and the media. The documentary captured never seen before footage of the daily lives of close to 2000 prisoners of the complex and provided an insight into their mindsets. The picture painted on the scope for reformation was, however, bleak - especially for those convicted of heinous crimes. The documentary specially focused on men convicted of sexually abusing minors and showed they were in denial of their crimes, leaving no space for the thought of reformation. Prisoners convicted for smuggling narcotics were allegedly so violent that prison officials claim to take karate masters with them for safety. The documentary also highlighted the daily routine of prisoners whose days began at 6am, the factories that existed within the complex and the skills picked up by those lodged inside. Following the screening, the city Commissioner addressed the debate on death penalty for child sexual abusers."There are a lot of human rights activists who come forward to support the convict. But there is no organised support for the victims," he claimed. "Should we leave these prisoners if they repent? What is the guarantee that they won't do it again? Does any country actually have a successful model for rehabilitation?" he questioned, setting the stage for a panel discussion on whether reformation was truly possible. The panel consisting of lawyers, directors, actors and filmmakers held a short discussion on reformation, with each panelist taking a stand on the matter.  Both Sudha Ramalingam and Vetrimaran who were present on the panel agreed that death penalty was not the solution."We can give them a double life imprisonment which will keep them in prison till they die a natural death," said Sudha Ramalingam. "But an eye for eye will only leave the world blind not reformed," she added.

AIADMK IT Wing member Prem Kumar has filed a police complaint against seven Twitter handles for tweets and memes mocking the Chief Minister of Tamil Nadu. In an FIR registered by the Central Crime Branch police on Tuesday, it has been stated that the Twitter users mentioned in the FIR had posted derogatory statements about the TN Chief Minister Edappadi Palaniswami affecting his image. One of the Twitter handles mentioned in the complaint belongs to Hari Prabakaran, who was a member of the AIADMK IT Wing and was expelled from the party in May for making derogatory comments about journalists.  “Their post is a fraudulent mischief purported to cause distress among the public and party members,” read the FIR. The handles mentioned in the FIR are Thalapathy Jaga (@ThalapathyjaGa5), Hari Prabakaran (@HariIndic), Doha Talkies (@dohatalkies), Meena (@Meena0hrd), #AdmkFails (@admkfails), Mahesh (@Mahesh_SPK) and RajaBekarChem (@RajasekarAsho7). The tweets and memes mentioned in the FIR did not use abusive language, but had portrayed the CM as a thief. One meme asked people to spit on the CM, another portrayed him as a puppet of PM Modi who was colluding with the police during the Sterlite shootouts. A case has been registered under sections 504 (Intentional insult with intent to provoke breach of the peace), 505 (1) (b) (with intent to cause, or which is likely to cause, fear or alarm to the public, or to any section of the public whereby any person may be induced to commit an offence against the State or against the public tranquility), 505 (2) (Statements conducing to public mischief), 506 (1) (Criminal intimidation), and 507 (Criminal intimidation by an anonymous communication) of the IPC.

The actor-politician claimed that though he belonged to the 'Thevar' community, his loyalties stood with the Sasikala camp but many ‘disloyal’ members of his community had flocked to the EPS camp, referring to OPS. Stating that media outlets were owned by Iyers and Nadars, Karunas also attacked a police officer in his speech, who he claimed stopped him from standing next to the Tamil Nadu Chief Minister at an event. He had also told members of his community that he would stand with them if they killed betrayers. The comments had triggered off a massive row in the state with the Hindu Makkal Munnani filing a complaint with Chennai Commissioner of police AK Viswanathan. Speaking to Tamil news channel Puthiya Thalaimurai later, Karunas had said that his intention was not to hurt any community and that such an incident will not happen again. “As far as I am concerned, I only spoke about the demands of my community. It is not my intention to demean and speak ill of others,” he said.

Chennai 11-yr-old's gang rape: 5 accused move HC against detention under Goondas Act

Chennai police arrested 17 men in July for allegedly gang-raping a 11-year-old girl in an apartment complex for several months. 
Five of the 17 accused in the gang-rape of a 11-year-old girl in Chennai have moved the Madras High Court against a case filed on them under the Goondas Act, as per a report by Suresh Kumar in the Times of India.  According to reports, the counsel for the petitioners submitted to the court that the order issued on September 5 by a mahila court, against the 17 men was illegal, arbitrary and against the fundamental rights of the accused. The counsel also said that the mahila court had rejected their bail application on September 16 due to the Goondas Act slapped on them and submitted that this was contrary to law, weight of evidence and against the principles of natural justice.  A bench consisting of justice CT Selvam and justice M Nirmal Kumar admitted the plea of the accused and ordered the Commissioner of Police and the inspector of the All Women Police Station, Aynavaram to respond in three weeks. Under the Goondas Act, the accused can be detained for one year. To seek relief from the detention, the accused can approach the Goondas Advisory Board which would hear the case and pass the order in 45 days or the accused can approach the High Court with a habeas corpus petition which would take four to six months.  The 17 accused were arrested on July 15 for allegedly raping a minor girl with hearing issues within an apartment complex in Aynavaram. The incident came to light when the girl confided to her elder sister about her ordeal and the sister filed a police complaint. The accused were then produced in a mahila court on July 17 and remanded to judicial custody.  Of the 17 men in jail, 14 have also moved the Madras High Court seeking a transfer of their case to the Central Bureau of Investigation (CBI). They told the court that they had lost trust in the state police and that they were not sure they would get a fair probe, free from biases of the police. 

No evidence of corruption by TN CM in awarding road contracts: DVAC tells HC

The DVAC was replying to a plea by DMK MP RS Bharathi who had alleged irregularities in road contracts awarded by E Palaniswami when he held the portfolio. 
The Directorate of Vigilance and Anti Corruption (DVAC) on Wednesday stated that it could find any evidence against Tamil Nadu Chief Minister Edapaddi Palaniswami of violation of World Bank rules in awarding road contracts. The submission was made before the Madras High Court on a petition filed by the DMK accusing Palaniswami of corruption. In the petition filed by DMK MP, RS Bharathi, the DMK had alleged that the CM had violated World Bank stipulated norms and had given road construction and maintenance contracts to his relatives and friends. Advocate General Vijay Narayan, appearing for the DVAC submitted that the contractors were not close relatives of the CM and hence there was nothing wrong in awarding contracts to them. He also added that the contractors were in the business since 1991, implying that they had enough experience in undertaking similar infrastructure works. Replying to the charge that the cost per km awarded to these contractors was high, Vijay Narayan said that the cost per km depended on various factors involved in constructing the roads.  Since the petitioner asked for time to file a response to the points laid down by Vijay Narayan, the bench consisting of justice Jagdish Chandra posted the case for hearing on October 5. RS Bharathi had, in June, alleged irregularities in highway projects, including those overseen by the World Bank. In his complaint, he had stated that the chief minister awarded high value contracts – including the four-laning of the Oddanchatram-Dharapuram-Avinashipalayam state highway, four-laning of the Tirunelveli-Sengottai-Kollam state highway, four-laning of the Madurai Ring Road, six laning of the Vandalur-Walajabad road and the maintenance of all state highways in Ramanathapuram, Thiruvallur, Krishnagiri and Virudhunagar districts – to his relatives and benami companies. DMK’s complaint named Chandrakanth Mahalingam, P Subramaniam, Nagarajan Seyyadurai and Sekar Reddy as beneficiaries of the contracts. Chandrakanth Mahalingam is Edappadi Palaniswami’s son Mithun’s brother-in-law while P Subramaniam is Mithun’s father-in-law. DVAC had submitted to the Madras High Court in the first week of September that it had initiated a preliminary probe into the allegations put forth in the complaint.

Karunas, who has been in judicial custody and is lodged in Vellore Central jail, has filed a bail application which will be heard later on Thursday."They (police) have also filed two more cases against Karunas in connection to the protests during the IPL match earlier this year in Chepauk. One of the cases holds an attempt to murder charge, involving an attack on a policeman. It is an old case in which nobody was named but now they have introduced Karunas' name in it," Karunas’ counsel advocate Raja stated. "Government counsel has filed for police custody of three days in the Principal Session court. So, only after hearing this plea, will the bail application be considered. This is a deliberate effort to keep Karunas in jail," he added. Karunas was arrested on September 23, after he was booked for a provocative speech against Tamil Nadu Chief Minister Edappadi Palaniswami. Though he tendered an apology later stating that his intention was not to hurt anyone by his speech, he was arrested and remanded to judicial custody. DMK President MK Stalin hospitalised for minor surgery in Apollo Hospitals

DMK President MK Stalin has been admitted to the Apollo Hospitals in Chennai for a minor surgical procedure. The newly appointed party chief was brought to the hospital on Wednesday night. According to a press statement issued by the hospital on Greams road, Stalin's surgical procedure was for the removal of a cyst from his right thigh. He will be discharged on Thursday afternoon from the hospital. The DMK President's sister Selvi arrived at the hospital on Thursday morning to visit him. TR Baalu, Principal Secretary of the DMK has said that the 65-year-old party chief felt discomfort in his home around 11.45 pm on Wednesday and was taken to Apollo hospital. “There is nothing critical. As he was continuously involved in party works, he did not go for medical check-ups for the past two months. Doctors have examined Stalin and he will be in rest for one or two days,” said Baalu. Stalin took over as the Party president on August 28.   

Idol Wing raids businessman Ranvir Shah’s house in Chennai, seizes 89 statues

In what is considered to be one of the major busts by the Idol Wing, the residence of businessman Ranvir Shah, founder of Prakriti Foundation, was raided, in Saidapet, where 89 statues worth over Rs 100 crore were seized. The Idol Wing is part of the Economic Offences Wing of the Tamil Nadu police. The Idol Wing had earlier raided Ranvir’s house and found idols in his possession. However, at the time, the philanthropist said that he had the requisite permission to keep them. It has now been discovered that they were illegal and that he doesn’t have any permission. The idols will now be moved to the Idol Wing office in Guindy. Speaking to TNM, Additional SP Ashok Natarajan said, “As per Kumbakonam ACJM judge’s order, we inspected Ranvir Shah’s house and raided it. Eighty-nine items, including 22 pillars, 12 metal idols and artefacts and 56 stone sculptures, have been confiscated. We have ceased them and will submit it in ACJM court. Further actions will be taken based on the court’s orders.” According to the SP, the sculptures are huge, over 100 years old and mostly from the temples in Tamil Nadu. “Although we were shown registration certificates, there is no proof as to where these idols came from. It must have been stolen from some temple. We will find the temples from where they were stolen,” he said.   The Idol Wing received a tip-off from Deenadayalan. Following Deenadayalan’s arrest in the idol smuggling case in 2016, the Idol Wing had conducted an enquiry on Ranvir’s involvement in the case and about the possession of idols at his house. However, at the time, the philanthropist said that he had the requisite permission to keep them. Now, it has been discovered that they were illegal and that he doesn’t have any permission. The police official said that some of the statues are also from an antique dealer in Mattancherry and another in Puducherry. So far, no arrests have been made in the case. When asked where the seized items would be kept, the SP said, “There is no place to keep it in a museum. So we don’t know where to keep it.” Speaking to media persons, Deputy Inspector General of Police, Idol Wing CID, AG Pon Manickavel said, “Nobody in Tamil Nadu has been given licence to sell antique idols dating over 100 years. But this is happening and we are taking action. Even pillars have been stolen.”  

2 manual scavengers die in TN Exide factory after inhaling poisonous gases

In a suspected case of death due to manual scavenging, two men died in an accident in Exide Batteries factory in Chichurukkanapalli village in Krishnagiri district in the wee hours of Thursday. Exide Industries Limited has a battery factory in the Chichurukkanapalli village near Hosur in Krishnagiri district in Tamil Nadu. It employs over 3,000 workers who work in the factory in over three shifts. Padaiyappa, a 32-year-old from Bagalur, and Nagesh, a 25-year-old from Kothapalli village, worked as operators in the factory. While Padaiyappa has been working in the Exide factory for 11 years, Nagesh joined four years ago. On Wednesday, both men reported for work at night and were slated with their usual task of fitting a tube to the septic tank of the factory to drain out its contents. According to the police, Nagesh opened the slab of the 30-feet-deep tank, which was not opened for around 15 days. He inhaled the poisonous gas and fell into the tank, unconscious. Padaiyappa, who was with Nagesh, jumped in to save him and died on the spot after inhaling the poisonous gas too. On hearing the news, relatives of the deceased stormed the factory and entered into an argument with the factory authorities and the police, who arrived at the scene on hearing about the incident. Alleging that the deaths were caused because the company did not provide adequate safety equipment to the workers, they have refused to receive the bodies of the men unless stringent action is initiated against the company authorities. Speaking to TNM, a police officer said that the bodies have now been sent for an autopsy. “Nagesh is from the Boyar community and Padaiyappa is from the Lingayat Iyer community. We are investigating to find out more about who is responsible for the deaths. We have not yet made any arrests so far, but have filed an FIR based on the information we got. The officials from the Labour Department and police are still at the spot, conducting inquiries,” he said. The police has filed a case under Sections 287 (Negligent conduct with respect to machinery) and 304 (a) (Causing death by negligence) of the Indian Penal Code. Speaking to TNM about the incident, Krishnagiri district collector Prabakar said that all the relevant officials from industrial police and the district superintendent of police were at the spot, questioning people regarding the incident. “I have sent a team of officers to inquire about the incident and strict action will be taken against those who are found guilty,” he said. Meanwhile Samuel, the General Secretary of the Tamil Nadu Untouchability Eradication Front, told TNM that more than the companies it is the local administration and the state government that are to be blamed for such deaths. “Companies will usually tell that they are not responsible since they outsource scavenging works to private contractors, who depute people to do the work. Don’t you think that it is the government and the local bodies like corporations and municipalities’ jobs to check if the companies have enough facilities and technology to deal with the waste generated, by say, 4,000 workers? I am sure they don’t pay attention to this factor at all when they conduct inspections. I would say that apart from the company that did not provide safety gear to the workers, there are others who must bear responsibility for the loss of two precious lives,” he said. While Nagesh is survived by his parents, Padaiyappa is survived by his wife and two sons aged five and three.

The Tamil Nadu government has sought the release of Rs 2168.18 crore from the Centre to conduct local body elections. According to a report in the Times of India, state ministers SP Velumani and Thangamani met Union Finance Minister Arun Jaitley on Thursday in this regard and requested the release of funds. The newspaper reports that a total amount of Rs 560.15 crore is due towards urban and rural local bodies as against the 2017- 2018 performance grant. The first instalment of the 14th Finance Commission’s basic grant for the current fiscal year also owes the state Rs. 1608.03 crores for urban and local bodies, ToI reports. According to a report in the Indian Express, Tamil Nadu's Municipal Administration and Rural Development Minister, SP Velumani, wrote a letter to Union Minister for Rural Development, Panchayati Raj and Mines, Narendra Singh Tomar, stating that a first instalment of basic grant of a sum of Rs 876.94 crore for the financial year 2018-19 was also due. For the last 18 months, the state has been functioning without elected local body representatives or panchayat leaders. The local body elections that were scheduled for October 2016 had been stalled by the Madras High Court after the main opposition party in the state, the DMK, questioned the way the poll process was being carried out. Back then, the DMK had challenged the polls citing law and order problems, irregularities, inadequate ST reservation, and a hurried announcement. The High Court dismissed their argument that reservation should be done based on Census 2011 but by then the state government had begun a delimitation process based on that census. For the last one year and 10 months, Tamil Nadu has been functioning without local body leaders and now the government led by Edappadi Palaniswami has stated that it will take six more months for the delimitation exercise to end. Currently, the state is missing 200 ward councillors and 12,524 panchayat leaders. Further, on his part, Electricity Minister Thangamani requested the Finance Minister to release funds from the Asian Development Bank to the state for the construction of two sub-stations. According to a report in The New Indian Express, the Union Power Ministry had reportedly cleared the proposal for financial assistance to the tune of USD 500 million from the ADB for the Chennai - Kanniyakumari Industrial Corridor Project to set up a 765 kV substation at Virudhunagar and a 400 kV substation at Ottapidaram in Thoothukudi.

The speech was delivered at Valluvar Kottam. Three days later, on September 23, Chennai police on Sunday arrested Karunas from his residence in Saligramam at 5 am. Karunas had named Tamil Nadu Chief Minister Edappadi Palaniswami and Deputy Chief Minister O Panneerselvam in his speech. The actor-politician claimed that though he belonged to the Thevar community, his loyalties stood with the Sasikala camp but many ‘disloyal’ members of his community had flocked to the EPS camp, referring to OPS. Stating that media outlets were owned by Iyers and Nadars, Karunas also attacked a police officer in his speech, who he claimed stopped him from standing next to the chief minister at an event. He had also told members of his community that he would stand with them if they killed betrayers. The comments triggered a massive row in the state, with the Hindu Makkal Munnani filing a complaint with Chennai Police Commissioner AK Viswanathan. Speaking to Puthiya Thalaimurai, Karunas said that his intention was not to hurt any community, and that such an incident will not happen again. “As far as I am concerned, I only spoke about the demands of my community. It is not my intention to demean and speak ill of others,” he said.

In a series of tweets published by her on Friday morning, she has attached CCTV footage that showed unidentified men allegedly attempting to sabotage her vehicle.
Chennai-based journalist Sandhya Ravishankar has alleged intimidation by unidentified persons and has put out CCTV footage from the camera outside her house on Thursday. Sandhya Ravishankar is an independent journalist known for her exposes on the sand mafia in Tamil Nadu. In a series of tweets on Friday morning, she said that on Thursday morning she found that the petrol tube in her bike was cut, when she went to start her bike. She then went on to watch CCTV footage taken from the camera fitted in her house, overseeing the parked vehicles outside the house. In the first video clip attached in the thread, it can been seen that two men stop their bike in front of her house at 11.43 pm on Wednesday. One of the men, gets down with a bottle in his hand, while the rider sitting on the bike with his helmet on his head tears a cloth and gives it to the man who got down. They are then seen doing something with the bottle and the cloth. The rider too then gets down from the bike, his helmet intact, and walks towards Sandhya's bike. What he does after that is not visible in the clip since a wall blocks the CCTV's. After a few seconds both the men ride away. The guys then speed away after 20 seconds. In the final tweet in the thread, Sandhya also attached a picture of the complaint she filed with the Kumaran Nagar police station detailing out the incidents seen in the CCTV footages and told that the police had since increased patrolling in her street. Speaking to TNM regarding the incident, Sandhya said that the inspector and the sub inspector from the Kumaran nagar police station visited her house on Thursday evening and the patrolling has been increased around her house since then. “This is my sixth complaint within a year and the patrolling has been increased since last night. However, no FIR has been filed for any of my complaints so far,” she said. She also added that the incident cannot be a coincidence as it was only recently that she had filed a police complaint against the police department. A blogger named Savukku published a post with CCTV footage showing her meeting with former DGP Ramanujam and Stalin's son-in-law Sabareeshan at a cafe on Chamiers road in Chennai. Sandhya had questioned how the CCTV footage of an innocuous meeting that she as a journalist had with her sources was leaked to the blogger. In a letter to the Chennai Police Commissioner, she had said that private establishments download CCTV footage only at the behest of the police and that she suspected there was a plot against her. Condemning the harassment and intimidation tactics meted out against Sandhya Ravishankar, various journalists and journalists associations have come out in support of her. They have also urged the state government and the police to take action on the complaint filed by Sandhya.
