AIADMK organising secretary C Ponnaiyan said that DMK President M K Stalin had misquoted him.
News Today/Facebook
AIADMK organising secretary C Ponnaiyan on Sunday denied having said that the Directorate of Vigilance and Anti Corruption (DVAC) would challenge the order passed by the Madras High Court to conduct a CBI probe into the alleged irregularities in awarding contracts by the highways department, which is CM Edappadi Palanswami’s portfolio. He stated that his words were misreported. The senior leader was addressing the press at his Annanagar residence in Chennai, when he said that DMK President MK Stalin had misquoted him, the Hindu reported. “I never said that DVAC will appeal against the court order. This is wrong. DVAC is an autonomous institution and it abides by the court order. I had said DVAC may go on an appeal,” the senior leader was quoted as stating. He also argued that CM Edappadi K Palaniswami was the first person to bring the tender in the highways department, and stated that when the DMK was in power, it followed a ‘box’ tender system. “After EPS became Chief Minister, he made it online. And for the first time in this country, all the payments will be made through RTGS, doing away with the system of bank guarantee, by Palaniswami,” Ponnaiyan added. Ponniyan also said that the World Bank Guidelines for tenders were followed in the tender process in question. On Friday, Ponnaiyan said that the DVAC might appeal against the High Court’s decision to conduct a CBI probe into the inquiry. Reacting to this, MK Stalin had alleged that the investigating agency was completely under the control of the ruling party. On October 12, the Madras High Court dismissed the report submitted by the state vigilance and anti-corruption wing and ordered a CBI probe into allegations of corruption in the awarding of government road contracts. It was following this that Ponnaiyan said that the DVAC might appeal against the HC order for CBI probe. Reacting to this, Stalin remarked that by making Ponnaiyan answer the charges, the CM who is “pitiably clinging to power” has confirmed that the charges against him are true. He also added that the HC order has exposed that the autonomy of bodies such as DVAC and the Chief Vigilance Commissioner has been comprised by the AIADMK.

34-year-old Gayatri was about to take her children to school on Monday when she was attacked, allegedly by 45-year-old Sreenivasan.
On Monday, a 34-year-old woman in Salem was attacked with acid while she was about to take her children to school, on a two-wheeler. Gayatri, a resident of Guhai in Salem, was attacked by 40-year-old Sreenivasan, an acquaintance who was allegedly angry because she had stopped speaking to him. According to reports, Sreenivasan who is a resident of the same area fled the scene within minutes of the assault. Gayatri suffered burns on her chest and face and was rushed to a government hospital. The police are yet to file an FIR in the case and are currently registering the survivor's statement. A judicial magistrate is also present at the Salem hospital. She has reportedly suffered 40% burns. Speaking to the media with a lot of difficulty, Gayatri conveyed the short conversation that she had with her attacker. "I was going to to get my vehicle to drop the children in school. He came up to me and said – 'You don't talk to me, you shouldn't live anymore'. He then threw acid on me. I've known him for a year," she said. A relative of the survivor who was at the hospital told Sun News that she stopped talking to the attacker because of opposition from her family."They have not been talking for a while. He called out to her in the morning and she didn't respond. He then threw the acid on her. We then rushed her to the hospital. She is undergoing treatment now," he said. Sevvapettai police who are investigating the case told TNM that they are yet to nab the absconding accused. This incident comes a day after a 26-year-old woman was attacked with acid in Telangana’s Nalgonda district on Sunday, after she tried to resist a rape attempt. She is presently availing treatment at a government hospital in Devarakonda. According to a report in the Deccan Chronicle, the accused, identified as B Mahesh, entered the woman’s house when she was alone and tried to rape her. However, as she resisted, the police said that the accused abused her with casteist slurs and threw acid on her.

Explainer: The Rs 135 crore Cuddalore Port expansion project

The state’s Coastal Management Authority recently granted clearance for the project that hopes to enhance the cargo handling capacity of the existing port.
Tamil Nadu Maritime Board
The Tamil Nadu Maritime Board’s infrastructure project in the Cuddalore district of Tamil Nadu has been granted permission for expansion by the state’s CoastalManagement Zone Authority. While the plans now await a CRZ clearance from the Ministry of Environment, Forest and Climate Change, here are details of the project. The project, envisaged within the notified limits of the Cuddalore Port, hopes to add two additional berths with multi-cargo handling facilities. The proposed berths will be 120 x 21 m each. The depth at the proposed berth area will be dredged for -10 m. This is set to increase the cargo handling facility of the port from 0.37 to 5.68 metric tonnes per annum. The overall project is estimated to cost Rs 135 crore. According to the Tamil Nadu Maritime Board, the proposed cargo will be a mix of bulk cargo like coal, cement, fertilizers as well as clean cargo like container cargo. In addition to the berths, the project is aimed at modifications in breakwaters, newer installations for cargo storage and handling, dredging and strategies for disposal of dredged spoil. While the existing Cuddalore Port is an open anchorage port at the confluence of the Uppanar and Paravanar rivers, the expansion falls under the central government’s Sagarmala scheme for port modernisation and new port development. The government expects that cargo traffic at Indian ports will increase to 2,500 million metric tonnes per annum by the year 2025. However, the existing port by itself is defunct. According to the project pre-feasibility report, submitted for Environmental Clearance, “The existing Port has become defunct for want of required depth of water spread as the Port has lost the depth to silting in the last two years. Hence, dredging has become important even to operate barges to negotiate the permitted cargo in the Port.” In February 2015, Cuddalore MP A Arunmozhithevan made a case for the port and its fishing harbour to be granted CRZ permission for desilting work. In a speech in the Lok Sabha, he said, “For the past several years, desilting work has not been carried out in this Cuddalore Port. Due to this, the fishing boats crash onto the shore and as a result of these mishaps precious lives are lost. In around 50 such accidents, more than 20 fishermen lost their precious lives.” The report states that the expansion is necessitated by the fact there are “at least three more coastal thermal power plants and one SEZ for Apparel Park in pipeline”. The expansion project has met with some resistance from fisherman who requested that an area be demarcated for ferry services, small commercial establishments and recreational activities, which would enable additional sources of income for them. However, this request was reportedly turned down since the expansion plans have been made under the guideline of the 2011 notification of the CRZ, as opposed to the Marina where such activities have been in existence prior to the notification.

An announcement on Monday evening said that TKS Elangovan has been relieved of his duties as spokesperson.

In a late evening announcement on Monday, the Dravida Munnetra Kazhagam said that party-man TKS Elangovan had been removed as spokesperson of the main opposition party in the state. This, soon after Elangovan was named as one of seven spokespersons officially authorised to attend media interviews on behalf of the party. A press release, issued by the party’s General Secretary K Anbazhagan, came shortly after Elangovan, the 64-year-old Rajya Sabha MP and party old-timer, gave an interview to a Tamil television channel. Speaking to Cauvery News, Elangovan was commenting on the invitees for a proposed unveiling of a copper statue of the late DMK President M Karunanidhi who passed away in Chennai on August 7. Explaining that efforts were on to unveil the statue by November 15, Elangovan said, “Congress' Sonia Gandhi and many other national leaders have been invited. We believe they will attend. We don't know when Parliament will reconvene. The statue unveiling will take place on a day that is convenient for them to attend.”  To a question on whether Tamil Nadu Chief Minister Edappadi Palaniswami and Deputy Chief Minister O Panneerselvam of the ruling AIADMK would be invited, he said, "So far we have not sent them invites for party events. That will continue." When confronted on why the party had taken such a stance, given that the AIADMK had invited them for the birth centenary celebrations of former Chief Minister MG Ramachandran, Elangovan said, “AIADMK did not celebrate MGR’s birth centenary. There have been no invites(to us) for their party events. To invite Members of the Legislative Assembly and Parliament for government functions is as per law. It is not a norm to invite AIADMK leaders(to our party events). We have only always invited allied parties.” DMK sources say that this response was not in line with any official decision taken by the party. A source close to Stalin said that an official decision on who will be invited had not been taken, and therefore TKS Elangovan had jumped the gun. According to him, there have been other instances in the recent past where TKS had commented on crucial issues like Alagiri's rebellion and not stuck to the official party line. The source also added that a meeting had been organised at the DMK headquarters three days ago in which the newly-appointed spokespersons were asked not to 'speak out of turn'. Soon-to-be faced with two assembly by-polls and Lok Sabha elections in what has been a multi-year electoral dry spell for the DMK, Stalin seems to be sending senior party leaders the message that they must fall in line with his leadership. Ousting a senior member like TKS Elangovan as spokesperson also comes at a time when Stalin is said to be bolstering his image within the party, picking his lot of the district functionaries and surrounding himself with loyalists. Elangovan is viewed as being close to DMK's Rajya Sabha MP Kanimozhi. Curiously though, former AIADMK chief late J Jayalalithaa also had the penchant for removing people from posts in the party quite often, regardless of their seniority. With the death of Karunanidhi elevating him to the top job in the party, the Opposition Leader in the state appears bent on harping on his late father’s larger-than-life image. In August this year, a memorial meet for the late Karunanidhi witnessed a galaxy of political leaders arrive in Chennai, calling upon Stalin to take up the mantle and carry forward his father’s legacy. Stalin, who was elected only the second President of the 69-year-old party on August 28, made it clear that he intended to ‘decimate’ the BJP at the Centre in the run up to the 2019 Lok Sabha polls. However, it remains to be seen if this strongman-style leadership would sit well with other senior DMK leaders who were allowed to evolve and come into their own under the leadership of the late Karunanidhi.

The passengers who chose to fly were accommodated on another plane after the flight was cancelled.
In the second incident involving an Air India flight at the Trichy airport, 64 passengers of a Singapore-bound flight were airborne on Monday evening after a 24-hour delay, an airline official said. He said the Sunday flight to Singapore with 115 passengers was cancelled after a 24-hour delay due to a technical snag. "Of the total, 40 passengers cancelled their tickets and got a full refund. Of the remaining 75 passengers, 11 got tickets for different dates. The others were flown to Singapore on Monday evening in our flight," the official said. The Sunday flight was cancelled as the air-conditioning system was not functioning properly. According to the Times of India, the passengers were onboard and the plane was ready for takeoff, when passengers complained that the air conditioning was not working. However, the technical team which was called in could not fix it. Just days earlier on Friday, an Air India Express flight from Trichy to Dubai with 136 passengers on board hit the Air Traffic Control (ATC) tower and the compound wall during take-off. The reason for the accident was suspected to be the lack of a sufficient runway length at the Trichy airport. Plans to expand the runway in the airport have been in the offing for a decade now, but cannot be completed due to want of more land. The plane is said to have overshot the runway. Pictures taken at the site showed that a part of the compound wall of the airport broke due to the impact. This indicates that the flight was just taking off when it grazed the compound wall of the ATC, which led to it crumbling down due to the speed of the aircraft."In a recent review on airline safety, I have ordered to put in place a third party professional organisation to look into various safety aspects at @airindiain. In order to have continuous attention towards air safety, I have also ordered concerned officials to put in place a regular "safety compliance report" of all airlines. Safety of the passengers is of paramount importance for us. We will take all that’s required to put safety on top of aviation agenda. Growth can’t be at the expense of safety," Civil Aviation Minister Suresh Prabhu tweeted on Friday. Safety of the passengers is of paramount importance for us. We will take all that’s required to put safety on top of aviation agenda. Growth can’t be at the expense of safety. — Suresh Prabhu (@sureshpprabhu) October 12, 2018 (With IANS input)

Why sexuality education for kids needs to move beyond good and bad touch

Child Safety
A panel discussion in Chennai on child sexual abuse and women's safety saw activists and experts break down the stigma associated with it.
A recent panel discussion on child sexual abuse (CSA) and women’s safety in Chennai spoke about several topics that are the need of the hour – from good and bad touch, to provisions of Protection of Children from Sexual Offences (POCSO) Act, to the question of capital punishment for rape crimes. Moderated by author Shvetha Jaishankar the panel comprised of activist Shehla Rashid, Congress MP Shashi Tharoor, Child Sexual Abuse (CSA) activist Kanya Babu and Founder of The Kindness Project Mahima Poddar. The panel discussion, organized by All India Professional Congress on Sunday comes at a crucial time. A chargesheet has been filed against 17 people who allegedly sexually abused an 11-year-old hearing impaired girl living in a gated community in Chennai’s Ayanavaram. The shocking case had rattled the city when it came to light in July this year and has urged many parents into initiate sexuality education among their children - the turnout on Sunday, with many parents walking in with their children, seemed to indicate that too.  Experts pointed out, however, that sexuality education should not stop with teaching kids about good touch and bad touch. “It is important for parents to extend this dialogue to non-contact abuse as well. It does not stop with just good touch and bad touch,” activist Mahima said. She added that we must not also educate children about aspects of abuse such as someone flashing them, or showing them pornography or child sexual abuse material (also referred to as child pornography). She also emphasized the need for parents to teach their children the correct names of their body parts instead of using euphemisms. “By giving private parts nicknames we further enforce the stigma around them. It should be easy for children to name their body parts out loud,” she added.  The topic also veered towards how it is always considered the mother’s purview to take care of her child. “The Ayanavaram incident happened in the residential apartment. Why did no one pause to observe what was happening? It is our collective responsibility to make sure the spaces are safe for our children,” said activist Kanya.  Pointing to the statistic that 53% of all children will face sexual abuse before turning 18, Kanya said that the number was quite inadequate - 98% of the time, parents refrain from raising a complaint on CSA fearing shame and stigma, she said. “Parents should understand that not reporting in itself is a crime,” said Kanya. Under section 19 of the POCSO Act, anyone who has the knowledge of such an incident against a child, or the likelihood of such an incident being committed against the child, is mandated to report it to the necessary authorities. Congress MP Shashi Tharoor too corroborated her point adding that while in most cases the perpetrator is known to the family, the social conditioning has people living in denial most of the times. “The traditional culture is denial. Families are more prone to hush it up,” he said. Activist Shehla Rashid was of the opinion that making CSA gender neutral would make the movement to tackle CSA more inclusive. “Everyone is a parent and by keeping this movement gender neutral, we can gain more support. CSA is not restricted to only girl children,” she pointed out.   The discussion also emphasised that while imparting sexuality education to children may not have immediate results, it was important nonetheless. For instance, Shashi Tharoor recounted that back in his time at school, smoking was more widespread. When schools started advocating and discussing the repercussions of smoking, it took almost a generation for the change to happen. Similarly by tweaking the education system to openly discuss sexuality education is schools, the awareness towards such instances can be sharpened.  Sharing that the knowledge amongst parents about POCSO Act was very weak, she listed some important points, urging once again that it was paramount for parents to raise complaints instead of brushing it aside fearing shame. "At least make a scene in front of the family and shame the perpetrator," Kanya urged. The panel also discussed women’s safety and the importance of the current MeToo movement. The discussion also touched upon the implications of awarding capital punishment for rape and how it may not solve the problem. “In most cases, sexual abuse happens inside families by known persons. Capital punishment for rape will hinder people from coming forward with their complaints against their own family members,” argued Mahima. The afternoon also saw several questions being raised on what needs to be done when the perpetrator is a known and a trusted person like a teacher, and how parents should discuss CSA and child safety with their children. Kanya suggested that keeping track of their child’s activities on a daily basis will help is establishing a better idea on their lives. “You can be a cool parent and at the same time get involved in your child’s day-to-day activities,” added Mahima.

TN contractors speak up, detail corruption in awarding of contracts by Chennai corporation

Corruption
"The rest of us have no work. If we ask questions we don't get paid at all or worse, we are threatened," one contractor tells TNM.
On August 10, 47-year-old Ramachandran, a contractor who has worked with the Chennai Corporation for over 15 years, filed a petition against the civic body in High Court. He alleged lack of transparency in the process of awarding tenders and his effort to expose this 'corruption' was spurred by the fact that major road laying contracts were to be announced in five days."They were going to announce tenders for bus routes and storm water drains worth crores. And as a contractor who works largely on roads, I was aware that measures will be taken to give this work on to applicants favoured by the government and the corporation officials. So I decided to take a precautionary measure," says Ramachandran. According to contractors, the project to be given was massive and consisted of multiple packages worth Rs 20 crore each. Each package consisted a cluster of 100 bus route roads (BRR) or storm water drains (SWD). The budget of BRR was set at Rs 400 crore while SWD was set at Rs 390 crore. "The rest of us wouldn't stand a chance. They had a well-oiled mechanism to shut us out," he alleges. Close to 70 Class A contractors who worked with the government were watching Ramachandran's battle carefully. While some contractors have benefited from this ‘biased’ system, most were victims who had not mustered the courage to speak up. And two days later it became clear why, when Ramachandran withdrew his case hurriedly, despite the court's previous observations making it evident that justice was on his side."The corporation officials threatened me," he alleges. "They said that if I went on with the case, they would send the Tamil Nadu pollution control board to my tar factory and shut it down. If they did that, my whole livelihood would have been at stake. I took back the case and suffer silently with other contractors, as corruption rules over competence when giving out contracts," he adds. So how do they suppress these contractors? According to three contractors who spoke to TNM under the condition of anonymity, problems in applying for tenders began in 2014. John, a major contractor whose family has been taking up road laying contracts from the corporation for over 20 years, says that the current administration has alienated most contractors."After SP Velumani took over as Municipal Administration minister, associations were formed with select contractors who did the bidding of the minister, even as he used his own benami firms to usurp large tenders. There are close to 10 companies that dominate the scene right now. Three to four close to Velumani get all the contracts. The others who are part of the association receive a percentage of the contract to ensure they don't apply for it," he alleges. According to contractors, former public work department officials and Arappor Iyakkam, which is an anti-corruption NGO, there are three ways in which the system is rigged. Challenge 1: Machinery certificate The first challenge is applying for the tender itself. Contractors are required to submit a document called a 'machinery certificate' along with the other information they upload online."It is actually this machinery certificate which I used as the basis of my case in court," says Ramachandran. The certificate is given by corporation officials after an inspection conducted deems that you have the necessary equipment and infrastructure to carry out the tender requirements. "The officials - the principal chief engineer and the superintendent engineer will flatly refuse to give you a certificate. The court had verbally told them to grant me one but I withdrew the case fearing repercussions. I never got the certificate," he admits. Two other contractors independently verified this claim. A former official privy to the inner workings of the PWD confirmed to TNM that this practice of having to submit a machine certificate every time could be avoided."When a contractor has been regularly taking up similar projects, there is no need for them to get a certificate every time. There could be a yearly certificate issued and annual reviews conducted," he says. Is this a manufactured impediment? "Yes, it is unnecessary," he agrees. Challenge 2: Demand draft submission The second hurdle set in place is the submission of a demand draft. Usually for a project worth Rs 30 lakh, a month is given to submit the demand draft to the Head of the Department. The cut off time is 3 pm on the last date."By the time they give us the machinery certificate, we will be rushing to submit the demand draft. But no officials will be present to collect it. If we post it, they will say it never came. And if we somehow manage to meet him, there will be efforts to block us from submitting draft - that is, men will be standing in front of the collection box, preventing us from dropping in the drafts," says John. In fact in July 2014, this contractor wrote to then-Deputy Commissioner of Public Works Department Vijay Pingale outlining the issue. The mail talks about how he had uploaded the e-tender to the corporation's official tender website. And on July 25, he went to the office to drop off the demand draft."But some people were standing near the tender and they were not allowing us to drop our EMD demand drafts for the work which we participated through e-tender. They are favouring some particular contractor who they want to get work. This is a big loss to the Chennai Corporation. Please do some necessary action against these kind of malpractices," according to the mail. But according to sources, just a week later, Pingale received transfer orders from the corporation's public works department and was moved to the Industries Department. And with Pingale departure, any hope of fairness in awarding contracts, was gone too."When Pingale was the DC, even if the other officials refused to take demand drafts, he would take them if we had a legitimate reason to explain the delay," says the former official. "He had suggested that the demand draft too should be submitted online to prevent any corruption. But it was never carried out," he adds. Challenge 3: Specification scam The third and final roadblock to other contractors is the 'specification scam' that has been recently reported widely in the media. An investigation by news channel Times Now said that Minister Velumani awarded government contracts relating to various municipalities and corporations to the companies owned by his brother and close aides. Reports say that he allegedly allowed these companies to bid for the same tender, thereby flouting tender rules. Companies named included, P Senthil & Co, KCP Engineers Private Limited, Constromall Goods Private Limited, Vardhan Infrastructure, Constronics India and Aalayam Foundation Private Limited. Jayaram Venkatesan, Convenor of Arappor Iyyakkam, pointed out that Varadhan has received seven out of the nine major contracts from the corporation this year, all in a questionable manner Varadhan Infrastructure is headed by Sundari Krishnakumar who is Chandraprakash’s mother. Chandrapakash in turn is part of the management for Constromall, Constronics India and Aalayam Foundation. He works closely with the relatives of SP Velumani. "The Chennai Corporation tweaks the tender specification to match the experience and infrastructure that these favoured companies have. For example, they put out a tender in September 2017 for 302 staff nurses. They said that those applying had to have done a similar job for a tender worth Rs 5 crore. Varadhan Infrastructure did not qualify for this. So they stopped the entire process. And then re-issued the tender in January 2018 by which time Varadhan had completed a job worth that amount. Now Varadhan applied for this job along with four other companies. None of them were technically qualified for this as they demanded a turnover of Rs 20 crore for the company. But Varadhan still got the contract. It is an obvious case of fraud," explains Jayaram. In fact from January to September this year, John alleges that till 2014, politicians would employ goondas to block contractors from submitting demand drafts."But now corporations officials do the job," he says. "On September 24, there was a tender for 'construction of bridge across puzhal surplus water canal' at Barma Nagar main road. A clarification meeting was held for this. There were four attendees - two companies linked to the minister and two companies from the Chennai Corporation Contractors Association. The rest of us received no intimation about the meeting," he alleges.   Blow to fair competition According to Arappor, the efforts to monopolise these contracts is huge blow to the concept of 'fair competition.’ "By accepting only certain companies and claiming they fit into necessary specifications, the government is forced to go by their terms," he explains. Contractors allege that the quotations made are at least 20% more than the actual value of the tender."It is the actually the government which is making a loss. But this makes sense," says Pachaiyappan, a contractor who spoke to TNM. "On an average, at least 18% of the tender value is given as bribe to the minister and authorities," he claims. Three contractors that TNM spoke to confirm that the share which is lost to bribes is 18%. And while the 'cut' received by corporation officials and the association varies in their accounts, one amount remains the same."Minister Velumani receives 10.5% of the value of the tender," they all confirm. But even as the coffers of officials and politicians allegedly fill, contractors claim their turnover has drastically reduced."The rest of us have no work. If we ask questions we don't get paid at all or worse, we are threatened. From Rs 15 crore in 2010, my company's income has dwindled to Rs.60 lakh a year now," says John. “We still haven't been paid for the work we did after the 2015 floods but if we ask for it, they will threaten to not pay at all."  (All contractor names changed to protect identity)

With just a day left for Sabarimala temple to reopen, large groups of women protestors have been stationed at the base camp in Nilakkal to halt women traveling to Pamba and other areas closer to the temple. OnTuesday morning, protestors forced three women to deboard a KSRTC bus after blocking the vehicle at Nilakkal. The three women were students of journalism who were traveling to Pamba to cover the protests. They were asked to return to Kottayam, from where they began the journey. Two other women journaliststraveling to Pamba were stopped at Nilakkal and asked to report from there, according to sources. Reports also state that a female devotee threatened to commit suicide at the protest venue. According to reports, for the past eight days, women groups in the massive Namajapa protests against the Sabarimala verdict, which allows women of all ages to enter the temple, have been blocking women from traveling to areas near the temple. Meanwhile, the state government has deployed a battalion of female officers to ensure law and order in the region. A team led by Thiruvananthapuram Range IG Manoj Abraham is also conducting random checks on vehicles carrying devotees, according to reports. To ensure law and order at the protest venue, ADGP Anil Kanth has been asked to travel to the protest site by State DGP Loknath Behera. Meanwhile CM Pinarayi Vijayan has stated that the government will ensure that all facilities will be made for women to enter Sabarimala. "We will not allow anybody to take law into their hands," he said at press meet. The CM has also made it clear that a review petition will not be submitted and that the government will implement the Supreme Court's verdict in the case. Meanwhile thousands of protestors led by the BJP (Mahila Morcha), RSS and and groups such as the Nair Service Society have been holding state-wide protests against the entry of women into the temple. The Kerala Unit of Shiv Sena has also threatened to stage mass suicides if women enter the temple.

Kollywood’s MeToo: Filmmaker Leena Manimekalai speaks out on director Susi Ganesan

Filmmaker Leena Manimekalai had come forward with her story in February 2017 and has decided to name Susi Ganesan as her alleged perpetrator.
Facebook
Multiple women have levelled allegations of sexual harassment against many prominent names in the media and film industry in the recent wave of the MeToo movement in India and on Sunday, Tamil filmmaker Leena Manimekalai put up a Facebook post naming director Susi Ganesan. Leena’s allegation adds Susi Ganesan’s name to a growing list that includes Tamil lyricist Vairamuthu, Tamil actors Radha Ravi, TM Karthik, John Vijay and Tamil singer Karthik. Leena first recounted an experience with the Thiruttu Payale director in a Facebook post last year. She wrote of an incident from 2005, when a director offered to drop her home after an interview at a TV studio in Chennai. She explains that shortly after she got into the car, the director turned on the central lock and forced her to go to his house. “He took the mobile phone that was on my lap, switched it off and threw it. He threatened me, asking me to come to his apartment. I was immobilised with shock for a while. First, I spoke softly and asked him to drop me immediately. I threatened to break the car door. What should have been a 20-minute ride to Vadapalani, witnessed a 45-minute roaming of the streets of Chennai,” she wrote. Leena, who was also pursuing a career as an anchor at the time, was used to taking autos and taxis late at night and carried a pocket knife with her, a testament to the prevalence of abuse in society. “Even then, I only threatened to harm myself. Because I had a knife, I got home that night,” she says. The Facebook post from February 2017 did not name Susi Ganesan. What gave her the confidence to come forward now? She says, “I was triggered when I saw the incident with the Malayalam actor happening last year because it involved a car. I saw Saturday’s WCC press meet. It’s a different issue. They are staunchly backing their colleague. That’s what inspired me. Since last week, I have not been able to concentrate on anything. Why wouldn’t I write? I thought I should break the silence in Tamil Nadu. I have been surrounded by a lot of offenders. I was angered by all that I was reading and I wanted to write for my own self, to seek closure, to heal. To enable more voices if possible.” “Without MeToo and WCC, I would not have had the courage to do this,” she adds. Slamming the media response to the movement, Leena explains that the MeToo movement is about questioning the very power that men use against women. “Here, slander is a weapon. In other parts of the world, they (the accused) either say they did it or no -- because slander is a human rights violation. None of what you say here is received with sanity. The questions are never directed to the accused. The discussion is not around trauma. They want to slut-shame and victim-shame women who come forward. The MeToo movement is about bringing about a change, a discourse on power imbalance, safe workspaces for women and it is about gender justice," she says. Susi Ganesan responded to Leena Manimekalai's allegations on his Facebook page by calling her immoral. He wrote that it was she who abuses men for benefits in return and he accused her of naming him for revenge. Further, calling her a 'modern woman' who gets into a luxury car irrespective of who is inside, he has stated that he has evidence to prove that her character is flawed. He also stated before he outs those, she must apologize on her Facebook page for the lies otherwise he would go to court to clean his name up. Responding to this, she says, "The retaliation shows how much pressure has been mounted on him. His own conscience is burdening him. Instead of indulging in slander, he should talk back to his conscience. Slander is not new to me. I know it is a weapon patriarchy uses to shut women up. I have faced slander all through my career for speaking up. I am no longer afraid of that. This is a society where they carry their sexism like a trophy - it is being turned into memes, questioning man's potency, masculinity, etc. It is a tough battle but we have to start somewhere though the stakes are high."

The suspension order states that the student, Malathi, was denied permission by the principal to conduct the meeting.
A first-year postgraduate student was suspended by her college for allegedly organising a student meeting on the college campus. The suspension order, dated October 1, stated that Malathi was denied permission by the principal to conduct the meeting. “The meeting was conducted by the student in a manner that could cause disturbance to the peaceful nature of the campus and was not in line with discipline expected by the college,” read the order. Malathi, a first-year Masters student at Government Arts College, Coimbatore, wanted to organise a student meeting to celebrate the birth anniversary of Bhagat Singh. On September 28, she had sought permission to organise a function on the college campus. Chitra Mohan, the principal of the college, denied permission and instead told her to seek permission from her Head of the Department (History) and conduct a department-level function. Malathi then approached the tutor in her department, who also denied permission. Nevertheless, she went ahead and conducted the meeting as planned originally. The meeting that went on for 45 minutes to an hour, where the students also discussed the lack of basic amenities in the college. Speaking to TNM, Malathi said, “A few students spoke about Bhagat Singh at the event. They started talking about his revolutionary approach towards the British, but eventually, the conversation shifted to discussions on the college amenities.” She alleged that the college authorities are now trying to politicise the issue. "The authorities are miffed that we spoke about the lack of facilities in the college. We don't have proper toilets and the ones that we have are not maintained at all. It is true that they didn't give us permission but we did not do anything wrong," she said. She also added, “The college is clamping down on students who raise voice against the management, thereby curbing the democracy inside the campus.” Chitra Mohan told the reporters that the college had to take action since Malathi had not received permission from the authorities to organise the meeting. "Around 100 students participated in the meeting and they were talking about the college amenities. Earlier, the students submitted a representation about faulty water purifiers and I had repaired them immediately. I am doing everything within my power to set things right,” she said. She also said that the college would have organised a bigger function if Malathi had come to her seeking permission a few days earlier than giving her notice at the last minute. Malathi has been suspended pending enquiry by a four-member committee led by the Head of the History department on October 22. In the latest press release, the principal denied the allegations that the college was curbing freedom of expression and stated that, contrary to public perception, they value and respect the contributions of Bhagat Singh to the country.

The strike is against the implementation of a Madras HC order that restricts the extraction of groundwater.

Chennai city may be staring at a possible drinking water crisis with packaged drinking water manufacturers joining the private water tankers strike in the city. The strike is in opposition to the restrictions on drawing groundwater. Private water tankers have been on strike since Monday against a court order that restricted extraction of groundwater in the city. According to a report, the Greater Tamil Nadu Packaged Drinking Water Manufacturers Association stated on Tuesday that around 1,500 water packaging units in the state have been shut since Tuesday, of which around 450 were in Chennai. The association also said that if the government order that prohibited extraction of ground water was implemented, it would affect three-fourths of the total number of packaging units, which would lead to an increase in the prices of drinking water in the city. The issue began last week when revenue officials closed down borewells in the city and banned private water tankers from drawing ground water in an attempt to implement the Madras High Court order. The court reportedly stated that those extracting ground water illegally will be punished for theft. The court segregated groundwater blocks into four categories and banned water extraction from over-exploited blocks. The sudden move by the manufacturers of packaged drinking water has left many in the outskirts of Chennai shocked since a majority of the establishments and residents there depend on bubbletop water cans for their drinking water needs. Some hotels were shut for a sometime on Tuesday due to water shortage sparked by the strike. On Monday, Chennai Metro Water had announced that it would supply water for essential purposes in apartment complexes and commercial establishments like companies and hotels along the Old Mahabalipuram Road. Municipal Administration and Rural Development minister SP Velumani also instructed the officials to spearhead efforts to tide over the crisis by planning the supply of water to those who are likely to be affected.

Susi Ganeshan allegedly threatens actor Siddharth for supporting Leena in 'Me Too'

Me Too
Most of Kollywood has maintained a stoic silence on the #MeToo movement.
Over the last two days, most of the Tamil film fraternity has maintained a stoic silence over shocking allegations of sexual harassment made by filmmaker Leena Manimekalai against director Susi Ganeshan. But actor Siddharth who has been openly voicing his support for survivors who emerge from the Me Too movement, once against stood by the accuser on Tuesday, making it clear that he believed her. But a day later, he is facing the backlash for his efforts, after the accused director allegedly threatened his family. In a tweet on Wednesday, Siddharth says, "Susi Ganesan spoke to my aged father on the phone and threatened us with dire consequences if I continue to stand by Leena. So I just want everyone to know that now more than ever... I Stand With #LeenaManimekalai. Stay strong and fight the good fight sister!" On Sunday, Tamil filmmaker Leena put up a Facebook post naming director Susi Ganeshan. This was a follow up to a post she had put up in 2017 where she alleged that a director had attempted to sexually harass her under the pretext of dropping her home. She hadn't named the culprit back then but found the courage to do so now. Susi Ganeshan, meanwhile, responded to Leena's allegations on his Facebook page by calling her immoral. He wrote that it was she who abuses men for benefits. Media reports further claimed that he was filing a criminal case against. Leena took to Twitter to explain that it was not a simple process to file such a case in the first place. Leena, however, dismissed his claims and said that she was not surprised by the alleged threats. "I spoke to Siddharth this morning and we had a long chat. He promised me his support and was actually saying that he could receive threats. He, in fact, told me to be careful because Susi Ganeshan would use all his contacts in the police too if necessary," says Leena to TNM. "And just as he predicted, he has called and threatened the family. Nobody in my family has received any threats yet. But they are terrified that he will file a case against me," she adds.  Leena has been talking to concerned family members all day, who are worried about her safety. "Siddharth told me that there are more people ready to lend their support. This is great but will there be an impact if they don't do it openly?" she asks. "Now is the time for industry stalwarts to speak up. Even if one big director lends his support, the entire game will change. Currently Susi Ganeshan is adopting slander to keep me quiet. He thinks if he questions my character, I will back down. But I won't because I am talking the truth. He is also afraid that if my voice is heard, more women will come out with allegations against him."

Dengue
Health officials have stated that the recent influx of cases is most likely seasonal.
Representational Image
As of Wednesday, a total of 16 cases of dengue have been reported in the city of Chennai alone. It was reported that eight children were admitted at the Egmore Institute of Childrens’ Health and are undergoing treatment for dengue fever. Another eight people have been admitted to the Rajiv Gandhi General Hospital with dengue. “All eight people who are currently admitted have been found to be dengue positive and are being treated. They are all stable at present,” said Dr Jayanthi, Dean of Madras Medical College and Rajiv Gandhi General Hospital said to TNM, “There is absolutely no need for alarm. Compared to the number of seasonal cases we saw last year we are actually seeing less cases this year.” The hospital currently has fever wards set up for both male and female patients and has laboratory setups to get accurate reports. “We have a team of doctors in place whom are following up with the patients. Our lab is also well equipped to handle the same. All the required medicines are also stocked up accordingly,” she added. Dengue fever is a mosquito-borne disease caused by the one of four types of the dengue virus. During the rainy season, it is normal to see an increase in the number of cases of dengue. It is also called “break bone fever” due to the immense joint pains which are often experienced by those presenting with the fever.    The most common symptoms are high grade fever, headache, joint ache, nausea and vomiting. In some severe cases, people may present with ‘hemorrhagic fever’ when they may have symptoms of bleeding gums, blood in stools or urine, or even the appearance of bruises on the skin due to bleeding under the skin. Treatment is largely through supportive measures to control the fever and to take plenty of fluids. Regular platelet count monitoring is also done for patients admitted in the hospital.

Chennai water crisis averted: Private tanker, packaged drinking water strike called off

The TN Private Tanker Operators Association said that the government agreed to look into their demands.
AR Shiva Kumar
The unexpected, manmade water crisis that was experienced by those in Chennai, Kancheepuram and Thiruvallur districts since Monday has come to an end, with members of the Private Tanker Operators Association agreeing to a truce on Wednesday with Municipal Administration Minister S P Velumani. Earlier on Wednesday, the Greater Tamil Nadu Packaged Drinking Water Manufacturers Association agreed to end their strike. Speaking to the media, N Nijalingam, president of the TN Private Tanker Operators Association, said that the government agreed to look into their demands after a tense meeting on Wednesday. “Two members from our association will join the committee formed by the Public Works Department (PWD) that will look into this order,” he said. Earlier this month, the Madras High Court upheld a 2014 Government Order issued by the PWD that regulates the extraction of groundwater for commercial purposes by commercial establishments. Justice SM Subramaniam upheld the order while disposing of a batch of petitions challenging the order. This order observed that water and other natural resources are national assets. The judge directed the authorities concerned not to grant a licence, no objection certificate (NOC) or permission to commercial establishments/persons to extract groundwater for commercial usage without inspecting the water flow meter, that allows for fixed water extraction. The order stated that if water was extracted without any authority, it amounted to theft. Earlier on Wednesday, the Chennai Metro Water Supply and Sewage Board (CMWSSB) issued a circular guaranteeing 24 hours operation of their tanker lorries. CMWSSB operates 790 board agreement vehicles throughout the city, and an average of 675 MLD water is supplied through pipes and mobile water services. A beeline of 20 water tankers carrying over 10,000 litres of water is a daily sight at Embassy Residency in Perumbakkam. This apartment complex that has close to 700 occupied flats comes under the Perumbakkam panchayat and the pipes from Chennai Metro Water Supply and Sewage Board (CMWSSB) do not run through their complex, forcing residents to buy water regularly. But since Monday, the glaring absence of these water tankers left them between a rock and a hard place. “Our apartments can store water for a day. With the water that we stored on Sunday, we were able to manage on Monday But it has been three days now and we’ve been running from the municipality to the panchayat to help us with this situation. Unless the strike ends, there can be no respite for us,” says Raghunandhanan, Perumbakkam Embassy Residency Association’s President, his worried tone evident. But Raghunandhanan wasn’t the only one who was severely affected as a result of this strike. Several apartments, gated communities, private companies, hospitals and other establishments in extended parts of the city and the districts of Kancheepuram and Tiruvallur were left to fend for themselves as a result of the strike. Raghunandhanan also observed that the puja holidays is the only reason the problem did not escalate. “Commercial complexes have no water. If not for the puja holidays, the corporates would have had to shut down their premises. What can be done without water?” he asks. The interim respite has stabilised the situation for now.

The court said that there was no entry of ‘Buddhist Adi Dravidar’ in the SC and ST orders (Amendment) Act.
The Madras High Court rejected a plea from a petitioner on Wednesday to issue a community certificate as ‘Buddhist Adi Dravidar’ to him. The rejection was based on the fact that there was no ‘Buddhist Adi Dravidar’ entry in the Presidential order, according to reports. The division bench of the court comprising of justices R Subbiah and R Pongiappan were hearing a plea filed by GJ Tamilarasu, a B.Ed graduate. Born to Christian parents as Victor Joseph J, Tamilarasu had received a ‘Christian Adi Dravidar’ community certificate while studying in school, reported Times of India. He then completed his B.Ed and postgraduation, after which he converted into Buddhism after being enamoured by its guiding principles. He also changed his name to GJ Tamilarasu, and had it notified in the gazette. He then applied for the issuance of community certificate, just like how he had one when he was a Christian. In 2017, the Erode Collector rejected his petition for issuance of a community certificate. Tamilarasu then approached the Madras High Court against the order of the Collector. Additional Advocate-General Narmadha Sampath, representing the Erode Collector said that there was no entry of ‘Buddhist Adi Dravidar’ in the Scheduled Castes and Scheduled Tribes orders (Amendment) Act and hence the certificate demanded by Tamilarasu cannot be issued. The court concurred with her submission, and said that the petitioner had applied for the certificate based on a government order that dates back to 2009, according to which community certificate shall be issued to persons who have reconverted to their original religion. According to the GO, the benefit as awarded in order is applicable only when the person in question converts back to the original religion of his/her ancestors. Stating that Tamilarasu’s parents were Hindus originally who converted to Christianity and that the petitioner converted to Buddhism, the court said that the GO will not be applicable in his case.

Me Too
In a note on Twitter, director Rahul Ravindran writes, “You might see her (Chinmayi) as a threat to status quo. That of male privilege. Deal with it.”
In addition to facing their own past traumas, survivors who have chosen to share their stories in the #MeToo movement must battle another harrowing impediment - the Internet trolls. Singer Chinamyi is among those women survivors who faced abusive and illogical messages from Twitter trolls and even managed to handle them with dignity. But now, her husband director Rahul Ravindran, too, is facing his share of trolls for supporting his wife. Rahul, however, made it clear on Wednesday, that no amount of trolling can affect his unwavering support for his wife. In a short note on Twitter, he not only gave it back to the trolls but also showered Chinmayi with praised for her kindness and bravery."All you jobless trolls who keep making noises on my timeline...you might be very few in number… but boy, you can be annoying! So here goes once and for all. My wife might be an inconvenience to you because she's a rare breed that has the courage to speak up. You might see her as a threat to the status quo. That of male privilege. Deal with it. Like it or not the world is changing. It will be an equal world soon. And the voice will get louder until then. But she is not an inconvenience to me. I married a woman who is loving, caring, kind and a selfless giver. She doesn't care half as much about herself as she cares about me and our puppies. And yeah, she's a complete romantic at heart. Dynamite combo bruv. Good luck finding yourself one. There are plenty out there. But doubt they'd want you. Dot." His strong retort to those questioning his stand on the matter won him huge praise on the social media platform. Chinmayi herself retweeted the note with a caption that read - 'My husband strongest'. My husband strongest. https://t.co/EEAJzSHopn — Chinmayi Sripaada (@Chinmayi) October 17, 2018 Several comments on his post thanked him for the note and claimed that he has restored people's faith in men. Very sweet. It’s men like u who make this world still a liveable place. Thank you. — Pravallika Anjuri Iruvaram (@ipravallika) October 17, 2018   Oh you beauty, you are so nice Rahul. I'm glad @Chinmayi is with you. Every word in this note is just perfect. Blessings and love to both of you *toucheswood*— Purple (@Purpleshadow__) October 17, 2018 You are so lucky chinmayi! I am happy that a strong girl with a good heart has got a person with the same qualities as her life partner , which is rare in this world. May you both win the fight together, hand in hand. More love to you. — Thiripurasundarigayathri (@Thiripu49304809) October 18, 2018   Well said @23_rahulr #MeToo movement is not just about women’s problem. This is important movement for men too to support their mothers, sisters, daughters and friends . — Hariharan Natarajan (@Hari1024N) October 17, 2018 In the past too, Rahul has made no bones about showing his support for his wife. He had once slammed online shopping site Snapdeal after they posted a sexist ad borrowing a shot from the Aishwarya Rai Bachchan’s film Jazbaa. The visual showed a panicked Aishwarya running and the accompanying text read, "Running to the door before your husband finds out how much online shopping you did." Responding to the ad, Rahul pointed out, "My wife filed higher returns than I did last year and pays for her own online or otherwise shopping. She ain't gotta run anywhere." The online attack on Chinmayi began soon after she named lyricist Vairamuthu in a tweet, where she accused him of sexually harassing her when she was just 18 years old. Following that, she has been labelled a “liar” and faced sexist abuse from those hiding behind the anonymity that the internet offers.

Healthcare and lack of banks top the list of woes in this neglected Coimbatore locality

Infrastructure
Located near the major hub of Ukkadam has not helped Karumbukkadai one bit, rue the residents who have been submitting petitions for the past 10 years.
“Idhu oru nagaratthin porvayil irukkum adippadai vasadhi illaadha oru graamam” – meaning this is a village without basic amenities that exists in the guise of a city. This is how 33-year-old Sajina describes the area in which she lives. Karumbukkadai is one of the busiest localities in Coimbatore. Situated adjacent to Ukkadam, a major hub in the city, and with a population of around 60,000, this could have been a self-contained locality where residents could lead a life with dignity. But in reality, Karumbukkadai is just the opposite of self-sufficient. “Since it’s located very close to major hubs of the city, authorities who plan developmental projects tend to easily overlook this area. They think that this area is fine since it is so close to the city and cannot be missed by anybody. But the truth is that this impression has led to the neglect faced by the people living here,” she says. With a number of plastic manufacturing industries and traders dotting the narrow lanes, Karumbukkadai remains a neglected locality despite it being partly represented in the TN State Assembly by a minister. The locality is divided between the Thondamuthur and Singanallur Assembly constituencies. While Singanallur is represented by N Karthik of the DMK, Thondamuthur is represented by SP Velumani of the AIADMK, who is also the Municipal Administration and Rural Development Minister. Lack of Primary Healthcare Centre Although the locality has a list of complaints, the most important one remains the lack of a Primary Healthcare Centre (PHC). Numerous petitions and complaints regarding this have been given to the authorities, but nothing has been done on the ground. “The nearest government hospital for us is the Coimbatore Medical College Hospital (CMCH). Of course, the treatment and medicines will be all free, but it takes a good part of a working day if we decide to go there,” says Sabeer Ali, secretary of Jamaat-E-Islami Hind, an organisation under whose aegis the people of Karumbukkadai have submitted letters to the authorities. Sabeer adds that since most people in the area depend on daily wages for their income, sacrificing a major portion of the day in a hospital far away is not feasible. The nearest bus stand is about 1.5 km away on all sides and autos charge Rs 80 for a one-way trip to CMCH from Palghat Road. Rates increase depending on how interior the passenger hires the auto from. “Now the situation is such that we have to go up to the big hospital (CMCH) for a simple fever or headache. The only other option we have here is to approach private hospitals that charge at least Rs 200 for a consultation,” he says. The locality is divided into two wards – 75 and 86 – and both were represented by independent councillors until their terms expired in October 2016. No elections have been held since then. Sadiq Ali, the incumbent councillor of Ward 86, tells TNM that the area has secured allocation for a PHC at the cost of around Rs 70 lakh but it is yet to take off. “It has been more than a year since Minister SP Velumani laid the foundation stone for the PHC. But nothing has happened after that. The area is now a garbage dump,” he says. Nasser, a resident of Karumbukkadai, says that the ceremony for laying the foundation stone was conducted amidst great show many months back. But now, he says, nobody seems to remember the project. “They conducted a function as if the PHC was going to sprout out of the land the next day. Many months later, only garbage is seen here. There is no trace of any PHC or hospital. I doubt if the minister himself remembers it now,” he says. Ambulances also are reluctant to turn up if they know that the caller is from Karumbukkadai area, says Sajina. “The roads are so narrow that it becomes choked during peak hours. So when we call an ambulance to ferry someone to CMCH and tell the driver the address, there is a 90% chance that he will give some excuse to not turn up or he will ask us to come till the main road (Palghat Road) from where he will pick us up. The purpose of calling an ambulance itself is lost, right?” she asks. Lack of nationalised bank branch Another pressing need for the people in this area is banks. More than 20 petitions have been submitted to the concerned authorities, including the Reserve Bank of India (RBI), requesting for a branch of any nationalised bank. M Abdul Hakkim, from Jamaat-E-Islami Hind and a third-generation resident of the area, says that the traders and the manufacturers in the locality are dependent on banks on Oppanakkara Street, which is about 4 km away, or Kuniyamuthur, which is 6 km away. “The traders here have cash circulation every day. They are invariably dependent on banks to run their business. Although we have the means to withdraw cash, we have to travel to some other place if we want to deposit cash,” he says. Sajina also adds that being from a conservative community, the women in the area are now forced to being dependent on men for the smallest of bank-related tasks. “We women have started coming out only now. Since the banks are far, we again need to wait for our husbands to come back home to help us to deposit money. We earn money by stitching clothes and doing odd jobs, we want to save some for a secure future. Now we have again been reduced to being dependent on our husbands or sons or fathers for such small things,” she rues. Perception of being a ‘sensitive area’ One of the major reasons for the banks to informally blacklist the area, according to Abdul, is the fact that Muslims form a majority of the area’s population. “Since the serial blasts in 1998, we have a feeling that they are sidelining us. This locality is affected because of that unofficial perception among the banks. We have armed guards on vigil in the area and we still don’t know why. The unofficial information that the bank officers have given us for not opening a branch is that this is a sensitive area,” he says. Adding that people from all communities live in harmony in the area, Abdul tells TNM, “We all helped as one single unit to get the Ukkadam Lake desilted. There is no enmity between us. We are all partners here,” he says. However, TNM spoke to Venkataraman, the lead banking officer for the area, who said that Karur Vysya Bank (KVB) has expressed interest in establishing a branch in the area. “Abdul Hakkim and a few others gave a letter requesting for a bank branch in Karumbukkadai two months ago. We have acted on it and now KVB has expressed interest to do the same,” he says. He also added that he is not sure as to why no action was taken on similar requests by the people from the area for the past 10 years. Some residents wonder if there could there be a political reason behind the neglect. “We had requested only for the setting up of government-run basic necessities like middle school, proper healthcare centre, sanitation and so on. But now, it has become a political issue for those in power, since we did not vote for the ruling party in Singanallur. Irrespective of a minister representing a part of this area in the Assembly, our lives continue to be abysmal due to all these,” Abdul says.

‘Dead have right of privacy’: Madras HC says no DNA test on Jayalalithaa in Amrutha plea

Court
Amrutha Sarathy had moved the court seeking a DNA test to establish that she is Jayalalithaa’s daughter. The court has now denied her plea.
Nearly a year after a 37-year-old woman from Bengaluru created a flutter by claiming to be the biological daughter of former Tamil Nadu Chief Minister J Jayalalithaa, the Madras High Court has dismissed her writ petition. Amrutha Sarathy had moved the court seeking a DNA test to establish that she is Jayalalithaa’s daughter. She also sought to cremate the remains of the late leader as per rites, rituals and customs of the Iyengar community, once her maternity was ascertained. While dismissing her petition on the grounds that Amrutha had failed to produce substantial evidence to prove her claim, Justice S Vaidyanathan stated, “In the absence of substantial evidence to support the claim of the first petitioner/Amrutha, this Court cannot grant the relief sought by her. If the said relief is granted, it will not only open the Pandora’s box but also the coffin of Late Ms J Jayalalithaa.” The Madras High Court in its 38-page ruling also emphasised that the dead have right to privacy, noting, “According to Puranas, even dead persons have got a right of privacy and their souls should not be disturbed, as they have immortal life after their death.”   Amrutha’s claims In her writ petition, Amrutha claimed that she was born on 14 August 1980 at Jayalalithaa’s Mylapore residence in Chennai. She, however, was raised by Shailaja, Jayalalithaa’s ‘sister’ and Sarathy, who did not have children of their own. Amrutha also went on to state in her petition that she learnt she was Jayalalithaa’s daughter after the leader’s demise through her foster father Sarathy before his death, and later through her aunts, LS Lalitha and Ranjani Ravindranath. She claimed that an understanding was arrived at by Jayalalithaa and the family members that Amrutha’s birth would be kept a secret to uphold the dignity of the family. Amrutha also stated that it was Jayalalithaa’s wish that Amrutha be raised by Shailaja and Sarathy. Amrutha also claimed that she had visited Jayalalithaa at her Poes Garden residence in Chennai in 1996, and thereafter the former CM visited her in Bengaluru and even stayed with her. Tamil Nadu government’s counter However, in response to Amrutha’s claims, the Tamil Nadu government stated that there was no proof to show that the former CM visited the petitioner during her visits to Bengaluru in 2007 and 2008. The state government also said there was no proof of Amrutha’s visits to Jayalalithaa’s Poes Garden residence. Moreover, telephone bills from the years 2002 and 2003 furnished by Amrutha as proof that she had spoken to Jayalalithaa could not be verified as the Telecom Regulatory of India maintained call records only for a year, pointed out the Tamil Nadu government. Furthermore, rejecting Amrutha’s claim that Shailaja was Jayalalithaa’s sister, the state government pointed out that Jayalalithaa had filed a defamation case against Shailaja for an article published in Tamil magazine Junior Vikatan. The Tamil Nadu government also went on to produce a video clipping of Jayalalithaa at the Filmfare Awards - South function that was held on July 6, 1980 to prove that the late leader was not pregnant at the time, and that Amrutha’s claim was “utterly false”. While Amrutha had stated that she was ready to match her blood samples with the late leader, Apollo Hospitals in Chennai – at the behest of the court – had reported that no biological samples belonging to Jayalalithaa were kept frozen with the hospital. Thereafter, Amrutha had sought to carry out a DNA test with Deepa Jayakumar, Jayalalithaa’s niece. ‘Cannot conduct roving enquiry on persons who are not alive’ However, Justice Vaidyanathan in his order observes that Amrutha “has not established any extraordinary circumstance for conducting DNA Test, and hence, she cannot compel the 3rd respondent/ Deepa Jayakumar to give her blood samples for DNA matching.” Snidely pointing out that Amrutha had failed to prove her claims with evidence, Justice Vaidyanathan went on to state, “…unfortunately, the witnesses on the side of the first petitioner/Amrutha had already attained mortality and since we are living in the age of Kali Yuga, we cannot expect a dead person to come alive and stand as a witness, as Hindus believe that human civilization degenerates spiritually during the Kali Yuga, which is referred to as the Dark Ages, because in Kali Yuga people are as far away as possible from God. When there is no cogent material or reason, the first petitioner/Amrutha cannot ask the Court to conduct a roving enquiry that too on persons who are not alive.” In the October 12 order, Justice Vaidyanathan stated, “…the first petitioner/ Amrutha has not produced any photograph to establish that she had stayed with Late Ms J Jayalalithaa. The averment of the first petitioner/Amrutha that she made several phone calls to Late Ms J Jayalalithaa, cannot be a good ground for this Court to accept her contention. Though the first petitioner/ Amrutha has averred in Affidavit that Late Ms J Jayalalithaa was so clannish to her and she used to hug the first petitioner, whenever she saw her, it would only be considered as spoken in the air, mere showing her delusive quality and this Court cannot take the same into account for the purpose of granting relief.” The High Court also observed that while the State has control over the mortal remains of the deceased Chief Minister in conducting a funeral, neither Amrutha nor Jayalalithaa’s family members had expressed interest in cremating her as per the Iyengar customs. Furthermore, the court also made note of the fact that Amrutha had not made any request nor filed a case for a Paternity Test. It was only after the High Court had posed the question that Amrutha had stated her willingness to have her biological samples matched with the children of late actor Shoban Babu. The most high profile name that has featured in the 'Me Too' movement that gathered pace in India in the last three weeks is central minister MJ Akbar. The minister who has been forced to resign, like many others, has been condescending of the movement. And now his cabinet colleague, BJP leader and Union Minister of State for Finance and Shipping Pon Radhakrishnan has joined the list of people ridiculing a movement that has empowered many women to speak up. According to Pon Radhakrishnan, the Me Too movement was propagated by people with crooked thoughts."Me Too movement is propagated by people with crooked thoughts," he declared. Saying that Me Too movement cannot be accepted, he said, "If someone claims that something happened when you and a woman were studying in class five, would you accept it? What if men start pointing fingers at the women in our household and say similar things happened? What would happen to the dignity of those women? Would you accept it?" He was speaking to reporters during a visit to Kurumbapatti village in Karur district for inaugurating a central scheme. There are many others who have echoed the minister's thoughts in an attempt to belittle the movement. Actor Radha Ravi recently made a condescending speech about the movement. In Tamil Nadu, lyricist Vairamuthu was one of the first big names to be accused of sexual harassment. He responded to allegations made by singer Chinmayi and others saying that politically motivated people were targeting him.

Other passengers managed to escape through an exit door when the bus was being engulfed in flames.
Four persons were charred to death when an Omni bus hit a lorry in the early hours of Friday near Ulundurpet in Villupuram. The accident happened at around 1.30 am when the bus carrying 23 passengers, two drivers and two cleaners was heading towards Trichy from Chennai. As the bus approached the Ajees Nagar junction near Ulundurpet, it hit a lorry carrying cement, which was making a U-turn at the junction. The impact of the collision caused sparks and the bus caught fire. The flames engulfed the vehicle, charring four persons to death on the spot. Several others were injured. The people killed in the accident have not been identified yet. Speaking to TNM, a senior police officer said that a bigger mishap was averted since the passengers escaped through the emergency exit at the back of the bus. “Coincidentally, it was only the previous night that one of the passengers, a police officer, had clarified with one of the cleaners about the location and the way to use the emergency exit. As soon as the collision happened, he was the first to wake up and open the emergency exit, thereby preventing a more loss of lives,” he said. Although none of the four persons has been identified, the police officer told that one of the dead could have been a passenger. “There were 23 passengers and only 22 are alive. Hence I think one of the deceased could be a passenger. Since the front door got latched onto a portion of the lorry in the impact, none of the passengers could have used that portion to get down. Since the fire spread from the front portion of the bus, we suspect that one of the drivers and one cleaner of the bus and the lorry driver died. The other cleaner and driver ran away and saved their lives,” he said. The injured have been admitted to a hospital and the police have informed the company that operates the bus. The police said that the process of identification of the bodies will begin soon. This is a developing story
