Incentive marks capped at 30% for NEET-PG students who take up govt rural service

The Tamil Nadu health department on Saturday issued an order which stated that doctors in government service will be eligible for incentives of up to 30 per cent over and above their NEET score for postgraduate admissions. The order was issued based on the recommendations made by a seven-member committee, the Times of India reported. The order categorised service doctors into four classes and allocated an incentive to them according to their place of work. According to the new order, doctors who are working in hilly areas are eligible to get 10 per cent grace marks above their NEET score and those working in difficult areas in the plains will get 9 per cent. Those working in remote areas are eligible for an incentive of 8 per cent and those working in rural areas are eligible for 5 per cent of marks above their NEET-PG score. The notification caused some confusion among the students regarding the maximum incentive a student can be granted. A clarification was then issued, stating that irrespective of the number of years of service a PG aspirant has given, the maximum marks he or she can be granted as an incentive cannot exceed 30 per cent. The students also put forward another problem in relation to the new rule – while PG aspirants serving in urban centres are not eligible for incentives, those working as health officers in the state public health department can receive 10 per cent grace mark over their NEET score. However, the health officers are eligible to pick only community medicine as their PG speciality and it is compulsory for them to complete their PG course in five years, the Public Health Department clarified. In the recently released NEET-PG results, Tamil Nadu found the highest number of candidates qualifying the exams, thereby becoming eligible for a seat in government medical colleges. 14 per cent (11,121 students) of the total number of candidates who cleared NEET-PG exams were from Tamil Nadu.

Actor and politician Kamal Haasan’s party, Makkal Needhi Maiam (MNM) has been allotted the ‘Battery Torch’ symbol for the upcoming Lok Sabha polls by the Election Commission of India (ECI). The Election Commission made the announcement vide a notification dated March 9, 2019. MNM had reportedly requested the ECI to allocate a common symbol for the party across constituencies to contest in the upcoming parliamentary elections. Kamal Haasan later took to Twitter to thank the ECI. “MNM thanks the Election Commission for granting us the "Battery Torch" symbol for the forthcoming elections.  So appropriate. @maiamofficial will endeavour to be the “Torch-Bearer” for a new era in TN and  Indian politics,” tweeted the MNM Chief. He had also made it clear that his party would not ally with any other party, but would face the polls alone. In the one-year since the party’s launch in February 2018, Kamal Haasan has met with political leaders across the spectrum. His meeting with Congress President Rahul Gandhi sparked off speculations about MNM teaming up with the Congress for the elections. With Kamal Haasan categorically ruling out an alliance with the DMK or the AIADMK in Tamil Nadu, a partnership with Congress also became impossible as the latter forged an alliance with the DMK for the polls. Kamal Haasan, with his party workers, was seen on the ground after cyclone Gaja and had distributed relief items to those affected by the cyclone. Recently, he launched the Puducherry unit of the party. MNM had invited applications from those who were willing to contest the Lok Sabha elections, between February 28 and March 7, on payment of Rs 10,000.

With 39 seats up for grabs, the Lok Sabha Elections in Tamil Nadu will take place in a single phase.
Tamil Nadu is all set to go to polls on April 18, 2019 for the 39 Lok Sabha constituencies across the state. Puducherry will also go to polls on the same day as Tamil Nadu. The Lok Sabha Elections will take place in a single phase in the state and the Union Territory. As per the Election Commission of India’s announcement on Sunday, political parties in the state are expected to file their nominations between March 19 and March 26. The last date for withdrawal of nominations is March 29. Results will be announced on May 23 with counting of ballots set to take place on a single day. Along with the Lok Sabha elections, the EC has also decided to hold bye-polls for the 18 assembly seats out of 21 seats that have been lying vacant for some months now. While 18 MLAs were disqualified by the Madras High Court in October last year under the Anti Defection Law for declaring their support to AMMK’s TTV Dhinakaran, MLAs M Karunanidhi (DMK, Thiruvarur), AK Bose(AIADMK, Thirupparankundram) died in office. Hosur MLA and Minister Balakrishna Reddy was disqualified following his three-year imprisonment in a criminal case. The Chief electoral officer Satyabrata Sahoo announced that bypolls will be held only for 18 constituencies on April 18. Ottapidaram, Aravakurichi and Tirupparamkundram assembly bye-elections will not be held on April 18 since there are cases pending related to these assembly seats in the court.   The ruling party in the state, the AIADMK, has entered into a ‘mega alliance’ with the national party at the centre, the BJP. While AIADMK will contest from 20 seats and BJP from five, critic-turned-alliance partner PMK has been allotted seven parliamentary constituencies. Puthiya Tamilagam and Puthiya Needhi Katchi will contest from one seat each. NR Congress will contest the lone seat of Puducherry.  The seat-sharing talks, which took place over February and March, also saw the AIADMK garner assurances of support from the BJP, PMK and other parties for the 21-state bye-elections that are due in the state. DMDK is reportedly in the final stages of alliance talks with the AIADMK and an announcement is expected anytime soon. RK Nagar MLA TTV Dhinakaran is also in the poll fray, making the fight a three-cornered contest between the AIADMK, the DMK and his AMMK. The DMK, which is Tamil Nadu’s opposition party, meanwhile has joined hands with its long-time ally Congress. DMK has given 10 seats to Congress including the seat in Puducherry and another 10 seats to its other allies. In its combine are CPI(2), CPI(M) (2), VCK (2), MDMK (1), IUML (1), KMDK (1) and IJK (1). Thus, DMK will be contesting only from 20 seats in the upcoming elections. DMK has, however, asked all its allies to contest from the party’s ‘Rising Sun’ symbol. This request has been accepted by IJK and KDMK while Thirumavalavan’s VCK and Vaiko’s MDMK parties are still deliberating the decision.

Complaint filed against DMK MLA for instigating enmity between communities

A complaint has been filed at the Thoothukudi SIPCOT police station against Thoothukudi MLA Geetha Jeevan of the DMK for allegedly instigating enmity between communities. This based on an audio clip that is purportedly a telephone conversation a man and Geetha Jeevan. TNM was not able to authenticate the veracity of the audio clip and when it was recorded.  In the audio, the MLA allegedly attempts to persuade a resident of Madurai to gather others to protest against the clubbing of seven sub-castes in the Devendra kula Vellalar community. The man, who introduces himself as hailing from Madurai and belonging to the Pillaimar community (categorized as Backward Caste) allegedly says that his community is staunchly against the declaration of seven sub-castes communities as a part of Devendrakula vellalars. The seven sub-castes are Kudumban, Pannadi, Kaalaadi, Kadayan, Devendrakulathan, Vadhiriyaar and Pallan. The man, whose identity is not known, says his community is part of the Vellalar community and they do not want the seven sub-castes to be known by the same name. “We are against it because, we (Pillaimars) are in a higher position in the society (categorized as Backward Caste),” the man says, to which the MLA agrees stating that it would be better to declare the seven sub-sects as ‘Devendrakulathor’ similar to ‘Mukkulathor’ without using the term ‘Vellalar’ in it. Geetha then pacifies the man stating that the DMK would not declare the clubbing of the seven sub-castes but would only consider the demands of the SC community. The MLA then instructs the man to send as many letters as possible from the people of his community to all the MLAs, MPs and the committee which has been appointed by the ruling AIADMK, explaining their opposition. “If you just put the addressee as so-and-so constituency MLA, the letter will reach them. In case you want names, it is available on the internet,” she says. She also says that she will arrange for the man to meet DMK MP Kanimozhi in person and submit a representation on behalf of the people of his community. The government of Tamil Nadu had, recently, put in place a committee to look into Puthiya Thamizhagam party leader Krishnasamy’s long-standing demand to rename seven sub-sects in the SC list as Devendrakula vellalars and be removed from the SC list. The idea behind this demand is to remove the social stigma associated with them being put in the list of Scheduled Castes. Despite the MLA offering justification for her comments, the DMK party workers in the region were reportedly not satisfied with the explanation and have allegedly raised the issue with the party President MK Stalin and the secretary of the women’s wing, Kanimozhi. Following this, a local DMK functionary has also given a complaint to the Thoothukudi SP Murali Rambha seeking action against the MLA. This issue assumes significance as Rajya Sabha MP Kanimozhi is likely to be DMK’s candidate from Thoothukudi Lok Sabha constituency. Kanimozhi filed her application with the DMK to contest from Thoothukudi and was interviewed by the DMK senior leaders at Chennai on Sunday. Speaking to TNM about the matter, the SP confirmed that a complaint has been filed by a DMK cadre. “It is being inquired by the police at the SIPCOT police station,” he said. The police officers at the SIPCOT police station were not immediately reachable for more details on the issue. TNM was unable to reach MLA Geetha Jeevan for a comment.

The poll pact brings to a close the dramatic negotiations that had the DMDK jumping between the two Dravidian parties.
After a long drawn negotiation, the DMDK and the AIADMK finalised the pre-poll pact for the Lok Sabha polls in Tamil Nadu, which is scheduled to be held on April 18. According to the agreement which was signed on Sunday, the DMDK has been allotted four seats in the alliance. Speaking to reporters after the agreement was signed, Deputy Chief Minister O Panneerselvam, who is also the coordinator of AIADMK said, “A good decision has been taken to contest the upcoming polls together.” He also added that the DMDK will support the AIADMK candidates in the assembly bypolls which are also scheduled to be held on April 18. He was flanked by Chief Minister and Joint Coordinator of AIADMK Edappadi K Palaniswami, Chief of DMDK Vijayakant, Treasurer of DMDK Premalatha Vijayakant and Deputy General Secretary LK Sudhish while he made the formal announcement of the alliance. DMDK has attempted to drive a hard bargain, demanding as many seats as the PMK in the alliance. However, its last-minute attempt to join the DMK went futile with the Dravidian heavyweight refusing to yield any seats. The AIADMK alliance will see the ruling party contest from at least 21 seats, the PMK 7, BJP 5, DMDK 4, PT 1, New Justice party 1. The NR Congress has been given the lone seat of Puducherry. DMDK was one of the first parties to announce that they had started talking to political parties for an alliance in the upcoming polls. In February, LK Sudhish, the Deputy General Secretary of DMDK stated that alliance talks were in progress and will be finalised once ‘Captain’ Vijayakant came back from the US, where he had gone for medical treatment. Vijayakant has been away from active politics for a while now due to his health. His wife Premalatha Vijayakant was elected as the Treasurer of the party in October 2018 who had then said that Tamil Nadu will witness a golden rule led by Vijayakant. It was after this that Vijayakant left to the US for his treatment. Recently, DMDK faced flak for speaking to both DMK and AIADMK for alliance in the upcoming polls. However, as DMK made it clear that it has no more seats to offer the DMDK, the two options before the party were either to ally with the ruling AIADMK-BJP alliance or to contest alone. DMDK was founded in 2005 and has had its own share of ups and downs in the electoral space. While Vijayakant managed to win one seat in the 2006 Tamil Nadu Assembly polls, in the 2011 Assembly polls, DMDK allied with AIADMK and was given 41 seats by AIADMK to contest from. DMDK became the main opposition party in the legislative assembly after it won 29 seats out of the 41 seats. However, the alliance fell apart following the elections, and nine DMDK MLAs defected to the ruling AIADMK camp. DMDK was part of the rainbow alliance which had BJP, PMK, MDMK but drew a blank in 2014 general elections. In the 2016 Assembly polls, Vijayakant joined the People’s Welfare Front comprising of Left parties, VCK, and the MDMK. However, the combine was routed in the polls.

Rajinikanth's RMM won't contest in Tamil Nadu bye-polls

Actor and politician Rajinikanth has stated that he would not be contesting in the state bye-polls due in Tamil Nadu. Rajinikanth made his position known to the media at the Chennai airport on Sunday. He was returning from Mumbai after attending the wedding of Akash Ambani and Shloka Mehta, along with his daughter Soundarya and son-in-law Vishagan Vannangamudi. In response to a question on whether he would contest the bye-elections in the state, if held, Rajinikanth outright said, "No." When asked whom he supported in the upcoming Indian General Elections, he declined to answer and said, "Sorry, I would not like to say anything now." In February, the superstar had urged people to vote for a party that would permanently solve water problems. "Tamil Nadu's most important problem is water scarcity. Hence, in your opinion, whoever you think is capable of forming a stable and strong government in the centre and formulate plans and implement them to permanently end the water problem, please vote for them without fail," he had said. In reference to this, on Sunday, he was asked whether he meant national parties or state parties, to which he responded, "Both." The actor has, in the past, backed river interlinking across the country. Rajinikanth had also put to rest all speculations earlier in February when he declared that he would neither contest the elections nor support anyone in the 2019 Lok Sabha elections. He had stated that the Tamil Nadu Legislative Assembly elections was his goal. Rajinikanth, who launched his political outfit, the Rajini Makkal Mandram in December 2017, is yet to launch a full-fledged political party. His latest statements come even as political parties have been hoping for the actor's support. With a large fanbase, the actor's political statements have always been closely watched. In 1996, he had said, “Even God can’t save Tamil Nadu if Jayalalithaa returns to power." It is believed that this helped the DMK-TMC combine sweep the elections.

Bye-polls to 18 assembly constituencies in Tamil Nadu on April 18

Bye-polls to 18 of 21 legislative assembly constituencies due in Tamil Nadu will take place on Thursday, April 18, 2019. The Election Commission of India made the announcement on Sunday in New Delhi while announcing the dates for the upcoming General Elections. Later, Tamil Nadu’s Chief Electoral Officer, Satyabrata Sahoo clarified in a press conference in Chennai that bye-polls to Ottapidaram, Aravakurichi and Thiruparankundram assembly constituencies would not take place as petitions on the polls are still pending in court. The polls would take place simultaneously along with Lok Sabha polls. The results too would be announced on the same day on Thursday, May 23. The constituencies that will go to polls on April 18 are Poonamallee (SC), Perambur, Thiruporur, Sholingur, Gudiyattham (SC), Ambur, Hosur, Pappireddippatti, Harur (SC), Nilakkottai (SC), Thiruvarur, Thanjavur, Manamadurai (SC), Andipatti, Periyakulam (SC), Sattur, Paramakudi (SC) and Vilathikulam. While 18 MLAs were disqualified by the Madras High Court in October last year under the Anti Defection Law for declaring their support to AMMK’s TTV Dhinakaran, MLAs M Karunanidhi (DMK, Thiruvarur) and AK Bose (AIADMK, Thirupparankundram) died in office. Hosur MLA and Minister Balakrishna Reddy was disqualified following his three-year imprisonment in a criminal case. The state CEO also informed the media that all Superintendents of Police, Commissioners and Collectors across all districts would be instructed accordingly as the EC's Model Code of Conduct would come into force on Sunday. When asked about cash-for-votes, an issue that has frequently cropped up at the time of elections in Tamil Nadu, the CEO said that special arrangements would be undertaken to tackle the problem. “For expenditure-sensitive constituencies, intensive arrangements would be made with higher level officials of Income Tax Department and other departments. Besides the usual course of action, they will be deployed as special observers,” he said. The bye-polls are crucial for the state as they are likely to decide the fate of the AIADMK’s Edappadi Palaniswami government in Tamil Nadu. The strength of the Tamil Nadu assembly is 234 members. The AIADMK won 134 seats in the 2016 Assembly Elections, and then two more in bye-polls in November the same year. However, following Jayalalithaa’s demise in December 2016, her RK Nagar seat was won by TTV Dhinakaran, who contested as an Independent MLA. With the death of Thiruparankundram MLA, AK Bose in August and the conviction of Hosur MLA, Balakrishna Reddy, the two seats fell vacant. Riding on a wafer thin majority, the AIADMK would attempt to shore up its strength and gauge the anti-incumbency factor as it hopes to complete its term till 2021.

Pollachi sexual assault case: Police suspect many more victims, probing network

“I would like to say one thing to the department (police), you have filed one false case based on version of one girl, remaining 99 are working for me. please don't trouble them. I will surrender voluntarily after the case is over.” This is what a young man can be heard saying in an audio that has gone viral across Tamil Nadu. The man in the audio is reportedly 26-year-old Thirunavukkarasu, a financier who was arrested on March 5 for sexually assaulting a college girl in Pollachi along with three of his friends. Even before Thirunavukkarasu’s audio was out, the police suspected that he and his three friends had trapped more young girls and sexually assaulted them. The Pollachi police even issued a public call for women who had been affected by a gang of sexual offenders to file a complaint, but they have not received a single complaint from any woman. “He can be heard boasting in the audio. We suspect that they have been doing this for at least 7 years, but we need women to approach us with complaints,” Pollachi DSP, Jeyaram told TNM. A survivor the police found and an audio After the arrest of three accused-  Sabarirajan, Vasanthakumar and Sathish- the police confiscated their mobile phones. Though the trio had deleted most of the old videos and pictures, the phones have been handed over to forensics department. “Forensics can retrieve everything. We are waiting for the results,” the DSP said. However, a video of another victim of the gang is going viral on social media, after a Tamil publication published it. According to the police, the brother of the college girl had accosted the accused and asked them to delete any pictures or videos of his sister. During this attempt, the brother found videos of their crimes on their phones. In the highly triggering video, a young girl can heard begging to the men to leave her alone. The identity of the young woman in the video has not been established yet. “We questioned them about the video, the accused said they don’t remember the girl. We will find out,” an investigator told TNM. Police sources also confirmed that they did manage to find the identity of another woman who they suspect was sexually abused by the group of men. However, her family has refused to speak and said they will commit mass suicide if pressurised to file a complaint. The survivor who went to the police Priya*, a college student in Pollachi, was friends with Sabarirajan, whom she knew through Facebook. On February 12, Sabarirajan, a civil engineer, called Priya and asked her to bunk classes and meet him in a secluded area in Pollachi. Once Priya reached the place, Sabarirajan, on the pretext of taking her somewhere, told her to sit inside his car. As Priya got inside the car, three other men claiming to be Sabarirajan’s friends also entered the car and started driving it. While the car was moving, the four men sexually assaulted Priya and clicked her pictures and videos. They then dropped her off and sped away. Sabarirajan then began threatening Priya with her video and extorted money from her. Unable to bear the torture after a point, Priya narrated her ordeal to her brother, who confronted Sabarirajan. The incident came to the attention of the police when the confrontation between the men turned rough. As the police reached the spot, Priya’s brother narrated the incident to the police, who then urged Priya to file a formal complaint against Sabarirajan and the other three men. The police then went on to take three men -- Sabarirajan, Vasanthakumar and Sathish -- into custody while Thirunavukkarasu, the main accused went absconding. Thirunavukkarasu was made the main accused because, according to the police, he is the one who initiates the Facebook befriending and then Sabarirajan takes over.  Sathesh owns a readymade shop in Pollachi town and Vasanthakumar works for Thirunavukkarasu to collect money from clients. On questioning, the arrested men reportedly confessed to the crime. The police also established that the men were habitual offenders and Priya might not be their first victim. Meanwhile, Thirunavukkarasu also released an audio and a video clip requesting to transfer the investigation of the case to the CBI. “Please check my phone call records and CCTV footage to see if it has had any transactions with the complainant,” he says in the audio clip. He also says that he would explain the background about the photos and videos confiscated by the police. “There is a lot of details about important party men in those videos and photos. I am going to tell a big truth. I need the support of the leader of opposition party, media friends, advocate and the judge,” he says urging the police to investigate if the case is true or false. Following this allegation by the main accused, many political parties held demonstrations in Pollachi town, seeking the police to probe and arrest the politicians involved in the case. There have also been calls for probe against the ruling party AIADMK following the audio clip. DMK held protests accusing the police of going slow on the case due to pressure from AIADMK. The police arrested Thirunavukkarasu on March 5, when he was returning to his house in Makkinampatti. "Their modus operandi was the same. One of them would befriend the woman. A meeting would be set up. One or more of these men will either try to take the relationship further or they may forecefully take videos or pictures. They would then blackmail them for money," a police official said. Speaking to TNM about the case, a police officer said that investigation is going on in the case in relation to the extent of past offences committed by the men. “As at this point, we have not found evidence for political involvement in the issue. We are however, investigating into the case and will take strict action on it,” the officer said. No case of rape filed against the men An FIR was filed against the four accused under sections 354(A) (sexual harassment), 354 (B) (assault or use of criminal force to woman with intent to disrobe) of the IPC and 66(E) (Punishment for violation of privacy) of Information Technology Act, 2000 and section 4 (Penalty for harassment of woman) of Tamil Nadu Prohibition of Women’s Harassment Act and all four have been remanded to judicial custody and are lodged in Coimbatore Central jail. When asked why a case was not filed under Section 376 of the Indian Penal Code for rape, an investigating officer told TNM that the woman and her brother had only said that she was forced to pose for nude pictures, but have not alleged rape. However, the police have also added IPC Section 394 to the case, an offense of robbery that is punishable up to 10 years if found guilty. Why April 18 is a test for survival for EPS and the AIADMK

Sitting on a wafer-thin majority in the Tamil Nadu Assembly, the bye-elections are crucial for the AIADMK.
April 18, 2019 will decide not only how Tamil Nadu votes in the Lok Sabha Elections, but whether the AIADMK government in the state will survive. Bye-elections to 18 out of the 21 vacant Assembly constituencies will be held simultaneously with the Lok Sabha polls. The results of the bye-polls, which will be out on May 23, will seal the fate of the Edappadi Palaniswami-led government, which is sitting on a wafer-thin majority. While the AIADMK and the DMK each have a national ally on their side and could help in the formation of the next government at the Centre given that Tamil Nadu plus Puducherry account for 40 seats, the focus for both the Dravidian parties has always been the bye-elections. This was evident in the seat sharing talks that the DMK and the AIADMK have carried out. The two parties have put together large coalitions to take on each other, in the hope that the alliance arithmetic will outweigh the opposing side. So, while AIADMK-led alliance in Tamil Nadu has the BJP, the PMK, DMDK, Puthiya Tamilagam, and the New Justice Party, the DMK has teamed up with the Congress, the VCK, MDMK, CPI, CPI(M) and the IJK. The number of Lok Sabha seats the two parties are contesting has dropped significantly since 2014, when AIADMK under Jayalalithaa and DMK under Karunanidhi chose to go it alone. 2019 will see AIADMK contest from at least 21 seats, while the DMK will field 20 candidates. But while their strength in the Lok Sabha Elections has reduced, the AIADMK and its rival the DMK have both ensured that they contest in all 21 seats of the bye-elections. Not a single Assembly constituency has been yielded to their respective alliance partners. The two Dravidian parties have also ensured that at the time of inking the poll pacts, their allies have explicitly announced their support for the AIADMK or the DMK for the bye-elections. Even the DMDK, which had been bargaining hard and had reportedly demanded a few seats for the bye-elections, was turned down by the ruling AIADMK.   The stakes, after all, are high, very high if you are Chief Minister Edappadi Palaniswami. No CM would want the fate of their government to be in the hands of an unreliable ally. Contesting from all vacant Assembly seats, thus, raises the chances of survival for the AIADMK, while for the DMK it gives it an opportunity to not only bring down the EPS government but even stake claim to forming the government. It’s all about the numbers The total strength of the Tamil Nadu Assembly is 234. There are 21 vacancies, but only 18 Assembly constituencies will go to bye-elections. So, the strength of the TN Assembly is 231 post the bye-polls. The majority mark or the magic figure is then 116. The AIADMK’s official strength is 114 excluding the Speaker who votes only in the event of a tie. However, it is unclear whether three independent MLAs – Karunas, U Thaniyarasu, Thamimun Ansari – who had contested on the AIADMK symbol in 2016, would support EPS in the event of a trust vote. Three other AIADMK MLAs – Kalaichelvan, Prabhu, Rathinasabapthy –now support TTV Dhinakaran, who is an independent MLA. This means that for EPS to survive post May 23, the AIADMK would need to win a minimum of 8 MLAs in the upcoming bye-elections. But once the vacancies to the remaining 3 seats are also filled, the majority mark in the 234-member strong House increases to 118. This would mean that the AIADMK requires a victory in at least 10 seats to complete its full term. The DMK-Congress-Muslim League alliance, which has 97 MLAs, will need to sweep all 21 seats for MK Stalin to have a shot at the Chief Minister’s chair.

A day after announcing the poll date for Tamil Nadu’s tryst with the Lok Sabha elections, the Election Commission has sought details on whether April 18 coincides with religious festivals in the Madurai district. Soon after the EC announced that Tamil Nadu would go to polls on April 18, many in the state were quick to point out that the dates coincided with the annual Chithirai festival in Madurai. The festival, celebrated over two weeks, takes place in and around the Meenakshi Amman temple in Madurai, attracting a large number of devotees from across the state and country. Speaking to media persons in Madurai, District Collector Natarajan confirmed that the administration had been asked details regarding the holidays in the district. “We have been asked for holiday dates in the district. We have informed that April 19, 2019 is holiday on the day of Chithirai Thiruvizha. That's what the Election Commission asked us and that's what we've replied. The representation (on the dates) clashing would be taken to the notice of the Election Commission,” he said. The Collector also indicated that areas affected by the festival could witness an extension in polling time on the day of voting to enable voters to cast their ballot. Thursday, April 18 is also commemorated as Maundy Thursday, observed a day prior to Good Friday. Politicians from the state have expressed concern that voter turnout maybe low on account of the date clash. Meanwhile, the Madurai Bench of the Madras High Court has been moved over the issue with a petitioner seeking to change the date of polling on account of the festival. Read: Bye-polls to 18 assembly constituencies in Tamil Nadu on April 18 Interestingly, announcing the poll dates in New Delhi on Sunday, Chief Election Commissioner Sunil Arora said that religious festivals had, in fact, been considered. “While finalizing poll dates, examination schedules of various state boards, CBSE, other relevant factors like various festivals including festivals which have religious bindings(for example, when people are fasting, etc), harvest season in certain parts of the country as well as the in outside obtained from the weather department are also adequately factored in,” he had said. The state will face elections simultaneously on Thursday, April 18 for the 39 Lok Sabha constituencies as well as 18 of the 21 assembly seats lying vacant in bye-polls. Pollachi sexual assault case: Remand extended for three accused

The Pollachi Magistrate Court, on Monday, extended the remand for another 15 days for three of the four accused in a sexual abuse case in the town. The police are also taking steps to slap Goondas Act on the accused. The case relates to four men - Thirunavukkarasu, Sathish, Sabarirajan and Vasanthakumar, who sexually abused women after befriending them on Facebook. Since Thirunavukkarasu was arrested only on March 5, his period of custody has not yet come to an end. The incident had come to light on February 24, when one of the survivors filed a police complaint detailing the abuse she was subjected to by the men. In the FIR filed based on her complaint, it was mentioned that the survivor, Priya* was friends with Thirunavukkarasu and Sabarirajan. On the date of incident, Sabarirajan asked her to meet him in a secluded place so that he can introduce his friends to her. As Priya went to the decided place, Sabarirajan told her to get into a car in which two other men also joined. The men then sexually abused Priya and took pictures and videos of her using their mobile phones. Priya was then abandoned on the way to her house and the car sped away. What followed was frequent calls from the accused to Priya, asking her for money, threatening to upload the video on the internet. Unable to bear the torture, Priya brought the issue to the attention of her parents and family and filed a police complaint. While Sabarirajan, Vasanthakumar and Sathish were arrested on February 24, Thirunavukkarasu was absconding. Finally, on March 5, the police apprehended Thirunavukkarasu also, when he was on his way back home. Following a round of preliminary questioning, the police had earlier told TNM that the accused were not first time offenders and that they had sexually abused women for money many time in the past. The police had also urged the public to come forward and file a complaint, in case they have been affected by this gang. However, as on Monday, nobody else had filed a complaint with the police.

She is also the complainant in the case. Priya was befriended by Thirunavukkarasu and Sabarirajan through Facebook and was lured by Sabarirajan on February 12 to accompany him to meet his friends. In a car, Thirunavukkarasu, Sabarirajan, Sathish and Vasanthakumar sexually assaulted Priya and the men took her pictures and videographed her. Sabarirajan and Thirunavukkarasu then began extorting money from Priya, telling her that if she does not pay, her video will be uploaded on the internet. After a few days, Priya narrated this incident to her brother Subash, who confronted Thirunavukkarasu and it turned into an alternation. According to the police, after the fight, A Nagaraj came to Thirunavukkarasu’s defence, threatened and assaulted Subhash. Subash then filed a complaint with the police, alleging that four men – Senthil, Babu, Mani and one other Vasanthakumar – threatened him of dire consequences if anything was to befall Thirunavukkarasu. The police arrested the four men and registered an FIR against them under sections 341 (wrongful restraint), 294(b) (uttering obscene word in public place), 323 (voluntarily causing hurt), 324 (Voluntarily causing hurt by dangerous weapons or means), 506(2) (Criminal intimidation) of the IPC. Speaking to TNM about it, Pollachi DSP Jeyaraman said that A Nagaraj’s name was later added to the FIR and was arrested by the police. All five of them are now out on bail, he added. Over two weeks after a case of sexual assault and extortion came to light in Tamil Nadu’s Pollachi town, local Member of Legislative Assembly V Jayaraman has denied any family links to the case. The MLA’s remarks are in response to allegations in a section of Tamil media that his son was allegedly involved in a crime network that comprised politically-connected men who sexually assaulted and extorted money from college girls. Speaking to media persons outside the Secretariat in Chennai on Monday, Pollachi Jayaraman alleged that the issue was a conspiracy by the DMK. He said, “The DMK wants to create a bad name through this in the Pollachi Lok Sabha constituency after the elections have been announced. The instigator behind all this is MK Stalin's son-in-law Sabareesan. I am saying this on the basis because no news reports had published the information but my photo was published along with the line that a political party member and his two sons are involved. This is a big lie.” The MLA was referring to a picture that went viral on social media which faked a news channel's template and claimed that the minister's son was involved in the crime, making the police reluctant to act on the issue. He added, “Any probe can be constituted for this. While Sabarirajan, Vasanthakumar and Sathish were arrested on February 24, Thirunavukkarasu was apprehended on March 5. The Chennai police on Monday arrested a sawmill owner under Protection of Children from Sexual Offences (POCSO) Act for sexually assaulting a minor girl. The victim, a 13-year-old, is the daughter of a bonded labourer couple who were working for the accused. 48-year-old Jayapaul, who is the accused, would lure the child to his guest house on the pretext of housework, to confine and sexually assault her. The young girl and her parents had been toiling round the clock for months at Jayapaul’s mill for a meagre salary. Speaking about the sexual assault, an officer was quoted by The New Indian Express as saying, “The labourers worked at the saw mill situated off East Coast Road and the owner would take the victim to his house which is situated in another place on the pretext of doing house work. He then took the girl to the guest house where he sexually assaulted her and threatened her not to tell anybody.” According to the report in Times of India, the incident came to light during a medical examination conducted on a group of bonded labourers who were rescued from a godown near Kundrukadu village in Kovalam off the East Coast Road last week. Kelambakkam police registered a case and arrested the owner under the Bonded Labourers Act. Tipped off by an NGO, a team of Kancheepuram revenue officials headed by (RDO) Muthu Vadivel and the police raided a timber godown from where 31 labourers were rescued, including seven women, seven men and 17 children, out of which 6 were girls. Now, based on the medical report and a complaint from the girl’s parents, a case under the POCSO Act has been registered by the police. Jayapaul was produced before a magistrate court in Thirukazhukundram that sent him to jail. The police are also investigating if he has sexually assaulted other women.

While actors are seen fighting and brawling on screen most of the time, it is not often that you get to watch one in real life. For those at a serviced apartment in Chennai’s Virugambakkam area, the events of Monday morning were indeed a rare sight. Tamil actor Vemal, who shot to fame with films like Pasanga (2009), Kalavani (2010) and Kalakalappu (2012), has landed himself in the midst of a controversy. A complaint has been filed against the actor and three of his friends under sections 323 (Punishment for voluntarily causing hurt) and 294b (Uttering obscene language) of the Indian Penal Code (IPC) by another actor Abhishek for allegedly physically assaulting him. The incident was reported in the wee hours of Monday following an altercation between Vemal and Abishek that allegedly resulted in physical assault. It is also being alleged that the two might have been inebriated when the incident took place. Vimal had come to the serviced apartment at Baskar Colony, Virugambakkam,  with a few of his friends requesting for a room to stay in. Abhishek who was staying at the complex for a month was apparently lounging on the sofa while ignoring Vemal and gestured the latter to wait until he finished the call. According to a report in the Times of India, Vimal was irked by Abishek’s behaviour when the latter continued to ignore him and speak over the phone. He then began attacking Abhishek along with his friends. Abhishek who sustained injuries to his eyes and face was taken to a private hospital following which he filed a complaint against Vemal and his friends. Vemal has been absconding since the incident, and the Virugambakkam police are currently on the lookout for the actor. Vemal who was last seen in Evanukku Engayo Matcham Irukku last year has Kanni Raasi and Kalavani 2 under different stages of production. His Rendavathu Padam with director CS Amudhan has been put on the back burner for some time now.

The police have slapped the provisions of the Goondas Act on the four accused who have been arrested in connection with the Pollachi sexual assault case. Just a day earlier, the Pollachi Magistrate Court had extended the remand for three of the four accused by 15 days. The police action is in keeping with their earlier assertion that the four men -- Thirunavukkarasu, Sathish, Sabarirajan and Vasanthakumar -- had sexually assaulted and extorted other women. According to the police, their modus operandi involved befriending college-going girls online, filming them after they met them in person, and blackmailing them later with the videos for money. The Tamil Nadu Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Forest Offenders, Goondas, Immoral Traffic Offenders, Slum Grabbers and Video Pirates Act, 1982 or the Goondas Act defines a goonda as “a member of or leader of a gang, habitually commits, or attempts to commit or abets the commission of offences.” Under the Goondas Act, a person may be detained without bail for a period that may extend up to one year. In 2011, the Madras High Court held that a single case was enough to detain a person under the Goondas Act. It may be recalled that the Tamil Nadu police also slapped the Goondas Act on 17 accused in the rape of a 11-year-old child in Chennai last year. Nirmala Devi, accused in sex for cash scandal, granted bail by Madras HC

Nirmala Devi, a former Assistant Professor in an arts college in Aruppukkottai was arrested in April 2018 for trying to lure girl students to provide sexual favours to ‘higher officials’ of Madurai Kamaraj University.
Nirmala Devi, the main accused in the sex for cash scandal, was granted bail by the Madurai bench of the Madras High Court on Tuesday. This comes more than a week after the Tamil Nadu government had told the High Court that it had no objection to Nirmala Devi being granted bail. Justice Dhandapani had granted bail observing that the investigation is complete, the chargesheet has also been also filed and government has no objection. The state government had, however, submitted that Nirmala Devi should not speak to the media while she is out on bail. This submission has been accepted by the court.  On April 16, 2018, Nirmala Devi, a former Assistant Professor in an arts college in Aruppukkottai, was arrested for trying to lure girl students to provide sexual favours to ‘higher officials’ of Madurai Kamaraj University (MKU) in exchange for money, grades and career opportunities. In the 19-minute long audio clip, Nirmala Devi can allegedly be heard telling four students of the college about ‘opportunities’ that await them if they agree to do an ‘assignment’ she was offering. She promised them marks, academic prospects and money if they took up her offer. Earlier this year, the court had ordered an interim stay on the trial based on a chargesheet filed by the CB-CID, based on a petition filed by Suganthi, the General Secretary of All India Democratic Women’s Association (AIDWA). Suganthi had alleged that the investigators had not pursued leads on purpose to unravel who the big names behind the racket were. She alleged that the CB- CID had limited the case to three people- Nirmala Devi, Assistant Professor V Murugan and former Research Scholar Karuppasamy. She had stated that CB CID has deliberately not questioned or revealed the names of people for whom Nirmala Devi was allegedly soliciting sexual favours from students. During the hearing last week, the court had asked the TN government if Nirmala Devi’s life was in danger and the government had said there was no danger. Murugan and Karuppasamy, were granted bail by the Supreme Court. However, Nirmala Devi’s bail application has been rejected multiple times by various courts.

Even as Tamil Nadu is all set to witness two sets of elections – the 2019 Lok Sabha polls on April 18 as well as bye-polls in 18 assembly constituencies, you, the voter, can still register to vote. The deadline to register to vote, if you haven't already done so, is Saturday, March 16 in Tamil Nadu. This is due to the Election Commission of India’s norm that the last date for voter registration is 10 days before the last date for filing nominations. Tamil Nadu, along with the union territory of Puducherry, will go to polls in Phase I of the Indian General Elections. As per the Election Commission of India’s announcement on Sunday, political parties in the state are expected to file their nominations between March 19 and March 26. The last date for withdrawal of nominations is March 29. Results will be announced on May 23 with counting of ballots set to take place on a single day. The bye-polls would take place simultaneously along with Lok Sabha polls. The results too would be announced on the same day on Thursday, May 23. The constituencies that will go to polls on April 18 are Poonamallee (SC), Perambur, Thiruporur, Sholingur, Gudiyattham (SC), Ambur, Hosur, Pappireddippatti, Harur (SC), Nilakkottai (SC), Thiruvarur, Thanjavur, Manamadurai (SC), Andipatti, Periyakulam (SC), Sattur, Paramakudi (SC) and Vilathikulam. Tamil Nadu’s Chief Electoral Officer, Satyabrata Sahoo clarified in a press conference in Chennai that bye-polls to Ottapidaram, Aravakurichi and Thiruparankundram assembly constituencies would not take place as petitions on the polls are still pending in court. How to register to vote? Those who want to register to vote, change their address or look if their names are on the electoral roll, you can visit the National Voter Service Portal.  (Sometimes the website does not load. It is better to access it on a desktop rather than a cellphone. Please be patient.) New voters must fill Form 6 in order to register themselves as voters. You will need a passport sized photo and proof of age and residence. There may be cases, where people who are alive appear as deceased on the electoral roll. Age of person or spelling of name may be incorrect. To update or correct the details on the electoral roll, one must fill Form 8. If you have relocated to a different location within the constituency, use Form 8A. If you wish to delete your name from the voters’ list from any constituency and relocate to a new constituency, Form 6 must be filled along with Form 7. Form 6 is to register to vote in a new constituency and by filling Form 7, your name will be deleted from the voters’ list in the old constituency.   You can also collect two copies of the above mentioned forms from the Electoral Registration Office, Assistant Electoral Office and Booth Level Offices located in your constituency. You will have to fill the form and submit hard copies of age and address proof to the said office itself. Voters could also approach their local tahsildar office to register to vote. What is an electoral roll? An electoral roll is a list of names prepared by the Election Commission of India. This includes the names of all the people, aged 18 years and above, who have voter ID cards. Basically, all the people who will be able to vote for the upcoming elections. If your already have a voter ID card, then ideally, your name should appear on the electoral roll. However, sometimes this is not the case – many people have realised only when they reach the polling booth that their name is not on the electoral roll, despite the fact that they have a voter ID. Hence, it is crucial to check if your name appears on the voter list ahead of the polls. You can check whether your name is on the electoral roll here (this website too may not load sometimes but it works). In case it does not load, you can log on to the National Voter Service Portal. On the left hand side of the home page, you can see a search bar where you can look for your name on the electoral roll.

Over the past few days, Tamil Nadu has been shocked over the sexual assault of a college student from Pollachi town and a wider network that is suspected to operate such crimes on a regular basis, comprising politically-connected men. While the incident came to light in February after the survivor approached the police, the discovery of a video purportedly belonging to the crime network provoked renewed social media outrage, forcing political parties and a wider section of the media to take note. Even as the case may be recommended for a transfer to the CBI by the state government, the actions of the Coimbatore Superintendent of Police warrant scrutiny. Revealing identity of survivor On March 1, Coimbatore SP R Pandiarajan held a televised press conference, where the police officer revealed the identity of the survivor.
